Summary In Croatia, talk of healthcare quality monitoring and improvement has been with us for more than a decade. A healthcare quality management system is regulated by the legal framework under which measures to improve the quality of health care, and thereby patient safety, should be carried out. As stands in the Croatian Health Insurance Fund’s mission, the focus of the Fund’s activities is on quality improvement for services provided to all interested parties, which means achievement of a satisfactory quality level. In 2013 the Fund was certified in accordance with the international ISO 9001 standard. With this certification, one of its strategic objectives – orientation of the Fund to the satisfaction of those who are insured – was achieved. The purpose of the changes in the financing of primary health care through new models of contracting and referral is to encourage healthcare providers to change their behaviour patterns in the direction of efficiency and quality of health care and patient safety. Since last year, at the primary level, key health performance indicators and quality indicators have been monitored and monetarily evaluated. Monitoring of hospital quality systems will start this year through measuring of hospital performance indicators (key performance indicators and quality indicators) defined by the Fund’s working group. Listed indicators will enable systematic work improvement through mutual comparison of institutions (benchmarking) as well as the monitoring of changes in individual institutions during the time in question.
