A s I write this in the middle of

February it is my fondest hope that the weather will be pleasant again as you read this in March. What seemed like an Mark Reid unusually long and LPOA/LHC cold winter will General Manager make spring extra special and Lakewood will once again blossom. We look forward to seeing our walkers, runners and bicyclists out and about once again. This will be a wonderful spring and summer and we have lots of activities and events planned. This issue is full of great information whether it be social activities, golf, dining, swim team, fishing tournament, the very popular Black Dress and Bling, and many others. The new 2018 Lakewood Oaks Country Club St. Patrick’s Day Golf Tournament is wonderful opportunity for our community golfers to join together for a very fun day of golf. In this issue we have also included the information for upcoming Board of Directors election. Serving the community on the Board of Directors or a Lakewood Committee is an important part of our self-governance process and although it can be challenging at times, it yields a high level of personal satisfaction that you have helped make a difference.

I want to take a moment to thank our wonderful advertisers. Last year was good financially for the Ripples Magazine. The Association could not reasonable provide you a magazine of this quality with all the great community information without the revenue and support of our advertisers. Please consider supporting them as well. Last year was also a good financial year for Food and Beverage. The support of the community has been fantastic and we love hearing from you. The Valentines Dinner this year was a huge success and the compliments we have received are heartwarming. Thank you for your continued patronage and support. We will be very busy this spring putting the finishing touches on the new East Lake Pool. You’re going to love it. We are also renovating the existing East Lake Play Park. A new border, fresh new mulch and freshly painted equipment will await you when the park re-opens in the spring. This will continue to serve as a very pleasant facility for the near term as future boards review the needs of the Association and the implementation of a new Play Park that was previewed last year but has been deferred due to overall price and available funds.

appy March, Lakewood! Spring is near. I hope you’re as anxious as I am to get back on the lake, use the pools (especially the new one!), play golf, and enjoy the landscape that makes our Lakewood one of the more desirable communities in the metro.

Davis et al VS LPOA – The Missouri Supreme Court did not hear the appeal by the LPOA. As a result, the District Court finalized the ruling that the calculation of the 2015 assessment for 2016 dues was ultra vires. To consider next steps, a bit of context may be helpful. The LPOA, like other home owners associations, has its Declaration of Covenants, Conditions, and Restrictions (DCC&R) that are legally binding and filed with the state. The DCC&R is considered the “what” in terms of rules that govern the association. Its accompanying bylaws are considered the “how” to implement and enforce those rules during the day to day governance. The result of the circuit court deemed our bylaws conflict with the DCC&R. The origin of this problem is contained to the legal work and governing documents provided for the Association by legal counsel during the 1973 to 1979 timeframe. At a minimum, the bylaws will be considered for amendment, but there is concern that our DCC&R may not offer enough “what” clarity to update the bylaws to mitigate misinterpretation. Our main objective going forward is to fix the agreement between the two documents to remove vulnerability to future litigation on the matter. Staff will issue a full report at the March Board Meeting and upon approval, this report will be published on the L.P.O.A. website for all members to review.

BOD Elections – The BOD election process is in full swing! Please consider establishing your candidacy by March 15, 2018 and running for one of three at-large positions opening up this year. You can make a difference!

LPOA.com – The BOD convened to continue the LPOA website redesign conversation. We are aware of some deficiencies in the current site and what content receives the most attention. Please let me know if there’s something you’d like to see introduced or redesigned moving forward. We want the site to serve your needs and offer an opportunity for potential homebuyers to understand our community and make the investment in ownership. East Lake Pool – The construction is nearly complete and I’m sure we’re all excited to use this new amenity when it opens this year! Having a zero entry feature will facilitate and enhance the swimming experience for the entire community and all skill levels. Join a Club – Please consider reviewing the clubs available to our membership! Moms, Garden, and Sail & Paddle Clubs, to name a few, offer ample opportunity to meet and interact with other LPOA members and enjoy all our community has to offer. Attention Lee’s Summit High School Seniors The Lakewood Garden Club is proud to offer three $750 scholarships to graduating high school seniors. This year a third scholarship will be awarded in memory of Marlene DeRousse, a charter member of the Garden Club. Students applying should have an interest in studying Botany, Horticulture, Ecology, Biology or any Environmental Science. The scholarships are open to all students living in Lee’s Summit, including Lakewood students attending Blue Springs South High School. Interested students can pick up an application at their respective high schools or from Nancy Sykes at the LPOA Administrative Office. All applications must be completed and submitted at your high school by March 23, 2018.

Election Information THREE SEATS OPEN FOR ELECTION IN 2018 BOARD OF DIRECTORS ELECTION

There are three (3) Board of Directors seats up for election in 2018 ---- At Large. All three seats are for three-year terms. If you are interested in committing yourself to a rewarding experience in service to your community and would like to play a role in the future of Lakewood, then you might want to consider declaring your candidacy for one of the open Board of Directors seats. However, the decision to serve on the LPOA Board of Directors is not yours alone. Those who will benefit from your leadership ---- your Lakewood friends and neighbors ---- will determine who represents them. Each year, during the annual election, LPOA members cast their ballots for the candidates they feel can best serve the community. Those members who take the time to vote deserve an excellent slate of candidates to choose from. That means qualified candidates --- LIKE YOU --need to declare their candidacy for the 2018 election. Election to the LPOA Board of Directors is also election to the Lakewood Holding Company (d/b/a Lakewood Oaks Country Club) Board of Directors. LHC is a wholly owned subsidiary of LPOA and therefore governed by the LPOA Board of Directors. Any LPOA member, in good standing, who is interested in running for one of the three open Board of Directors seats may pick up a “Petition for Candidacy” at the LPOA offices (651 NE St. Andrews Circle) beginning February 15, 2018. Completed petitions (with at least 20 signatures of LPOA members in good standing), candidate questionnaires and pictures must be filed in LPOA offices by 5:00 p.m. on March 14, 2018. Please note the Election Timetable preceding this article. In order for the Election Committee to certify an interested LPOA member as a candidate on the 2018 ballot, the candidate’s petition, questionnaire and picture must be returned to LPOA offices not later than 5:00 p.m. on March 14th. All items on the “Candidate Questionnaire” should be answered. This information will be printed in April Ripples. If you are interested in declaring your candidacy and/or have any questions, please call LPOA Staff at 373-4326.

Highlights of Past Black Dress & Bling The Lakewood Garden Club invites you to our annual Black Dress & Bling goes Hawaiian fundraising event. In 2018 it’s.... “Black Dress & Bling goes Hawaiian” Pull out that little black dress, add some “island” bling and you are all set! Our fundraising supports a variety of projects. The Garden Club has given away $51,000 in scholarships to area high school and college students. Beautification projects include the wind sculptures on the rock, the Heron and the Eagle sculptures at the Marinas, the Blue Bird Trails and Butterfly garden, and various plantings around the neighborhood. They also support outreach projects at the Truman Medical Center Lakewood and Delta Woods Middle School. Look for more information for this annual event in the next issue of The Ripples.

The Trees of Lakewood Evening Presentation Sponsored by the Lakewood Garden Club

“Do you know why trees are so important to our environment?” Sarah Crowder, program manager for the Heartland Tree Alliance, will answer that question for us in her presentation. She will share information about the benefits of trees to our environment, why these trees need extra care and the proper ways to give them that care. Sarah is a certified arborist and municipal specialist and has over 10 years of experience in municipal forestry. Sarah will also talk about how the Heartland Tree Alliance organizes planting events, pruning events and tree care workdays around the Kansas City metropolitan area so people can get involved. If you

2018 Boat Stickers Now Available

Pontoon Boat Rental

2018 Boat Registration stickers are now available in the LPOA office. The stickers are $32.50 for non-motorized and $83.50 for motorized. There will be an additional $7.00 charge if you do not purchase your stickers for your previously-registered watercraft before May 1st, 2018. There is a $19.50 charge if you would like for staff to attach your stickers for you.

Starting April 1st, Lakewood’s two pontoon boats will be available for residents to rent. Pontoon boats are available in 2-hour blocks on weekdays and 4-hour blocks on weekends and holidays. All Day’ rent-

Join Lakewood Swim Team this summer! Swim team is a wonderful opportunity for your child to not only become a better swimmer, but do so in a safe and fun environment. Our swim team is part of a recreational league, the Lee’s Summit Suburban Swim League (SSL), where we swim against other Lee’s Summit neighborhood teams. The teams are open to kids age 7-18, living in Lakewood. To qualify, your child should be able to swim the length of the pool (any stroke). Kids younger than 7 can join if they are swim-ready, and if a parent remains with them, on deck, at all times that they are at practice. Due to the large size of our Lakewood team, we have divided our team in two: Lasers (East Lake/Blue Springs School District) and Cruisers (West Lake/Lee’s Summit School District). You are free to register your child with either one, but most families tend to lean toward where their kids will feel most connected. Practice will begin May 29th. Please look over our pool swim practice schedule, in this issue of The Ripples. This year, the Lasers and Cruisers will once again have their own pools for practices! With an anticipated completion date of the NEW East Lake Pool in spring 2018, The Lasers will move back to this pool for all practices and stroke clinics. The Cruisers will remain at the Cove Pool. Our swim team is run entirely by volunteers. It is expected that all families with a child swimming volunteer at a minimum number of swim meets during the regular season, in order to be able to qualify to compete in championships. The volunteer shifts are simple, and give you an opportunity to meet other families, while still allowing you to watch your child swim. Our volunteer coordinators will provide any help needed to ensure all families are able to meet their volunteer obligations. 2018 Swim Team Meet schedule: (they are held Wednesday evenings at the Cove Pool) June 6th June 13th June 20th June 27th July 3rd or 5th (up to individual teams due to the July 4th holiday) July 11th July 13th Championship for ages 11 and over. July 14th Championship for ages 10 and under. July 15th End of season party and award ceremony. Keep an eye out for further details, regarding registration dates and additional information. So why Is it important to have these trees gracing our landscape? Our presenter, Sarah Crowder, program manager for the Heartland Tree Alliance, will share a wealth of knowledge about how important trees are to our environment. Sarah is a certified arborist,a municipal specialist and has over 10 years experience in municipal forestry. The Heartland Tree Alliance mission is to engage people of the Greater Kansas City region to take action and advocate for a healthy community forest. Please join us for our evening meeting to hear Sarah share information about the benefits of trees to our environment, why these trees need extra care and the proper ways to give them that care. She will also talk about how the Alliance organizes planting events, pruning events and tree care workdays so people can get involved.
