The master thesis began with the knowledge, attendance and direct experience of the buildings, the places in Scampia and the inhabitants. In this process I was supported and guided by the staff of the “Alberto Hurtado” Cultural and Professional Training Center, which over the years has developed a strong bond with the Scampia district and made the neighborhood aware of socio-cultural change. Meeting the young inhabitants of Scampia, who attend training courses at the center, I had the opportunity to start a dialogue with them about the buildings and their living conditions, deepening people’s relationships with places and understanding critical issues and potential of buildings and open spaces. They accompanied me to visit the neighborhood, welcomed into their homes and presented to their families, giving me the opportunity to understand their ways of living.

La tesi di laurea ha avuto inizio con la conoscenza, la frequentazione e l’esperienza diretta degli edifici, dei luoghi di Scampia e degli abitanti. In questo processo sono stata supportata e guidata dal personale del Centro di formazione culturale e professionale “Alberto Hurtado” che ha negli anni sviluppato un forte legame con il quartiere di Scampia e sensibilizzato il quartiere al cambiamento socioculturale. Incontrando i giovani abitanti di Scampia, che frequentano i corsi di formazione presso il centro, ho avuto modo di avviare con loro un dialogo sulle strutture edilizie e sulle condizioni di vita che restituiscono, approfondendo i rapporti delle persone con i luoghi e capendo criticità e potenzialità degli edifici e degli spazi aperti. Mi hanno accompagnata a visitare il quartiere, accolta nelle loro case e presentata ai loro familiari.

The girls from Scampia: Mashia, Fabiana, Irene, Claudia, Giuseppina, Maria Grazia, Lidia, Naomi, Anna, Chiara, Angelina, Marianna, attending the Hurtado Center, accompanied me to visit the quarter, welcomed me at their houses and introduced me to their families, giving me the possibility to understand their ways of living in the Sails, the conditions of their apartments and the relations among the built spaces and the inhabitants.

Alle vele abbiamo case belle ma poi esternamente siamo rovinati. Bisogna anche pensare ALLE ZONE COMUNI!

Quando le hanno costruite queste erano strutture meravigliose. Mi farebbe piacere se venissero sistemate e rimanere a vivere qui.

mancano posti dove stare seduti insieme e chiacchierare. Abbiamo messo delle panchine sul ballatoio ma non c’è abbastanza spazio.

Nelle vele si sta bene, il problema è che le case sono fredde E Le terrazze sono troppo grandi, la manutenzione è difficile. PERò SI VIVE BENE!

SPERO CHE NON ci manderanno via dalle vele. Io nel frattempo continuo a prendermi cura della mia casa ed a fare lavoretti.

The apartments present, against all expectations, a decorum and a dignity clearly deriving from a clear sense of belonging and possession on the part of the inhabitants and a care that is in clear contrast with the abandonment and degradation of the common spaces. Entering these houses, I perceived and appreciated the richness and value that each family, although living in difficulty, conferred to the building. The size of the apartments and their internal organization have a quality and a generosity of spaces that cannot always be found in economic and popular buildings. Think of the large terraces and the fantastic raised position enjoyed by the apartments with views of the Vesuvius landscape. The dwellings give the building a sense of domesticity that cannot be easily disposed of and present clear potential for use and transformation.

Le abitazioni presentano contro ogni aspettativa un decoro ed una dignità chiaramente derivanti da un chiaro senso di appartenenza e possesso da parte degli abitanti e da una cura che è in chiaro contrasto con l’abbandono ed il degrado degli spazi comuni. Entrando in queste case ho percepito ed apprezzato la ricchezza ed il valore che ogni famiglia, seppur vivendo in difficoltà, ha conferito all’edificio.

Le dimensioni degli appartamenti e la loro organizzazione interna restituiscono una qualità ed una generosità di spazi che non è sempre riscontrabile nell’edilizia economica e popolare. Si pensi alle ampie terrazze ed alla posizione rialzata di cui godono gli appartamenti con vista sul paesaggio del Vesuvio. Le abitazioni conferiscono all’edificio un senso di domesticità che non può essere facilmente dismesso e presentano evidenti potenzialità d’uso e di trasformazione.

The project starts from a clear disposition to research the potential of the buildings rather than their negative conditions. A research has thus been developed aimed at recognizing the potential of existing spaces to be transformed, placing them in relation to the building within a limited budget and paying great attention to sustainability and to the use of the least amount of materials possible. In this way, reuse and transformation could bring the building to conditions of maximum luxury, comfort and satisfaction as a positive alternative to its demolition and reconstruction. The attitude is that of not demolishing, subtracting or replacing elements and parts unless they have to be removed for health and sustainability reasons. The aim is that of doing more using what already exists and transforming it to obtain incontrovertible quality.

Il progetto prende le mosse da una chiara disposizione a ricercare le potenzialità dell’edificio esistente. Una ricerca finalizzata a riconoscere le potenzialità alla trasformazione degli spazi esistenti, che guarda all’edificio nell’ambito di precisi limiti economici e di una grande attenzione alla sostenibilità ed all’utilizzo della minore quantità di materiali possibile. Il riuso e la trasformazione vengono considerate come la possibilità per generare nell’edificio condizioni di massimo lusso, comfort e gradimento quale positiva alternativa alla sua demolizione ed alla ricostruzione delle abitazioni. Viene assunta la posizione di non demolire, sottrarre o sostituire elementi a meno di ciò che per ragioni di salubrità e sostenibilità vada rimosso. Si mira a fare meglio utilizzando l’edificio esistente e trasformandolo per ottenere qualità incontrovertibili.

The French office Lacaton & Vassal in its publication “Plus”, address the issue of what to do with the big apartment blocks of the 20th century in a careful and scrupulous manner. The architecture of big apartment-block complexes is defendable in the context in which it was conceived. What constituted the basis of comfort in the 1960s is no longer defendable today. It’s necessary to put the potential of what exists to good use. On the one hand, to bring it to light; on the other, to cause it to evolve, to develop it. It’s important never to limit oneself.

Big apartment-block complexes have a potential of their own, one caracterised by big spaces, transparencies, great heights, unobstructed views, interstitial spaces, dilated spaces, economy.

And this dilatable space enables us to operate with a wide operational margin in connection with possible densifications.

Lo studio francese Lacaton & Vassal nella sua pubblicazione “Plus”, affronta il problema di cosa fare con i grandi edifici di abitare collettivo del XX secolo in modo attento e scrupoloso.

L’architettura dei grandi complessi di appartamenti è difendibile nel contesto in cui è stata concepita. Le basi del comfort degli anni ‘60 non sono più difendibili oggi. Bisogna fare buon uso del potenziale di ciò che esiste. Da un lato, per portarlo alla luce; dall’altro, per farlo evolvere, per svilupparlo. È importante non limitarsi mai.

I randi complessi di condomini hanno già di per sè un potenziale: sono caratterizzati da grandi spazi, trasparenze, grandi altezze, viste senza ostacoli, spazi interstiziali, spazi dilatati, economia. E’ proprio questo spazio dilatabile a consentirci di operare con un ampio margine operativo in connessione con possibili densificazioni.

In building complexes of this size and population density, the organization of circulation is the backbone of the building, its true ordering principle. The vertical and horizontal circulation orientates and guides the inhabitants and gives meaning and form to the common spaces of the building. The character and richness of a residential building derive from the clarity of its distribution system.

The buildings of the Sails set a careful reconsideration of the circulation precisely in consideration of the degradation of the common spaces, of the inhuman scale of the entrances and routes and of the difficulty of orientation of its inhabitants.

Therefore we have selected and analyzed the circulation of some buildings residential buildings of the last seventy years, searching for references for our transformation and redevelopment work.

In complessi edilizi di tale dimensioni e densità abitativa l’organizzazione della circolazione costituisce la spina dorsale dell’edificio, il suo vero principio ordinatore. La circolazione verticale ed orizzontale orienta e guida gli abitanti e dà senso e forma agli spazi comuni dell’edificio. Il carattere e la ricchezza di un edificio residenziale discendono dalla chiarezza del suo impianto distributivo.

Gli edifici delle Vele richiedono un’attenta riconsiderazione della circolazione proprio in considerazione del degrado degli spazi comuni, della scala inumana degli ingressi e dei percorsi e della difficoltà di orientamento dei suoi abitanti. Per tanto abbiamo selezionato ed analizzato la circolazione di alcuni significativi edifici residenziali degli ultimi settant’anni, ricercando riferimenti per il nostro lavoro d trasformazione e riqualificazione.

LE VELE DI SCAMPIA Location: Naples, Italy Architect: Franz Di Salvo Units: 754 Completion: 1962-1975

The sails of Scampia are residential buildings built in the homonymous district of Naples between 1962 and 1975 because of the law 167.

Each Sail consists of two parallel buildings that gets more narrow as you go up towards the upper floors.

Between the two buildings there is a walkway which, via stairs, gives access to the apartments. The walkways are halved and reduce introspection, being at an intermediate level compared to the apartments’ level.

Le vele di Scampia sono edifici ad uso residenziale costruiti nell’omonimo quartiere di Napoli tra il 1962 e il 1975 a seguito della legge 167. Ciascun edificio è costituito da due corpi paralleli che si restringono man mano che si sale verso i piani superiori. Tra i due corpi vi è un ballatoio che tramite scale dà accesso agli appartamenti. I ballatoi, trovandosi a quota intermedia rispetto agli appartamenti, sono dimezzati e riducono l’introspezione.

UNITÉ D’HABITATION Location: Marseille, France Architect: Le Corbusier Units: 290 Completion: 1947-1952

Mixture of common areas, commercial areas and residential areas.

The apartments are duplexes which, by being overlapped, form wide corridors that every two floors run through the entire building. Through these corridors you can access each apartment; according to the design strategy of Le Corbusier these corridors, characterized by bright colors, represent the “streets” of the residential complex.

Commistione di spazi comuni, zone commerciali e aree residenziali.

Gli appartamenti sono duplex dalla cui sovrapposizione si ottengono i vani centrali che costituiscono gli ampi corridoi che ogni due piani percorrono l’intero edificio e su cui vi sono gli ingressi di ciascun appartamento; secondo la logica progettuale di Le Corbusier questi corridoi, caratterizzati da colori vivaci, rappresentano le “strade” del complesso residenziale.

Corviale (called “the big snake” because of its length) is a residential complex in Rome (area plan 61) in the suburb Gianicolense. It consists of two parallel buildings of 960 meters, with walkways, courtyards and common areas. It is entirely made up of reinforced concrete partitions.

Apart from the 1200 apartments, there is a series of apartments that were built illegally in the common areas and in what was to be a shopping gallery on the 4th floor.

Corviale (detto “il Serpentone” per via della sua lunghezza) è un complesso residenziale di Roma (piano di zona 61 )nel suburbio Gianicolense. E’ cosituito da due corpi paralleli di 960 metri, con all’interno ballatoi, cortili e spazi comuni. È interamente costituito di setti in cemento armato. Oltre i 1200 appartamenti, vi è una serie di abitazioni sorte abusivamente negli spazi comuni e in quella che doveva essere una galleria dei negozi al 4º piano.

The apartment building is part of a large scale public housing reconstruction project. The building is made up of reinforced concrete partitions. Circulation occurs via stairs which run along the facade and give access to walkways where the entrances to each apartment can be found. Each apartment is a duplex and has from three to five entrances that can be used according to the inhabitant’s lifestyle.

Il condominio fa parte di un progetto di ricostruzione di edilizia popolare su larga scala. L’edificio è costituito da setti in cemento armato. La circolazione avviene tramite scale che si trovano sulla facciata e che danno accesso a dei ballatoi tramite cui si accede agli appartamenti. Ogni appartamento è un duplex e ha dai tre ai cinque accessi che possono essere utilizzati a seconda dello stile di vita di ciascun abitante.

CIRCULATION

Cité Napoléon is considered an exemplary project for social housing developments. The building is divided into two similar wings. Stairs on both sides of the entrance take you to the upper floors. Short footbridges lead to each individual apartment. The glass roof makes this passageway’s central area a protected forecourt-like space in front of each unit. Every apartment has its own entrance door area and faces an access zone that can be used as an extension of its private space.

Cité Napoéon è considerato un progetto esemplare per gli sviluppi del social housing. L’edificio è diviso in due ali simili. Scale situate ad entrambi i lati dell’ingresso conducono ai piani superiori. Piccoli ponti danno accesso a ciascun appartamento. Il tetto di vetro rende questa zona centrale di passaggio uno spazio interessante. Ciascun appartamento ha la proprio zona di accesso che può essere utilizzata come estensione dello spazio privato.

A good example of dwellings organised in two buildings featuring double facing apartments. Generous access galleries that provide spatial quality for access ways and community areas. Private balconies on the gallery form forecourt areas complemented by additional transition zones within the units. The east-west facing building offers more lively apartments than the south-north one which is considerably longer and has galleries on the north side.

Un buon esempio di appartamenti organizzati in due edifici con appartamenti con doppio affaccio. Ampi ballatoi di accesso forniscono qualità spaziale agli accessi e alle zone comuni. Balconi privati sui ballatoi fungono da filtro tra i ballatoi e le unità abitative. L’edificio orientato a est-ovest offre appartamenti migliori rispetto a quello orientato a nord-sud che è più lungo e presenta gallerie sul prospetto nord.

All apartments are accessed via the 1.30 meter wide access galleries of the eastern facade. The galleries are 3.50 meters wide along the staircase areas and create semi pubblic terraces in front of each apartment. A 2.50 meter-deep scaffolding structure in front of the access galleries allows the residents to build private balconies in, if desired.

Large window openings bring light into the apartments, which are up to 11 meters deep.

Tutti gli appartamenti sono accessibili tramite ballatoi di 1.30 metri situati sulla facciata orientale. I ballatoi diventano di 3.50 lungo le zone delle scale, creando terrazze semi pubbliche davanti a ciascun appartamento. In the four-story student dormitory the units are accessible via open circular galleries served by single flights of steps along the fronts of the buildings. The galleries are wide enough to encourage encounters and appropriation. They are wrapped by a fine stainless steel mesh gradually to be covered by creeping grapevines. The apartments provide for different ways of living in four-person shares, two-person shares and in single rooms.

The three residential courtyards are provided with an access system of four passageways fitted with glass sliding roofs on top. They make the space in front of the apartment doors an interesting architectural and urban component.

Lower maisonettes benefit from private gardens in the courtyards and balconies on the passageway. Upper units have rooftop terraces accessed via internal staircases and private balconies along the passageway.

The architect’s objective was to meet the needs of a society in constant transformation, and build houses at low cost. Circulation occurs via prefabricated exterior staircases which lead to wide walkways, considered living streets, that serve as common space for interaction among neighbors and expansion of housing.

Flexibility was created by offering different apartment layouts (one-room studio, duplex, triplex, etc…).

L’obiettivo dell’architetto era soddisfare le esigenze di una società in costante trasformazione e costruire case a basso costo. La circolazione avviene tramite scale esterne prefabbricate che conducono ad ampi ballatoi, considerati strade viventi, che fungono da spazio comune per l’interazione tra vicini e l’espansione delle abitazioni. La flessibilità è stata creata offrendo diversi layout di appartamento (monolocale, duplex, triplex, ecc ...).

EXISTING CIRCULATION

The existing circulation consists of a main central core with four elevators, currently not present since they were dismantled and stolen shortly after the construction of the buildings, and secondary staircases, one for each wing, for a total of four.

The central core is characterized by double crossed staircases, large and generous, which offer inviting double-height spaces. From the central core, located at a different level compared to that of the apartments, each apartment is accessed via nine steps. This is not acceptable in the present day as it makes the building inaccessible to disabled and elderly people.

The master thesis project aims to solve the circulation problems and the central distribution system, which is considered unsuitable for the contemporary needs of housing and the current fire regulations.

La circolazione esistente consiste in un nucleo centrale principale con quattro ascensori, attualmente non presenti dal momento che sono stati smontati e rubati poco dopo la costruzione degli edifici, e corpi scala secondari, uno per ciascuna ala, per un totale di quattro.

Il nucleo centrale è caratterizzato da doppie scale incrociate, ampie e generose, che offrono invitanti spazi a doppia altezza. Dal nucleo centrale, situato ad una quota diversa rispetto agli appartamenti, si accede a ciascun appartamento tramite nove scalini. Ciò è impensabile ai giorni d’oggi in quanto rende l’edificio inaccessibile a disabili ed a persone anziane.

Il progetto di tesi di laurea mira a risolvere la circolazione ed il sistema di distribuzione centrale, considerato poco adatto alle esigenze contemporanee dell’abitare ed alle norme anti-incendio vigenti.

The project is articulated through a series of actions that tend to implement the potential of transforming the building trying to determine incontrovertible quality conditions in terms of generosity, comfort and pleasantness of spaces and identification and orientation of its different parts to aim to build a valid, sustainable and economic alternative to its demolition and reconstruction. It starts with a careful analysis of the existing conditions, of those that are the potentials, which must be emphasized and brought to light, and of those that are the critical points, which become the starting point for the transformation. The intention is to take charge of the existing, improving it through careful and targeted actions that can radically change the current situation by offering greater quality and comfort.

Il progetto si articola attraverso una serie di azioni che tendono a mettere in opera le potenzialità di trasformazione dell’edificio cercando di determinare incontrovertibili condizioni di qualità in termini di generosità, comfort e gradevolezza degli spazi e d’identificazione e orientamento delle sue diverse parti al fine di costruire una valida, sostenibile ed economica alternativa alla sua demolizione e ricostruzione.

Si parte da una attenta analisi dell’esistente, di quelle che sono le potenzialità, che vanno esaltate e portate alla luce, e di quelle che sono le criticità, che diventano il punto di partenza per la traformazione.

L’intenzione è quella di farsi carico dell’esistente, migliorandolo attraverso attente e mirate azioni che possano cambiare radicalmente la situazione attuale offrendo maggiore qualità e comfort.

The master degree thesis considers three different possible scenarios in order to allow a comparison between multiple solutions and a conscious project decision.

The first scenario foresees the conservation of the original walkway, which however will have to be dismantled and rebuilt due to the presence of asbestos, and the addition of extensions (winter gardens) of the apartments on the external elevations.

The second scenario consists in moving the circulation on the outside of the building with the addition of an external walkway that runs along the main façade.

This gallery is detached from the main façade four meters, to prevent excessive introspection and still offer privacy to the apartments. Access to the apartments occurs via semi-public terraces that become an extension of the apartments and an open-air living space.

La tesi di laurea considera tre diversi scenari possibili per permettere un confronto tra più soluzioni ed una decisione di progetto consapevole.

Il primo scenario prevede la conservazione del ballatoio originale, che però dovrà essere smantellato e ricostruito a causa della presenza dell’amianto, e l’aggiunta di estensioni (winter gardens) degli appartamenti sui prospetti esterni.

Il secondo scenario prevede lo spostamento della circolazione all’esterno dell’edificio con l’aggiunta di un ballatoio esterno che corre lungo la facciata principale, distaccandosene di quattro metri, per impedire un’eccessiva introspezione.

L’accesso agli appartamenti avviene tramite terrazze semi pubbliche che diventano un’estensione degli appartamenti ed uno spazio da vivere all’aria aperta.

The necessary removal of asbestos in the walkways is an opportunity to demolish them, allowing the space between the two bodies of the housing cells, of reduced width, to take on more daylight, transparency and the possibility of visual relationships between the different floors. The insertion of a series of nuclei, also containing common spaces, generates a sequence of courts and a subdivision into autonomous building blocks.

Adding extensions allows you to expand individual apartments and get better and more flexible organization of environments.

The construction of a series of small volumes on the headboards of the building allows supporting environments to be created on the large terraces.

On the ground floor the introduction of a series of public crossings creates a new permeability with the presence of different public functions.

La necessaria rimozione dell’amianto nelle passerelle è l’occasione per demolirle permettendo allo spazio tra i due corpi delle cellule abitative, di ridotta larghezza, di assumere maggiore luce diurna, trasparenza e possibilità di relazioni visive tra i diversi piani. L’inserimento di una serie di nuclei, contenenti anche spazi comuni, genera una sequenza di corti ed una suddivisione in blocchi edilizi autonomi. L’aggiunta di estensioni, consente di ampliare i singoli appartamenti ed ottenere migliori e più flessibili organizzazioni degli ambienti.

La costruzione di una serie di piccoli volumi sulle testate dell’edificio consente di realizzare sulle grandi terrazze ambienti di supporto.

Al piano terra l’introduzione di una serie di attraversamenti pubblici realizza una nuova permeabilità con la presenza di diverse funzioni pubbliche.

1 Sliding glass panels. Interior enclosure of the facade. Aluminum profiles with thermal break.

4 Polycarbonate panels sliding in two directions on three upper and lower guides, and can be grouped at either end.

5 Aluminum panels with glass wool interior. Vertical separation with the adjoining apartment and the construction of a false ceiling.

6 Pillars formed by UPN 350 and UPE 240 profiles. Between these last two is the anchor plate that joins the new structure with the original structure of concrete load-bearing walls. A fire protection coating of 2 cm is applied to the pillars, finally coated with a folded aluminum sheet.

7 Beam formed by HEB 180 profile as a horizontal structure of precast concrete platforms. Topped with a metal sheet that acts as a drip.

8 Protection railing 130 cm high. A folded sheet is responsible for evacuating rainwater.
