May 2013 Making the Summer-Time Count

Enjoying your free time is important. Making the most of it is sometimes a challenge. But there are no guarantees in having a trouble free summer. It takes planning, thought and care in implementing your plan. It is good if someone is out there helping to make your plan happen as well. We call help many things; angels, good neighbors, an active volunteer and sometimes we use harsher words. In order to be successful, we need to talk about our plan and we need accountability to keep our plans on track. Our alliance (HOA and residents) with one another is supposed to be part of that network you go to for help. Don’t ever give up on that process. Get the facts and make sure to communicate clearly and effectively. If the process feels less friendly than it should, please contact us. It was intended to be a good process. I find being civil to one another can sometimes be challenging, but like your summer plan, can be easy with help and practice. Reach out to your neighbors this summer and make a connection not previously made - we will all be better for it! They say you always get what you pay for, but I personally believe good things come at a small price. While bad things seem to catch us by surprise, you can limit the element of surprise by staying involved. Speak up if there is something wrong and try eliminating entitlements that are not needed. Beauty has always been in the eye of the beholder. Responsibilities Relationships in any organization have a purpose. We establish structure through concepts we use early on in School Clubs, Local Associations, our Church Events and even Political Parties. The Robert Rules of Order have been implemented to help us to work with each other, to ensure civil discourse. Hopefully, we all get to review a class or two. Some of the main issues on civil society are coping with minor and major challenges. I cannot think of anything more worthy of talking about; however, it does bring up deeper issues that can cause conflict between each other. Discussion is still a worthy endeavor. I will look back at Hurricane Ike to recall some lessons we learned. Galveston ISD lost a lot of School Buses during the storm surge. People trying to get out of Galveston found a lack of transportation to get off the Island. Afterwards, someone commented that it was a shame that volunteers could not have been used to drive the buses to help in the evacuations. It would have been a win-win situation. But there was no easy method to accomplish the task. Therefore people struggled unnecessarily trying to get out and buses were lost in the storm. Let’s look at what happened here, in West Memorial in 2008, after the storm. People came out and helped one another. Downed trees were removed from the streets, even as the assessments were being done. It was a blessing that many just took for granted. Every action has a cost. The one we accepted, begrudgingly, was from those who did not take action. It is the same circumstance when any individuals pass on expenses to others. When we allow, irresponsible actions from others. That mattress dumped on the school grounds, those tree limbs stuck in the recycle bins and others similar actions, it is frustrating to those who accept the resulting consequences. The actions were inconsiderate and irresponsible. During the hurricane aftermath, debris thrown on to the esplanades was an extra expense. It was caused by misinformation; at least I would like to justify it that way. Being responsible includes making note of time, date and persons from whom you have gathered your information. Later, should an issue arise; it is easier to have the facts written down than to recall them from memory. A lack of information results in a matter of cost. Sharing the costs need to be an agreeable action.

Behind the Scene Insight

The inspector is hired by the Management Company and is sent out to collect data monthly. Your Directors will get these letters in the mail just like you. The only difference is that we have to correct it and then face our fellow Directors afterward. It makes us accountable to your cause as well as a reminder that no one should be “above the law.” We are not in judgment over every details, so speaking to us, either in writing or by speaking at a meeting, helps keep it all on track. The Directors are neighbors that volunteer their time for our subdivision.

High Sierra Management generates invoices for the annual assessments and they are mailed out in late November or early December. The maintenance fees must be paid in full or an installment plan set up by February 1st of each year. The management company will send out a reminder notice to all homeowners who have not paid their assessment in full or set up an installment plan with the management company at the beginning of February each year. The homeowner is not charged for this letter. In April, the management company will send a certified letter requesting payment to each delinquent homeowner who has not already set up an installment plan and the homeowner will be assessed a fee for the letter. This expense is part of a process and not a punishment. It is something that can be discussed during our annual meeting.

The West Memorial Civic Association Management COMPANY High Sierra Management, Inc

Tami Martin is the Association’s Manager and Dannielle Raper is the Association’s Assistant Manager. The Association has a direct phone number for your convenience. The number is 1-866-8443933 and will direct you to whomever in the management staff you wish to speak with; manager, administrative staff, accounting and the work order department. For emergency purposes, this number also provides you with twenty-four hour emergency service. When contacting the office or speaking with the answering service, please be sure to give your name, homeowner association, address and telephone number where the call can be returned. The management office is located at 722 Pin Oak Road, Katy, Texas 77494 and office hours are Monday through Friday 8 AM to 5 PM.

The Board of Directors meetings are held monthly in the association clubhouse (by the pool) on the fourth Tuesday at 7 PM and all homeowners are welcome to attend. West Memorial Email Alert & Notification System

West Memorial has a new alert and notification system that works with email. The alerts are for emergency notifications, security alerts and messages from our constables. The notifications are for neighborhood events, meetings and issues. To be a part of the system, you must request the service. If you are interested, open our web site at www.westmemorial.org and locate the Sign-Up icon on the right side of the main page. Follow the instructions and you will receive all future alerts and notifications. TRASH SERVICE

In January, WCA Waste (WCA) became your trash collection provider. Trash service days are TUESDAY AND FRIDAY. Please have trash out at curb by 7:00 AM each pick up day. Heavy Trash and/or extra bags are picked up on both pick-up days, Tuesday and Friday. Recycling is every Friday WCA takes great pride in our recycling program and efforts. Ensuring the best recycle program for our customers takes time and effort on both sides. Please remove caps, liquids and food products from inside the containers. Please only use the recycle bins for recyclable materials, not as an extra trash container. ,WCA will collect papers, plastics, aluminum and tin cans that are placed within the provided recycling bin. If items exceed container capacity, please place them adjacent to bin. WCA will provide each current residence with one recycling bin. WCA will replace any bins that are defective or otherwise become unusable due to normal wear and tear. Theft, lost or additional bins can be replaced at $8 each. If you find items left in your bin that are not recyclable please dispose of these items in your trash container for the next scheduled pick up.

Holidays When regular pick-up falls on a holiday, New Year’s Day, Memorial Day, July 4th (Independence Day), Labor Day, Thanksgiving Day, and Christmas Day, the pick-up will be made on the next regular scheduled pick-up day. If your recycling day falls on a holiday it will be picked up the next week on your normal scheduled recycle day. Billing WCA will invoice each individual residence on a quarterly basis. DEED RESTRICTIONS

The purpose of Deed Restrictions in your neighborhood is to protect and enhance property values. They set guidelines for initial construction, perpetual maintenance and property use. As residents agree to abide by the majority view; the style and standards of a community are established and everyone benefits. For your information, restrictions are written by the developer before the first home is constructed and the Association is then charged with the on-going responsibility of enforcing them. They can be changed, but a very large percentage vote of homeowners is required to do so. Please let us know if you see a problem in the neighborhood.

CLUBHOUSE RENTAL

If you are interested in renting the clubhouse, please call Dannielle Raper at 1-866-844-3933. At the time your call is returned, the guidelines for renting and using the clubhouse will be provided. Be sure you allow yourself plenty of time to fulfill the requirements, such as hiring security officers. You will be provided with the names and phone numbers of the individuals to contact to make the necessary arrangements. A few, but not all, of the guidelines are listed below: 1. There is no smoking in the clubhouse. 2. Residents must have all dues/assessments paid prior to booking the clubhouse. 3. A certified check for all rental fees and deposits is required 30 days in advance. 4. The security deposit will be returned within 30 days after the date of the event based on the condition the premises was left in. 5. Renter is responsible for the conduct of all attendees. 6. Police Officers are required at all functions of 50 or more attendees or at any event in which alcohol will be served. Arrangements and payment, for the officers, are to be made by the renter.

There will be an election for two positions on the KISD Board of Trustees on May 12, 2013. Early voting will take place from Monday, April 29th through Tuesday, May 7th. Any registered voter in KISD may vote early from 7:00 AM until 6:00 PM at any of the following locations: The KISD Administration Building, Taylor High School, Cinco Ranch High School and Maurice Wolfe Elementary School. KATY ISD NAMED AMONG BEST COMMUNITIES FOR MUSIC EDUCATION

For the eleventh time in the past 12 years, Katy ISD has been named among the Best Communities for Music Education by the NAMM Foundation, which recognizes schools and districts across the U.S. for their commitment and support for music education. Katy ISD is one of only 21 districts in Texas to receive this recognition for 2013.

Association Clinic in San Antonio in February were the Katy High School Jazz Band, the Stephens Elementary “Stompin’ Hooves” instrumental ensemble and the Griffin Elementary Fifth Grade Choir. Continuing to provide diverse music education opportunities, Katy ISD hosted its fifth annual Katy Jazz Festival, April 26th - 27th. The Katy Jazz Festival provides a learning and performance venue to student and professional musicians, while increasing exposure, education and entertainment to the Katy/West Houston area. “Students in Katy ISD are exposed to high-quality music programs from kindergarten through their senior year,” added Bryant. “Studies have shown that children engaged in music and the arts often perform better academically as well. This is just another reason why we try to offer a variety of quality fine arts programs and opportunities for our students.” Among the music programs offered to Katy ISD students include: string orchestra, full orchestra, choir vocal ensemble, marching band, concert band, jazz band and multiple individual events of solos and small ensembles.

Texas Christian School sent nine students ranging from grades 1st – 4th grade to compete in the ACSI Speech Competition Friday, March 1st. The students were required to select a topic, memorize the speech for their topic and recite their memorization in front of judges with fluency and animation. Texas Christian School proudly came home with 2 superiors, 3 excellent and 4 good. Each student that participated from TCS placed and was awarded a ribbon for their hard effort. We could not be more proud of our TCS Tigers! Way to go!!!

2013 National Honor Society Induction

Sixteen new members were inducted into the National Honor Society at Faith West Academy High School during a ceremony Thursday, March 21st, at the FWA auditorium in Katy.

The National Honor Society was established in 1921. “The organization has upwards of one million members,” said FWA Chapter president Stan Stanulonis. “Next year will be the 16th year of the Faith West Chapter of the National Honor Society and these 16 inductees will be extraordinary members,” he said prior to inducing the guest speaker. Guest speaker Marsue Ferguson, education and language consultant (specializing in teacher training), addressed the audience with comments about the five pillars of NHS - leadership, scholarship, service, character and citizenship. Mrs. Ferguson encouraged the new inductees to make the most of every opportunity to serve and lead others with honor. “Do well and be able to look back and say ‘I did some good’,” she said. Members were selected based on outstanding performance in scholarship (3.50 or better cumulative GPA), leadership, service and character. “National Honor Society members are chosen for and then expected to continue, their exemplary contributions to the school and community,” said Mrs. Sandye Reed, chapter advisor. Mrs. Reed followed by listing various clubs, sports and 59 service activities the inductees were involved. Some of those service activities included: Katy Christian Ministries, Habitat for Humanity orphanage in Vietnam for children with dioxin disease, St. Justin’s food bank and Houston Food Bank.

CINCO RANCH ROTARY ANNOUNCES CAMO 5K REGISTRATION NOW OPEN Proceeds to benefit Team RWB and Special Buddies

The Cinco Ranch Rotary is excited to announce that registration for the Camo 5K is now open. The Cinco Ranch Rotary Camo 5K, formerly the Cinco Ranch Rotary 5K Run and 1 Mile Walk, Stroll & Roll, will be held on Saturday, May 25, 2013. The 5K run/walk will begin at 8 AM and the 1 Mile Walk will begin at 8:05 AM. The race will begin and end at the Villagio Town Center, located at the corner of Westheimer Parkway and Peek Road. An anticipated 700 runners and walkers of all ages will fill the streets around the Villagio to raise money for Team RWB and Special Buddies. The event includes a competitive 5K and a non-competitive 1-mile event. Participants can register online at www.crrcamo5k.com through Friday, May 25th at 8 PM. All entrants receive a t-shirt and runner goodie packet. Awards will be given in the competitive 5K to the Overall Male and Female runners, Overall Masters Male and Female winners and the top three finishers in the following age divisions: 12 and under, 1319, 20-29, 30-39, 40-49, 50-59, 60-69 and 70 and over. A post-race party with free food and beverages will take place in the courtyard of the Villagio. Musical entertainment will be provided by Katy’s own, The Sweetest Sin. Runners and spectators are encouraged to wear camouflage to support America’s troops. Houston Family Arts Center (HFAC) announces their 2013 Summer Performing Arts Camps. This summer, the HFAC’s Actors Academy is offering 25 different 1 and 3-week performing arts camps for grades 1-12. HFAC camps run June 10 through August 24, 2013 and feature acting, singing and dance instruction, as well as performance opportunities in musicals, dramas and comedies especially designed for kids and teens. The HFAC Actors Academy 3-week Musical Theatre Performance Camps for grades 1-6 and 4-8 are Honk, Jr, The Hobbit, Pinocchio and Once on this Island, Jr. HFAC is offering eleven 1-week camps for grades 1-6 that include “Clowning Around,” “Acting Up Improv,” “Imagination Theatre,” “Disney Magic,” “Lights of Broadway,” “American Idol Boot Camp,” “Triple Threat,” “Fractured Fairy Tales,” “Dancing through the Decades,” “Melodrama Madness” and “Glee.” HFAC has numerous performance opportunities for teens in grades 7-12. The teen 3-week performance camps are Shakespeare’s Taming of the Shrew and Once on this Island. The 1-week camps for teens are “Stage Combat,” “Acting for Stage and Film,” “Dialects,” “Triple Threat Boot Camp” and “Shakespeare Intensive.” A new addition to the HFAC summer program for teens is the audition show Steel Magnolias. This show rehearses Tuesday and Thursday evenings and Saturday mornings beginning July 16th. Performances for Steel Magnolias will be the last week of Aug. Dance classes will also be offered this summer. There will be eight ballet 1, ballet 2, pointe, jazz 2 and tap 2 classes taught Tuesday evenings, June 11th-Aug 6th. The HFAC Royal Academy of Dance program is offering an Alice in Wonderland Ballet Camp that meets Monday and Wednesday evenings, July 22nd-August 24th. New this summer is a 2-week lighting and sound engineering camp for teens who want to learn how to provide technical support for musicals, comedies and dramas. The HFAC Summer 2013 line-up offers maximum scheduling flexibility at rates that are lower than anywhere in Houston. The average performing arts camp in Houston costs in excess of $11 per hour. HFAC camp tuition ranges from $5.23-$5.57 per hour before discounts. The 3-week camps are $575 or $5.23/hr and the 1-week camps are $195 or $5.57 per hour. Houston Professional Fire Fighters Local #341 will continue their annual Fill-the-Boot fundraising campaign for the Muscular Dystrophy Association on Saturday, May 11, 2013 during the hours of 10 AM and 2 PM. Fire Fighters will be out in the community collecting funds for the campaign. Houston Professional Fire Fighters Local #341 has been the #1 department in the country for 8 out of the last 10 years, raising more than $6.8 million during that time and making Houston the city with the biggest heart. The Fire Fighters rely on support and donations from the community for the success of the campaign. The Fill-the-Boot campaign takes place throughout the United States annually and has been raising money for families served by MDA for more than 50 years. Host a foreign exchange student

During the 2012-2013 school year, students from all across the world will have the opportunity to travel to Houston and surrounding communities to spend the entire school year in the United States, learning and working with American Families. In order for the students to come to the U.S. they must have proper host families lined up. Now is a crucial time of year for the Ayusa program as local staff coordinators to find local host families for the upcoming school year. The Ayusa program is celebrating its 30th year this year and is responsible for more than 60,000 students from 75 different countries spending the school year in the United States. There are not many strict requirements that need to be met to host a student. The most important thing is that those who host students are doing so for the right reason; providing a loving experience and an exposure to American culture. There are a few basic requirements, of course. Anyone older than 25 and can provide food and shelter for a student fulfills the requirements of being a host family. There is a background check, reference check and an interview. Background checks have to be done on everyone over 18 living in the home. The host families have to be interested in it for the right reasons, the cultural exchange of learning from them and them learning from us. It’s the language, the cooking, the music, the food. The host family has to be genuinely interested. Once the host families and students are matched, Ayusa stays involved by monthly contacts with the families, students and quarterly contacts with the schools. Ayusa coordinators also handle the host family orientations and the student orientations. Group activities, such as community service and seeing things with the group of exchange students is also arrange throughout their academic year. With the current school year quickly coming to an end Ayusa’s local staff is busy looking for families for students for the 2013-2014 school year. Many families are needed and with the schools having deadlines and limits for foreign exchange students the earlier the better. It also gives the families and students time to get to know each other via skype, facebook, etc. while waiting for their year abroad to start.
