Southern California The Engine of Global Trade & Economic Growth Personally and professionally, it’s an honor to serve as the 2019 Chair of the 93rd World Trade Week (WTW) celebration in Southern California. Thank you to the international community for the opportunity to continue making this celebration the largest in the nation. For 93 years, WTW has continued reminding the Southern California business community of the importance of the Los Angeles region as the lighthouse for global trade, investment, education and culture. This achievement has been reached because of the many that have come before us, and today our responsibility is to carry this torch, and fantastic tradition and history. Together, we need to influence and recommend changes to reach a new plateau of good will and prosperity in the world arena. This year’s theme – “Southern California: The Engine of Global Trade and Economic Growth” – signifies that now, more than ever before, Southern California’s manufacturers, exporters, importers, small and medium sized firms, professional services providers, shippers, terminal operators, logistics services, and many more involved directly and indirectly in global trade need to be more assertive in participating in world markets. The international trade community is facing many challenges, but many opportunities as well. Changing enforcement laws, e-Commerce, advanced supply chain technology, discussions over the use of advanced shipping data, block chain technology and national security concerns are all changing the international trade landscape at an ever-faster pace. These market adjustments are also creating tremendous opportunities for the international minded executives. These global traders understand that trade agreements, policies and relations at different government levels are constantly changing and evolving, but the desire to pursue and complete successful overseas business transactions with global counterparts is the fundamental reason for future relations among people. As part of this business community and my professional daily interaction with all the stake holders above-mentioned, I challenge all of us to be more active than ever before as future trends of global trade, transactions, agreements, disputes and compliance are becoming more challenging and, in some cases, uncertain. Your support and involvement in global trade and investment is critical to the region’s economic growth, prosperity and leadership.

U.S. Secretary of Commerce Commendations to the Los Angeles Area Chamber of Commerce (LAACC) for 93 years of producing an annual World Trade Week celebration, and more importantly, for providing services to the Los Angeles region that offers valuable pathways for companies to contribute to the success and growth of our Nation’s economy. I look forward to witnessing LAACC cross the century milestone for World Trade Week celebrations. The mission of the U.S. Department of Commerce is to create the conditions for economic growth and opportunity. Today, we celebrate world trade, and fittingly, I also acknowledge and praise the longstanding partnership of the LAACC and our International Trade Administration’s U.S. Commercial Service. Exports support millions of jobs in the United States. Small and mediumsized enterprises (SME) drive job creation. The Trump Administration has been increasing American exports through policies that are focused on rebuilding our industries, strengthening the defense industrial base in the United States, and equipping our workforce with state-of-the-art skills. Ensuring a fair global marketplace for American companies to compete is paramount to our country’s future success. We are proud of our efforts on trade and our hard work to revitalize the domestic commercial landscape. The Trump Administration has successfully renegotiated outdated trade agreements with Canada, Mexico, and Korea. Negotiations with China, the European Union, Japan, and the United Kingdom will continue as we look to ensure that our workers, farmers and businesses are able to compete on a level playing field. Through the United States-Mexico-Canada Agreement (USMCA), the Trump Administration has renegotiated the North American Free Trade Agreement (NAFTA) to create a more balanced and reciprocal trade relationship that supports high-paying jobs for Americans and grows the North American economy. The USMCA resulted in some significant updates to the existing NAFTA, improving market access for manufacturing and agricultural exports, as well as the inclusion of new provisions in areas such as digital trade, intellectual property rights, and good regulatory practices. The USMCA will benefit American farmers by modernizing and strengthening food and agricultural trade. It will also support small and medium-sized businesses through provisions included in a dedicated chapter on SMEs, as well as other key provisions throughout the agreement. The mission of the U.S. Commercial Service is to identify and eliminate foreign barriers to U.S. exports, to champion domestic and international business expansion, and to attract foreign direct investment in the United States. Our offices are strategically spread across more than 100 U.S. cities and in more than 75 countries. In closing, I would like to join you in a special thank you to all American workers, manufacturers, entrepreneurs, and civic organizations contributing to the growth of the U.S. economy. As we continue to promote open, fair, and competitive markets, your continued work in international trade will help expand exports for American businesses. Sincerely,

WORLD TRADE WEEK HISTORY The World Trade Week concept was conceived in 1926 and first observed in 1927 in Southern California. World trade continues to significantly contribute to the nation’s economy and has developed a vast new horizon for America’s businesses. In 1926, Stanley T. Olafson, then manager of the World Trade Department of the Los Angeles Chamber of Commerce, conceived the idea of a World Trade Week observance in Southern California. This was during a period of isolationism and under the conditions prevailing during the heyday of the restrictive Smoot-Hawley Tariff Act. In 1935, President Franklin Delano Roosevelt officially proclaimed World Trade Week as a national observance by the United States Government and selected the third week of May each year, which includes May 22, National Maritime Day. Initially, the purpose of World Trade Week was to promote the Ports of Los Angeles and Long Beach. Following World War II, the expanding economy and potential for international commerce growth created an opportunity for World Trade Week to expand its scope to include all facilities and organizations in the Southern California area involved in world trade. Under the guidance of its founding sponsors — the L.A. Area Chamber, Los Angeles World Airports, the Port of Long Beach and the Port of Los Angeles — the original week-long observance has now grown to more than 30 events held each year throughout the month of May in the counties of Los Angeles, Orange, Riverside, San Bernardino, San Diego and Ventura. This tremendous nonprofit endeavor is further supported by Southern California companies that offer sponsorship for the many programs and informational materials the World Trade Week Committee creates each year.

Port of Los Angeles’s trade grew 4.19 percent for the month of November with the fastest growth in trade with Finland, South Africa and Mexico

WORLD TRADE WEEK EDUCATIONAL PROGRAMS Education is the cornerstone of World Trade Week. Some current programs and involvement include:

SCHOLARSHIPS

The World Trade Week committee offers scholarships to aspiring Southern California high school and university students in international trade-related fields. The purpose of these scholarships is to foster international trade education and international business development. In establishing this scholarship program, the committee hopes to develop a network of international trade professionals who are willing to provide mentoring to students wanting to enter the field of international business. The program has awarded more than $90,000 to more than 100 students over the past nine years. At the university level, scholarships are awarded to fulltime students who have completed or are in the process of completing at least a quarter or semester internship with an international business, organization or association of the Southern California international trade community.

GLOBAL TRADE CAREER BRIEFINGS

The World Trade Week committee hosts several educational briefings each year that are focused on informing high school students and educators on career opportunities in fields related to international trade. Members of the committee also participate in regional university and high school career fairs.
