Big Ben fall silent for three years The bongs of London’s Big Ben, the popular nickname for the emblematic bell of the clock at the north end of Westminster Palace, may not be heard for around three years due to urgent repairs, estimated to cost about 40 million pounds ($62 million), says British weekly, The Sunday Times. According to sources, the condition of the tower, which houses the Big Ben, the five-tonne clock mechanism, is “ready to fail.” Although there are no structural problems in the tower, defects in the clock hands and a pendulum imbalance are making it increasingly difficult for it to show the exact time, the Times added. The restoration plan also includes installation of an elevator in the tower and other upgrades so as to comply with norms laid down in the strict workplace health and
safety regulations of the country. According to the sources, the administrative committee of the House of Commons has already sanctioned the repairs, at an estimated cost of 40 million pounds. Experts are still unsure about the duration of the repairs, but believe it could last up to three years considering the delicate state of the clock. This is not the first time the clock, which makes a distinctive sound upon striking each hour, half-hour, and quarter-hour, will be stopped - the last time being in 2007. It was also not in operation due to maintenance work in 1934, 1956 and 1990, when a fault had deprived people of hearing its bongs for months in 1976. Desperate conditions are driving migrants to risk their lives in Calais
‘struggle alone’ A million older people in England struggling with everyday tasks, such as washing and dressing, are being left to fend for themselves, campaigners say. The Age UK review identified more than three million people aged over 65 with a care need, but found just two-thirds of them were actually getting help. The charity warned that the lack of support for the ageing population was risking their health. But ministers said steps were being taken to provide more help. The review used official data and existing research to identify how many people were struggling with everyday tasks and how many were getting help. There are 10 million people over the age of 65 in England, the review said, and more than 3 million struggle with tasks such as washing, dressing, eating and going to the toilet. Just over one million pay for care or rely on family and friends with another 850,000 supported by their local councils. But that leaves another one million who have to fend for themselves. 2015 has been the year of the migrant in Europe, which has struggled to absorb the 137,000 asylum-seekers who have arrived on its shores in the first half of 2015 alone—an 83% increase from the same period last year. But though Calais’s 3,000 migrants may represent only a fraction of those seeking asylum in Europe, the city – already struggling with an unemployment rate of 13%, well above the national average – says it can no longer cope with the additional economic and security challenges of hosting so many migrants. In Calais, the dream of a better future literally shimmers on the horizon. The strait between England and the European continent is at its narrowest here, and on a clear day the white cliffs of Dover can be seen just 21 miles away. Indeed, migrants have been trying to cross into the U.K. from Calais ever since the Kosovo War in the late 1990s. Many speak English or have relatives in the U.K., where they believe jobs are more plentiful than in continental Europe. In the past, migrants often tried to leave by stowing away in lorries that crossed the sea by ferry. With increased security around the port, the focus has shifted recently to
the undersea Channel Tunnel, where migrants try to hide on international freight trains and Eurotunnel Shuttles carrying vehicles. These days, those living in ‘The Jungle’, as the squalid encampments on the edge of Calais are known, come from conflicts that rage beyond Europe’s borders. With the world witnessing the worst refugee crisis since the end of the Second World War; as the number of migrants has grown, the final leg of the journey to the U.K. has become increasingly perilous. British border controls were effectively moved to Calais as part of deals in 1994 and 2003 with France that meant immigration checkpoints take place before departure (by train or ferry) rather than upon disembarkation. As British Prime Minister David Cameron noted the agreement means Britain’s natural sea border is strengthened by having border controls on the French side – though now senior French politicians are questioning the effectiveness of such a system, which they say places too much of a burden on France. As the British and French authorities crack down on the more direct routes to reach England, migrants in Calais are trying more dangerous methods. Over the past six weeks, at least nine
people have died in attempts to reach England, falling from trains as they tried to hang on, killed by lorries on the motorway, and even drowning in a canal at the tunnel entrance. That compares to a total of 15 migrant deaths for all of 2014. More than 39,000 attempts to cross the Channel illegally were prevented in 2014 to 2015 – more than double the previous year. On the night of July 28 2015 alone, a few hundred migrants made over 2,000 attempts to breach the entrance of the Channel Tunnel, the railway line that links France and England. One young Sudanese man died, most likely crushed by a truck exiting one of the shuttles. Later that week, Cameron promised that Britain would not become a “safe haven” for illegal immigrants, pledging more fencing and sniffer dogs to crack down on illegal border crossings. Rumors floated in the crowd that in one night recently, as many as 60 migrants had made it to Dover in the U.K. (The British government has acknowledged that some successfully make it across to the U.K., but has declined to confirm exact numbers.) The real possibility of death did little to discourage migrants who had already faced worse. @TIME

Industry taskforce unveils campaign to improve the working conditions of cleaners Controversial plans to introduce the right-to-buy for housing association tenants will be the first test of “English votes for English laws”. The second reading of the Housing Bill, applying only to England and Wales, is due to take place on 2 November. English MPs were given a veto over Commons legislation that affects England only. The SNP is furious about the move, which it says will make its MPs “second class” citizens. They have promised to act responsibly when deciding when to challenge the application of the new rules - but sources say they will create “mischief” when the opportunity arises. The Housing Bill could provide their first opportunity - particularly
if it is found to contain financial implications for Scotland. “The expansion of airport capacity has constantly been promoted by the UK government as a national infrastructure project - it will have massive impact on travel, exports, growth and jobs across the four nations of these islands - not just London and the South East of England.” The new process of legislative scrutiny, with a stage for England will not apply to bills which have already had their second reading in the House of Commons. As well as right-to-buy, the Housing Bill also introduces the requirement for local authorities in England to dispose of vacant high value council properties to fund right to buy extension and to build more affordable homes.
A campaign to promote good working conditions in the cleaning industry has been launched by an industry-led taskforce set up by the Equality and Human Rights Commission The taskforce, chaired by EHRC Deputy Chair Caroline Waters, includes leading businesses, trade associations and trade unions. The Commission convened the taskforce following publication of its report The Invisible Workforce: employment practices in the cleaning sector. This set out our findings on employment practices in the commercial cleaning sector in England, Scotland and Wales. The report found many examples of good practice. These included cleaning firms with policies in place to promote equality and also clients who enter into longer-term contracts. These help firms to develop positive relationships with suppliers and also encourage investment
in workforce development, leading to greater job stability. The report also found that some employers did not provide contracts to staff. Further, some failed to pay their employees in full, or to pay sickness or holiday leave entitlements Many cleaning operatives are female migrants, who spoke of being ‘invisible’, of being treated badly compared to other employees, and said they did not understand their rights. To solve these problems the taskforce developed principles for responsible procurement. The purpose of this is to encourage clients who buy in cleaning services to consider the impact of procurement on the employment practices of cleaning providers. The taskforce also developed a poster to highlight the value of cleaning operatives, and Your Rights at Work postcards for cleaning firms to send to their employees explaining their
employment rights. Caroline Waters, Equality and Human Rights Commissioner and taskforce Chair said: “The Commission’s role is to promote and enforce the laws that protect our rights to fairness, dignity and respect. It has been a great privilege to have worked over the past year or so with so many people who are committed to improving the working conditions of cleaning operatives. “It is fantastic that taskforce members drawn from across business, industry, trade associations, government, voluntary bodies and trade unions have come together with their thoughts, ideas and energy, and with a real appetite for tackling the problems our original report revealed. “We very much hope the tools we have now produced will help to bring real and lasting change for commercial cleaning operatives.”

NHS WILL CRASH IN TWO YEARS Mayor invests £2.5m to get thousands of Londoners active Tens of thousands of Londoners will have the chance to get active and take part in sports programmes across the capital thanks to an additional £2.5 million investment announced by the Mayor of London Boris Johnson. The Mayor has launched a brand new fund to help sports clubs in the capital thrive and has extended two successful schemes that are already encouraging people of all ages to get into the sporting habit. The three different rounds of funding launched are: ClubWorks – £1.35m fund to boost 300 sports clubs and organisations and help them build for the future Mayor’s Sports Participation Fund – £1m investment to encourage Londoners to take part in sport and physical activity FreeSport (in association with Coca-Cola Zero
ParkLives) – £200,000 which allows youth groups and community organisations to apply for grants to run free sports activities All three schemes are part of the Mayor’s £25m Sports Legacy Programme, which is helping to create opportunities for people to get active by investing in sporting projects across every London borough. The Mayor of London, Boris Johnson, said: “My Sports Legacy Programme has already benefitted more than 400,000 Londoners and I hope this additional funding will strengthen clubs across the capital with the ultimate aim of increasing further the number of Londoners who play sport regularly. Norman Lamb said - The National Health Service will crash within two years with catastrophic consequences unless the government orders an immediate multibillion pound cash injection, the former minister in charge of care services says. The stark assessment from Norman Lamb, minister of state at the Department of Health until May’s general election, comes as fears mount among senior NHS officials, care providers and local authorities that NHS and care services are approaching breaking point. In an interview Lamb, a Liberal Democrat who was at the heart of policymaking during the ToryLib Dem coalition, accuses the government of dishonesty in failing to admit the scale of the problems. He says that an increasing number of private companies and other
organisations contracted to provide care by local authorities are refusing to tender again because cash-starved councils, already hit by budget cuts of more than 40% since 2010, cannot pay enough to let them run adequate services. Lamb says the result is that more elderly people in particular will end up in already overstretched hospitals, compounding the crisis. Pre-election promises by the Tories to provide an additional £8bn for the health service by 2020, on top of £2bn extra pledged at the end of last year, are insufficient and too vague to reassure anyone, he argues. NHS England says the service faces a £30bn annual shortfall by 2021 unless radical changes are made in how healthcare is provided, with more emphasis on keeping people out of hospital through high care at home and in the community.

Southwark church bell rings non-stop for 24 hours A CHURCH has apologised after neighbours were kept awake by its bell – which carried on ringing for 24 hours. St George the Martyr called in emergency engineers to deal with the problem on October 13, after a series of desperate tweets apologising for the non-stop ding dong. The noise, blamed on a problem with the church clock, started on the afternoon of October 12 and didn’t end until the following day at around 12.30pm. After a series of complaints with one man saying it was making his “ears bleed”, wardens at the Borough High Street church also became increasingly frustrated by the deafening noise. A spokesman for the Diocese of Southwark said: “The vicar and churchwardens of St George the Martyr, Southwark wish to apologise for the distress caused by the church’s bell in recent days. “The ringing was due to a technical fault and an engineer has now visited and stopped the clock.

DID YOU KNOW The first ever traffic lights were unveiled in London in the late 19th century, and placed outside the Houses of Parliament. Non-electric and gas-operated, police officers had to work the lights by hand in a bid to control vehicles crossing on nearby Bridge Street, Great George Street and Parliament Street.
Lendlease has announced that it has been granted permission for a new Energy Hub that will deliver net zero-carbon, affordable heat and hot water to residents and businesses across Elephant Park. It has also announced a new partnership with E.ON as the long-term energy provider across the regeneration project. Under the new agreement, Lendlease and E.ON will deliver the combined heat and power plant to generate and supply net zerocarbon heat and hot water to almost 3,000 new homes, as well as shops, offices, community and leisure spaces across Elephant Park, with the potential to deliver to at least a further 1,000 homes neighbouring the regeneration. Designed by Duggan Morris Architects and Gillespie’s Landscape Architects, this latest phase of Elephant Park will also deliver a new community heart for Elephant & Castle, incorporating a complementary mix of uses, unique for a building of this kind. The Energy Hub is part of a wider energy and low-carbon strategy being adopted by Lendlease at Elephant & Castle. Its forwardthinking approach has resulted in the regeneration project becoming one of only 17 projects globally to be accepted into the C40 Cities Climate Positive Development Programme. Assad must go said U.S U.S. Secretary of State John Kerry said -Syria’s President Bashar al-Assad has to go but the timing of his departure should be decided through negotiation. Speaking after talks with British Foreign Secretary Philip Hammond in London, Kerry called on Russia and Iran to use their influence over Assad to convince him to negotiate a political transition. Kerry said the United States welcomed Russia’s involvement in tackling the Islamic State in Syria but a worsening refugee crisis underscored the need to find a compromise that could also lead to political change in the country. “We need to get to the negotiation. That is what we’re looking for and we hope Russia and Iran, and any other countries with influence, will help to bring about that, because that’s what is preventing this crisis from ending,” said Kerry. Russia’s buildup at Syria’s Latakia airbase has raised the possibility of air combat missions in Syrian airspace. Heavy Russian equipment, including tanks, helicopters and naval infantry forces, have been moved to Latakia, U.S. officials say. Kerry said of Assad’s removal: “For the last year and a half we have said Assad has to go, but how long and what

Nigerian President Muhammadu Buhari says his assets include $150,000, two mud houses, livestock and an orchard, and a plot of land the exact location of which he has yet to trace. The asset declaration, which Buhari’s spokesman described as “Spartan,” comes as the President reaches 100 days in office. “President Buhari had no foreign account, no factory and no enterprises. He also had no registered company and no oil wells,” reads the statement released by the spokesman, Garba Shehu. Public declarations are seen as crucial in fighting the corruption that plagues
Nigeria. They are a means of ensuring that, when the time comes to leave office, government officials will not have used their positions to enrich themselves. Other assets declared by Buhari -- who formerly headed the nation’s petroleum ministry -- include five homes in addition to the two mud houses, farms, an orchard and a ranch: “The total number of his holdings in the farm include 270 heads of cattle, 25 sheep, five horses, a variety of birds and a number of economic trees,” the official statement reads. Buhari’s declared assets -- if accurate -- would make him quite wealthy by the standards of ordinary Nigerians.

Assange lawyers to launch a new appeal Lawyers for WikiLeaks founder Julian Assange may launch a new appeal against his European arrest warrant after e-mails between Swedish prosecutors and the UK appeared to show British authorities deliberately resisted making progress in his case. Assange’s legal team say the messages between the Crown Prosecution Authority (CPS) and Swedish prosecutor, which were revealed by Italian newspaper L’Espresso, show the parties were “more interested in winning the case [against
him] than finding the truth.” Assange has been in the Ecuadorian Embassy for three years after claiming asylum to avoid extradition to Sweden to answer three sex offense allegations, two of which have since been dropped. Assange has always denied the allegations. The Australian says he wishes to avoid further extradition to the US, where he would be tried for espionage and has repeatedly requested that Swedish prosecutors interview him inside the
London embassy. The e-mails were accessed by L’Espresso through Freedom of Information (FoI) requests to the Swedish and British governments. In one message, dating from January 2011, Paul Close, a CPS special crime division lawyer, warned the Swedes that “even if the defendant was to consent to such an interview (by appointment) on a mutually agreed basis, the [defence] would without any doubt seek to turn the event to its advantage.”
New PM Trudeau said Canada’s Islamic State combat mission to end Canada’s Prime Minister-designate Justin Trudeau, who came from behind to trounce his Conservative rivals and snatch a majority mandate, now has to deliver on pledges from tackling climate change to legalizing marijuana. Trudeau, who had also promised to withdraw Canada from combat in the coalition fight against Islamic State, said he told U.S. President Barack Obama that Canada will pull out of the bombing mission but maintain humanitarian aid and training. The White House had earlier said it hopes the new Canadian government will continue to support the efforts of the U.S.-led coalition
to fight Islamic State militants in Syria and Iraq. Trudeau, who campaigned on a promise of change, toppled Stephen Harper’s Conservatives on Monday, giving him the freedom to start implementing his campaign pledges largely unimpeded. The 43-year-old son of former Prime Minister Pierre Trudeau swept to victory with 39.5 percent of the popular vote in an election that saw the highest voter turnout since 1993. buys rights to film about Volkswagen scandal Leonardo DiCaprio purchased the rights to a yet-to-be-written book about the Volkswagen emissions scandal with an eye toward producing a film about the firm’s attempt to deceive regulators, U.S. The production company Appian Way, which DiCaprio owns, and Paramount Pictures acquired the rights to the publishing project by New York Times journalist Jack Ewing about the business philosophy behind the scandal involving diesel emissions by vehicles of the German automaker. In early September, U.S. regulators revealed that VW for years had used software that hid the true emissions put out by its diesel engines. VW, which became the largest auto manufacturer in the first half of this year, acknowledged that it had used a computer system over the past seven years to show lesser emissions during testing of its diesel engines in its biggest markets. The firm is facing a potential fine of up to $18 billion by the U.S. Environmental Protection Agency. The rights to the book about the scandal, about which details are still being uncovered, were sold at the beginning of October to the Norton publishing house for several million dollars. The book will investigate the philosophy of “more, faster and better” behind the scandal. DiCaprio has produced successful films such as “The Wolf of Wall Street,” “Runner Runner” and “Out of the Furnace.” He will next appear in front of the camera in the latest film by Mexican director Alejandro Gonzalez Iñarritu, “The Revenant.”

Nepal’s Organ Trail Kathmandu, the capital of Nepal is no different from many places in the world where aging populations, poor diets and no health insurance systems mean increased organ disease. The organ in highest demand is the kidney and black market traffickers are meeting that demand. Up to 7,000 kidneys are obtained illegally every year, according to a report by Global Financial Integrity. Organ trafficking is an illegal, yet thriving trade around the globe. That same report shows the illegal organ trade generates profits between $514 million to $1 billion a year. Nepal’s ‘kidney bank’ Kavre, a tiny district close to Kathmandu, and what activists and authorities say is a ground zero for the black market organ trade in Nepal. Here, kidney trafficking rackets -well organized and well funded -dupe the poor and uneducated into giving away a piece of themselves. The district has developed an unfortunate reputation as the “kidney bank of Nepal.” For more than 20 years, activists say, people from villages in Kavre have been the primary source of kidneys for sick and desperate patients throughout Nepal. In the last five years more than 300 people have been reported to be victims of kidney traffickers in this district alone, according to Forum for Protection of People’s Rights, a Kathmandu-based non-profit human rights organization. “Social stigma and threats from traffickers keep many victims from coming forward,” said Rajendra Ghimire, a human rights lawyer, and director of Forum for Protection of People’s Rights.
Nawaraj Pariyar case is one of the many victims of kidney traffickers. Like many in Kavre, Pariyar makes a living from selling cattle milk and doing seasonal labor jobs on nearby farms. Poor and uneducated, Pariyar used to visit Kathmandu to find construction work. He was on a site in 2000 when a foreman approached him with a dubious offer: if he let doctors cut out a “hunk of meat” from his body, he would be given 30 lakhs -- about $30,000. What he wasn’t told: the piece of “meat” was actually his kidney. “The foreman told me that the meat will grow back,” Pariyar said. “Then I thought, ‘If the meat will regrow again, and I get about $30,000, why not?’” The foreman assured Pariyar that nothing would happen. He was given good food and clothes, and was even taken to see a movie. Then he was escorted to a hospital in Chennai, a southern state of India. Traffickers assigned a fake name to Pariyar and told the hospital he was a relative of the recipient. The traffickers, Pariyar says, had all the fake documents ready to prove his false identity. “At the hospital, the doctor asked me if the recipient was my sister. I was told by the traffickers to say yes. So I did,” Pariyar said. “I heard them repeatedly saying ‘kidney’. But I had no idea what ‘kidney’ meant. I only knew Mirgaula (the Nepali term for kidney.) Pariyar was discharged and sent home with about 20,000 Nepali rupees -- less than one percent of the agreed amount -- and a promise he would have the rest shortly. He never received any
more money and never found the trafficker. “After I came back to Nepal, I had a doubt. So, I went to the doctor. That’s when I found out I am missing a kidney,” Pariyar said. Pariyar is now sick, he has urinary problem and constant severe back pain. But he cannot afford a trip to the doctor and is afraid he will die. Understanding the economic situation in this district is the key to understanding why so many people here easily fall prey to kidney traffickers. Traffickers use proxies at different stages of the process. First, someone will approach the victim, another will create the donor’s fake documents and then another will escort the donor to the hospital. Few hospitals in Nepal perform kidney transplants. Before any kidney operation can be carried out in India, the hospital requires a No Objection Certificate, a letter drafted by the Nepali embassy in New Delhi confirming the donor as the kidney recipient’s relative. Since Indian hospitals accept official Nepali documents, anyone could show up at the hospital, provide papers saying they were that person and have their kidney removed. Activists say this is the loophole traffickers used for many years. While the Nepali government tries to tighten policies, Nepal’s police officers are trying to crack down on the criminal rings. Last year authorities arrested 10 people accused of organ trafficking in Kavre. The attention to this problem is growing in Kavre. Dust-covered woman from iconic 9/11 photograph dies of cancer Marcy Borders took refuge in a nearby office building when New York’s Twin Towers, where she worked for Bank of America, were attacked on September 11, 2001. A survivor of the September 11, 2001 attacks on New York who featured in one of the most iconic photographs of the atrocity has died of stomach cancer. She was 42. Borders, who was 28 at the time of the attacks, was just one month into a job for Bank of America in one of the Twin Towers. As one of the towers collapsed, she took refuge in a nearby office building, where AFP photographer Stan Honda took a haunting photo of her completely covered in a thick layer of ash, which earned her the moniker of “The Dust Lady.” The air appeared heavy and a distraught Borders was shrouded in a cloud of dust and backlit by an eerie yellow luminescence. After the attacks, Borders spiraled into a decade-long deep depression and alcohol and drug abuse, though she eventually recovered after several years. She lost her job at Bank of America, where she ignored repeated offers of a transfer. She spent much of her time sequestered in her two-room flat, in one of the poorer parts of Bayonne, a bedroom community in New Jersey over the bridge from Manhattan.
Hillary Clinton launch initiative to tackle addiction in USA Democratic presidential candidate Hillary Clinton would launch a $10 billion initiative to tackle drug and alcohol addiction, a problem she speaks of often on the campaign trail and which affects 23 million Americans. Clinton’s plan would include a new $7.5 billion federal fund to support states that launch addiction-related prevention, treatment, medical response, and prescription and criminal justice initiatives. Substance abuse has become an early, surprising theme in Clinton’s campaign, prompting personal stories at panels in New Hampshire and house parties in Iowa, the two states that hold the earliest party nominating contests. At an Iowa event last week, U.S. Agriculture Secretary Tom Vilsack stood in front of a barn as the sun
set and told the crowd there to see Clinton that he wanted to get “very personal” about why he endorsed her. Vilsack said his mother abused prescription drugs and walked out when he was young. “What struck me was how impacted she was by the stories she heard,” Vilsack said of Clinton. Clinton’s vision, as outlined by her campaign, would emphasize better training for healthcare workers to recognize substance abuse, and having all first responders carry naloxone, a drug that can reverse the effects of an opioid overdose. Clinton would direct the attorney general to issue new guidance related to nonviolent drug offenders that emphasizes treatment over incarceration, generating savings that could be used to partially fund the $10 billion initiative, her campaign said.

Technology to drain heat-trapping CO2 from the atmosphere may slow global warming, but will not reverse climate damage to the ocean on any meaningful timescale, according to research published last week. At the same time, a second study reported, even the most aggressive timetable for reducing greenhousegas emissions will need a big boost from largely untested carbon removal schemes to cap warming to two degrees Celsius (3.6 degrees Fahrenheit) above pre-industrial levels. Above that threshold, say scientists, the risk of climate calamity rises sharply. Earth is currently on a 4 C (7.2 F) trajectory. Both studies, coming months before 195 nations meet in Paris in a bid to forge a climate pact, conclude that deep, swift cuts in carbon dioxide (CO2) emissions are crucial. Planetary-scale technical fixes -sometimes called geo-engineering -have often been invoked as a fall back solution in the fight against climate change. But with CO2 emissions still rising, along with the global thermostat, many scientists are starting to take a hard look at which ones might be feasible. Research has shown that extracting massive quantities of CO2 from the atmosphere, through intensive reforestation programmes or carbonscrubbing technology, would in theory
help cool the planet. But up to now, little was known about the long-term potential for these measures for restoring oceans rendered overly acidic after two centuries of absorbing CO2. Increased acidification has already ravaged coral, and several kinds of micro-organisms essential to the ocean food chain, with impacts going
all the way up to humans. Scientists led by Sabine Mathesius of the GEOMAR Helmholtz Centre for Ocean Research in Kiel, Germany used computer models to test different carbon-reduction scenarios, looking in each case at the impact on acidity, water temperatures and oxygen levels. If humanity waited a century before sucking massive amounts of CO2 out
of the atmosphere, they concluded, it would still take centuries, maybe even a thousand years, before the ocean would catch up. In the meantime, they researchers say, corals will have disappeared, many marine species will have gone extinct and the ocean would be rife with dead spots. Even in a scenario in which large-
scale carbon removal begins in 2050 -assuming such technology is available -- the ocean does not fare well. “Immediate and ambitious action to reduce CO2 emissions is the most reliable strategy for avoiding dangerous climate change, ocean acidification, and large-scale threats to marine ecosystems,” the researchers conclude.

Appeal following murders of four men
Scotland Yard urges officers to speak a second language Scotland Yard has placed an advert demanding that anyone wanting to join as a police officer be able to speak a second language. The Metropolitan Police wants to bolster the number of officers able to speak and understand 14 languages which are widely used across London. But the move has sparked criticism from a former officer and members of the public on social networks. After Commissioner Bernard HoganHowe set an ambitious target of having 40 per cent of all officers from Black and Minority Ethnic backgrounds, only 18 per cent met that criteria when the latest intake passed out in March. According to a report published by the London Assembly Police and Crime Committee in December 2014, before the most recent recruitment campaign, only 11 per cent of officers serving in
the Met were from Black, Asian and Minority Ethnic background, compared with approximately 40 per cent of the population of London. The current BME figure in the Met is now 12 per cent. New recruits must speak English and one of Yoruba (Nigeria), Hebrew, Arabic, Hindi, Punjabi, Italian, German, Turkish, Greek, Spanish, Polish, Portuguese, Sinhala (Sri Lanka) or Bengali to join as Met Police officers. Metropolitan Police commissioner Sir Bernard Hogan-Howe said: ‘We know that almost 300 languages are spoken in the capital. We need to recruit and deploy officers with second languages in areas where those languages are spoken. ‘I believe it will help boost confidence, help to solve crime more effectively and support victims and witnesses.’

‘The language requirement is the latest in a number of initiatives the MPS has introduced in a bid to make the MPS more reflective of London’s communities.’ Chairman of the Metropolitan Black Police Association, Janet Hills, said: ‘This is about the cultural competency of officers within the organisation and those they are looking to recruit. ‘The MetBPA are broadly supportive of the intention but recognise that more needs to be done to effectively utilise the existing skills of Black, Asian and Minority Ethnic officers by consciously placing them into communities where they will have the greatest impact. -’Language is just one of the competencies that the MPS can utilise but unless officers with the right skills are placed in the right locations these attributes will be wasted.’
Once described as the most dangerous men in Britain, the Kray twins were never shy about posing for the camera. Pictures of the notorious Kray twins and their native London East End go on display in a pop-up exhibition ahead of the release of a film about the gangsters. The feared brothers Ronnie and Reggie, who died in 1995 and 2000 respectively, built up a crime empire in the 1950s and 1960s. Murder convictions sent them to jail for life in
Alleged serial killer Stephen Port, from Barking, accused of drugging and murdering four young men over 14 months has made his first appearance at the Old Bailey. The 40-year-old, is said to have met his victims on gay websites and invited them to his house where he poisoned them with the party drug GHB. After suffering from overdoses, the men, in their 20s, were dumped in or near a churchyard in east London. Port, of Cooke Street, Barking, in east London, was charged with four counts of murder and four counts of administering a poison with intent to endanger life or inflict grievous bodily harm. The first victim, Anthony Walgate, 23, was found dead on Cooke Street on June 19 last year. He was a fashion and design student at Middlesex University who was originally from Hull but living in Barnet. The second victim, Gabriel Kovari, 22, was found by a dog walker near St Margaret’s churchyard on August 28 last year. He was originally from Slovakia but
lived in Lewisham, south London. Just under a month later, on September 20 last year, the same dog walker discovered the body of Daniel Whitworth, 21, from Gravesend, Kent, near the same churchyard. Then on September 14 this year, Jack Taylor, 25, a forklift truck driver from Dagenham, was found dead near the Abbey ruins close to North Street. The deaths were not initially linked, but after further investigation they were referred to the Metropolitan Police homicide and major crime command on October 14. The Metropolitan Police has referred its handling of the case to the Independent Police Complaints Commission (IPCC). Woman glasses sex attacker in Southwark Police said the attempted rape took place at around 3am on Monday April 20. The 28-year-old victim was attacked by a man she had met earlier that day. He is alleged to have pinned her down and taken off her clothes, but she managed to smash a glass on his head and scream for help. Now detectives would like to speak to Iulian Tirda, a 33-year-old Romanian national last known to be

When Queen Elizabeth came to the British throne more than six decades ago, her first prime minister was Winston Churchill, a man who had served in the army of her greatgreat-grandmother, Queen Victoria. By the time the current holder of that job, David Cameron, was born in 1966, she had already been monarch for 14 years. “The first time she saw (Cameron) he was playing a rabbit in a school production in which her son Prince Edward was taking part,” royal historian Hugo Vickers told Reuters. “He is the man from whom she now takes formal advice.” The contrast between those two politicians epitomizes the huge change that the monarchy and the country have undergone during Elizabeth’s reign, which becomes the longest in British history on Sept.

The monarchy was a distant institution that presided over a country where food rationing was still in place and social classes clearly distinct. The changes have been more evolution than revolution, but they were not always smooth. A 1969 fly-on-the-wall TV documentary “Royal Family” was viewed by commentators at the time as damaging to the monarchy’s mystique, and the queen’s daughter, Princess Anne, later said it was a “rotten idea”. But another innovation the following year, the royal “walkabout” with the crowds, became a regular occurrence. The celebration of her silver jubilee in 1977 and the national joy at the wedding of son and heir Prince Charles to Diana Spencer, and the
birth of their children in the 1980s, gave way to tribulations in the 1990s, when “the firm”, as the royal family is nicknamed, was at its lowest ebb. The marriages of three of her four children collapsed, most notably that of Charles and Diana, in the full glare of Britain’s tabloid media, prompting changes aimed at showing the public that the royals were more than just a privileged, dysfunctional family. They agreed to start paying taxes on their income and in 1997 Elizabeth bade farewell to her much-loved royal yacht, Britannia, and the newly-elected Labour government refused to sanction paying for a replacement. She cried, the only time she has shed tears in public. Just a few months later, Elizabeth faced the greatest crisis of her reign when the hugely popular Princess
Diana was killed in a car crash in Paris, after which the media criticized her for staying at her Balmoral home in Scotland in the immediate aftermath. Buckingham Palace has been opened to visitors, some two million have attended garden parties hosted by the queen there, and there is greater visibility around financing and what the public pays for. For those looking for modernity, the queen’s photogenic and charismatic grandsons William and Harry look like princes at ease with ordinary Britons. “They are symbolic, there is a great wave of popularity for the younger royals and clearly the institution is secure for the immediate future but it is very much thanks to the personality of the queen and her reluctance to get involved in matters that do not concern her.”

Managing your digital presence If you don’t have a digital presence today, you don’t exist. But what happened when you physically leave this world? A report shows while 94% of adults in the capital hold online accounts, the vast majority have not yet even considered - let alone made arrangements - for the management of their digital presence when they pass away. The figures from Cooperative Funeralcare show around 75 per cent of bereaved people have experienced difficulties in managing a loved one’s online accounts. As well as wanting to be able to remove or update a loved one’s status after they are gone, there are reportedly huge amounts of money left trapped in cyberspace. The findings highlight that the average adult in London has accumulated personal digital capital such as music, films or books worth £323, with more than £500million in online accounts and assets throughout the UK. Sam Kershaw, director of operations at Co-operative Funeralcare, said: “It can be really hard and incredibly emotional to sort out the belongings and financial affairs of a loved one after they have passed away. “Accessing and managing digital assets and accounts can add further complications to this, especially if you aren’t aware which accounts exist or the process to follow. “Conversations about end of life are never easy, however as we increasingly live and manage our lives online, communicating with a loved one about the accounts you hold and what you would want to happen to them may greatly help should they ever need to access, manage or close accounts on your behalf.” The company has created a guide to helping Londoners plan for the management of their digital legacies, such as leaving a sealed envelope with passwords and account details with their will.
Look no hands: Self-driving cars on a road near you?
The self-driving car has long been the stuff of science fiction. Now it may soon be here, on the streets of Britain and other places. The British government is interested and putting money into the proposition. Three consortia of consultants companies and universities are reviwing up trials in places such as Greenwich, Bristol, Coventry and Milton Keynes. But they have some catching up to do. For the past six years, Google cars have been cruising the roads and streets of California and Texas with a human driver ready to take over from the autonomous machine in an emergency. They have racked up more than one million miles of autonomous experience, 14 accidents (mainly being rear-ended by distracted drivers), and vast amounts of data about this sort of transport. Autonomous vehicles do indeed
have huge potential. In theory taking human beings out of the driver’s seat altogether could cut accidents to close to zero. People who cannot drive for some reason could use car transport. They could vastly increase the density of road use, eliminate looking for parking spaces, and then do the tricky business of parking. They could hugely reduce the cost of road transport by replacing truck drivers with computer power. One of the most eye-catching schemes in Britain is in Milton Keynes, where the Autodrive Project wants to deploy a collection of small autonomous electric pods. Arrive at the railways station, step into a two-person pod, say where you want to go (in a limited town centre range of addresses) using your smart phone, and off you drive. An autonomous trial being pioneered by Volvo in Gothenberg in Sweden in
2017 gives us another vivid glimpse of the future. These cars will not go everywhere for years. But it may be relatively easy to tackle the main part of the commuting journey - the bit in the middle. A human driver will take the car to the motorway. Then the car itself takes over allowing the commuter to read, sleep or prepare for the working day ahead. Get close to the chaotic city, and the car will hand back to the driver - or pull in safely and wait for him or her to take over. Meanwhile, ordinary cars are becoming a little bit autonomous piece by piece, from cruise control to assisted parking to collision warnings. They are heading towards being computers with wheels attached. It will be decades before self-driving cars are the norm, but the bits and pieces that make them almost viable could creep up on us almost unawares.
Apps revolutionize the world of beauty Developers of applications, which have proliferated and made performing tasks faster and easier on a smartphone, were slow to recognize the potential of the beauty market, but the business is now booming in the United States with services such as Glam Squad, StyleBee, Visada and Lifebooker. Each of these apps aims to cater to a specific demand inspired, in turn, by other successful applications.
Glam Squad, for example, sends a hairdresser, makeup artist or manicurist to the customer’s home. The app is a sort of “Uber for beauty,” a business model also adopted by StyleBee and Priv, expanding offerings with personal coaches, yoga classes and massages. Lifebooker, for its part, just alerts users about last-minute discount offers on expensive services, a business that Harper’s Bazaar
described as “the Groupon” of personal care. Visada is kind of an Instagram on which, instead of layering photo filters, the selfie is “improved” with real makeup until the desired appearance is achieved. The goal of these apps is to help extremely busy women who might otherwise give their looks less attention by providing affordably priced services.

Fibre and type 2 diabetes
Sources of less fermentable fibre can act as bulking (laxative) agents and help prevent constipation. For fibre to have the best effect on preventing constipation, an increase in fibre intake should be accompanied by an increase in fluid intake. Some oligosaccharides (a type of fibre with a shorter carbon chain length) can be fermented by gut bacteria and may have a beneficial effect on gut flora. Eating a diet low in fibre is associated with diverticulitis (where the bowel wall becomes inflamed and ultimately damaged) and bowel (colo-rectal cancer) cancer. Evidence suggests a protective effect of eating a diet rich in dietary fibre on diverticulitis and colo-rectal cancer.
Dietary fibre has been shown to improve glycaemic control and has an important role in managing diabetes. Studies suggest that a high intake of dietary fibre reduces the risk of developing type 2 diabetes. There is also evidence specifically for higher intakes of cereal fibre and higher wholegrain consumption and lower incidence of type 2 diabetes.
Fibre and heart health Oats are a good source of fibre Some fermentable fibres eaten in large amounts can help reduce blood cholesterol levels. Diets rich in fermentable fibre, such as fruits and grains, and in particular oats, have been shown to reduce low density lipoprotein (LDL) cholesterol.
Fibre and energy balance Foods high in fibre tend to have a high volume and low energy density. These foods may help to reduce hunger and promote a sense of fullness and therefore play a role in the control of energy balance. Increased fibre intake can therefore bring about a reduction in intake of other foods and a lower fat intake. However, the available research to date is inconsistent and strong conclusions about a beneficial association between dietary fibre intake and body weight change cannot be made.

A 15-minute daily walk ‘will help you live longer’
A study found people aged 60 and over who did just 15 minutes of exercise a day reduced their risk of dying early by 22%, compared with those of a similar age who did no exercise at all. To stay healthy or improve health, UK guidelines advise all adults do at least 150 minutes of moderate physical activity a week. But many older people fail to meet this target. The authors of the study found 75 minutes of activity a week appeared to be
beneficial. They concluded that lowering the activity target could encourage more adults to take up physical activity. However, they acknowledge that the more exercise people do, the lower their risk of ill health and early death. Their findings were based on the results of nine studies involving more than 120,000 people, who were followed up for an average of 10 years. They found regular exercise reduced the risk of an early death, even if people did
less than the recommended amount of 150 minutes. The overall results suggest any physical activity is a good thing, even if recommended targets cannot be met. Older people are advised to do 150 minutes a week of moderate aerobic activity. This can be in 10 to 15-minute chunks of activities such as brisk walking, gardening, dancing or swimming. Doing some activity every day is better than doing nothing, and this is true at any age.
A study carried out by Professor José Iparraguirre from the Research Department of Age UK and also funded by Age UK. Has found that over50s falling into a “higher-risk drinking” category were more likely to have middle-class traits such as high educational achievement, better self-rated health, and being socially active. Higher-risk drinking was defined as drinking more than 50 alcohol units per week (equivalent to five or more bottles of wine) for men, and over 35 units per week (threeand-half bottles of wine) for women. There were also significantly different patterns between men and women. For example, higher-risk drinking was linked to higher income, but only in women. These uncertainties aside, the study does reinforce the fact that alcohol misuse and the risks of drinking too much do not respect class boundaries. You can do just as much damage by drinking champagne to excess as you can by drinking cheap cider.

Paris Saint-Germain’s Swedish striker Zlatan Ibrahimovic revealed Friday that he has booked Malmo’s Main Square for his homecoming match in the Champions League on November 25. “I have previously said that the game will be heard all over Malmo. Now I’ve also made sure that all of Malmo will be able to watch the game,” the Swede said. “I’ve booked the Main Square where the game on November 25 will be broadcast live. All are welcome! More surprises await that day. I’m on my way.”
PSG will travel to Malmo for the fifth game of their Champions League group games. It will be the first time in 14 years that Ibrahimovic has played at his home club where he started his professional career. After PSG beat Malmo 2-0 on Tuesday in Parc des Princes, Ibrahimovic said it was “a dream come true” to play at this level against his former club. The 33-year-old started his career in Malmo in 1999, playing two years with the club before signing for Dutch giants Ajax.
Rugby World Cup two million attendance
Over two million fans have attended matches at the Rugby World Cup 2015, following a thrilling quarter-finals action, while attendances at official fan zones have also been praised. Strong attendances have also been registered at official fanzones set up around the country. More than 60,000 fans watched quarter-final matches in designated fanzones. As well as showing the games, these are also seeking to “play host to grassroots and community rugby initiatives and events to celebrate the game and the wider tournament”.
“The magnificent fanzones have been the heart of a very special and record-breaking Rugby World Cup that continues to reach, engage and inspire audiences,” added World Rugby chairman Bernard Lapasset. “Nowhere has rugby’s spirit of enjoyment been more evident than in the fanzones, where fans from across the nation have joined tens of thousands of international fans in a truly global celebration of friendship and rugby.” More than 2.4 million tickets have been sold for the 48 matches, with an average of 97 per cent of tickets sold across all 13 venues.
BEIJING AWARDED 2022 WINTER GAMES
Beijing has been awarded the 2022 Winter Olympics and Paralympics after beating Kazakhstan rival Almaty, albeit by a much narrower margin than many expected, it has been announced. The Chinese capital won by just 44 votes to 40. It is is duly set to become the first city to host both the Summer and Winter Games. International Olympic Committee (IOC) President Thomas Bach praised the quality of both bids when announcing the winner, emphasising the impressive nature of each presentation earlier today. This came after problems with the “integrity” of the electronic voting system, meaning a written ballot had to be used instead.
“We are honoured and humbled by the IOC decision to award Beijing the 2022 Olympic and Paralympic Winter Games,” said a Beijing 2022 statement. “It is with an incredible sense of excitement that we express our thanks to the IOC and the wider Olympic Movement. “Just as with the Beijing 2008 Summer Games, the Olympic Family has put its faith in Beijing again to deliver the athlete-centred, sustainable and economical Games we have promised. “This will be a memorable event at the foot of the Great Wall for the whole Olympic Family, the athletes and the spectators that will further enhance the tremendous potential to grow winter sports in our country, in Asia and around the world.”
