HIGHER-EDUCATION DEVELOPMENT AND CHANGE DEVELOPMENT OF QA SYSTEMS AT CROATIAN UNVIERSITIES Summary Adoption of the Bologna Declaration in 2001 started reforms in the system of higher education which caused changes in the existing legislation and harmonisation of study programmes in line with the 3-2-3 study cycle, as well as the establishment of the Agency for Science and Higher Education, with the main role of external quality assurance of higher education institutions and scientific organisations. The Agency has harmonised its work with international standards, had successful external evaluation, become a full member of the international networks INQAAHE, CEENQA and ENQA, and been listed in the European Quality Assurance Register for Higher Education. Since it is the primary responsibility of higher education institutions to assure the quality of their activities, the Croatian Ministry of Science, Education and Sport, in its strategic document “Education Sector Development Plan 2005-2010”, has set the deadline for establishing quality assurance units and systems at Croatian HEIs. The CARDS 2003 project was implemented with the goal of strengthening the role of the Agency in assuring quality and providing assistance to HEIs in the establishment of quality-assurance systems. ASHE offers continuous support (seminars, workshops) in establishing QA systems and developing quality culture at HEIs. Evaluation results are published on the ASHE website.
