From the General Manager

This month we start presenting the 5 and 10 year plan to the community and to the Board of Directors for approval. This process is the product of 40 years of LPOA historical data and 6 months of dedicated work by LPOA Volunteer Committees, Board Members and Staff. This process will not only establish next year’s operating budget, it will hopefully provide outlook and guidance for the next 10 years. In 2016 many parts of the West Side of Lakewood will be 40 years old. I have an aerial photograph in my office that is dated 1976. Obviously, this technology was way before ‘Google Earth’ but it was a very useful tool all the same. I can see lots of homes along the Lake Drive Corridor. There’s also a newly built pool and tennis court on Lake Drive and a small sales office and clubhouse. Some homes are just starting to be built in the southern area of Lakewood around the 7 acre Lake. There are two lakes connected by a channel but there are no homes built on the East Lake. In 1976 there were huge apple orchards along Lees Summit Road and Lakewood Boulevard that are not there today. There was a golf course in the southeast corner of Lakewood that is no longer there as well as a Burger King that sits where the clubhouse used to be. The East Side of Lakewood is now fully developed and we own the Golf Course that winds through the community on the East Side. Many things have changed in forty years. We know where we have been as a community and it has been wonderful. Now we focus on the next 10 years. More changes are inevitable. We will learn from the past and head into the future of our community with a positive outlook, and the knowledge that by working as a team we are heading in the right direction. We look forward to presenting this plan starting with the Annual Meeting on November 5th at 7:00 pm at the Lakewood Oaks Clubhouse.

In previous “From the Boardroom” articles I talked about the budget process, aging infrastructure, anticipated cost increases for services, the need to start funding reserves and other issues facing us here a Lakewood. As I was reflecting on these important issues I was trying to keep things in perspective as I prepared to write the November article for the Ripples. When I looked at the calendar to check on various budget meeting dates for November, I was reminded of two very important dates not related to pressing LPOA business. November 11th, Veterans Day and November 26th,Thanksgiving Day. On November 11th we remember US Military Veterans for their service and sacrifice. Of course we celebrate Thanksgiving Day as a time to give thanks for all we enjoy in this great country. Ninety-seven years ago at the 11th hour, on the 11th day of the 11th month hostilities on the Western Front of the Great War ceased and an armistice was declared. World War I and its aftermath defined the 20th Century and continues to define the 21st Century. In the US, November 11th became “Armistice Day” and was declared a national day of remembrance in 1919 by President Wilson. In 1954 Armistice Day became known as “Veterans Day” to honor the service of all US Military Veterans. At the National World War I Museum and Memorial the Liberty Memorial Tower has four guardians. The guardians represent Honor, Courage, Patriotism and Sacrifice. As we celebrate Veterans Day and Thanksgiving Day this November let us take time from our busy lives to reflect on those virtues represented by the Liberty Guardians and to thank veterans for their service. It helps keep things in perspective.

It is the end of the season for “Drop In Tennis”. Thanks to all tennis players that have participated this year. See you next spring..

Court Usage Maintenance

Damage to court # 3 at the main courts will be looked at by MAC. MAC will also seal any cracks on the main courts. LPOA is having MAC give it a cost on straightening / painting the posts and providing new fencing as well as sealing the cracks at Bayview courts. LPOA is having MAC give it a cost on replacing the north section of fence at East Lake courts and fill all cracks / control joints and resurface. Once the repair work is done to Bayview and East Lake they will get pricing for new wind screens. All courts will get all four sides with wind screens. If there are any further issues or suggestions with the courts you can call Mark Reid or I will be glad to champion any new ideas to LPOA. The Lakewood Bookies had a great time Thursday evening Oct 1, exchanging views on The Husband’s Secret by Liane Moriarty. Lots of interesting talk on secrets, guilt, grief and rage. Based on a suggestion at the meeting, we will be reading Catch 22 by Joseph Heller to discuss at our Dec 3rd meeting. Yoga

Never tried it? Done it for years? No problem...all levels of fitness and experience are welcome at our group yoga sessions. “I’m not flexible” is not an excuse to stay away, it is a reason to go! We meet Mondays and Thursdays from 5:30-6:30 PM, as well as Saturdays from 9:00-10:15 AM, in the upper level of the Cove Clubhouse. No need to sign up in advance, just show up! Moms Club The Lakewood Moms Club has been very busy! We had a wonderful playdate at the park decorating pumpkins, a blast at our annual Chili Cook Off and so much fun at our most recent moms night out. There are so many exciting opportunities to connect Moms with Moms, kids with kids, and families with families, in our neighborhood. Our more recent and much anticipated LMC Babysitting Co Op is finally here! A babysitting co op “is a group of members who agree to trade babysitting hours on a point basis”. Our babysitting co op is designed to allow moms to get done whatever needs doing (errands, appointments, exercise, sleep, etc.) while leaving our child/ children in the home of a trusted mom. This is a closed group, only open to those in the Lakewood Moms Club. If you are interested, come join us! Jared is a five-time Lakewood Garden Club scholarship winner and Master of Landscape Architecture graduate from Kansas State University. His presentation will explore the aesthetic and technical complexities of landscape architecture as a profession. The discussion will showcase how landscape architecture is a catalyst for positive social change and responsible development in communities in order to enhance user experiences. Portfolio works to date will give clear examples of landscape architecture in practice, as well as highlight key points from his master’s project The Exchange: Reprogramming Vacant Built Landscapes to Increase Social Equity and Create Identity. As an added bonus, the program will conclude with some recommended plant selections for the curious gardener. LPOA Budget Workshop for 2016 Budget November 5th, 2015 - 7:00 p.m. at Lakewood Oaks Clubhouse

Each year, a budget workshop is held soon after the Finance Committee and Facilities Development Committee presents draft operating and improvements budgets to the LPOA Board of Directors. This budget workshop allows for further input to the LPOA Budget from membership, committees, board members and staff. LPOA members are encouraged to attend this workshop in order to better understand the LPOA budgetary process and to make any request or suggestion they feel would be appropriate for inclusion in the 2016 LPOA Budget (or future budgets).

ARB/ARC Volunteers Irrigation Fees & Art in the Oaks

Volunteers Needed! LPOA’s Alterations Review Committee (ARB/ARC) is currently seeking dedicated members. The ARB/ARC is responsible for review and approval of Improvement Applications submitted by the general membership. This is an Administrative Committee that reports to the Board of Directors. As we all know, in a self governing association such as the LPOA, it’s necessary to have a capable group of volunteers. Lake Water Irrigation Fees

Those of you who irrigate from the lake will receive billing for 2015 fees. Just so you are aware - the fee is NOT for use of the lake water, but rather for access to the lake water. Access means you have an irrigation pump and intake lines. So long as you have either of these two things, you are considered to have “access to lake water” and must pay the lake water irrigation fee. If you do not wish to pay the lake water irrigation fee for 2015, you will need to remove the pump and intake lines before December 31st, 2015 and notify LPOA by calling 373-4326 that you have done so.

Interested in showing your artistic talent? If you are a Lakewood resident and like to draw or have the talent to shoot spectacular photographs, then we are looking for you! In the Oaks Clubhouse we have a hallway dedicated to promoting our resident artists. If this is something you may be interested in, please send us an email at artsoflakewood@gmail.com and let us know! Artists should submit either a CD of images (they don’t need to meet any specific requirements, just snapshot will do), or have available actual pieces to view. ALL work must be “presentation ready”, which means framed or gallery-wrapped, with a hanging wire on the back, (NO saw-tooth hangers), and appropriately labeled with title, medium, and price (or Not For Sale). It is recommended that the artist provide a framed artist bio to hang with the display that includes contact information. The artist can further provide business cards or handouts. The display area can hold a maximum of 20 pieces. Artists need to be aware that the subject matter of all artwork should be appropriate for a family venue. Here are our family's canine members: Max is a 10 year old Standard Dachshund and Buster, a one year old Miniature Dachshund. Max has lived in Lakewood since 2009, with his mom & dad,Vickie Carrillo and Rok Mouse. Buster was a recent rescue in April, but gets along great with Max. They spend most of their time keeping us safe by chasing away and barking at scary squirrels, chipmunks, and birds in the back yard, or just sunning on the deck. Inside, they spend most of their time napping under the covers, or just wrestling with each other. They like living in Lakewood and their next door doggy neighbor Tucker, who they love to race back and forth along the fence. And their parents appreciate the neighbors' tolerance when they get excited about the wildlife in the backyards!

For Your Information Pending Amendment NOTICE OF PENDING AMENDMENT TO LPOA BY-LAWS In accordance with LPOA By-laws, notice is hereby given to LPOA membership of pending amendment to LPOA By-laws. The following language was introduced for consideration and accepted at the August 13, 2015 Board of Directors meeting. At their meeting on November 12th, 2015 the Board will again consider this language and vote on adoption. Current language is struck through and proposed language is underlined. Article XII Books and Records The books, records and papers of the Association shall, during reasonable business hours, be subject to inspection by any member. The Declaration, the Articles of Incorporation and the By-laws of the Association shall be available for inspection by any member at the principal office of the Association. provided, however, that the member give a five (5) day written notice and the member state the purpose of such inspection. The records which shall be open to inspection shall include the Articles of Incorporation, Bylaws, Resolutions of the Board of Directors relating to the rights, limitations and obligations of the members of any class or category member, the minutes of all meetings of members, minutes of all open Board meetings, and records of all changes approved by the members for the past three (3) years; all written communications to members or class members for the past (3) years, including the financial statements for the past three (3) years; a list of the names and home addresses (or business addresses) of the current officers and directors, a copy of the most recent corporate registration report filed with the State of Missouri and any other rcords covered by the Missouri Statutes that apply to Home Owners Associations. All final audit reports, annual statements and quarterly financial statements shall be published and available for the members to inspect upon proper request as provided above. Certain records shall be deemed closed records including: resident files; legal correspondence; specifications and bids for competitive bidding until officially approved; published or negotiated contracts until executed; personnel files and executive session minutes. The Board of Directors may set policies regarding reasonable charges for copying and staff time spent responding to members or resident requests.

For Your Information 2016 Boat Stickers Now Available 2016 Boat Registration stickers are now available in the LPOA office. The stickers are $25.50 for nonmotorized and $65.50 for motorized. There will be an additional $5.00 charge if you do not purchase your stickers for your previously-registered watercraft before May 1st, 2016. There is a $15.50 charge if you would like for staff to attach your stickers for you.

Boat Slip Lease Agreements Due January 1st, 2016 Boat Slip Lease Agreements are to be mailed between November 1st and November 10th. Those lease agreements are due and payable by January 1st, 2015. There is a grace period until January 15th, 2015. Payment made between January 16th and 31st will be assessed a $100.00 late fee. After January 31st, the lease agreement is null and void.

LPOA Holiday Schedule Thanksgiving: Office closed Thursday, November 26th & Friday, November 27th. Christmas: Closed Friday, December 25th. New Year’s Day: Closed Friday, January 1st. Maintenance Department will follow the above schedule unless there is snow to plow. Community Services will be on duty 24/7 the entire holiday season. Please call them at 373-1500 should you need any assistance.

Miscellaneous Snow Removal Policy Snow removal starts as soon as snow accumulation reaches two inches. The goal of the maintenance crew is to have all streets plowed and treated by 6:00am for the residents’ morning commute to work. Storms are unpredictable and come with many varirables. Therefore, please keep in mind that each storm and its circumstances dictate the policy of snow removal. The LPOA is responsible for snow removal on all streets within Lakewood with the exception of: Lakewood Boulevard, Lake Drive, Gregory Drive, Channel Drive, Dick Howser Drive, Fairway Homes Drive (by the Shores), Northgate Crossing, and Beechwood. Those streets are the responsibility of Lee’s Summit. Below are a few things we can all do to ensure that each street gets treated properly: 1. If there’s any way that vehicles can be parked in the driveway, please do so. If a street is crowded with vehicles, it cannot be plowed or sanded properly. Piles of snow are left up and down the street when maintenance vehicles have to dodge parked cars, making it impossible to clean the road all the way to the curb. 2. When using snow blowers, please try to direct output to the yard and not the street. Nothing is more frustrating for your neighbors to have a freshly cleaned street filled with snow from several driveways. 3. Please be patient. If you feel the job was not done properly, please feel free to contact the administrative office. We will happily assist you, but please keep in mind that staff’s first priority after a snow storm is to “open up” the roadways. We then return to each area for a more detailed clean up. Lakewood is comprised of more than 2,000 acres, and our crew works as quickly and safely as possible to ensure that everyone makes it in and out.

Dear Fellow Members, We are in the 2016 Budget Planning and Approval Process for Lakewood. At the direction of the Lakewood Board of Directors, the planning process involves many people within Lakewood, both paid staff and member volunteers. The Board has tasked the General Manager and two major committees with the responsibility for the plan development. The Finance and Facilities Development Committees will spend many hours this year reviewing proposed projects and budgets. This year, for the first time, we will be reviewing and implementing the Reserve Study which is available for all to see at www.lpoa.com. The Staff members of both the LPOA and Lakewood Oaks Golf Club will also spend significant time preparing budget and capital improvement requests to submit to the Committees and the Board of Directors for review. This process has included the Lakewood Oaks Golf Club (LHC) since the acquisition in 2007 by the LPOA. The ownership of the Golf Course has meant that decisions that go into the planning cycle must include proposals that benefit all of Lakewood, including our investment in the Golf Course. Both the LPOA and the LHC are run separately, as required by IRS regulations, but the Board along with the Finance and Facilities Development committees work with the GM to assure smooth and efficient operations for both organizations. The planning process culminates in a public meeting in which the Finance and Facilities Committees review the budgets for all of Lakewood and the Lakewood Holding Company on Thursday, November 5th at 7:00 pm. This meeting will be held in the Lakewood Oaks Clubhouse. We encourage all who are interested to attend. The Lakewood and Lakewood Holding Company Board of Directors will hold the initial review and vote on the Budget(s) during the November 12, 2015 Board Meeting. Just a reminder that LPOA Rules and Regulations, Article IV, Section 4.040 states that: “No minors allowed on LPOA common ground or lakes after 12 midnight on weekends and 10:00pm on week nights, unless supervised by a responsible adult over twenty-one (21) years of age.” Our Community Service Staff will issue citations for violations of this rule. Please ensure that your teens are properly supervised after curfew.
