Budget proposal includes tax raise, more officers By Chad Lawhorn clawhorn@ljworld.com

A slight property tax increase, three new police officers and a whole bunch more hours for the city’s public transit system are among the key proposals in City Manag-

er David Corliss’ 2013 recommended city budget. Corliss on Friday afternoon released his recommended budget for the coming year. City commissioners will now debate the proposal and come up with their own budget plan by early Au-

ty taxes if the mill increase is approved.

Three new police officers would be added to the city’s force. Corliss is not recommending a previously discussed multi-year funding plan that would increase both sales taxes and prop-

The property tax mill levy would increase by 0.87 of a mill. A mill is $1 in tax for every $1,000 in assessed valuation. The owner of a $200,000 home would pay an extra $20.01 a year in proper-

One thing is clear, state legislatures will play a big role in the future of Obamacare.” — Republican state Rep. Todd Richardson of Missouri. Republicans in at least four states want to abandon an expansion of Medicaid in President Barack Obama’s health care overhaul, and more than a dozen other states are considering it in the wake of the Supreme Court decision removing the threat of federal penalties. Drug trafficking suspect accused of supplying drugs to members of basketball team Staff and Wire Reports

KANSAS CITY, MO. — A Kansas man at the center of a largescale marijuana case allegedly supplied the drug to multiple players from the 2010-11 Kansas University men’s basketball team, a federal prosecutor said. The Kansas City Star reported Friday that an assistant U.S. attorney made the claim during a June 18 detention hearing for Samuel Villeareal III. The 32-year-old from Overland Park was among numerous defendants charged June 11 with a scheme to distribute more than 2,000 pounds of marijuana in Johnson and Douglas counties. A court transcript obtained by The Star shows the prosecutor, Terra Morehead, claimed during the hearing that Villeareal supplied pot to multiple members of the Jayhawks’ squad. Break from triple-digit heat may come next week By Meagan Thomas mthomas@ljworld.com

Farmers are sweating over the excessive heat plaguing Kansas, but the National Weather Service is predicting cooler temperatures for the next week. Today will be the first day since Sunday that Lawrence will not be under a heat advisory or ex-

cessive heat warning. But corn farmers in the Douglas County area aren’t just hoping for a break from the high temperatures — they want rain. “This heat and dry weather is really taking its toll on the (feed) corn,” said local farmer Pat Ross, who is Kansas Corn Commission eastcentral Kansas district di-

rector. “(The drought) is really detrimental to corn production.” Ross said the weather affecting the feed corn is universal across Kansas, and almost all corn farmers are expecting only a half-crop this year. Sweet corn and soybeans haven’t been significantly affected by Please see HEAT, page 2A
