The election for two Board of Directors positions will be held on Monday, May 20, 2013. These positions will both run June 1, 2013 - May 31, 2016. The election for these positions will be held by the Neighborhood Representative Committee. The location of the election is to be determined. Please visit for updated information. Heartfelt thanks to each of you for keeping your lawns looking great. In 2012, Cinco overall looked the best it has, due to many residents taking the time and care to keep their lawns and grounds properly maintained. From the Board and Management, thank you!

South Lake is the first and thus the oldest neighborhood in Cinco Ranch. This area consists of 353 homes and primarily surrounds the lakes between Peek Road and Mason Road south of Cinco Ranch Boulevard north of Westheimer Parkway. South Lake has the very unique Beach Club, a manmade beach, lagoon and recreational facility that is one-of-a-kind. This area is centrally located within Cinco Ranch and is accessible easily while being very accessible to the Greater Katy area.

Reminders: Those of you who have your lawn serviced by an area landscape professional, please be reminded that the lawn clipping bags must be out of sight until trash day. Please do not leave them on the curb, in the driveway or in front of the fence or garage. These bags, like trash containers and recycle bins, must be kept out of sight. They are a violation and will be cited if seen on a deed restriction inspection. Continued on page 4.

Please check with your trash service company to confirm large pickup dates for limbs, brush and leaves. These items should not be in sight until the morning of trash pickup. Please plan and this will avoid a letter from the Association. The Association thanks you for your care of your property. Happy spring!

Deed Restriction Letter Process overview:

The CRPA Board of Directors would like to share the Deed Restriction Letter Process with each resident. By doing this, the Board wishes to communicate the need for this service and the importance of this information. Please note this overview if you have ever received a Deed Restriction letter. Let’s use a common violation as an example: Trash can in view on non-trash day(s). Twice per month, the Management Team conducts a Deed Restriction inspection of your area. During this inspection the Team of two people will drive through the area and visually inspect for violations. The Team Members do not leave their vehicle and the vehicle is in the street at all times. The Team will notate violations and enter them into a software program via a laptop computer in the field. Once the inspection is complete the information is returned to the office and is uploaded into a program. Every residence in Cinco has a file within this program and the information is stored there for reference. This information is kept strictly confidential and is only viewable to the Board of Directors and Management. It is available to each homeowner respectively by request. Using our example, if the trash can is left out on a non-trash day, this violation is cited. If this is a first time offense, the file is “noted” so the inspector will look again for this violation at the next inspection. Upon the next inspection, if the trash can is not visible, the file is again “noted” so the inspectors are aware going forward. If the trash can is visible, then the file is updated to

reflect the violation to which will prompt a letter from the Management Team to the homeowner. The first letter in this process is formally called a “01 letter” and is basically a gentle reminder to the homeowner that the violation was noticed and serves as a reminder and explanation of the violation. These letters are common in Cinco and Management sends hundreds per month. If this letter is ignored and the violation continues, a second letter is sent. The second letter in this process is formally called a “02 letter” and is has firmer language and cites the violation and a basic timeframe to correct. If this letter is ignored and the violation continues, then a “03 letter” is sent BOTH certified mail return receipt and regular delivery. The certified letter is per the State of Texas Property Code #209 and this letter is required to give the homeowner thirty (30) days to cure the violation or the Board of Directors may vote to involve an attorney in the enforcement of said violation. Once the certified letter is sent, this letter is valid for one-hundred eighty (180) days. This is so, if the violation continues within this period of time, per the Property Code, the Association may engage an attorney for enforcement as, especially in a trash can violation, this violation can be fluid and transient in nature. Once the attorney is involved per the Board vote and only the CRPA Board of Directors may involve an attorney, the homeowner is now formally responsible for the violation both in a court of law and financially. The attorney will conduct a title search of the property, send a formal letter and charge legal fees to the Association for enforcement. Per the Declaration of Covenants Conditions and Restrictions for Cinco, the homeowner is now charged for these legal fees as the Association has been billed, paid and assesses the fees to the homeowner’s account. The cost for these services can range from $125 $250. This process is iron-clad and indisputable. Management conducts this process immediately and homeowner’s amenity rights are suspended along with formal contact being made with the homeowner as warranted.

From there, the violation may still exist and the next step is for the Association to file a lawsuit against the homeowner for the violation. These legal fees are again charged and therefore assessed in the same manner. The cost for these services is quite expensive and can exceed $600 - $1,000 depending on the situation. If the matter goes to court, the cost can be quite higher. All the while, the homeowner may choose not to correct the violation. The majority of the time however, violations are cured quickly once a monetary threshold has been passed and the homeowner has incurred legal fees. The CRPA Board has been in discussions to create an administrative service fee that can be assessed to homeowner’s accounts as a means for the Association to recoup the administrative, postage and supply costs for violations. With this tool, those homeowners who are not committing violations will not have the overall costs of the process blended into the overall budget and thus help to keep the annual assessment low for Cinco Ranch. This discussion is ongoing, but may be enacted in 2013. If any homeowner has questions regarding the process, please reach Jason Blackman, General Manager for Cinco Ranch at or 281-599-0408.

Parking in the Street

Did you know it is against Cinco Ranch Covenants for residents to park in the street (Article XII, Section 2(a))? Additionally, when a number of vehicles park in the street, emergency vehicles have a difficult task maneuvering down the street. Due to the size and clearance needs of these emergency vehicles, a street lined with parked cars obstructs the passage and delays response time. While it is understood that during certain events, vehicles parking on the street is an unavoidable circumstance, please be aware of clearance needed for traffic. Ask your guests to park their car as close to curb as possible and not line both sides of the street. Be a courteous neighbor by communicating you are having a gathering at your home and may need additional parking. Ask if they would mind guests parking in front of their homes to help eliminate the congestion on the street.

Remember, parking on the street for residents is prohibited and can impact the ability of emergency services to reach you or a neighbor in an emergency. Your cooperation will ensure Cinco Ranch retains its reputation as the premiere area to live in.


Did you know that each area of Cinco Ranch has Neighborhood Representative Committee (NRC) Representatives positions? While not every position is filled (we’re looking for volunteers who want to get involved!), most have an NRC rep and many have 1st and 2nd alternate reps. These are volunteers from your neighborhood. Your NRC rep is a tremendous source of information and a resource you should use. But, you have to know who your rep is, in order to contact him/her. A quick call to the Cinco Property Association Office at 281-599-0408 is all it takes to find out the name and contact information for your rep. All the NRC reps are trying to build contact lists to keep you informed, but they need you to reach out and let them know you want to be added to their contact list. Many NRC reps have started Facebook pages to help keep their neighbors informed. There are many issues facing Cinco Ranch that you should be aware of. Knowing who your NRC rep is, is one way to stay in the know. So call today and find out who your NRC rep is and contact them to let them know you want to be added to their listing.

Cinco Ranch Lost and Found Pets Networking Volunteers & Short-term Fosters Needed

With over 8,700 homes in Cinco Ranch, we need volunteers from each “neighborhood” to receive email blasts for lost and found pets in our community. Street Parking Near the Schools

With the Katy ISD bus changes this year, many parents are dropping off and picking up their children at school. This means there are many more cars parked along the streets near the schools. Help Keep Our Lights On

Cinco Ranch Residents pay a maintenance fee where a large portion includes the electricity to light our streets. Each streetlight costs the Cinco Ranch Associations approximately $30 dollars a month. This fee is billed to us whether the light is working or not. If you see a light(s) burned out, please help us by getting the number on the pole. You may submit the work order to Centerpoint Energy or report it to the Associations Office. To report the outage yourself you will either fill out the form available at: or you can call the information into Centerpoint Energy at 713­-207-2222. The electronic form is much faster as you won’t be put on “hold.” You can also report dim lights, leaning poles, etc. on the electronic form. There are some online forms that will help you expedite your communication with the management company. Another feature that can be utilized is the online classified ad section. Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County,

Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat or to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street. While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet. Laws written to ensure that owned animals are confined to their property or kept on a leash make freeing a community of unrestrained and free-roaming animals easier. Although most dog bites occur on the property where the

dog lives, unrestrained or free-roaming dogs do pose a substantial threat to the public. In addition, unrestrained animals are at increased risk of being bitten by rabies-infected wildlife. Enforcement of restraint laws is essential in enhancing the animal control program efforts to reduce the risk of rabies in our community. LICENSING OF DOGS AND CATS The primary benefit of licensing animals is identification, should that animal become lost. Licensing also: • Ensures that rabies vaccination are current • Allows for quick identification in case of a bite incident • Provides revenue to offset the administration costs of the animal control program VACCINATION Rabies vaccinations are a prerequisite for licensing dogs and cats because they are an important control measure for the public health threat of rabies. In addition to protecting pets, rabies vaccinations provide a barrier between infected wild animals and humans. Recently, signs have been added to the area surrounding the lake at Lake Pointe advising residents not to feed the ducks at the park and lake. If you are going on vacation, a business trip or just  going  away for  the weekend, please put your house on a vacation watch list. It only takes a few minutes to inform local police that you are away from home.   Take measures to secure your home and cars. Let your neighbors know that you will be away and when you plan to return. Inform neighbors and law enforcement if you plan on having maintenance services stop by while you are on vacation. It is advised that you have newspapers stopped, mail held and any advertisement left on your property picked up by someone. Keeping lawn mowed for a normal appearance to the property will look as if there is active occupancy. Taking preventative steps may deter vandals or thieves from entering your home. The award includes a plaque, certificates for each band member and the Diploma of the Sudler Order of Merit for Mr. Bob Bryant, the Band’s Music Director.   “The Sudler Silver Scroll Award is definitely a major accomplishment and it is exciting that we received the award during our milestone 20th season,” Band President, Beverly Buis said. “The support of so many music enthusiasts, the City of Katy, KCAA and having CrossPoint Community Church as our rehearsal and concert site has encouraged and inspired each band member to prepare more diligently so that we may continue to deliver quality band concerts to the Katy/West Houston area.”    The Lone Star Symphonic Band is a non-profit volunteer organization dedicated to bringing performances of artistic merit to the Houston metropolitan area. Founded in 1993 as the West Houston Concert Band, the band is comprised of musicians from all walks of life and instills the value that music is a life-long event, continuing well beyond high school and college.


During the January Katy ISD Board Work Study meeting, Officer Ryan P. Gonzales was sworn-in to serve on the 37-member Katy ISD Police Force. Officer Gonzales has 10 years of experience in law enforcement, having served as a Harris County Precinct 5 Deputy Constable and Fort Bend County Deputy Sheriff.

The Katy ISD Board of Trustees approved the naming of its newest campus, High School No. 7, after retired educator Obra D. Tompkins. Obra D. Tompkins High School is located at 4400 Falcon Landing Blvd. and is slated to open in August 2013. Tompkins served more than 39 years in the field of education, serving the bulk of his years as principal for Mayde Creek High School. He has been called a ‘trailblazer’ among his colleagues and has served in a number of capacities in education during his career. Tompkins retired in 2012 from his most recent position as Katy ISD’s executive director for campus administrative support. Katy ISD’s living namesakes have more than just years of education experience. They are community-minded individuals who mentor, participate in community projects and volunteer their time and resources to continue to make the Katy ISD community the leader in educational excellence.

Cinco Ranch High School’s FIRST® (For Inspiration and Recognition of Science and Technology) Robotics Team 624 (“CRyptonite”) showcased their robot’s basketball shooting and mobility skills at the Toyota Center in downtown Houston prior to the Houston Rockets NBA basketball game on December 22nd. Based on their robot’s performance in last season’s “Rebound Rumble” competition at the Lone Star Regional Robotics Tournament, Team 624 was chosen by the Rockets organization, along with Clear Lake ISD’s Team 118, for this first-time event. As several students put the two robots through their paces in the central courtyard of the Toyota Center, others answered questions and explained to Rockets fans how the FIRST organization uses robotics competitions to help students discover the excitement and rewards of science and technology by solving real-world engineering problems. A representative of FIRST robotics was also on hand to answer questions.

Designed and built by Team 624 and Team 118 students with the help of adult mentors, the 120 lb. basketball-shooting robots drew a crowd of appreciative Rockets fans, who watched as the two remote-controlled robots wheeled about the makeshift court and shot baskets. The team’s students explained how the robot’s targeting, shooting and drive systems work and how a FIRST Robotics Competition (FRC®) team functions. “Everyone had a great time,” said David Herzfeld, Cinco Ranch High School Robotics Booster Club President. “We want to thank the Rockets for giving Team 624 students the opportunity to show Rockets fans what their robot can do and how FIRST robotics has introduced them to hands-on application of science, technology, engineering and math concepts.” After the robot demo, a group over 60 Team 624 members and their families enjoyed watching the Rockets defeat the Memphis Grizzlies 121 - 96. Third Time’s the Charm for Katy Youth Football’s JV Titans with a Turf Bowl Victory

The holidays came early for 22 Katy area boys, as the KYF JV Titans finished a near perfect season with a championship win in the Turf Bowl at Rhodes Stadium. This was the Titans’ third straight appearance in the Turf Bowl and the victory was sweet. Their coaches (led by Robert Cortez), fans and team sponsor Modern Machine Works cheered the mighty Titans on. Most of the 9 and 10 year old boys attend Alexander, Creech or Exley - all located in Katy ISD - and have played together for several years. Three of the players also received All Star recognition from the league this season.

Good Friday Stations of the Cross Performed Live Coming to Fulshear!

Living Word Lutheran Church invites the Katy community to its presentation of “At the Ninth Hour” on Sunday, March 24th at 8:00 am, 9:30 am and 11:00 am. The cantata, by Allen Pote and Tom S. Long, is based on the Gospel of Mark and traces the last days of Jesus from his triumphal entry on Palm Sunday through his sacrifice on the cross to redeem us. The Living Word Choir and Bell Choir will be accompanied by a chamber orchestra. Following each service, there will an instrument “petting zoo” to allow children to explore the musical instruments used in the performance.

Living Word Lutheran Church is pleased to announce the installation of their new Senior Pastor, Emmanuel Jackson. Pastor Jackson joined Living Word in 2008 as an Associate Pastor after completing his theological preparation at the Lutheran School of Theology in Chicago. According to Pastor Jackson, “Living Word is the perfect church for imperfect people - seeking to make Jesus known every day in every way. The installation was held on Sunday, January 13th.

Hosting a foreign exchange student is easier than you may think

During the 2012-2013 school year, students from all across the world will have the opportunity to travel to Houston and surrounding communities to spend the entire school year in the United States, learning and working with American Families.

In order for the students to come to the U.S. they must have proper host families lined up. Now is a crucial time of year for the Ayusa program as local staff coordinators to find local host families for the upcoming school year. The Ayusa program is celebrating its 30th year this year and is responsible for more than 60,000 students from 75 different countries spending the school year in the United States. There are not many strict requirements that need to be met to host a student. The most important thing is that those who host students are doing so for the right reason; providing a loving experience and an exposure to American culture. There are a few basic requirements, of course. Anyone older than 25 and can provide food and shelter for a student fulfills the requirements of being a host family. There is a background check, reference check and an interview. Background checks have to be done on everyone over 18 living in the home.

The host families have to be interested in it for the right reasons, the cultural exchange of learning from them and them learning from us. It’s the language, the cooking, the music, the food. The host family has to be genuinely interested. Once the host families and students are matched, Ayusa stays involved by monthly contacts with the families, students and quarterly contacts with the schools. Ayusa coordinators also handle the host family orientations and the student orientations. Group activities, such as community service and seeing things with the group of exchange students is also arrange throughout their academic year. With the current school year quickly coming to an end Ayusa’s local staff is busy looking for families for students for the 2012-2013 school year. Many families are needed and with the schools having deadlines and limits for foreign exchange students the earlier the better. It also gives the families and students time to get to know each other via skype, facebook, etc. while waiting for their year abroad to start. Nothing else can compare with therapy on horseback. Equine-assisted activities improve physical balance and coordination, mental acuity, emotional stability and social interactions. At SIRE, we see miracles on horseback happen every day. The work of our dedicated volunteers helps guarantee that children and adults with disabilities in the Greater Houston Area will have the programs they need to live longer, healthier, more productive lives. In addition to their weekly work in the arena, many of our volunteers donate their time and talents at fund-raising events such as our annual Ride-A-Thon and the yearly Trailblazers Luncheon. Volunteers are on hand during the NARHA on-site certification and annual SIRE Show-Off and volunteers are vital to our Clients’ successes at the Top Hands Horse Show, during the Houston Rodeo and competition at the regional and state Special Olympics. Therapeutic horseback riding creates a bond of success between the rider and their horse. Volunteers are their own personal cheering section and the instructor is their mentor and coach.
