Finding a fair way

If you’ve lived in Queenstown for any length of time, you’ve seen green fields disappear to major development. In the 12 years I’ve been here, just off the top of my head, there’s been Five Mile and Queenstown Central, Shotover Country, and Hanley’s Farm, not to mention dozens of other infill developments. I’d imagine for anyone born here, the scale and speed of the change has been discombobulating and concerning. Frankton Golf Centre looks to be the latest open space in the path of the whirlwind. Public consultation opened last week on plans to carve off sections of the nine-hole public course, and Queenstown Events Centre land, to make way for the new traffic lights and bus lane upgrades to State Highway 6 and 6A, replacing the old haphazard Frankton BP roundabout. As box-ticking goes, this ‘consultation’ is as box-tickey as it gets. The $115m NZUP Queenstown Package has been years in the making, and the junction is already designed, so any input from the public is unlikely to have a large impact. But, as Frankton-based councillor Glyn Lewers pointed out, this could be the “first 100 cuts” of a death by a thousand cuts for the Frankton Golf Centre, which would be reduced to eight holes. Its future has been uncertain for decades. In QLDC’s failed $151 million Shovel Ready application to redevelop the Events Centre, for example, part of the course was earmarked for an Emergency Precinct. Another section of the course is on land leased from Queenstown Airport, as are the netball courts at the back of the Events Centre. It’s a difficult one, really. It strikes to the heart of how we use the limited land available in Queenstown. Similar arguments played out over the Ladies Mile Masterplan and will undoubtedly over NZSki’s bid to expand The Remarks into The Doolans. How do we find a balance between beautiful open spaces and the need for transport and housing, between protecting the environment and creating amenities, between fun and function? I’m no advocate for golf, in fact in an editorial I wrote years ago I suggested Kelvin Heights course could be used for affordable housing. It wasn’t a popular suggestion, as you can imagine. No membership for me. You could argue too much of the district land is given over to golf courses. There are six in this relatively small town. But I recognise the enjoyment they bring to many, the communities of members, the tourists they bring in, the jobs, etc. And as for Frankton, it provides a pathway into the sport for all youngsters, even those whose parents aren’t loaded, as well as a place for amateurs to have a cheap round. Slicing a little off for the benefit of everyone, especially if it encourages more people to take the bus, is probably the right thing to do, but I hope the Golf Centre survives the cut, in some form. A perfectly-timed snow dump has created the best conditions for the opening of Queenstown Lakes’ ski season in recent memory.

“Too much snow is not a bad problem to have, but it’s going to take a bit of work to get things ready,” Hedley says.

More than a metre of the white stuff fell on the region’s ski fields Coronet Peak, The Remarkables, Cardrona and Treble Cone over the weekend. In some places, near the summits and in snow drifts, there’s closer to two metres.

Skiers and snowboarders won’t notice too many changes at Coronet, The Remarks, Cardona or Treble Cone this season. Somewhat ironically, the biggest investments have been in snowmaking equipment.

Cardrona Alpine Resort opened its learners’ slope on Saturday, before closing Sunday as wild winter weather blasted the country.

At Cardona there’s a new reservoir, at Coronet Peak there are six new snow guns, improvements to the Heidi’s Hut deck, refurbished toilets in the base building, and pipes and power infrastructure work.

The Remarkables is due to open this coming Saturday, while Coronet Peak has brought forward its opening day to Thursday, to take advantage of the snow. Treble Cone will open towards the end of the month. Coronet ski area boss Nigel Kerr was up the mountain on Sunday, preparing for the mountain’s 75th anniversary season. “It’s getting hard to take an accurate count of the snow,” he says. “I got my tape measure out this morning and there’s 80cm on the table [at the base building], clearly 90cms has fallen, and we’ve had another 15cms since then. “I went for a groomer drive and there’s more up the top, but it’s been moved around more by wind.

And at The Remarks, there’s seven more snow making fan guns on the Crossfall Trail, coming down from the new Sugar Bowl chairlift, finishing the snowmaking project there. There are also improvements to the ice bar, another coffee machine in the cafe to meet demand, changes to the teaching programmes, and increased capacity in the car park at the bottom of the mountain. Remarks ski area manager Ross Lawrence says the next big project will be replacing the Shadow Basin chairlift, but that’s probably the summer after next.

“It’s looking very white up here,” he says. “It’ll be the best opening day for a long time.”

He’s looking forward to the season, after two years interrupted by Covid-19, including a lockdown imposed last year the day after the best snowfall in years.

Kerr says there’s been so much snow, it will be a challenge to get the mountain ready for Thursday. It was originally due to open Friday.

“The snow this weekend has raised the level of excitement for everyone. It’s blanketed all around and right on cue.”

“There’s a lot of snow to dig our way out of. We need a couple of days of reasonable weather. Our two big issues at the moment are getting around the mountain, because you can’t see anything, and keeping it safe. We’re releasing avalanches all over the mountain at the moment. Coronet Peak has lots of terrain traps, where you have a steep face into a flatter bowl.”

The Remarks is employing about 250 staff, while Coronet Peak has 410, both ski fields run by NZSKi. Across Cardrona and Treble Cone, run by RealNZ, there are about 800.

Cardrona and Treble Cone boss Laura Hedley says more than 500 people were up Cardona on Saturday, with only the learners’ slope opening.

“We’ve been able to fill most positions,” Lawrence says. “Probably the harder ones have been the custodians [cleaners, admin, etc.] but we did get the visas through for the snow makers, groomer drivers, patrol, snowsports, which was really good and helped us along.”

“It was great to open, give our new team a run on how operations work, and get some people up there frothing on the new snow,” she says.

All the mountains are expecting a decent number of visitors this season, with Aussies now able to fly direct into Queenstown Airport.

“It was a stormy day, so it was people who were very keen and I think they had a blast. Our park crew did a great job of putting some boxes and rail features on the learners’ slope, so the more experienced had something fun to do.”

The successes of the NZ team at the Beijing Winter Olympics, particular golds for snowboarder Zoi Sadowski-Synnott and Nico Porteous, is also proving an inspiration.

The mountain closed on Sunday and Monday due to the snowstorm, with the plan to get McDougall’s chairlift open on Tuesday and Whitestar later in the week.

“We’re definitely seeing an uptake in our park squad and freeride teams,” Hedley says. “We’re just super stoked and can’t wait to get going.”

Just a handful of what’s left of the once 60 to 70-strong YWAM Queenstown team of volunteers, who are gearing up for the arrival of their first new recruits, the first in more than two years. Launching seven years ago, and at its peak the local Queenstown base catered to more than 100 young students a year from all over the globe, however, closed borders forced huge numbers to return home. Only about 15 volunteers from Europe, North America, Australia, Singapore and New Zealand remained. One of the Queenstown leaders, American Nick Oxley, says nine mostly international volunteers are now preparing for an influx of new students and volunteers once the country’s borders fully re-open to overseas visitors and students. “We’ve had more than 100 inquiries from potential students since the borders closed and we’re hoping many will make it to Queenstown during the next twelve months.” YWAM has about 1300 bases throughout the world, nine in New Zealand, including the Queenstown base, which is now housed in the old Remarkables Station homestead. YWAM Queenstown attracts three intakes a year of eager young would-be missionaries. After completely a 12-week training programme in Queenstown they’re sent overseas on Outreach Missions, mostly to Papua New Guinea and other Pacific Island countries, before returning to Queenstown to graduate. The course lasts five months.

“The last two years has been a huge change with overseas students unable to travel here and we are unable to place them in Pacific Islands,” says Nick. “So we’ve turned our outreach training focus to New Zealand. Locally it’s been a season of supporting people who’ve been laid off jobs and whose business are hurting.”

With so many overseas visa workers stuck after the borders closed, the remaining YWAM team realised a need for English language assistance was desperately required. The team is still running the popular, free English classes that resulted. They run on Monday evenings from 6 to 8pm at St Andrew’s Church in Stanley Street..

Nick says they’re looking forward to getting back into full community work locally. A team from Auckland arrives on Wednesday this week, to share the love in Queenstown, offering people like the elderly, those with disabilities, or who are unwell, with yard work, firewood chopping and other practical help. “We’re here to share God’s love, help, and love people in the community, whether that’s with practical or spiritual help.”

“So many people were feeling disconnected in our community because of the language barriers and we found they just wanted a safe environment where they could find others to communicate with,” says Nick.

Prior to Covid times YWAM volunteers helped out at community events like Pasta Café, at the Orphans Aid shop, ran free community dinners, mowed lawns and gardened, all for free. “There’s no payment. We do it for love,” says Nick. Sponsors usually assist, but there’s a lot of fundraising involved for rent and food.

“We’re just really excited to get back up and running again with student intakes and build up our capacity again, and to just help where we can,” says Nick.

Many in the community are still hurting from the effects of the past two years, and Nick’s confident the next wave of young international students can have a positive impact, just as their predecessors did.

The human resources consultant has lived in Queenstown since 1992. The new ward was formed because the population of Arrowtown is not big enough proportionally to warrant its own councillor. Don’t believe the backlash – the benefits of NZ investing more in cycling will far outweigh the costs Author: Simon Kingham, Professor, University of Canterbury

The Dutch have long been recognised as leaders in cycling. Denmark is not far behind, with more bikes than cars in its capital Copenhagen. This is the result of many years of investment. Even the UK, with less of a cycling tradition, is investing and showing growth in cycling. New Zealand is starting to follow suit. The Emissions Reduction Plan, released last week, includes NZ$350 million to encourage walking, cycling and public transport. Investment in cycling is often motivated by the need to curb emissions and to increase rates of active transport. But the backlash can sometimes seem as large as the level of spending. New Zealand spends around $5 billion per year on transport. On average, over the past decade, 41% was spent on maintaining existing roads, 38% on building new roads, 17% on public transport and 1.7% on walking and cycling. Some critics argue cyclists do not pay for cycle infrastructure. But transport funding comes from several sources, including central government funds such as fuel excise duty (paid on petrol purchased), road user charges (paid by diesel vehicle owners), vehicle registration and licensing, and local government funds from rates. One-off investments have come from the NZ Upgrade Programme and the Provincial Growth Fund. Many of these sources come from general taxation, which cyclists pay. Most people who commute by bike usually also own a car and therefore pay for registration and licensing. Increasing the number of cyclists will benefit the economy since research shows cities with more physically active people are more productive. The evidence for investing in cycle infrastructure is compelling.

The physical separation from traffic comes at a higher cost and these expensive projects tend to attract the headlines, such as the proposed Auckland Harbour crossing. But many cycle routes use lower speeds and simple traffic management to create a cycle-friendly environment. Overall, cycleways are cheap compared with other transport infrastructure. Evidence shows the number of people cycling is related to the quality and quantity of infrastructure provided. This has been demonstrated in the US, UK, Denmark and most recently in a European study which examined the impact of temporary cycle infrastructure “popping up” as a COVID transport solution.

Registration for cyclists The issue of whether cyclists should be registered or licensed has generated debate. The arguments for registration include: • some form of registration would provide legal accountability • registration could raise funds to pay for cycle infrastructure • the process would include a cycling test to improve cyclists’ safety. The arguments against include: • complication and confusion deciding who and what to include (children, tricycles, people who never ride on the road etc) • creating a barrier to people on low incomes who use a bike because they cannot afford a car • cyclists already paying for cycle infrastructure through their taxes. Ultimately, the main reasons against registration are bureaucracy and cost. The UK government concluded the cost and complexity of introducing such a system would significantly outweigh the benefits.

Cycleways and business

Health benefits from cycling Active commuting has been shown to reduce the risk of disease and to enhance mental health. Research has even found that cycling is the happiest way to travel. A recent review of over 170 studies found places designed to encourage walking and cycling have lower rates of obesity and diabetes. New Zealand research confirms overseas findings that cyclists are exposed to healthier air than car drivers. Segregated cycle lanes, even a small distance from traffic, improve air quality. Some people raise concerns about the safety of cycling, with data showing injury and fatality rates are higher for cyclists for each kilometre travelled. However, the more people cycle, the safer it becomes for all road users.

Build it and they will come The standard tool to inform transport decisions is the benefit-cost ratio. A UK government report found the average benefit-cost ratio for walking and cycling projects delivers benefits 13 to 35 times the cost. In New Zealand, transport planners estimate money spent on high-quality cycling infrastructure yields benefits between ten and 25 times the costs. Research clearly shows the biggest barrier to cycling is perceived safety. Segregated cycleways are key to feeling safe, and infrastructure should be a mix of separate cycling facilities along roads with heavy traffic and at intersections, combined with extensive traffic calming of residential neighbourhoods, coupled with lower speed limits.

One frequent complaint is that when cycleways replace on-street parking, businesses suffer. But research does not support this. According to Bloomberg CityLab, multiple studies have reached a similar conclusion: replacing on-street parking with a bike lane has little to no impact on local business, and in some cases might even increase business. Evidence from the US suggests people who travel by bike spend more. A small New Zealand study supports this. A study in London found “an increase in cycling trips significantly contributes to the emergence of new local shops and businesses”. In New Zealand, there is some evidence a growing number of businesses appreciate the benefits of cycleways.

Safety is the main barrier Poor weather is a barrier for some people, but not one of the most significant ones. Rates of commuter cycling do not vary dramatically by season. Cycling rates in Christchurch in winter are only 10% lower than during other times of the year. While US research has shown cycling declines in bad weather, a New Zealand study calculated that someone cycling to work every day in the main cities would only get wet six times a year. What really stops some people hopping on a bike is that they don’t feel safe cycling in traffic. As Chris Boardman, an Olympic gold medallist cyclist and now commissioner for Active Travel England, said, we can tackle our biggest crisis and “all we have to do is make nicer places to live”.

Glenorchy faces Christchurch earthquake liquefaction risk by Paul Taylor

New evidence from two Otago Regional Council-commissioned studies confirms that a moderate to major earthquake or flooding event in Glenorchy could have severe impacts on people, town infrastructure and properties. The new detailed assessments of liquefaction and flooding scenarios, will help the community and local authorities develop a phased ‘adaptation plan’ to work towards preparing for and mitigating the hazards. Geo-technical consultants Tonkin + Taylor have found that underneath Glenorchy township there is a thick sequence of delta and alluvial sediments, with most sediments highly susceptible to liquefaction. Liquefaction and lateral spreading occur with strong ground-shaking in earthquakes, as seen in the Christchurch earthquakes more than a decade ago. “These investigations contribute to a significant advance in natural hazards understanding, being the most detailed hydraulic modelling study at the Dart-Rees rivers, and the first liquefaction hazard assessment for Glenorchy based on comprehensive subsurface geotechnical data,” ORC GM Operations Dr Gavin Palmer says. “The ongoing work of our natural hazards team and consultants in Glenorchy is designed to inform how residents and local government act together to adapt and plan for flooding, liquefaction and other natural hazards, informing future decision-making in the Dart-Rees floodplain and Glenorchy township.” ORC, in collaboration with project partners including the Queenstown Lakes District Council, is leading the programme of work to develop a natural hazard adaptation strategy for Glenorchy and surrounds. Two years ago, ORC embarked on a staged process of future adaptation at the Dart-Rees floodplain and Glenorchy township together with the community. This involves a strategic, holistic approach, which considers all potential natural hazard types, climate and future landscape change. An online briefing was held for Glenorchy last Thursday night to reveal the new findings, and future community meetings are planned, to build on communications already undertaken with the community last year when research including bore holes were drilled for sampling.

“The next steps will involve more focus on the possible approaches for community adaptation or management of these hazards, and continued discussions and feedback from the local community and other project partners,” Dr Palmer says. Chair of ORC’s Data and Information Committee Cr Alexa Forbes acknowledges the new information may give rise to community concern, and that people will have lots of questions in the weeks ahead. “Our approach is to build and maintain the best information we can and to make sure the community is fully informed,” Cr Forbes says. “Last week’s online community meeting was to present the latest evidence. We will have another meeting – in person – at a later date to ensure the channels are wide open for questions in the days, weeks and months ahead. “Our aim is to stand alongside the community and help build resilience. The first step is communicating information. Axon, the company best known for developing the Taser, said Monday it was halting plans to develop a Taser-equipped drone after a majority of its ethics board resigned over the controversial project.

Chinese space station, Tiangong nears completion A crew of three Chinese astronauts arrived at the country’s nearly complete Tiangong space station yesterday. As the third crewed mission to arrive at the station’s core module, the trio will spend six months in space and oversee the arrival and assembly of the station’s final two modules. The orbital facility is regarded as China’s answer to the International Space Station, of which China is not a member. The ISS program consists of 15 member countries—including Russia—but US law prohibits bilateral cooperation with China on space efforts. Mitchell promises change by Paul Taylor

Queenstowners have a simple choice when they vote to elect a new mayor in October, says candidate Jon Mitchell.

interests, and transferring eye-watering financial risk to ratepayers.”

They can vote for change, or more of the same.

Lewers has cast himself as a safe pair of hands, with the professional expertise and experience after three years on council to lead an organisation with an annual budget of $450 million, not to mention a $1.67 billion 10-year plan.

Mitchell announced his intention to stand way back in April, just days before incumbent mayor Jim Boult confirmed he would not be seeking a third term in the hot seat. In recent weeks, Startup Queenstown Lakes CEO and former lawyer Olivia Wensley and structural engineer Cr Glyn Lewers have joined the race. But Mitchell believes they are both “status quo” candidates, who have failed to ask or answer the hard questions about Queenstown Lakes District Council’s actions over the past few years, and its direction. “There are serious issues at play in QLDC,” Mitchell says. “We need a change of culture and priorities that puts the long-term interests of community wellbeing, a sustainable environment, and a resilient economy first. Not the narrow set of economic interests at all costs that has dominated the agenda recently. “I would initiate an in-depth review of the council’s management culture as soon as I am elected.” Mitchell points to the furore over the QLDC’s handling of Queenstown Airport Corporation, both in terms of expansion of the Queenstown’s air noise boundaries and the subsequent decision to grant QAC a 100-year lease over Wānaka Airport. That was judged unlawful and cancelled by the High Court, after Wānaka residents launched a judicial review, again concerned over expansion plans. Man Street’s Lakeview development is another issue, both the deal struck with the development consortium, which has seen QLDC pick up the soaring bill for infrastructure works, and the fact the power to make decisions was delegated to council chief executive Mike Theelen.

Wensley has focused on economic diversification in the first weeks of her campaign, while also promising her council would display the same “agility” established businesses have needed to show to survive Covid.

While Mitchell agrees on the need to diversify the economy beyond tourism, he believes a well managed and governed businesses “wouldn’t put up with some of the things we have seen from QLDC recently”, especially its procurement policy. And, he also questions the timing of the 10-year plan. “I think a new council will have to ask some hard questions about that . . . because we’re investing in infrastructure at the most expensive time in history to be investing in it. “So, it might mean staging some of the activities. Most of them do need to happen, but do they need to happen in the order we have them planned? I think we need to take a more realistic and strategic approach.” Project Manawa, the council’s project with Ngāi Tahu Property to develop the Ballarat St / Stanley St block, is an example of a 10-year plan item that needs detailed consideration, he says, especially after Lakeview. The scheme includes plans for arts and cultural centre, commercial buildings, but also new council offices. “I started school at that site, a long time ago, so I’ve seen a lot of change over the years. “We need to ask whether it’s best to squeeze the council offices into that site, or might it be better to potentially locate them instead in Frankton. “We need a much more efficient and strategic approach to investment. At the moment, it seems to be pretty shortsighted and there seems to be an undue rush to get things done.” Mitchell, whose background is in emergency management and disaster response in New Zealand, stood as Labour Party candidate for Southland / Queenstown in the last general election, losing out to National MP Joseph Mooney. But he doesn’t think this local election can be categorised as Labour vs National.

Both relate to effective governance and the degree to which elected people should be making decisions, rather than council staff and airport board members.

“I give the communities of Queenstown Lakes more credit than that,” he says. “They make decisions on who they vote for based on issues more than which party they are associated with.

“A council shouldn’t be like a private business in a way that means the community has to sue the council to get it to apply proper consultation and decision-making process, and to act legally and in the community’s interests...

“I don’t have any association with the Labour Party through this election. It’s more about making sure the right people are around the council table with the right experience and capabilities.

“[It] shouldn’t run the development of a critically important piece of land, like the Lakeview site, in isolation from the elected council members let alone the communities. Again, putting commercial interests above community

“I’ve worked with Ministers and Governments of all flavours in New Zealand and other countries. I have no problem with that and wouldn’t as mayor. You put those things aside in local government.”

Arts+Culture Young composer to create special piece for chamber music festival by Bethany Rogers

An up-and-coming composer has won a nationwide competition to create a chamber music piece for the At World’s Edge (AWE) music festival. University of Canterbury Music student Eva Bedggood won AWE’s inaugural Emerging Composer competition for composers aged 20 years or younger. Eva will receive six months of mentorship with AWE’s Composer in Residence Salina Fisher. Over that time, she’ll create a brand new string chamber piece to be performed during the festival and to more than 2,000 primary and high school students throughout the Central Lakes region.

“I love it, it’s an amazing immersive experience. And you get to see whether the players are enjoying it. Or, sometimes, they don’t enjoy it and then you have to go: Okay, why aren’t they enjoying this? It’s a great learning experience to discuss with the performers what they want or enjoy in your music.” Eva began writing for string players last year, working on music for trios. Working with Selina Fisher for the AWE festival composition will be Eva’s first composition for string quartet or quintet. “That’s going to be fun to learn from Selina. I’m very excited.

Eva, a piano and trumpet player, is no stranger to composition. Last year she, together with her violinist brother Thomas, won the NZSO Todd Corporation Young Composer Awards. Their composition was performed by the New Zealand Symphony Orchestra.

“[Chamber music] is more intimate. And I find writing for strings really exciting because they’ve got all of these different techniques and skills. There’s so much you can do with it and there’s so much you can learn. I really like writing for them.”

But music composition wasn’t always on the cards.

Born and bred in Canterbury, Eva says her composition for AWE will take inspiration from the landscape.

“I was introduced to music through my parents because they used to be professional ballet dancers. But they said: No! You’re not doing dance, it’s too hard on your body. So I chose music instead,” explains Eva. “I used to create my own stories on the piano as a toddler. I’d play and play and play and I’d come up with these worlds and concepts through music. The piano was my introduction to creating my own sounds and stories through music.” Eva began composing more seriously in 2019 when she undertook some masterclasses on orchestral composition. She went on to start a degree in composition last year. She says hearing her music played by a full orchestra was “quite scary at first”.

“I wanted to take my home landscape as my inspiration. Looking at braided rivers, thinking about the mountains and the course of the water, how it comes down those mountains and goes down into the sea. It’ll be a series of smaller movements, a cycle of work based around that landscape. “It’ll be a more textural piece, linked by melodies instead of the other way around when melodies are supported by texture. I like the idea of flipping that concept.” The final composition will be played by the emerging musicians at the AWE festival. The chamber music festival runs 8th – 16th October and includes a series of live performances from top international musicians in Cromwell, Wanaka and Queenstown. Queenstown vaccine blunder: Home storage, no temperature data logs, review finds The company at the centre of vaccination failures in Otago did not have cold chain accreditation at the time almost 1600 people received incorrectly stored vaccines. Engage Safety was contracted by the Southern DHB to deliver the vaccines in Queenstown Lakes and Central Otago last year. But failure to store the vaccines correctly meant 1576 people received a dose with questionable effectiveness. An independent review into the fiasco was released today and uncovered a “chaotic” work environment, vaccines stored in a fridge at the directors’ home and missing temperature data logs. Southern DHB still has not been able to reach 112 people affected by the cold chain failure. The public were first informed of the issue in March when, in a statement, Southern DHB said the vaccines were administered at various locations in Queenstown Lakes and Central Otago between 1 December 2021 and 28 January 2022. The issue mainly affected booster shots but some were first and second doses of the vaccine. There were no safety concerns surrounding doses, but due to the storage failure the vaccines’ effectiveness was in question. Engage Safety Limited’s cold chain accreditation expired in November last year. “At that time, the Covid-19 pandemic was dominating the health system and there was a government directive to vaccinate all eligible people over the age of 18 in Aotearoa New Zealand,” the report said. Several attempts were made to renew the accreditation, but no date was agreed and in early February it was decided to delay the accreditation until a new vaccine fridge was installed at the business’ premises later that month. When the immunisation co-ordinator visited on 2 March the cold chain failure was discovered. “The visit to renew the CCA [cold chain accreditation] occurred on 2 March 2022. There was an expectation that the renewal of accreditation visit would be routine, having successfully achieved CCA status in the past. Had the CCA renewal been completed in November 2021, the potential cold chain failure in December 2021 and January 2022 may not have been discovered at this time or at all. “Equally, if all cold chain management processes were in place as required, downloading of data and appropriate action in early December would have prevented the resultant breaches,” the report said. “[The] immunisation co-ordinator downloaded the data from the fridge data loggers. It was then discovered that there were discrepancies with the fridge temperature monitoring over the previous two months.” Engage Safety’s director appeared unaware the breaches had occurred. The director and the immunisation co-ordinator tried to find documentation to confirm the vaccine fridge’s temperatures, but “the complete manual record of vaccine fridge temperature monitoring prior to 4 January 2022 was missing”. “At the time, very long hours of work were being recorded to keep all aspects of the business afloat; this was at times from 0600 hours to 2400 hours,” the report said. “This may have been a contributing factor to the situation described as ‘chaotic’ during the time of the drive through Covid-19 vaccination clinic. Essentially, a valid explanation for discrepancies on data loggers has not been found.

“Additionally, paper temperature monitoring [sighted by at least six staff including the ESL [lead] director], was unable to be located or provided to support the maintenance of vaccine fridge temperatures. Information was paper only and not kept in an electronic format. “The director [lead] at ESL had the tikanga of mana whakahaere or full authority, and overall management of the cold chain process for the organisation. I tona ngakau pono, and in her utmost sincerity, she said that during the entire breach period that she does not believe that the vaccines were compromised. “The director [lead] accepts that the data loggers show a breach. The data from the data loggers show intermittent download of the data, however on 3 March, the ESL director [lead] was not aware of the previous data discrepancies. However, kua huna, that truth is hidden and cannot be confirmed.” The report said there were several possible explanations for the data discrepancies including the possibility the freezer at the directors’ home containing ice packs - and possibly the data loggers - was frequently accessed for other reasons such as to get out food out which might have varied the temperature or the data loggers might have been left turned off. “Until the downloading of the data loggers on 2 March 2022, ESL was unaware that there had been a cold chain failure. This was based on the vaccine fridge located in the ESL directors’ home having a loud alarm to alert the household if the fridge temperature was below +2 degrees Celsius or above +8 degrees Celsius. SPIKE WADEMAN A HIDDEN GEM

They say cats have nine lives and if so then talented Queenstown artist Spike Wademan has probably outdone them. He’s escaped death many times and is still here at 75 to tell the tales. Spike’s colourful life hasn’t been without its other challenges either. Born on Christmas Day, 1946, in Nottingham, England, Spike struggled with undiagnosed dyslexia all through school. “Nobody knew about it back then and I thought, ‘What’s wrong with me?’ It was so frustrating. I was regarded as stupid,” says Spike. He was reading while in kindergarten but couldn’t recall information to rewrite. This is where Spike, and his concerned parents, who’d spend hours trying to teach him, discovered a unique gift for exceptional drawing. “My father picked it up and would sit down and draw with me. He gave me a book, ‘Power and Speed that inspired me.” At four Spike escaped to the end of the street to new asphalt outside the gates of the local boiler works where he found some chalk and began drawing a very detailed ship from that book. When hundreds of bicycle clip-clad boiler workers poured through the gates the boss stopped and applauded him. “That’s where I discovered I was a visual person. That’s when I realised I did belong on Planet Earth.” Holidaying in America in 2018 he noticed chalk outside a restaurant so got down on his hands and knees and drew the same fishing schooner ship he’d drawn all those years ago, completing the full circle. In his final year of high school, after finishing drawing the inside workings of a volcano in science and assisting his mate with his, Spike was caught sketching the teacher. “Mr Cutting was a Chinese guy renowned for caning.” Instead, Spike was invited to stay after class and sketch a portrait of Mr Cutting, and later a massive mural on the school stadium. No accolades for rugby though where he was an easy target to be jumped on. Spike quickly learned to use his elbows, earning the nickname, ‘Spike’.

His dad jumped in when the nearby art college refused him entry because he’d failed his academic subjects due to dyslexia. “Dad took my drawings and said to the dean, ‘Can you draw like this?’” His classmates were later applying for a job at renowned global design agency The Design Machine in London. “I didn’t have threepence to call the number. They all got rejected so I said, ‘No wonder. You can’t draw.’” That prompted the classmates to drag him to the Common Room phone, pay the money and challenge, ‘Alright, you clever prick. Let’s see what you can do’, forcing him onto the phone. “I said, ‘I’m an illustrator and I’d dearly love to come and see how much money I can make for you’.” It worked. He worked for the company in London from 17 until his early 20s when The Design Machine hired an Australian woman, Sue, who the young English blokes in the studio were fascinated with. Spike and Sue eventually married in Sydney, had three kids, then settled in Queenstown 22 years ago where they furthered their art careers. Back in London Spike was in hot demand as an illustrator, by now the only artist at the office permitted to use the one prized box of American acrylic paint. From this Spike created illustrations of American Airlines’ first Jumbo jet landing on the runway. “London was having ridiculous power blackouts and I got fed up working with tilley lamps. I needed a bit of adventure instead of fiddling with paint brushes.” He joined the British Army Airborne Division’s 44th Parachute Brigade. No cameras were allowed on Parachute Brigade missions as they were jumping out into foreign territory and couldn’t leave a trail if they got caught. “I found myself on the hillside sketching what was going on over the hill to take back and show our commanders.” Spike had already escaped death overtaking a 12-wheeler on a wet road in England when his tyre blew out and he cartwheeled under the truck, miraculously missing all huge wheels. It was to happen a second time. “We were being dropped into Cypress to fight the EOKA terrorists. I left the Hercules but my mate jumped too soon and got caught in my chute. We were entangled and couldn’t deploy our reserves with me hanging below him,” recalls Spike. “He was flailing above trying to get free of my chute as we fell 1200ft (365.76m).” A hundred feet from the ground his mate got free. “My chute opened perfectly with two seconds to spare before I hit the ground.”

about to rip off my air supply when my buddy appeared and shoved his mouth piece in my mouth, which we shared all the way to the top.” On another occasion a gas heater malfunctioned while Spike was painting in his garage and he managed to escape before passing out on the floor. These days Spike is still teaching his passion – art, locally, and creating epic marine and aviation pieces for clients around the world. “I love art and love to pass on my talent. It’s satisfying helping people do something for themselves that they couldn’t do,” he says. “Stop presuming you’ve seen it all before. Kia ora! Mabuhay! Greetings to you all! I am Dainyleen Masangkay, but you can call me Dainy. I started working as a casual Library Assistant at the Frankton Library in January. During my early 20s, I got fascinated by personality psychology. My personality type is INFP (introvert-intuitivefeeling-prospecting). I would say empathy and enthusiasm are my main skills and so naturally, I believe the library is exactly where I should be working at! As I am always covering the front desk duty, a huge part of my role requires a lot of listening. I enjoy meeting new people from our wide range of community groups. So, being able to do what I enjoy doing as my job, that is a pretty sweet deal!

It all started when I met Pauline Smith, as she was a guest speaker at the Frankton Library community event. I got hooked into reading this children’s fiction book because growing up, I have witnessed a number of “dawn raids” within my neighborhood when I was still living in Auckland. For me, the main theme of this book is about standing up for your rights.

I thoroughly enjoyed reading this book written by a fellow Filipino - take note, a Filipino author. It is a coming-of-age story but with a Filipino twist. Yeah, I know… I used the “Filipino” word a lot to describe this book. It makes feel proud.

New ‘Aspiring’ region for avalanche forecasting by Paul Taylor

People venturing into the backcountry of Queenstown, Wānaka and Mt Aspiring National Park will have access to a more tailored avalanche forecast this winter. The New Zealand Avalanche Advisory (NZAA), owned by the NZ Mountain Safety Council (MSC), is trialling a 13th avalanche forecasting region, called ‘Aspiring’. The shift affects Mt Aspiring National Park, Mt Brewster, the Treble Cone backcountry, and the Main Divide. MSC Chief Executive Mike Daisley said this change alters both Wānaka and Queenstown forecasting regions but will help people sound decisions “The original Wānaka region was very difficult to forecast, leaving users struggling to accurately decipher the parts of the forecast which were relevant to them due to the sheer size and varying conditions within the region,” he says. More often than not, the high altitude and proximity to the main divide of Mt Aspiring meant the danger rating was often ‘high’ or ‘considerable’ for the region, even though in the eastern areas such as the Treble Cone backcountry where participation is higher for most of winter the conditions weren’t as severe. This change effectively splits that old region to make things easier to decipher, he says. This new region will benefit users heading into Mt Aspiring National Park, Harris Mountains and Treble Cone backcountry as they will no longer read the same forecast. The Mt Brewster area, which was not previously part of a forecasting region, will now be included in the new ‘Aspiring’ region. “In more technical terms, the new region boundaries will better represent areas of relatively uniform snowpack conditions, which will make forecasting easier too,” he says. The trial looks to address the feedback from users who were craving clarity in forecasts so they could safely enjoy the mountains.

The scheduled forecast dates for the new Aspiring region will run from July 1 – November 30 this year, but this can be extended or shortened based on conditions. At the end of the forecasting period MSC will thoroughly review the trial and determine whether or not the region will become a permanent fixture. Make yourself familiar with the new region boundaries by checking them out on the map at avalanche.net.nz. The NZAA forecasting supports backcountry participants in avalanche prone areas across the country. These are typically skiers, climbers, hunters, or trampers who want to explore beyond ski area boundaries to experience more remote and challenging alpine areas, and typically this is where the avalanche danger is heightened as the snowpack is not controlled. Forecasting begins on July 1, but this could be earlier based on conditions.
