COUNCIL APPROVES FEDERATION BRIDGE REPLACEMENT IN INVERLEIGH
At the 25 July Golden Plains Shire Council meeting, Council approved the replacement of Federation Bridge in Inverleigh and will begin a detailed design and construction tender process to replace the structure.
Federation Bridge has been closed to the public since January 2023 following flood damage from severe storms in October and November 2022. The 25-year-old bridge has undergone a detailed safety assessment, and estimated repair costs range from $140,000 to $204,000 while the full replacement is estimated at $287,000. These estimates include design, site establishment and contingencies.
The identified short-term repair works do not necessarily bring the pedestrian bridge up to current standards, and would only marginally extend the life of the bridge.
Golden Plains Shire Mayor Cr Brett Cunningham said Councillors agreed the best course of action was to replace Federation Bridge to provide maximum benefit for the community.
“Given the relative values of the repair options versus the replacement costs, it’s a better value for money proposition for Council to replace the existing bridge than to proceed with short-term repair works.
“The existing structure is approximately 25 years old, and while repairs may extend the life of the bridge for another 25 years, replacement provides a 75-year estimated design life.
“Council acknowledges the inconvenience caused for pedestrians who regularly use the bridge, however the safety of all bridge users is paramount and Council is committed to replacing the structure to ensure it remains an essential asset for the Inverleigh community.”
Residents are advised to avoid the bridge and follow all safety directions. Pedestrians can access Savage Drive and Rankin Road using the footpaths alongside the Hamilton Highway and Common Road.
Council will continue to keep the community informed regarding Federation Bridge and will seek engagement from the local community on proposed design options.
Following the design and construction tender process, Council anticipates works to be completed in early 2024.

GAME-CHANGING UPGRADES FOR DON WALLACE RESERVE - TEESDALE
We are getting on with delivering our election promises for our community and upgrading the Don Wallace Reserve in Teesdale.
Teesdale sporting clubs and community will enjoy brand new facilities at the Don Wallace Reserve, with a $1.5 million announcement for upgrades.
This significant investment will see the construction of state-of-the-art, female-friendly changerooms, providing the community with top-notch facilities they can take pride in. Member for Eureka, Michaela Settle, joined Teesdale residents on Wednesday 28th June to celebrate the recent announcement with a sausage sizzle.
She also joined Golden Plains Shire Mayor, Cr Brett Cunningham, to announce an exciting plan for a complete re-development of the Don Wallace Reserve oval. In total, the oval redevelopment will cost $650,000 with the Golden Plain Shire Council contributing $400,000. The announcement was included in the Victorian Budget 2023/24, which is providing more than $213 million to deliver and improve community sports infrastructure and support initiatives that boost participation and inclusion in local sports clubs and organisations.

Obituary - Joan Moreillon
Local Bannockburn identity, Joan Moreillon passed away on the 8th July 2023. She was aged 97 years.
Joan grew up on the original Longmore property on Longmore Rd (now Russell’s Rd) on the side and flats of the Moorabool Valley, a working orchard and dairy farm. Joan spent 7 years working at Geelong solicitors, Crawcour and Hollyhoke, travelling there by bicycle and train each day. In 1948, Joan accepted a role at the Bannockburn Shire and continued there for 5 years.
On marrying Ron in 1950, she moved to the newly built home in High Street, directly across the road from the family produce store which Ron took over after his fathers death. Joan soon left the Shire and moved full-time into an active role within the family business, a role that she continued every day beside Ron, until selling the business in November 1987.
‘Moreillon’s Store’ was synonymous with Bannockburn, being a place of business for farmers and townsfolk alike, a drop-in centre for those just wanting a chat and of course the communications headquarters for the local and regional CFA.
Although Joan dedicated herself to many local organisations throughout her time in Bannockburn, right up to the time that she moved into Geelong, it was the CFA that she and Ron devoted so much of their lives to. In fact, although
Ron was the appointed communications officer, everyone recognised Joan in that role equally. This recognition culminated in CFA involvement in Joan’s Memorial Service noting her 50 plus years of service. During this time, both she and Ron were awarded National Medals for their long and outstanding service. Other community organisations that Joan committed herself to were the Bannockburn Infant Welfare centre, the Bannockburn Tennis Club as a Committee member for many years, Primary School Mothers Club, the Country Women’s Association (CWA), Russells Bridge and then Bannockburn Presbyterian Church and founding member of Bannockburn Probus.
Even after Rons passing in 2014, the red brick house in High Street would remain Joans life and home until 2019 when she moved into Abervale at 93 years of age before moving to Bupa Barrabool in late 2022.
Another link to Bannockburn’s past now sadly lost.

Orchids to see in the Inverleigh Nature Conservation Reserve during late Winter and Spring.
As winter draws to a close, the reserve is about to burst into a riot of colour with the coming of the warmer Spring weather . The reserve is host to a myriad of flowering plants – from tiny groundcovers to the tall Manna Gums. Of special interest to me are the orchids – from the tiny Gnat Orchids to the Majestic Inverleigh Spider Orchid
During August, the predominant orchids are the greenhoods (Dwarf, Trim and Nodding and Blunt Greenhoods, and Maroonhood) and helmet orchids Veined, Slaty and a new one this year for the reserve, the Fringed Helmet Orchid, along with the small Gnat Orchid.
In early September, the more colourful orchids start to flower – the Bluebeard Orchid, followed by three species of the yellow Golden Moth and Rabbit Ears orchids. One of the more spectacular orchids is the critically endangered Inverleigh Spider Orchid, which usually starts flowering in mid-September
There are around 50 species of orchid in the reserve, and some can be found in flower in all seasons except summer. Around 20-25 species flower in Spring. Other Orchids you will see in flower during Spring are the small greenish brown Wasp and Bird Orchids, Gnat and Greenhood Orchids, the Sun Orchids in shades of yellow, pink and blue, Donkey Orchids with their yellow and brown flowers – plus the endangered Purple Donkey Orchid which flowers in November. The species in flower change from week to week, so several visits are needed to enjoy the full range.
Orchids can be found almost everywhere in the Reserve – Golden Moths are common in grassy areas and in the firebreak along Common Road. The dappled sunlight among the trees is where you will find most of the orchids. Sun Orchids, Golden Moths and Tiger Orchids (late Spring) are widespread and common throughout the reserve, while most of the others are relatively common but usually found in patches. Good areas to look for orchids are along Old Teesdale Track, between Camp and Old Shelford Tracks the bracken area along Fern Track and along Camp Track.

The Progress Association has been actively working towards improving the amenity of Inverleigh for over 40 years. Of course all such organisations need volunteers and the Association is no exception. Without them nothing happens. If you have some ideas for the town you would like to achieve, you are welcome to join us and help achieve them.

Public Toilets Progress Association members worked for many years with Council to have new block built. They are used more than any other toilets in the Shire.
The Clock a new clock was recently installed on the clock tower in our main street.
Town Entrance Signs. IPA worked for many years to procure the 2 Entrance Signs (Hamilton Highway East and West) welcoming travellers to our town.
The Inverleigh Historical Society was formed in 2004. It operates under the auspices of the Inverleigh Mechanics Institute and Public Hall Committee.
Our Aims are to collect and preserve items of local historic interest and to promote research and interest in local history.

You will have noticed the front cover story relating to the Replacement of Federation Bridge, a vital piece of infrastructure for School Children, walkers using the walking tracks etc. It is such good news that our Shire has worked quickly to provide the best outcome for all our users, local and visiting.
We are also looking forward to works starting in August to the parking area's along the service road, from the Inverleigh Hotel, to the Bakery and continuing west to Sonny Cafe and Store. There will of course be disruption to everyday life but we must keep in mind the end result for the convenience and safety of locals and visitors too.

Another Bloody Eucalypt

IT'S ANOTHER BLOODY EUCALYPT

Let's get one thing straight right away: I am an Australian and I love eucalyptus trees. But not in the UK! When I first came to Britain nearly 30 years ago, eucalypts - or gum trees as Aussies prefer to call them - were something of a rarity.
An Australian friend and I had an inebriated plan to sneak onto Hampstead Heath at night and plant eucalyptus seedlings all over it.
Sanity and sobriety prevailed, but the English suburbanite has since seemed determined to do the job for us - at least in their own gardens.
These days eucalyptus trees seem to be everywhere. There are even at Buckingham Palace, where the Queen has planted three over the past 15 years.
England gave Australia its rabbit plagues; now Australia is retaliating with its gum trees.
I live in Ealing, a genteel, leafy part of London, proudly enjoying its Englishness and its unofficial title Queen of the Suburbs.
And I have to confess that my wife has grown a eucalypt in our back garden, but that is okay: it is a bonsai, just eight inches high.
A friend and near-neighbour was once given a eucalyptus tree as an anniversary present. It arrived as a small shrub in a pot, but grew 50-feet high. [Update: The current owners of that property had the tree removed in November 2017 at a cost of around £1000 after it became clear that it was in danger of being blown over.]
She had to have it severely cut back several times, each at a cost of several hundred pounds.
A few years later it is back to its original height and the pruning has made it even wider.
Despite this, she loves her eucalyptus tree, and at least she has it planted in a sensible position well down the garden - which is more than can be said for most I have seen, inexplicably, planted against brick fences or house foundations.
Within two blocks of my home there are at least 20 large eucalypts, looming over their host homes and the street.
Apart from their disfiguring effect on the English suburban landscape, the problem with eucalypts is that they grow at a terrifying rate in this climate, achieved by sucking huge amounts of moisture from the ground and consequently from around foundations.
And because they are evergreens, they continue to keep out the light during the dull winter months.
I predict that eucalypts - along with conifers - will eventually be voted The Tree We Most Wish We'd Never Planted.
James Tighe, the plant adviser at the Syon Park Garden Centre in west London, thinks many people have been attracted to eucalypts because of "the romance of growing something from a foreign climate".
Charles Erskine, the man in charge of the tree and shrub collection at the Royal Botanic Gardens at Kew, has a few eucalyptus specimens in his care but urges caution when buying them for a suburban garden.
"They grow so fast they can catch you out".
It's a bit like the Leyland Cyprus, which people buy for hedges, then discover they have a row of trees up to 70 feet high," he said.
One of the biggest suppliers of eucalypts is Celyn Vale Eucalyptus Nurseries of Corwen in Wales. It sells between 50,000 and 100,000 a year.
Not surprisingly, the owner, Andrew McConnell, disagrees that eucalyptus trees are inappropriate for the British landscape.
"More than 80% of plants grown in this country don't 'belong' here, so you could write off all kinds of trees if your argument were accepted," he says. He admits that eucalypts can be an "environmental disaster" in the wrong place, but his company issues picture labels and other information to try to ensure that customers buy the right sort of trees and know where to plant them.
The company is now also offering varieties that don't grow quite so quickly.
"If intelligently planted, ornamental eucalyptus trees are not a problem," McConnell insists.
Despite such soothing words, I remain unconvinced.
If God had wanted England to have gum trees, he would have also provided koalas and kangaroos. Eucalypts simply don't look right here. This is specially so in winter when they stick out like giant plastic ornaments in the austere, grey and grand winter landscape. But don't despair, there is one good use for these arborian invaders from the Antipodes: Take to them with an axe and save the branches and leaves for your next barbecue. As any Aussie will tell you, there's nothing quite like a beefburger or a lamb chop cooked in the aromatic

First responders collaborate in training exercise
Wingeel Rural Fire Brigade, south-west of Inverleigh, is situated in an isolated farming area. Consequently, it could be half-an-hour or more for back-up to arrive and our firefighters turning out to a vehicle accident need to be prepared to deal with any eventuality.
Training officer, Peter Koster, organised an elaborate training exercise recently involving three vehicles at a mock Motor Vehicle Accident. To make it more realistic, he invited Birregurra Police Senior Constable Josh Goonan, the Winchelsea SES and the Colac Camera Club to take part.
Five members from the SES acted as crash victims – one trapped in an electric car, another was hunched in the ute’s driver seat and incoherent, while the passenger door was open. Meanwhile, the driver of a Subaru station wagon was wandering around aggressively wielding a garden fork. He could have been drunk or on drugs.
“This is where the police are invaluable,” said Peter Koster. “They are trained to handle dangerous people and interfering bystanders, so that our firefighters can get on with the job.” The interfering bystanders were represented by members of the Colac Camera Club acting as pesky journalists looking for a story.
As if dealing with aggressive, injured and possible missing persons was not bad enough, a little later smoke started erupting from beneath the electric vehicle and then a cylinder on the back of the ute started ‘leaking’. The cylinder was labelled anhydrous ammonia, which is deadly when inhaled and apparently is regularly transported along the Hamilton Highway.
Hopefully not all those scenarios would happen all at once, but any one of them could occur and first responders need to know how to deal with them.
Senior Constable Josh Goonan said, “Multi-agency exercises like this are such a beneficial experience for everyone involved. It was a great opportunity for me to meet members of the Wingeel CFA and Winchelsea SES and to take learnings away to be better prepared when attending incidents such as motor vehicle collisions.”
It was a learning experience for our firefighters as well. Captain Stewart Hamilton said, “I was responsible for killing us all, twice, but I learned a lot.” And this was a key message that Peter Koster hoped to get across – the number one rule when turning out is your own safety first. He said, “It’s no good trying to rescue people if you get killed in the process.”
All-in-all everyone taking part enjoyed the exercise. Nutty Nellie from Channel 9 CCC aka Lynn Sargeant from the Colac Camera Club said, “We were in tears of laughter on our way home. Although it is a very serious exercise and the more practice the better for these people who do a fantastic job in horrible conditions. I take my hat off to them.”

GOLDEN PLAINS SHIRE COUNCIL From the Mayor’s Desk August 2023
As we head into the last month of winter, I’d like to again thank the Golden Plains community for their valuable input throughout our Budget 2023/24 journey. Now adopted, Council looks forward to rolling out more than $49m to deliver over 70 services to the Golden Plains community.
Last month, I joined Member for Eureka Michaela Settle MP to attend the official opening of the Meredith Multi Playspace and funding announcement for the Teesdale Oval Upgrade.
The Meredith Multi Playspace features an upgraded skate park and new BMX track. It was fantastic to see this community-driven project come to life, and I look forward to seeing kids and families enjoy the space.
It was great to also join local footballers and tennis players in
Teesdale to welcome the allocation of $250,000 from the Victorian Government’s 2022-23 Country Football and Netball Program for the anticipated upgrade to the oval at the Don Wallace Recreation Reserve.
I’m excited to see the upgrades come to life for our ever-growing sporting community.
It was also great to see the implementation of speed limit reductions in Linton, Smythesdale, Teesdale and Bannockburn to enhance pedestrian safety across the Shire. Council has been working closely with the Department of Transport to advocate for these speed limit reductions and ensure the safety of all road users and pedestrians in Golden Plains.
We continue to work to identify upgrade projects that will improve safety for all residents and visitors to the Shire.
Council has begun to seek feedback from the community for the development of our Footpath Strategy 2023-2033. The Footpath Strategy will assist Council to manage its
current footpath assets and develop pedestrian networks to every township.
I encourage residents to consider the footpath networks in their township and provide valuable feedback on what they think can be improved for the benefit of the local community. It is fantastic to see the extension of Council’s Community Rapid Antigen Test (RAT) Program for the next six months.
The extension of the program will enhance testing capacity and detect COVID-19 cases quickly, contributing to community health management and control measures.
Finally, I am looking forward to the return of the Active Golden Plains ‘Spring into Summer’ Program which is set to begin next month.
I encourage residents of all ages around the Shire to keep an eye on Council’s website for the upcoming timetable and participate in the fun activities.

Council will host a free environmentally focused Photography and Plant Identification workshop titled ‘Photo[Synthesis]’ for residents to capture the environmental significance of the local flora and fauna of Golden Plains.
Open to all residents of all photography abilities, the workshop will be held on Saturday 12 August at the Don Wallace Teesdale Grassy Woodlands Reserve, 1164 Bannockburn-Shelford Road, Teesdale, from 10am until 12pm.
Participants of the workshop will not only develop their photography skills in the natural environment, but also gain a deeper knowledge of local native and non-native plant species.
Photos captured as part of the workshop will also be eligible for entry in Golden Plains Shire Council’s Spring in the Shire photography competition, returning in 2023.
Participants are required to bring their own device to capture photos (camera, phone etc.)

As the Historical Society has little information on the current usage of the hothouses in Park Street that calendar image will be allowed to stand alone.

On the 1865 Town and Suburban Lots of Inverleigh map (accessible through the State Library of Victoria) only eight streets are named. The following is the known understanding of the selection of those names, but we are always interested if alternative information is forthcoming.

Newman Street: Samuel Newman was the second licensee of the Horseshoe Inn after William Lawson went to Geelong in 1852. It is likely the survey team sampled his hospitality.
West Street: Not quite the western boundary but just a location. Apparently nicknamed “cow pat” Lane remembering there were few fences.
Cambridge Street: No information, but this was the route from the Leigh River ford westward before any survey.
High Street: Portland Bay Road 1840, Great Western Road , Lower Western Main Road 1863, Lower Leigh Road, Geelong Hamilton Road, Hamilton Highway B140 and within the township, High Street.
Napier Street: Sir Charles Napier died 1853. British Army Commander in Chief, India.
Napier placenames include New Zealand,
Canada, Antarctica, South Africa, Mercer Street: The Derwent Company, controlled by the Mercer family was the first to select a large landholding in this district and around Fyansford.
Of course naming a road did not mean that it was ever used as an address, all early mentions in the Geelong Advertiser use a house name, not a street name. Just like today, residents relied on the Post Office to direct their mail correctly.
For some years in 1860”s there was a toll gate managed by the Bannockburn Roads Board. In April 1865 thirteen vehicles carrying the children of the Presbyterian School on their annual picnic were held up at the locked toll gate and sixpence each was demanded. As expressed in the Geelong Advertiser “ The person thus in the habit of extracting Ford dues might do worse than remember that all he owns of the accommodation is the gate and padlock. He has not evidently travelled in the country much; if so, he has yet to learn that neighbours have to be accommodating in roads and fords. He seems to forget his indebtedness for facilities afforded him by his neighbours which, if measured by his own rule of conduct, his dimensions and privileges would become beautifully less.”

POLICE REPORT FOR AUGUST 2023
Hello all, We had an incident recently where someone pressed the call button on the wall of the police station and found it did not work. When the button is pressed it will ring the Bacchus Marsh Police station but over time the Police department telephone technology has changed and the calls to Police stations now go through prompts which require number options to be pressed to get through and the old call button does not have that ability. The assistance button will not put you through to a police member anymore and cannot be changed which is something to be aware of.
We have had some recent reports of Burglary and Thefts in Teesdale which are currently being investigated. Please report any suspicious activity/loitering and remember to keep gates, vehicles and doors locked when not at your premises. In Teesdale please be aware that the 60 km/h speed zone on the Bannockburn-Shelford Road on the Eastern side of the township has been extended. Please be aware of this change.
I am still coming across some drivers doing 100 km/h in the 80 km/h zone on Harvey Road Bannockburn. This zone has been changed for over a year now and the reduced limit needs to be followed.
I am getting more reports of dangerous driving between Inverleigh and Geelong. The sections of the Highway with double lines have increased dramatically and there are few places now where overtaking is permitted. Please be patient and do not take unnecessary risks to save a few minutes on your journey.
The railway building in Inverleigh is suffering from more external boards being pulled off and is quite a bit of disrepair now. I continue to inform the rail authority to try to shutter it but eventually it’s removal may have to be considered due to its dilapidated state.
Hopefully the worst of winter has passed us, and the weather is on the improve especially for the Football and Netball finals which will shortly be upon us.

COUNCILLOR SUPPORT AND EXPENSE POLICY ADOPTED
At the 25 July Council meeting, Golden Plains Shire Council adopted its updated Councillor Support and Expense Policy (the Policy).
The revised Policy comes after an extensive review and consultation process, taking into account the opportunity to provide clarity and to further strengthen accountability and equity in local government, delivering a higher degree of transparency and integrity for Councillors and for the public.
Key changes to the Policy include; the addition of overarching and informing principles aimed at guiding decision making under the Policy; changes to the approval process for professional development programs for Councillors; approval for attendance by the Mayor at the annual ALGA conference held in Canberra which will no longer require a resolution to Council; and maximum annual expenditure on professional development programs for the Mayor increased to $5,000 to reflect the additional responsibilities of the Mayor.
The Policy was endorsed by Council at its May Council meeting and placed on public exhibition for a period of twoweeks, with no submissions received during that period.
Pursuant to the Local Government Act 2020 (The Act) Councils must adopt and maintain an Expense Policy in relation to the reimbursement of out-of-pocket expenses for Councillors and members of delegated committees. It sets clear boundaries and ensures that funds are utilised efficiently and prudently.
Golden Plains Shire Council Mayor Cr Brett Cunningham says the updated Policy ensures compliance with The Act.
“The adopted changes to the Councillor Support and Expense Policy provide a consistent and transparent framework for Councillors and Council officers when managing Councillor support opportunities and expense reimbursements.
“The amendments align with policies developed by surrounding Councils and Local Government Victoria’s best practice policy.”

Our pet’s dental care is an important part of pet ownership. Just like in humans, dental disease can occur in pets when plaque builds up on their teeth and isn’t cleaned. Bacteria and saliva stick to your pet's teeth and form a layer of plaque which is responsible for that furry feeling that we get when we don't brush our teeth. The plaque hardens over time into tartar. It will grow into and under your pet's gums causing gingivitis and halitosis (bad breath) which can lead to pain and tooth loss. If left untreated this can contribute to kidney, liver and heart problems. More than 85% of dogs and cats over four years of age have some form of periodontal disease.

Did you know we run both Puppy Classes and Juvenile Puppy Classes here at Bannockburn Vet Clinic?
Puppy Class is an important part of owning a puppy as it teaches the basics of obedience and socialisation early on. This benefits the dog as it grows into adulthood with good behaviour and manners.
Our classes are run by our professional dog trainer Caroline Cotter from Puzzled Dog Training Services and run for 6 consecutive weeks. We have small class sizes which allows plenty of individual attention.
Juvenile Class is great option for young dogs who need that extra bit of training or socialisation but are too old for Puppy Class.
Sessions run for 4 consecutive weeks with our dog trainer Caroline. Some of the things you will work on:
