Be on the lookout for a letter from Raintree Village HOA for this announcement. It may have a return address indicating KPM Management Company, so please watch for it closely. The mailer will include a copy of the association’s year-end financial statement and voter proxy. These mailers will be sent to all property owners of Raintree Village. This year two Board positions expire. Therefore, the association must hold an election. Nominations of individuals stating their intent to run for one of the positions will be included in the mailer. However, nominations will be taken from the floor during the annual meeting. The HOA Board looks forward to listening and discussing any resident concerns, as well as sharing plans for the current year. Let’s have a good meeting. Let’s remember, the community goal is to ensure Raintree Village remains conducive for raising a family in an environment with limited crime activities and neighborly residents. If the community works together, this goal can be achieved. So save the date and remind your neighbors to attend the meeting too!

Spring is Here!

The first day of spring occurred on March 20, 2013. Did you know it’s known as the vernal equinox in the northern hemisphere and the autumnal equinox in the southern hemisphere? On this day, the hours for day and night are approximately the same - 12 hours. The sun is at its midpoint in the sky and the North Pole tilts towards the sun. After a cold and dreary winter, spring is an opportunity to clean out the beds, nourish the grass and plant beautiful flowers. Everyone should also take this opportunity to clean the mold from all sides of your home. It’s a simple measure, which requires either a pressure washer with mild soap for a two-story home or a mop and cleaning solution for a one-story. Regardless, each homeowner needs to assess not just their yard, but their home and ensure they both look better than initially purchased. Don’t forget, the Yard of the Month Committee will commence judging yards in April 2013. Good Luck!

Satellite Dishes

Raintree Village is making an effort to keep the community looking clean, if you have an unauthorized satellite dish in public view please either remove it from public view or submit an application for Architectural Change to the Raintree Board of Directors to approve. Recreation Cards

Raintree Village residents will now be able to apply for a recreation card online at www.raintreevillage.com, through the community website. Our new application can be found in eforms. We will still accept mail and faxed applications which can be found in the documents section of our website.

We encourage you to visit our community website. The website includes a link to review current crime statistics for our community (www.crimereports.org) and pictures of Yard of the Month winners. As a fellow resident, you’ll have access to critical information regarding the HOA budget and annual meeting minutes. The aforementioned information can only be accessed by establishing a log-on user name and password. A request for an email address during the initial signup process will enable residents to receive alerts of upcoming events or critical notices. Texas Parking Law

We have received numerous complaints regarding vehicles, trailers and other items parked on the streets. As neighbors we must adhere to state law as follows: • Vehicles parked on street must show valid current registration & inspection • 30 feet from stop sign • 20 feet from cross walk • 18” from curb – parallel to curb, turned toward curb, car locked • WITH the traffic direction • No more than 48 hours on a public street – sticker after 48 hours/ tow after additional 48 hours • No parking on the sidewalks (except where sidewalk crosses driveway) • 15 feet from fire hydrant • Cannot obstruct another’s driveway Let’s be mindful to not park in front of a fellow neighbor’s home and mailbox. If you own a boat, trailer and other vehicles our streets should not be treated as an extension of your driveway. We encourage you to not keep such vehicles parked on our public streets for extended periods. Some residential streets become more like an obstacle course and creating blind spots while driving through the neighborhood. More importantly, parking on some residential streets can make it more difficult for emergency vehicles to service our area.

Residential Address

A number of our residential homes need to ensure the address clearly visible and not obstructed by plants or other items. If you or someone in your home required emergency attention, the lack of a visible address may result in delayed assistance. Reflective numbering on the curb nearest the driveway is considered the most effective. Many of the newer homes have the address located on the homes under an external light. If this is the case, it’s critical to ensure the address is not obstructed by plants.

Volunteers Needed!

The HOA sponsors at least two community events whereby neighbors can come out get to know each other and have fun. Additionally, we have standing committees, which require an ongoing commitment of service. As a result, we need volunteers to ensure continued and even greater success. Volunteers are needed for the following: Pool Committee , Newsletter, Yard of the Month, Community Block Parties (Pool Party, National Night Out & Santa at Raintree Village). Again, volunteering is an opportunity to make Raintree Village a better community for all the residents. Trash Pickup Services

Royal Waste Management encourages residents to call in complaints regarding trash pickup. The crews are participating in a competition whereby the best crew receives a cash bonus at yearend. All complaints are taken seriously and posted internally for all crews to view. Additionally, the crew suffers deductions for each complaint. If you have a complaint regarding the trash service, contact Charles Gregory (Operations Manager) at 713-526-1536. Let’s be mindful that as residents, we must do our part by placing waste in trash bags. If you can’t lift the bag or trash receptacle it’s too full. You should consider breaking up your trash into more bags. We encourage you to remove all trash receptacles from curbside before you retire in the evenings. Additionally, the crew cannot pickup paint and other hazardous materials. You must take such items either to a Harris County or City of Houston hazardous waste dumpsite.

Harris County LEASH LAW

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question 2. When it is within a fully enclosed vehicle 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also

The Board of Directors feels it serves you best when the Board meetings are conducted in an orderly manner. The HOA Board Meetings are held to conduct Association business. Your cooperation in this regard is requested. Parliamentary Procedure is followed at this Meeting. There are two sessions at the HOA Board Meetings, an open session when members may be present and an executive session when no members are permitted. Board Meeting will begin with the open session at 7:00 PM until 7:15 PM when that time slot has been filled, members must wait until the next month’s meeting to be placed on the agenda. Your opinion is important to the Board of Directors. The Board desires to hear from Members who have information concerning the Association. During the portion of the Meeting in which the Chair accepts questions or comments from the floor, please proceed in the following manner.

2. Any Member wishing to address the Board shall speak no more than two (2) minutes. 3. No Member may speak more than once on the subject and no more than two (2) minutes, until all Members who wish to speak have done so. 4. Members of the audience shall not be permitted to interrupt nor question any speaker. 5. After the speaker has finished addressing the Board, the Meeting Chairperson will recognize the next Member to speak. 6. Members in attendance are not permitted to engage in private discussions during the open session and must remain quite or leave the meeting room. 7. Violations of these Standing Rules will not be tolerated. Violators may be requested to leave the Meeting.

KATY ISD OUTPERFORMS STATE ON STAAR TEST

“While we are very pleased that our students outperformed the state, that is not our only goal,” says Katy ISD Superintendent, Alton Frailey. “While we will remain competitive with our peer districts within the state accountability system, our primary objective is to provide each student high quality and comprehensive learning experiences.” The STAAR test assesses student performance based on the Texas Essential Knowledge and Skills (TEKS) learning objectives developed by the TEA. Because students took the STAAR test for the first time in 2012, test scores will not count in any way toward a student’s 2012 - 2013 state testing results, regardless if they passed or failed the test. The TEA is currently in the process of developing a new accountability system for the 2013 - 2014 school year. Additionally, the TEA will not be assigning accreditation status to school districts in 2012 - 2013. During the next two weeks, parents will receive their child’s Confidential Student Report, which provides a summary of how their child performed. Because the STAAR assessments are new and more rigorous than past TAKS assessments, many parents may see test scores that differ from previous TAKS test results.

There will be an election for two positions on the KISD Board of Trustees on May 12, 2013. Early voting will take place from Monday, April 29th through Tuesday, May 7th. Any registered voter in KISD may vote early from 7:00 AM until 6:00 PM at any of the following locations: The KISD Administration Building, Taylor High School, Cinco Ranch High School and Maurice Wolfe Elementary School. On Saturday, May 4th all of the early voting locations will be open. Residents who are not registered to vote have until Friday, April 11th to register. Residents who will turn 18 years of age by May 11th may register to vote for this election. “The change in scores is not a reflection of the education that students receive as we continue to provide high-quality instruction that students and parents expect in Katy ISD,” says Katy ISD’s Chief Academic Officer, Dr. Christine Caskey. “Not only is STAAR more rigorous than TAKS, this was the first time students saw the format of the new test. As students and teachers become more familiar with STAAR, we anticipate that future scores will improve.” Students who participate in the 2013 spring administration of STAAR will receive a new Confidential Student Report near the end of the 2013 school year. The 2013 spring administration of the STAAR will be the first set of test results that will count toward a student’s state testing performance.
