KANSAS UNIVERSITY GRADUATE STUDENT in architecture Kim McKeever, of Kansas City, Mo., glances up to look over her progress as she moves between the roof studs adding caulk to ensure an airtight seal as work continues at the 1301 New York St. Net Zero House on Friday. McKeever and other Studio 804 architecture students began constructing the energy-efficient home in late January. The Senate is likely to take up the bill next week, but a senior aide there said Senate leaders have not yet decided whether to debate their own version of the bill or merely concur with the House version. In the House, the bill LEGISLATURE passed by a vote of 64-57. But leaders had to hold the roll open for more than two hours to get that many yes votes. When the initial vote was taken shortly after 8 a.m., the vote stood at 62-57, one Please see REWRITE, page 7A l A three-judge panel in Topeka issued
