Security Suggestions from Our Local Constables Officer Williams, who regularly patrols our neighborhood, suggests that more of us use our porch lights and other landscape lighting, especially during the summer months. He noticed recently that many of the neighbors rarely utilize their lighting, which tends to be a big crime deterrent and he wanted to encourage us all to utilize the lights we have. He also suggests that we get to know our neighbors as much as possible and help to look after each other’s property. Fortunately, crime in our specific subdivision is very minimal, thanks in part to their frequent patrols. Finally, he encourages you to contact KPM Management if you have any specific areas of concern, so that they might get a chance to focus on other areas of need in the coming weeks and months. Neighborhood Improvements Your Board of Directors has pushed for several neighborhood improvements just in time for summer. Among these are net replacements for the tennis court, revitalization of the volleyball court, cleaning and repainting of the pool restrooms, a complete overhaul of the outdoor pool shower, 20 new chairs/loungers and two new tables for the pool area and multiple repairs to the jungle gym in the area adjacent to the clubhouse. We want to encourage everyone to get outside this summer and take advantage of some of the things our neighborhood has to offer. And, by the way, if you happen to see our Vice President, Rick Bennett, please be sure to thank him for his hard work and dedication to the community, as he is responsible for a significant amount of the labor that went into several of these improvements. Oh and by the way, no need to get offended if you do receive a letter, as many, if not most of us can relate to the experience for one reason or another. Thanks again!

MAILBOX TAMPERING

When a mailbox is put into use for the purposes of sending and receiving mail, it becomes federal property. Mailbox tampering is considered any act that interferes with another person’s letter box or other receptacle. This can include: • destruction of the mailbox itself • theft of mailbox contents • the placement of items in a mail receptacle by persons other than postal employees • any action intended to obstruct or damage mail or mailbox property In short, anyone, other than mail recipients and postal employees, should NOT touch a mailbox or its contents.

KPM Management is the company hired by our neighborhood association to manage many aspects of our deed-restricted community. They provide many accounting, administrative and consulting services that help to increase safety and maximize our property values, while working with the all-volunteer Board of Directors to keep our annual dues at a minimum. As a result, they are expected to patrol the neighborhood throughout the month, on varying days to look for deed restriction violations. In general, we ask them to generate the first “reminder” letter automatically when they see a violation or whenever they confirm one, which came from a neighbor complaint. If you have a unique situation, which might result in the need to temporarily violate the deed restrictions, please give them a call at 281-685-3090 and let them know the situation and the expected time frame, so we can avoid the issuance of any unnecessary letters. Keep in mind, occasionally mistakes are made and the wrong address receives a letter - the best thing to do in this and all other situations is to contact the management company to make them aware of the mistake and/or to let them know that you have either corrected the situation or need a temporary exemption from the covenant. For fairness’ sake, the Board of Directors asks the management company to call ‘em like they see ‘em, assuming they have received no advanced notice of extenuating circumstances, but in truth, they will not ever be able to identify every single possible violation on each and every drive through, nor do we think the scrutiny necessary for such is in the best interest of our community. The ultimate responsibility of the Board of Directors is to make decisions regarding situations where the homeowner simply refuses to comply with the community’s established covenants, in spite of repeated “reminder” attempts. We typically hope the individual can give us a defensible reason for giving an exception or temporary reprieve and the last thing any of us want is to be in conflict with any of our neighbors, but we are nonetheless tasked with the expectation that we uphold the community’s by-laws. With that said, on a typical week, less than 6% of the homeowners receive deed restriction letters and the vast majority have already taken or do quickly take action to correct them.

BARKING DOGS

While it is true that dogs are born to bark, they were not born to bark all day and night, driving your neighbors crazy. If you have a dog that must stay outside, please do what you can to limit the disturbance to your neighbors. You can find loads of information about how to control it at www.barkingdogs. net. with the owner about it. In many cases, the neighbor is unaware of the situation because, for one reason, they are away during the day. If the owner is unwilling or unable to do anything about it, you can call animal control at 281-999-3191 and have them do a check on the dog for possible neglect and abuse. (They won’t always come out for the barking alone.) The Sheriff’s Dept generally cannot do anything about it and they encourage you to call animal control as well. You can also find more information about the situation by looking on the website listed above. Ideally, the neighbors will be able to work out something mutually agreeable for everyone and every dog.

INTERESTED IN RECYCLING?

You can drop off paper products at any of the area schools using the Abitibi green and yellow bins. You can also recycle cardboard, tin, aluminum and plastic products at the alternative school on Rebel Yell, just west of Greenhouse. There are two different IMGreen Recycling bins located there. They are the bright green ones and one is for paper and cardboard and the other is for plastic, tin and aluminum. If you drop off recyclables there, please have them bagged up and use the stickers located near the cans, so the school can receive the funds.

If so, please let us know what you have to offer and we will do our best to use your business for future improvements to our neighborhood when needed. We would rather the money from the annual dues go to benefit our own neighbors when possible, rather than using an outside business or vendor. BE AWARE OF THEFT POTENTIAL

Many of us have a habit of leaving the garage door open when we are working or relaxing in the backyard. Unfortunately, people in virtually every neighborhood lose property to opportunistic thieves this way every year. Bicycles and power tools are just a few of the commonly stolen things and keep in mind that it only takes a matter of seconds for something of significant value to “walk away.” Please keep those doors down when you are not in eyesight of the garage.

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal.

Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question 2. When it is within a fully enclosed vehicle 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet. MESSAGE FROM THE SUPERINTENDANT

The House and Senate successfully negotiated a two-year budget that will restore approximately $4 billion of the $5.4 billion in cuts to public education that were made by the 82nd Legislature in 2011. While the budget still needs to be approved by the full House and Senate and signed by the governor, this key negotiation between five members from each side is expected to be the basis for the new funding system through 2015. This is a huge step in the right direction for Texas public schools and Cypress-Fairbanks ISD and I commend the members of the 83rd Legislature - specifically those within the CFISD delegation who worked diligently to make this education budget replenishment happen. I would especially like to thank Sens. Dan Patrick, John Whitmire, Joan Huffman and Glenn Hegar and Reps. Patricia Harless, Allen Fletcher, Bill Callegari, Gary Elkins, Dwayne Bohac, Sylvester Turner and Jessica Farrar for using the power of their votes to keep our students’ best interests in mind. We have been fortunate in CFISD to maintain academic excellence amid financial constraints, but the additional infusion of money will be paramount as we seek to provide students with the best possible educational experience. Thank you for any feedback you gave to our local legislators that stressed the need for a properly funded education system in Texas. KIDS’ CROSS-COUNTRY TEAM’S SEASON STARTS SEPTEMBER 10TH

The Northwest Flyers Track Club Youth Cross-Country Team kicks off the fall season with registration and an orientation for parents and athletes on Tuesday, September 10, 2013 at 6:00 PM (location to be announced). The first practice will be held at the Cypress Creek YMCA on Thursday, September 12, 2013. The Northwest Flyers Track Club is a member program of USA Track and Field (USATF), the national governing body for track and cross country. The club is in its 26th year in the northwest Houston area. Ages 6 - 18 may participate in the team and both beginners and experienced runners are welcome. UPWARD SOCCER, UPWARD FLAG FOOTBALL & CHEERLEADING: Bear Creek Baptist Church is offering Upward Soccer, Flag Football and Cheerleading this Fall. We will be having Upward Soccer for children 4 yrs. By September 1, 2013 through 6th Grade. Our Flag Football and Cheerleading will be for children in K this year through 6th Grade. Register before school starts. Our first evaluation is before school starts. Each child needs to attend an evaluation, not for the whole two hours, but for about 20 min. This year we have an early special price of $70 for those that register before August 18th. We have our first evaluation on Saturday, August 17th from 10:00 AM - 12:00 PM in the back fields behind our parking lot. Our next evaluations will be Tuesday and Thursday, September 4th and 6th from 5:30 PM - 7:00 PM. On Saturday, September 8th between the hours of 10:00 AM and 12:00 PM. Cost is $75. Our practices will begin the week of September 23rd. Our first games will be October 5th and go through November 16th. MEN’S OUTWARD FLAG FOOTBALL: Come join men 18 yrs and older for our men’s Outward Flag Football league coming this fall. Practice/Games will be on Saturday afternoons around 2:00 PM. The league will have a tournament at the conclusion of the season. The Houston Metro Go Texan Committee Katy Subcommittee of the Houston Livestock Show and RodeoTM will host a Casino Night at 7:00 PM, July 27, 2013 at the Mason Creek Community Center. Gaming tables will include blackjack, craps, roulette and Texas Hold-em tables. Music will be quietly playing throughout the evening. A pasta dinner will be served from 7:30 to 8:30 PM. The silent auction will begin at 7 PM and closing at 10:30 PM. Door prized will be given out shortly after all chips have been counted and tickets distributed to players. Wine, beer and setups will be available for purchase at the facility. Tickets are available for $50 each and all proceeds benefit the 2014 Show. Ticket price includes $2,500 in chips for gaming tables, pasta dinner and door prize entry. Additional chips, reserved seating for Texas Holdem tables and reserved seating at dinner tables may be purchases at an additional cost. In 2012, $256,000 in scholarships was awarded to Katy ISD high school students.
