H E A LT H Novant Health UVA Health System Culpeper Medical Center to host Medicaid Application and Resource Fair January 15 Medicaid expansion in Virginia begins January 1, 2019, and Culpeper Medical Center will host a Medicaid application and resource fair on Tuesday, Jan. 15 to support participation among eligible adults in the region and offer education, application assistance and healthcare resources. As one of the area’s largest hospital systems, Novant Health UVA Health System strives to improve the health of the communities it serves, one person at a time. The event will be geared toward potential Medicaid eligible adults – ages 19 to 64 – who are within the Culpeper Medical Center service area. Non-eligible adults are also encouraged to attend to be connected to valuable, local resources and learn about community resources. “Cost should not be a deterrent for people in need of life-saving medical treatment,” said Jeff Hetmanski, president of Culpeper Medical Center. “We are pleased to have the assets, community partnerships and collaboration needed to host events like these that have the potential to change lives in our communities. We are doing our part to ensure that everyone has access to healthcare in Culpeper, Orange and Madison counties.” Medicaid Application and Resource Fair attendees will have access to community healthcare resources and those eligible to receive Medicaid will also receive onsite assistance in enrolling for these benefits. Community members will also have the opportunity to meet healthcare providers from Culpeper Medical Center and receive free adult health screenings, including prediabetes, cholesterol, blood pressure and BMI. Spanish translators will be onsite and education and literature will be available in both English and Spanish. The fair will be held at Germanna’s Daniel Technology Center, which is easily accessible by public transit. It is free and open to the public, and all attendees can enjoy door prizes, computer access and refreshments. Free childcare will be provided by Kid Central. Enrollment in Medicaid is open

BOS sends solar amendments back to rules committee The Culpeper County Board of Supervisors decided against making amendments to the existing Utility Solar Scale Development Policy at its January morning meeting. A motion was brought forward to from the rules committee to make amendments to the existing policy, but after spirited debate, it was decided to send the amendments back to the rules committee for further discussion and refinement. Culpeper County Administrator John Eggertson said staff is happy with the policy in place in its current form but included amendments to address concerns that were raised after the first solar facility in the county was approved last fall. The largest point of contention within the amendments was the addition of a “cap” of 2,400 total acres in Culpeper County to help limit “utility scale solar sprawl.” Stevensburg Supervisor Bill Chase expressed concern that having a cap would hurt small farmers who are looking to find ways to maximize their land. “I don’t know why we have to do a cap in the policy,” Salem District Supervisor Alexa Fritz said. Cedar Mountain Supervisor Jack Frazier said this language should have been in place before approving one solar farm facility already. “This is going to be a legal issue,” Frazier said, while noting he was in favor of a cap. Catalpa District supervisor Sue Hansohn said maybe they don’t need a cap in place formally in the policy, but make it a case-by-case basis. Frazier also addressed an issue he had with decommissioning the solar farms, saying that the first farm approved - a utility scale solar farm operated by Greenwood Solar I, LLC off Blackjack Road in the Stevensburg District - would only have to pay $500,000 to decommission, which wasn’t enough. “We need to look at the policy to decommission per acre,” Frazier said. “We did not put this on the landowner, this could fall to the taxpayer.” Fritz recommended that staff look into decommission costs and come back with information.

As Culpeper Youth exits 2018 and enters 2019 we are excited to bring back more TeenTalks. We held our first TeenTalks earlier this year and allowed our members to speak about problems they saw facing the youth today. At the end of the event, Culpeper Youth members answered questions from members of the community who had come out to listen to what we had to say. It was a wonderful event that we’re excited to bring back. Our next TeenTalks will be held towards the end of January and will revolve around the idea of stereotypes. This was the most voted for topic by our members, and many have already begun enthusiastically writing what they’d like to say. Keep an eye out for an official date as it should prove to be a night that will open your eyes to a whole new perspective. I hope everyone had a Merry Christmas and I hope you all will come out to Culpeper Youth’s second TeenTalks.

Verdun Adventure Bound launches new pilot program Verdun Adventure Bound, Fauquier County Public Schools, Bradley Elementary School and Fauquier Community Alliance for Drug Rehabilitation and Education announced grant funding for collaborative project "Adventures in Learning." The funding was provided by the Northern Piedmont Community Foundation and the PATH Foundation. The grant will provide social and emotional experiential learning for 4th and 5th grade students using the newly implemented Fauquier County Public School's Botvin Life Skills and an introduction to drug education. This collaborative opportunity will benefit Bradley Elementary School students with the combined expertise of Fauquier Cadre, Fauquier County Public Schools and Verdun, the youth will build their resiliency skills they need to achieve personal growth and a drug-free community. "It has been my pleasure working with these creative and passionate community professionals," said Honore Hastings, Verdun's Executive Director. "Principal Beth Banks and Carolyn Lamm, Supervisor for Support Services, along with Kathleen Weghorst, Fauquier Cadre and John Waldeck, Fauquier Mental Health Association and Verdun staff, Sean McElhinney and Ashley Shilling, have been amazing with their knowledge and enthusiasm to bring the County's new Botvin Life Skills curriculum to life through Verdun's experiential learning. And the drug education program goes hand in hand with the Botvin syllabus." The program will also offer a parent informational evening presented by John Waldeck, for Bradley and other surrounding elementary school parents. This parent presentation is an opportunity to share the Pride survey data, prevention and community resource information concerning substance abuse and mental health. "The Mental Health Association is very excited about the Adventures in Learning collaboration between the Fauquier County Public Schools, Verdun Adventure Bound and CADRE," said Executive Director Sallie Morgan.

LOCAL NEWS Cocoa Manna a yummy stop along Sperryville Pike ➤ ‘Mosebrook scoops handfuls of the world’s finest cocoa beans from heavy burlap sacks stamped Belize, Bolivia and Peru’ By John McCaslin Rappahannock News staff Karen Mosebrook has certainly found her niche in life, and we can all be thankful for that. How many “bean to bar” chocolatiers are there, after all, in these Blue Ridge foothills? A three minute drive south of the Rappahannock County line along the Sperryville Pike, it’s difficult to miss Mosebrook’s unique chocolate making enterprise, Cocoa Manna.

Housed in an old-fashioned filling station, its antique fuel pumps are now whimsically transformed into pink and blue people greeters, like something out of Willy Wonka’s Chocolate Factory. While Mosebrook has been producing popular Cocoa Manna Fine Brewing Cocoa at her Boston location since 2012 — “I do the brewing chocolate from roasted ground cocoa beans,” she rightfully boasts — it’s only been a year-and-a-half since she’s created delicious chocolate bars from scratch, er, beans. “I get in cocoa beans from different origins and I make it all the way — roast it, grind it, winnow it,” says the chocolatier, explaining various steps of the intriguing (scientific, actually) chocolate making process. “It goes into a stone grinder like ➤ See Cocoa, Page 5

See, it’s shiny,” she points out, snapping in two a small slab of the chocolate. “That’s tempered chocolate.” To begin creating her mouth-watering chocolate bars — consisting solely of organic cocoa beans, organic cocoa butter, and organic cane sugar, with optional delights like nuts and elderberry — Mosebrook scoops handfuls of the world’s finest cocoa beans from large burlap sacks stamped Belize, Bolivia and Peru. The heavy sacks, in effect the foundation of Mosebrook’s enterprise, cover an entire section of the chocolate maker’s floor space. “They all taste different,” she says, showing off the various beans, “because they all are different.” In addition to the wholesome “bean to bar” organic chocolate bars, enticingly wrapped in clear plastic with Cocoa Manna stickers, Mosebrook also makes more traditional milk chocolate bars. One of Mosebrook’s regular patrons, enjoying a small cup of steaming cocoa brew, interrupts the discussion to rave about the rich tasting yet surprisingly smooth drink. “Why would anyone drink coffee or tea after sipping this?” she asks. “I’m doing this to give up coffee.” Mosebrook invites everybody to stop into Cocoa Manna for a personal tour of the seldom scene

CUMC wood ministry looking to warm the community this winter ➤ Ministry looking for more volunteers, wood to help out neighbors By Jeff Say Culpeper Times Staff Writer Culpeper United Methodist’s Wood Ministry could have come straight from 1 Corinthians 3:13: “their work will be shown for what it is, because the Day will bring it to light. It will be revealed with fire, and the fire will test the quality of each person’s work.” The wood ministry started about 10 years ago by Lanny Horton, it was housed at the Baptist district office office by Duke's store, before CUMC took it over and it’s a ministry that has lit a fire under pastor Randy Orndorff and coordinator Shelley Plaster. The ministry uses fuel-ready logs to help warm community members through the cold winter months. “The ministry isn’t a clean up service, it’s about providing good quality wood to heat people’s homes in years that they need it,” Orndorff said. The ministry splits and cuts wood at a site near the Culpeper Community Gardens off Woodland Road and is always looking for more donations of wood and volunteers. Plaster explained that applicants for the program are vetted through the Department of Social Services and then that’s where the ministry comes into play. They have made more than 25 deliveries of wood to more than 15 families already this year.

“This year where I contacted Social Services they said they are predicting to have more applications come through because of the expected cold,” Plaster said. They’ve received donations of wood from residents this year and from Culpeper County Parks and Recreation but are always looking for more. What they really need is people to transport the wood and folks to split and cut it. Orndorff said it’s a perfect opportunity for Boy Scouts, Girl Scouts, church groups and other civic organizations to lend a helping hand during the colder months. “Kids can even stack wood,” Plaster said, pointing out younger generations can learn the value of helping and giving back to the community They’ve had other churches, such as Culpeper Presbyterian Church and the Church of Latter Day Saints volunteer already this year. They are planning a cutting day Jan. 12, so if the public is interested or has wood to donate, contact Plaster at cumcwoodministry@yahoo.com.

constant in this life is change.” Do we embrace all change? Absolutely not! The ultimate task is to distinguish between the process of change and the change itself. The process is inevitable; however, the change itself is another story. We must remain vigilant -not the same as anxious and far superior to acquiescent. It is critical that we think for ourselves. Perhaps this is what Bill Maher meant when he wrote, “We need more people speaking out. This country is not overrun with rebels and free thinkers. It's overrun with sheep and conformists.” What a concept! Look beyond the 30 second sound bite; the posturing; and the rhetoric meant to intimidate then search for the motives. Another fine friend said to me some thirty years ago that it is good to seek advice, “but never fail to assess the agenda of the advisor.” Abraham Lincoln may have not known the foresight of his analogy of the shepherd, wolf and sheep on the question of liberty when he wrote: “The shepherd drives the wolf from the sheep's throat, for which the sheep thanks the shepherd as his liberator, while the wolf denounces him for the same act as the destroyer of liberty.” These three quotes paint a crisp picture. We must fact- find, analyze, seek commentary, build consensus and wrangle for the greater good. There will always be at least one other opinion and more likely there will be multiples; however, seeking the most thoughtful and well-studied action should be the goal.

You may be asking, “Why all the philosophic rhetoric?” It is a new year and one where an unusual amount of divisiveness and anxiety exists. In my little world- one in which I was parentally mandated to be responsible for myself as well as my fellow man- it raises the questions, “What should I do? Can I be a significant factor, and will I make a positive difference?” The reality is I do not know, but then again, I will never know if I do not try. Charlie Anderson played by Jimmy Stewart, in the movie Shenandoah after having failed to find his young son captured by Union soldiers during the Civil War, declared to his family, “I just had to try! And if we don't try, we don't do. And if we don't do, why are we here on this earth?” That pretty much sums it up for me! I am a product of the 60s and a believer in being involved. There are a multitude of ways in which that effort can be accomplished. I will continue to unearth stories that inform and inspire sharing them with anyone who cares to read or listen. I will not fault or denigrate those with a different opinion but would hope that all folks will keep an open mind and a desire to well informed, be tolerant and inclusive. Until next week, be well.

Meet my friend Boo CALLY TALES

I met Boo on Facebook and soon discovered we had things in common; namely we began our kittenhood as orphans. While my story began on a busy road in wet weeds, Boo remembers tall grass and noisy streets. She was a hungry and frightened orphan when she wandered into a stranger’s backyard and heard a conversation coming from an open window. It was an older cat voice and a human one – talking to each other. The more she listened, the more she liked what she heard. With a pathetic meow, she presented her case for adoption -- and dinner. The Mama human looked her over and voted “maybe.” The problem was housing. There were already two cats in the house and the Mama human had no idea how the newbie would be treated. Would it be “love and kisses” and “scratch her eyes out”? Temporary housing was arranged in the office for a wait-and-see period. As to what to call the newcomer, the Daddy human, whose office it was, liked Yogi Bear cartoons and kept asking, “Hey, Boo Boo, you want to steal a picnic basket?” She had no idea how to answer that, but since her situation was much better than the tall grass and noisy streets, she decided to hunker down, wait things out, and answer to Boo. When she was finally accepted, Book immediately established her reputation as an after-dinner treat-monger. To this day nothing distracts her. She does lap leaps, neck wraps, TV screen blocks, and even computer keyboard walks until she finally gets what she wants. Then she does a role reversal and sits quietly on her haunches, daintily nibbling her treats as if she were having tea with the Queen of

England. Boo is also addicted to counter walking. Many of us are. There’s something adventurous about being up high on a kitchen counter. Personally, I am a selective counter walker. Usually I take to the counter when my Widow is bedding down for the night and not paying attention. Sometimes I get caught in the act and have to jump down, giving the classic cat excuse that I didn’t know I was up there. Boo, however, has never been selective about her counter walks. She hangs out up there most of the time and doesn’t bother with excuses. She also loves to roll small things over the edge and watch them drop. The only time she gets into trouble is when she rolls vitamins which her Mama human has taken out of their bottles for a meal. Then she gets a stern lecture about the cost of vitamins. Since she doesn’t know the cost of anything, and certainly not vitamins, the lecture is meaningless. Her older housemates, Deena and Bones, have been known to suck breath in disbelief when Boo gets away with such outrageous acts. Deena lets her humans know precisely what she thinks about everything, but Bones is too shy to speak out. I’ll tell you their stories next time. In the meantime, know this about Boo. She has an adorable little baby face, but it’s attached to the body of a Maine Coon. Even her Vet, who surely has seen most everything, was caught off guard. “There’s a lot of cat in there,” he finally managed to say, looking into her carrier. All of the stories I’m telling you are true and about real cats. My Widow writes down what I say and corrects my spelling – to the best of her ability..

Struggling with the Holidays PARDOE’S PERSPECTIVE

In this season where the politically correct are whining about “Baby It’s Cold Outside,” I have not been able to weigh in on the ridiculousness of such idiocy. Just after Thanksgiving, my mother passed away after a three year battle with Ovarian Cancer. I learned a lot going through this experience, things I never planned on having to deal with. I also learned a lot about what is really important in life. So in this season when we assemble with family to celebrate Christmas and the holidays, I thought I would share some things to consider. When we met with my mother’s attorney, she was telling us how busy she was during this season. “Visiting family members start to notice things might not be right with a loved one. They find the milk in the sock drawer and their parents’ underwear in the freezer. That can be a clue it may be time

to get some things in order.” My mother had arranged her financial affairs with a trust which, as it turns out, was brilliant. No one likes talking about these kinds of things, but since my father’s passing five years ago, I kept tabs on what my mom was investing in – where the bank accounts were, etc. She asked for my help and it proved invaluable. Most importantly, the trust allowed me to manage her assets without going through costly probate proceedings. It is important for anyone over 55 to talk to someone who specializes in retirement law just to make sure your loved ones are not unable to resolve your affairs immediately after your death. Take the time to prepare while you can. I learned the importance of having a family member on things like telephones, utilities, car insurance, etc. My mom didn’t do this and we never thought about it until her passing. Just trying to shut off her high speed internet and cell phone service took over an hour and several visits with AT&T simply because my name was not on the account so technically, I couldn’t just shut it off. It makes

perfect sense, but if my name had been on these kinds of accounts, the time and hassle I could have avoided would have been considerable. When you are with your family this holiday season, it is a good time to get things like this put into place. One thing I learned is how important nurses and other professional caregivers are. Hospitals tend to be impersonal, but hospice is all about comfort and the patient. My daughter is a RN, but I did not fully appreciate it until I spent days at a time with nurses tending to my mother. Doctors are great – but nurses are divine angels who are tough as granite and compassionate beyond compare. I came to realize that my own job paled with what they deal with on a daily basis. While these kinds of things were important, what I really learned was that the holidays are really about family. We all say it, but I got the rare chance to live it. When my mother was in hospice, we were with her the entire time. We didn’t spend a lot of time crying as much as we were telling great stories and

getting to know each other. On Thanksgiving Eve, the entire family camped out in the room with her for the night. We were all there, all giving the love we felt for her. For Thanksgiving, we got Chinese food and ate in her room. We were laughing so much that the nurses came in and had to ask us to be quiet. It was the worst and best Thanksgiving I have ever had. There was no television, no big meal, nobody upset over a football game or political discussion. It was just us being together with mom, staying positive and supporting her and each other. I can’t remember any other Thanksgiving in my life in detail, but I will ALWAYS remember this one. Our family came together as we never have before, and in many ways that was mom’s last gift to us all. While I struggle to engage with Christmas this year – I find myself remembering those wonderful and warm conversations and sharing we all had together. Gifts that give, until they don’t “What a beautiful pair of Donald Duck socks from Aunt Gertrude,“ says no one I’ve ever heard. But that doesn’t stop those socks selling as gifts every Christmas. Returning gifts after Christmas becomes less a chore and more a war inside stores and with online sites. They’re ways to manage a return so that both the customer and the merchant part friends. The BBB serving Central Virginia has some background information and tips that though commonsense are good for folks to review before

they launch into the buying or the gift return mode. With a few exceptions, such as a defective item, merchants aren’t universally obligated to accept returns or make exchanges. They can set their own return policies; even change them to reflect the higher than normal fraudulent returns that many consumers try. A few stats: The National Retail Federation estimates 5% or more of returns during the 2018 holiday season are going to be fraudulent. Impact? Fraud returns costs retailers nearly $10 billion annually, and consumers end up footing the bill by having to pay higher prices and sometimes enduring more of a hassle when trying to return or

exchange an item. Types of fraud include returning stolen merchandise or merchandise purchased with a stolen credit card, employee theft or collusion with third parties, and returning nondefective merchandize like clothing after using it once. How can a consumer return an item with as little fuss and muss as possible? Understand the return policy before the purchase including how long do you have to return the item, does the merchant issue a store credit, is there a restocking fee, and if the item is to be a gift will credit be issued to the giver or the receiver? • Don’t take the item out of the box or shrink-wrap if you know you’re going to return it.

• Leave tags on clothes until sure you’re going to keep them. • Hang on to sales and gift receipts. • Be prepared to show the merchant a valid ID. • Be ready to accept a store credit, particularly if you don’t have a receipt. Lastly, but so very importantly, check with the BBB to ensure the merchant has a good reputation and no unresolved complaints with its return policy. Do these things and it will make returning those ugly socks much easier on both the consumer and the business. Barry N. Have you heard of this law? Wouldn't it have been interesting if, at some point during the presidential campaign, if one of the candidates asked, "Oh, by the way, has anyone in Washington, D.C., ever heard of the McCarranWalter Act Of 1952 ?" The other day I ran across a blurb in my emails about an obscure federal law that seemingly no one knows about. I did not know of this act until last year, but this law on the books for almost 65 years. Here are the historic facts that would seem to indicate that many, if not most, of the people we elect to work for us in Washington do not have the slightest idea of what laws already exist in OUR country. I remember sending out this information to my email list with not much response and subsequently have forgotten to follow up on it. Well, I think it is time to do so since our southern border is being invaded by people that are not considered to be lawfully allowed to enter “by law." After several terrorist incidents were carried out in the United States, Donald Trump was severely criticized for suggesting that the

The criticisms condemned such a suggestion as, among other things, being un-American, dumb, stupid, reckless, dangerous and racist. Congressmen and senators swore that they would never allow such legislation, and our former president called such a prohibition on immigration unconstitutional. As Gomer Pyle would say, "Well, surprise, surprise, Sarge!” It seems that the selective immigration ban is already law and has been applied on several occasions. Known as the McCarranWalter Act , the Immigration and Nationality Act of 1952 allows for the "suspension of entry or imposition of restrictions by the president, whenever the president finds that the entry of aliens or of any class of aliens into the United States would be detrimental to the interests of the United States." "The president may, by proclamation and for such a period as he shall deem necessary, suspend the entry of all aliens or any class of aliens, immigrants or non- immigrants, or impose any restrictions on the entry of aliens he may deem to be appropriate." Who was president when this was passed? Democrat Harry Truman . Who do you suppose last used

this process? Democrat Jimmy Carter, no less than 37 years ago, in 1979 to keep Iranians out of the United States. But Carter actually did more. He made ALL Iranian students, already in the United States, check in with the government. And then he deported a bunch of them. Seven thousand were found in violation of their visas and a total of 15,000 Iranians were forced to leave the USA in 1979. So, what do you say about all of the criticism that Donald Trump received from the Democratic senators, representatives and the Obama Administration? Additionally, it is important to note that the McCarran-Walter Act also requires that an "applicant for immigration must be of good moral character and in agreement with the principles of our Constitution.” So anyone who who knowingly will not be in agreement or allegiance to our Constitution may, by law, not be allowed into this country. When pro-illegal immigration advocates say our immigration laws are broken, perhaps they would find that they are intact and encompassing if only they would actually, first know about them and secondly, use them ! If our representatives wish not to act on this, then it would behoove them to repeal the law, not ignore it and tell the rest of us the system is broken.

CHURCH Will it really seem “new” in the New Year? Are things really that “new” as we begin a new year? As we experience the first few days of 2019, what’s different? Most of us are going to be living in the same place, driving the same vehicle, involved in the same relationships, dressing in the same clothing and eating the same food. Outside of some slight variations, how will our lives be notably changed? Yes, maybe some of our new year’s resolutions will “kick in,” and there will be a renewed freshness and excitement to our daily living. But can we realistically expect improvement since we’ve finished 365 days, and have started the cycle anew? This may seem like a cynical outlook, but if we refuse to make any changes to our lives or conveniently resort back to the status quo, nothing will ever seem new to us. And boy, do we like clinging to the same old routine, even if

it’s at our own demise. When I was a pastor in Upstate New York, I once heard a story about a guy who worked at a local factory. Each day after work, he would literally go to the same convenience store and buy a twelve pack of beer. He would take it home, drink all of it, and the practice would resume the next day. Outside of serious health implications this is what he did to get by. No change, the same old thing. We can choose to stay on this kind of path for another year, but we shouldn’t expect anything in our lives to be “new and improved.” The only, I mean only thing that will bring transformation and hope to our hungry souls is by faith, welcoming Jesus into our hearts and minds. Because when there is an openness to Christ, our lives will be touched and given meaning. In II Corinthians 5:17 it is written, “Therefore, if anyone is in Christ, he is a new creation. The old has passed away, behold the new has come.” So, what does this mean? When we come to realize that life is not all about us, but there is something far greater, God, then

the old has passed away, and we are a new creation. When we come to realize that we are sinful/broken, and we need Jesus to die on a cross, shed blood, and rise from the dead to save us, then the old has passed away, and we are a new creation. And when we come to realize that hopelessness, anger, bitterness, sadness and unforgiveness do not have to rule our hearts, but in the Lord we can experience, peace, joy and forgiveness, then the old has passed away, and we are a new creation. Being a “New Creation in Christ” doesn’t mean we’re prefect, far from it. But it means each day we can live with a newness in our eyes, ready to encounter the living God, ready to share His love with our neighbors. My dad was a local school superintendent. And each August he would spend time orientating the new employees to the school division. As part of the orientation, my father would always bring these folks to our house for lunch. After the meal, they would all pile back onto the yellow school bus, as they would then tour all the district school

buildings. Because he knew that I would enjoy it, my dad always allowed me to ride along in the bus and be a part of the tour. For me, it was a grand adventure. I had the opportunity to meet these new people, and to see the new things happening in the buildings. True, some of it was the same year to year. But I always seemed to be excited for the experience. As we embark on 2019, I pray that we will be excited for the grand adventure. I pray that we will not get caught in the same old ruts of the year before, but by believing in Jesus, we would begin to live as Christ’s new creation. People wanting to be positive, optimistic, nonreactive, service orientated, wanting to share the love of God in our homes and communities. On Tuesday, December 11, Freestate Farms LLC, an organic waste recycling company based in Northern Virginia, broke ground to begin construction of its new advanced aerobic composting system at the Prince William County Balls Ford Road Composting Facility in Manassas. Colesvile District Supervisor Martin E. Nohe (Prince William County Board), County Executive Christopher E. Martino, and members of the County’s Solid Waste Division lent a hand to turn the first shovelfuls of dirt for the project. In January 2015, Freestate Farms was authorized by Prince William Board of County Supervisors to construct and operate this new facility to process yard waste, food scraps, and wood waste at the County’s Balls Ford Road composting facility, and to provide organic waste management services at that site and at the County’s landfill. When the project is complete in 2020, it will double the processing capacity at the Balls Ford Road facility. Over 80,000 tons per year of organic waste will be recycled into high-value compost, soil products, and non-synthetic fertilizers. This will reduce the amount of yard and food waste going into the County landfill, thus extending the life of the landfill, and Freestate will ultimately employ more than 20 people at the site. The first phase of the new facility will involve advanced aerobic composting technology, designed and supplied by Engineered Compost Systems, which will speed up and optimize the composting process. The current system stacks yard waste into long passively aerated piles (called windrows) that are turned manually with heavy equipment to promote the composting process, which presently takes roughly nine months. The new system will automatically control the flow of air through concrete aeration floors to maintain optimal aerobic conditions in the piles,

which will minimize odor generation and speed up composting. Biofilters will further scrub potential odors from the exhaust air stream. This process will reduce the composting time to 3-4 months and allow Freestate to produce higher quality soil amendment products. The second phase of the project will involve construction of an anaerobic digestion system, which will process food waste in a fully enclosed airtight tank that is seeded with special microbes to “digest” (i.e., convert) food waste and other organic material, such as fats, oils and grease, into methane-rich biogas and highquality fertilizer products. Freestate will use the biogas produced to fuel a combined heat and power generator to serve the entire Balls Ford Road facility, and which will have excess electricity available to send back to the grid. The final phase of the new facility will be an indoor organic food production system.
