EDGS WORKING PAPER Number 37
The Failure of Indonesia’s State Oil Monopoly: The Pertamina Crisis of 1975-1978 Norman Joshua 2015 Arryman Fellow May 14, 2016
Abstract: In 1975, the Indonesian state oil company Pertamina fell into a debt crisis, forcing the Indonesian government to bail out the company. Discussions regarding the Pertamina Crisis of 1975 have focused excessively on corruption as the decisive factor for the failure. I argue that Pertamina’s underperformance resulted from a combination of the nature of the Indonesian oil and gas industry, bureaucratic incompetence, corrupt practices, overexpansion, and the state of the global financial market during the 1970s oil boom.
