The State of Wisconsin’s budget covers a twoyear period, with the next budget taking effect on July 1, 2023 and concluding on June 30, 2025. Development of the budget started in earnest last fall when state agencies submitted their budget requests to the Department of Administration. The budget requests related to technical colleges are submitted by the Wisconsin Technical College System. The presidents of all 16 technical colleges are involved in crafting the request.
The Governor takes the requests of all state agencies, reviews them, and considers them in crafting his budget proposal which rolled out February 15. The non-partisan Fiscal Bureau will spend the next month reviewing the proposal and after that the Legislature will either accept the proposed budget as is, modify the proposed budget, or create their own budget. To meet the state’s budgetary cycle, the budget should be signed and effective by July 1 of 2023. If there is a delay, state agencies operate at their appropriation authority from the prior budget until the new budget is in effect.
2018, we have hosted both the Governor and Lieutenant Governor on our campus. All of the legislators who represent our service area have been on our campus, toured our state-of-the-art facilities, and have interacted with our students. When it comes to voting on budget items impacting our college, they have firsthand knowledge of the important work we do.
Another important funding source for our college is the federal government. I most recently met with Representative Grothman, Senator Baldwin, and Senator Johnson in D.C. to keep them abreast of the great work we are doing and to advocate for financial aid changes to allow short-term programs, like Certified Nursing Assistant, to be eligible for Pell grants.
The state budget allocates funding to support our operating budgeting and we have an interest in additional allocations so we can continue to excel in how we teach and support students. Therefore, it is important the Governor and our state legislators understand the work we do for our students and our community. Cultivating relationships with our government officials is very important to Lakeshore. Since Paul
Carlsen, Ph.D.Congratulations to Psychology Instructor Julie Konik! The American Association of Community Colleges has awarded her the 2023 Dale P. Parnell Faculty Distinction Recognition. Julie will be recognized in a ceremony taking place April 4 in Denver.
Named in honor of former AACC President and CEO Dale P. Parnell, the designation was established to recognize individuals making a difference in the college classroom.
Julie joined Lakeshore in 2018 and has over 20 years of teaching experience. In addition to teaching, she launched and coordinates our therapy dog program, serves as co-chair for the Diversity and Inclusion committee, and is a member of the current Lakeshore Leadership Development Institute cohort. Julie was also highly involved in the development of our Associate of Arts and Associate of Science degree programs.
This marks the fifth year Lakeshore faculty have been recognized since the program was put into place six years ago. Previously recognized faculty include Welding Program Coordinator/Instructor David Saunders, Information Technology Network Specialist Instructor Paul Benfield, Sociology Instructor Jeremy Pagel, and Information Technology Web and Software Developer Instructor Sarah Bornemann.
The spring 2023 semester is in full swing for our College Here & Now students! Within the month of February, Lakeshore’s High School Relations team visited our seven participating high schools to help ensure students had access to all the Lakeshore resources to be successful in their courses and to help answer any questions.
Additionally, the Lakeshore team members in collaboration with our College Here & Now high school teachers, and both the college and high schools’ IT departments, began working with high school students to assist with the 2FA authentication to ensure the transition is as smooth as possible.

Have you wondered what it takes to transition a program to a different delivery mode? It takes a lot of time and support from multiple departments.
The process starts with instruction as deans, faculty, and division specialists work through the “folder process.” This process identifies any changes needed for the program two years in advance. So, with this year’s folder process wrapping up in the divisions, planning for the 2024-2025 academic year is underway.
Recently, a request was submitted asking for steps for converting to a competency-based education (CBE) program. Each program identified to transition to CBE has its own CBE Program Implementation Plan that deans, instructional designers, and others working towards the
implementation have access to. The plan has a step-by-step guide with suggested due dates, roles, and completion tracking available. To view a template of the plan, visit the Teaching & Learning Center’s CompetencyBased Education page and look for CBE Program Implementation Plan.

I have been with the college for over 11 years. I began my career at Lakeshore as the Business Operations Manager in the Finance office, specializing in procurement and contracts. Over the years, I have held various positions and have been in a Vice President role since 2018. I oversee Finance, Campus Facilities, Human Resources, and the Technology department.
I graduated from two Wisconsin Technical College System colleges – Northcentral Technical College in Wausau and Northeast Wisconsin Technical College in Green Bay. I spent several years living and working in the Fox Valley and Door County. Eventually, my husband and I (both Kiel High School graduates) decided to move back to this area.
I went on to earn my bachelor’s degree from Lakeland University through their adult education program. Later, I graduated from Silver Lake College with a master’s degree. I am currently enrolled in a Ph.D. program at the University of the Cumberlands.
Outside of work, I enjoy various outdoor activities including gardening, ice-fishing, and collecting beach glass. I recently took a class on mushroom foraging, which may become my latest hobby. I also enjoy creating scrapbooks for each one of my three kids each year.

Overall, 66 students registered for at least one of the courses. As the semester progresses, enrollments may increase in the Just-in-Time courses, which were designed to provide supplemental academic support to students as they need it throughout the semester.
The project team will spend time this month learning more about what is going well and what improvements are needed.
Lastly, Marketing has finalized a resource document that will be used by both the Admissions and Program Counseling teams. The document showcases for students how the College Connecting Courses fit into the overall college experience to support their success. It

As we start our second official term in the Associate of Arts and Associate of Science degree programs, excitement is building as there are now 14 students enrolled between the two programs. This is a significant growth from six enrollments in fall. The programs will only grow from here.
As we look to the 2023-2024 academic year, new course offerings will be in place including: English Composition 2; Introduction to Literature; General Biology; Race, Class, and Gender; and Spanish 1 and 2.
Faculty continue to be excited for new courses and students with a focus on
the sciences and humanities, as well as learning more about a wide array of business areas through the taking of electives. Our General Studies and Business and Technology divisions are excited to continue watching the growth of these programs

Fall semester proved to be very successful for many of our students, with 548 making the Dean’s List! To be named to the list, students must have completed six or more term credits and earned a GPA of at least 3.5 on a 4.0 scale. To earn Presidential Honors, a student needs to achieve a perfect 4.0 GPA; 310 students accomplished that.
These students were successful not only due to their efforts, but also the high quality of instruction and support we provided to them each day. Thanks to all team members for your hard work and dedication to student success.

Lakeshore is partnering with the Higher Education Data Sharing Consortium (HEDS) to launch our second College Culture Study. This brief survey is designed to gather feedback about your Lakeshore experience as it relates to access, equity, and inclusion.
The 2021 Culture Survey inspired us to rebuild the Lakeshore Diversity, Equity, & Inclusion Advisory Council, expand college-wide diversity and inclusion training opportunities, and amplify student voices as we aim to eliminate equity gaps and foster a culture of inclusion at Lakeshore. We need your participation this year to hear about your experience, benchmark our progress, and refine our strategies.
All employees and students enrolled in undergraduate classes have received a unique survey link in their Lakeshore email. Responses to the survey go directly to HEDS where the data is analyzed to develop a snapshot of student and staff perceptions of Lakeshore’s support for diversity and equity, concerns about possible harassment or discrimination, and insight on the general college culture. Upon completion of the survey, HEDS will compile reports that exclude identifying information and other variables that may be used to identify respondents such as name, email address, IP address, etc. Moreover, they will combine response options into broader categories to maintain anonymity of all who participate.

Our college hit the news media over 25 times between mid-January and mid-February. Topics receiving coverage included our Best Student Experience ranking, our Associate of Arts and Associate of Science transfer agreement with UW-Green Bay, a graduate becoming a restaurant owner, and more.
New Blackboard Learn Ultra is Here! Learn about the new functionality available in Blackboard Learn Ultra. Inperson and virtual sessions focusing on various aspects of the platform will be held throughout the spring term. Register in SumTotal today to get the dates on your calendar. There are multiple dates for topics and all sessions run 12:10 - 12:50 pm. Training sessions include Building Content In an Ultra Course, Communications In an Ultra Course, Assessments In an Ultra Course, and Gradebook In an Ultra Course.
It’s been another busy start of a semester on the Technology Help Desk. Between January 16 and February 15 the Technology Help Desk resolved 620 support requests! Each month we review the Help Desk performance using several metrics. Some of those metrics are:
First Contact Resolution (FCR): FCR is essentially the ability to resolve customer problems, questions, or needs the first time they call, with no follow-up required. 65% of those 620 requests were resolved FCR. We were a little low in this period as our target is 70%, but we still did pretty well.
In very generic terms, an SLA is an agreement between a service provider and customer establishing quality standards for the specified services provided. An SLA usually consists of several metrics that help to define and measure the overall performance of the service provider. The Technology Help Desk uses our SLA to identify the ticket priority and allowable resolution time. The Help Desk met our SLAs 99.5% of the time.
Survey responses: Every time a ticket is closed a customer satisfaction survey is sent to the ticket requester. The survey responses in this time period were 97% positive!

Game Changer awards offer a way for team members to be recognized for their tremendous efforts and contributions to our college. The awards are monetary and any team member who has been with us for at least six months is eligible to receive one. Congratulations to the following winners selected:
Maryann Piepenburg, Dental Assistant Instructor, for dedicating her time each semester to maintaining our dental equipment by flushing out dental clinic lines and maintaining the sterilizers and instruments properly. This has saved Lakeshore money versus if we had to have an external person do the equipment maintenance or replace equipment more often. We couldn’t do it without you!

The Administrative Office remodel project remains on target for an April 15 finish date. This project will serve as the home for our Leadership Team members.
Projects that were finished in the month of February include updates to really old circuit breaker boxes that have been marked for replacement for a few years now. These were replaced in the Nierode building. We do have more that will be replaced potentially over spring break. We also moved all team members into the new College Operations office and have been tweaking some settings in that space for them as far as layout and building controls.
Lastly, which may be the biggest facilities news this month, is the announcement that we will be moving to a new work order system in spring. The program is called Asset Essentials. The plan is to roll this out to team members in April. Facilities has been entering existing data and testing the system internally this month.
