Vote 2017 LPOA Members, At the meeting of the membership on November 15, 2017, quorum was met and votes were counted. It was announced that the vote of membership was “Yes”, setting the 2018 Maximum Annual Assessment at 135.27 monthly. Staff, Committee’s and Board of Directors will now work to set the 2018 budget and user fees based on this amount. Watch the January Ripples for notification of assessments, user fees and 2018 budget. 1,372 proxies were required in order to hold a valid meeting and vote. LPOA received 1,471 valid proxies. Of the ballots cast, 933 were Yes votes, and 538 were No votes. We wish to thank everyone for casting votes in this important election and look forward to a successful 2018.

2018 Spring Athletic Field Reservations Reservations for Spring 2018 Baseball, Softball, and Soccer Field Reservations meeting is scheduled for Monday, January 8, 2017 at the Oaks Clubhouse at 651 NE St. Andrews Circle, in the Argyle, at 6pm. The format will be the same as in years past. A lottery draw will take place for the order in which you will choose your fields. If you are unable to attend, you may send someone in your place. Amendment(Extension Cords) NOTICE OF AMENDMENT TO LPOA RULES AND REGULATIONS

In accordance with LPOA By-laws, notice is hereby given to LPOA membership of amendment to LPOA ARB/ARC Guidelines. The following language was adopted by the LPOA Board of Directors at their 11/16/17 meeting. Current language is struck through and proposed language is underlined.

ARTICLE II THE LAKES - BOATS, WATERCRAFT, BOAT SLIPS AND BOAT RACKS 2.050 LAUNCHING, STORAGE, TEMPORARY PARKING & ON-SITE MAINTENANCE OF BOATS. (a) Boats may be launched from designated launching ramps. Ramps shall not be occupied for more than 10 minutes following the launching or removal of a boat. Boats may not be left overnight in a launch area or parking lot adjacent thereto. (b) Boats shall not be left on the Lakes overnight unless stored in or on an LPOA storage facility. This limitation prohibits tying boats to trees or buoys or pulling them onto the shoreline or common area or occupying an unauthorized boat slip. Watercraft shall not be left unattended for more than 15 minutes between the hours of 12:00 midnight to 6:00 a.m. unless stored in or on an LPOA storage facility. Unattended means no person physically present on watercraft for a continuous 15 minute period of time. No watercraft may be parked or stored on any public or private property anywhere in Lakewood except within enclosed garages or other designated storage areas, unless a temporary parking permit has been issued (see Article III, Section 3.020 of these Rules). (c) Boats may only be tied to or parked at pleasure docks for a period not to exceed 15 minutes. Members and their guests are expected to exercise courtesy in the use of the pleasure docks. (d) In the event any member shall fail to remove a boat from the Lakes or common area as required by the paragraph 2.050(b), the member is subject to a citation and the Association may move the boat to its storage area for which the owner will be charged all fees for moving the boat, as well as a daily storage fee. One specific area at both Marinas has been designated and may be used to change oil in and/or winterize a LPOA member’s boat, ONLY under the following conditions: Lakewood Patrol or Administrative Office must be given notification before any fluids are changed or maintenance on a boat is performed Boat MUST always be removed from the water Oil and lower units shall only be changed in the designated area at each Marina In an effort to prevent ramps from becoming slick, no fluids shall ever be handled near the boat ramps All fluids must be caught and removed from LPOA property and disposed of properly A 10-foot square plastic tarp must be placed on the ground with piece of cardboard under the motor to catch any drips, spills, or leakage If any problem arises, Lakewood Patrol must be notified immediately Lakewood Patrol must be given a 15-minute notice before boat is removed from the work area Boat dealers who use Marinas to provide boat maintenance for LPOA members must accept marine fluids from Lakewood residents, at a minimum charge, for proper disposal. Any deviation from these rules will result in a $100.00 fine & assessment of 6-points for the LPOA member to whom the boat is registered Electrical access on marina docks is provided as a courtesy. Permanently attaching extension cords to the docks is strictly prohibited. Extension cords used on docks must be built to UL standards, ideally with GFCI built in. All extension cords must be attended while in use. For use of equipment up to 15 amps, extension cord must be of 14/3 wire with ground plug, outdoor rated, UL rated, with heavy duty high visibility (yellow) up to 50’ long max. For use of equipment up to 20 amps, extension cord must be of 12/3 wire with ground plug, outdoor rated, UL rated, with heavy duty high visibility (yellow) up to 50’ long max. Boat Lifts must be permanently wired to the Powermate by a certified electrician, following NEC Marina Code 555.

Pending Amendment (Green Projects) NOTICE OF PENDING AMENDMENT TO LPOA ARB/ARC GUIDELINES

In accordance with LPOA By-laws, notice is hereby given to LPOA membership of pending amendment to LPOA ARB/ARC Guidelines. The following language was introduced for consideration and accepted at the 10/12/17 Board of Directors meeting. At their meeting on 12/14/17 the Board will again consider this language and vote on adoption. Current language is struck through and proposed language is underlined.

SECTION XI GUIDELINES FOR GREEN (ENERGY ALTERNATIVES) PROJECTS 2.

Generators

a.

Exterior Standby Power Generators

Exterior Standby Power Generators shall not be installed without the prior written approval of the ARB/ARC. Applicants must exercise care in properly locating the unit on the property so as to minimize the visual and noise impact on neighboring properties. The following restrictions apply to Exterior Standby Power Generators: • • • •

Fuel – Only piped natural gas is permitted Noise – Sound output, as specified by the manufacturer, shall not exceed 69dba at the rated capacity Operation – System shall operate only during periods of utility power failure, except for periodic testing at reduced power. Enclosure –The unit shall be completely enclosed. The enclosure shall be corrosion resistant and of an approved color.

The application for Exterior Standby Power Generators must include the unit’s specific location on a plot plan, the brochure depicting the unit’s specifications, capacity, and noise ratings, and any other exterior changes including landscaping to soften the effects of the placement of the unit. b.

Portable Generators

Emergency electrical generators mounted on wheels, rollers, or skids are considered portable units and, as such, do not require application. However, they shall not be placed or stored outside of the home except when in actual operation during a power outage. Users of these units (which are significantly noisier than enclosed fixed units) should be considerate of their neighbors by limiting day usage hours and avoiding any night usage. City of Lee’s Summit Noise Ordinance will apply.

Snowbirds, Boat Slip & Holidays Many of our Lakewood residents fly south for the winter or other locations, looking for warmer climate. It is important to let the office staff know if you are one of our “birds.” This helps us reach you if questions come up regarding billing, boat slip leases or other issues. Additionally, we are the first contact of the Police and Fire Departments in the event there is a problem with your home. Please take the time to let our office staff know before you “fly south” and when you return. It’s as simple as a phone call to our office, 816373-4326, and we can put your alternate address on your account and once you leave for the winter, we will turn that address on and when you return to Lakewood, give us a call and we will turn it off. You can also email Cari Brown at cari@lpoa.com. Lakewood’s monthly dues statements are sent out “Return Service Requested,” therefore, the Post Office WILL NOT forward them even though you have a forwarding order in place for your mail. Boat Slip Lease Agreements Due January 1st, 2018 Boat Slip Lease Agreements were mailed

November 8th. Those lease agreements are due and payable by January 1st, 2018. There is a grace period until January 15th, 2018. Payment made between January 16th and 31st will be assessed with a late fee. After January 31st, the lease agreement is null and void. Policy effective 12/31/06 - All boat slips are to be occupied by a boat that is titled to the Primary Lessee or Co-Lessee, by the proper state agency or division. All Lessee’s must also be named as an insured on the insurance policy for the boat docked in a boat slip. The 2018 boat stickers will only be mailed to those lessees who have boat title and proof of insurance on file in the LPOA offices.

2018 Maximum Annual Assessment In accordance with the stipulations set out in documents governing the LPOA, the Board of Directors each year must approve a “Maximum Annual Assessment”, prior to approving the “Actual Annual Assessment”. Following those guidelines, at their November 16th meeting, the Board voted to set the Maximum Annual Assessment for 2018 at $1,623.20 annually ($135.27 per month), for a basic single family home and 80% of that amount or $1,298.00 ($108.25 per month) for multi-family units.
