february 27th, 2016 special edition

Dear readers, Our adventure together has come to an end. This is the last Foscamun Daily we will publish during FoscaMUN 2016. Giving ourselves the task to prepare one special edition of this newspaper each day was certainly an ambitious intention. However, we made it and I would personally like to thank everyone who took part in this project. Answering to Silvia Pelucchi’s question, “is the MUN really only about the debates and the committees?”, we all feel that the answer is no. Our MUN experience has certainly been different from that of the delegates, but we could all feel the “MUN spirit” as we wandered around the school looking for news and scoops.

an interview Our external consultants: Gianni de Michielis, Alvise Dolcetta, Pietro Maria Haas, Giacomo Zamprogno Many questions have arisen over these three years of FOSCAMUN and we tried to answer them by interviewing the students that have contributed to the development of the MUN since 2014. Our external consultants Gianni de Michielis, Alvise Dolcetta, Pietro Maria Haas and Giacomo Zamprogno explained to us their role as directive tutors and mediators between the internal school secretary and the executive sector. Even if they are studying for University, the ex-students have been working hard over the past 5 months. Liceo Foscarini, as a state school, needs to find sponsors to finance this big project and they have helped to search for associates. Gianni, Alvise, Pietro and Giacomo are really attached to the school and to the MUN in particular; their job has been important, along with the work of all the people who took part in the organisation, first of all Ms. Caterina Rossi for the creation of the whole thing, from technical issues to graphic gadgets. Their dedication and diligence have to be admired, thank you.

news from the committees DISC After two sessions, the DISC committee found a solution about topic A, unanimously approving the resolution paper prepared during the simple caucuses; it's the fruit of the delegates' hard work during the four sessions over these two days of Foscamun. The resolution paper approved is divided into eight points. It concerns the creation of an international coalition guided by two countries; it will help countries where terrorist groups operate, especially Syria, Nigeria and Yemen. Practically this coalition will give these countries military and economic help. Military bases will be made available by three countruies. In the last session, after the approvment of the resolution paper of the topic A, the committee started to discuss about topic B, which concernes disarmament and reintegration of terrorists. Generally, the debate has been fluent; most of the delegates spoke a lot and the chairs are satisfied. Unfortunately some delegations of relevant countries, such as the United States didn't speak a lot. Pity!

The UNESCO committee worked very quickly and the working paper was already finished after the first morning session. During the following session and the afternoon, delegates discussed about fostering freedom of expression in the media: some countries, as Italy, expressed their convinction that it is necessary to safeguard the public and that freedom of expression should therefore not overcome that limit. In a calm debate, it was also considered the idea of inviting international organisations to protect journalists and to ensure that an appropriate punishment is inflicted when journalists are killed (in example as they are reporting war news).

UNHRC During the third session of the MUN, the Human Rights Council continued to discuss topic A, focusing on the actions to be taken. In fact, after a long discussion about the refugees and immigrants on the first day, on the second the rights of the immigrants in transit have been the most important issue which those delegates discussed focusing on possible solutions. After the proposals of many countries to resolve the problems by providing new instructions for refugees or preventing trafficking of humans, the idea that prevalled has been the creation of an international institute focusing on safeguarding immigrants’ lives and security with economical support, in particular by France, Germany and the United States of America. The Council also decided to take care of the integration of people that moved to new countries but without forgetting their motherlands. In the afternoon the delegates started to discuss topic B, focused on the impact of the climate change on human rights; we heard, in particular, from the delegate of Morocco, China, but also France, who seems to be one of the most well prepared delegates of this year. At the end we must be reminded of the role of the chairs that have been such a good example of diplomacy and hard-work. Therefore we have to be really satisfied and we wish them to keep up the good work.

who The WHO committee started its work today with a common resolution on the first topic very near. The creation of a fund providing money to associations whose work is aimed at helping people affected by eating disorders was discussed during the morning sessions. The voting process of the resolution paper resulted in a unanimous decision. During the 4th session, the agenda was set with topic B, Providing access to affordable essential drugs in developing countries. In the afternoon, delegates touched on a number of issues, such as the relationship between economy and healthcare systems and the need to help developing countries to strengthen their economy in order not to “hand-feed them.

unep The Moderator, Annaclara Semenzato, opened the third session of UNEP (United Nations Environmental Program). The delegation of Brazil was the first to speak in front of the others representative delegates. She underlined the importance of raising public awareness about invasive fishing along the coasts. Sweden supported the previous proposal of creating a common fund to reduce the problem globally. Also Canada gave its backing, while Italy stressed that global warming is still a problem and India promoted the writing of a working paper. The discussion had been working on confronting Japan – who oddly approved the creation of the common fund even if Japan maintains one of the world's largest fishing fleets and accounts for nearly 15% of the global value. The People’s Republic of China did not agree with any of the proposals, as did the delegation of Nigeria, that said they must preserve the developing economy of their country.

unicef UNICEF (United Nations Children's Emergency Fund), in the second day of Foscamun, addressed topic B; in the third session there were some divisions between the delegates (for example the delegate of Kenya suggested the construction of more school buildings, whereas the delegates of U.S.A. and Syria proposed the idea of increasing education without losing time with building schools). For the project of erecting schools in countries threaten by war, the delegates of France and Syria submitted the proposal to designate soldiers to protect children while they go to school and fabricating means of transport. The delegate of India, for countries where education isn’t culturally contemplated, interested everyone with their suggestion of increasing the propaganda for supporting a regular contact with schools. The fourth session was inaccessible because of the many Simple Caucuses. In the fifth and last session the delegats discussed about how to halve the number of child soldiers and unregistered births. The chair is very satisfied.

wfp Second day, third session, and the main theme is still food insecurity in Syria, but they also spoke about the creation of international funds and in order to solve the problem. Syria and the USA ended up being the sponsors of the resolution paper. As topic B – Developing environmentally and economically sustainable development – became the object of discussion, irrigation, development of new environmental techniques and OGM were the principal issues that the delegates have discussed intensely. The president of the committee, Laura Manfrin, was satisfied with the work that has been done so far. She added that the delegates are really collaborative, and the numerous simple caucus are proof of that. During the afternoon, the discussion was focused on the means by which more developed countries should intervene in helping least developed ones.
