Constructing an Ecological Corridor in Taipei – Ecological Corridors, Planning and Design, and Urban Planning Control of Surrounding Areas in Qilian and Qiyan Areas 採訪整理:曾筱茹 照片提供:禾拓規劃設計顧問有限公司 Abstract The water system that surrounds the mountains and runs through the basin is the most important resource for urban development in Taipei City. However, after years of urban development, there are insufficient buffers at the rim of Taipei basin, causing ligament breakup in the ecological habitats and the overlapping of developing areas with the ecological habitats. As a result, the ecological environment in Taipei is deteriorating. Since the proposal of the “Green Ecological Urban Plan” in 1999, the idea of an ecological city has been promoted. In 2006, the “Taipei City Landscape Plan” surrounding a mountain buffer belt was designed. In 2011, the “Toad Mountain, Treasure Hill, and Riverside Park” ecological demonstration zone was projected. In 2014, led by Heart Planning Design and Consultants, the “Qilian and Qiyan Areas” ecological corridor demonstration zone was implemented. With a macro vision, overall evaluation, and extensive connection with the geographical locations, biological conditions, and residents’ daily life, it aims to achieve the goal of “Eco-Friendly & People-Friendly Community Design” to prevent the grey fingers of urban development from entering this area. Emphasizing the importance of biological functions on the ecological corridors, we suggest to make principles that comply with the ecological design. At the same time, we are enthusiastic in constructing green corridors to create a friendly living space.
Design Key Points 1. Connect an ecological network in Taipei City to enhance the island hopping functions. 2. Promote the opportunities for the exchange between the species in forest edges with pastoral species. 3. Establish new urban construction with the goal of “ecological communities” to enhance the shaping of regional features. 4. Integrate mountains and a green network to provide ecological environments to provide inhabitants with more opportunities to get closer to the landscapes.
