A meeting of the Board of Directors of Copper Lakes Homeowners Association, Inc. was held at 11:00 AM at the offices of Planned Community Management, Inc. (“PCMI”), 15995 N. Barkers Landing, Suite 162, Houston, Texas 77079. Present: Marc Jones Mike Kennedy Mike Trapnell Angela Bumann Planned Community Management, Inc. Guest: Steve Siceluff Confirm quorum and call to order Mr. Jones confirmed quorum and the meeting to order at 11:15 AM. Guest Discussion Steve Siceluff discussed the future proposed MUD projects regarding lighting around the walkway. Meeting Minutes Approval of Prior Meeting Minutes Board of Directors reviewed minutes from May 29, 2012; a motion was made to approve the minutes and seconded and minutes approved unanimously. North Lake Fountain A motion was made to ratify the installation of a new fountain in the North Lake, seconded and approved unanimously. 2013 Budget and Assessment A motion was made to approve the 2013 budget with changes, seconded and approved unanimously. Please Report Vandalism in our Neighborhood

This is the time of year we see an increase in incidents of vandalism in our community parks. These parks are equipped and maintained using your homeowner’s dues, so please take ownership and report any suspicious activities you may observe to the Sheriff’s Department at 713-221-6000. Let’s put our association dues to better use.

Trash Service in Copper Lakes

Pick-up services are on Wednesday and Saturday mornings. Remember that trash containers and bags - including those left by lawn crews - should not be put out until 6:00 PM the night before and removed as soon as possible after pickup. All trash must be at the curb by 7:00 AM. Between pick-up days, containers MUST be stored from view. Although the recycling service has been discontinued, there are newspaper drop-offs at local schools. In the event your trash pick-up day falls on a holiday, all trash will be picked up on the next regularly scheduled pick-up day. No trash pick-up will be made on the day following a holiday, unless it is a regularly scheduled pickup day.

Harris County Alarm Detail

In order to increase compliance and spread awareness, our office is requesting your assistance in informing residents in your community through your HOA newsletter or your scheduled HOA meetings of the need to obtain a permit for operating an alarm system, residential or business, within unincorporated Harris County. Many residents and businesses are unaware of the requirement to obtain an alarm permit once an alarm system has been installed and activated by the alarm company. Alarm systems are established and defined in the Local Government Code 233 (subchapter D), as well as the authority to regulate, adopt rules and impose penalties for unpermitted locations. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. The fee for current permit issuance is $35 with a yearly renewal fee of $10. All permit fees are waived for senior citizens 65 years or older. Under current guidelines, a

permitted location is allowed five (5) free false alarms annually. Any subsequent false alarms during your permitted year are subject to a $75 fine that is billed to the permit holder’s address. If a site has an active alarm system, yet does not have a permit to operate such alarm, a false alarm may result in a Class C citation, which could range up to $500. Should you or your residents require a copy of the permit application form, or would like to review the regulations regarding permit requirements, you may do so by visiting the Harris County Sheriff’s Office website at www.hcso.hctx.net. The application can be printed from the website, then completed and mailed to our office with the applicable fees. We are currently in the planning stages of making the application and payment process available on-line for the convenience to the public. Should you have any questions, please contact the Harris County Sheriff’s Office Alarm Detail at 713-7554600 M-F, 8 AM- 5 PM. If you would like any of our Alarm Detail personnel to attend one of your HOA meetings, we would be glad to attend and answer as many questions as possible.

LOST AND FOUND PETS

Residents can now place pictures and information for lost and found animals under the neighborhood pictures tab of the Copper Lakes website, www.copperlakes.com. If you have lost or found a pet, please use this great tool to let the neighborhood know and hopefully reunite the pet with their family.

Veterinary Public Health LEASH LAW

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat or to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more then six (6) feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question or

2. When it is within a fully enclosed vehicle or 3. When it is on the premise of the custodian and the animal does not have access to sidewalk to street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

Light Pole Not Working?

Do you have a street light out in your neighborhood? Our community pays a fee monthly to our electric provider for every light pole in our community. The fee is a combination of electricity cost and maintenance fee and it is paid whether the light is working or not! It is up to each of us as residents to report outages. Here’s how to do it: 1. Write down the number posted on the light pole that is out. 2. Call Reliant Energy at 713-207-2222. 3. Select English (1) or Spanish (2). 4. Select Option #4 which includes reporting street lights out. 5. Provide the customer service representative with the location and pole number. Note: You can also go online at www.centerpointenergy.com/outage and report the outage.

Ingredients • 1 fudge brownie mix (13-inch x 9-inch pan size) • 1 package (10 ounces) peanut butter chips • 2 packages (13 ounces each) miniature peanut butter cups • 4 cups cold 2% milk • 2 packages (5.1 ounces each) instant vanilla pudding mix • 1 cup creamy peanut butter • 4 teaspoons vanilla extract • 3 cartons (8 ounces each) frozen whipped topping, thawed

Directions • Prepare brownie batter according to package directions; stir in peanut butter chips. • Bake in a greased 13-in. x 9-in. baking pan at 350° for 20-25 minutes or until a toothpick inserted near the center comes out with moist crumbs (do not over bake). • Cool on a wire rack; cut into 3/4-in. pieces. • Cut peanut butter cups in half; set aside 1/3 cup for garnish. • In a large bowl, whisk milk and pudding mixes for 2 minutes (mixture will be thick). • Add peanut butter and vanilla; mix well. • Fold in 1-1/2 cartons whipped topping. • Place a third of the brownies in a 5-qt. glass bowl; top with a third of the remaining peanut butter cups. • Spoon a third of the pudding mixture over the top. • Repeat layers twice. Cover with remaining whipped topping; garnish with reserved peanut butter cups. • Refrigerate until chilled. Yield: 20 servings (1 cup each). Nutrition Facts: 1 cup equals 680 calories, 38 g fat (15 g saturated fat), 28 mg cholesterol, 547 mg sodium, 73 g carbohydrate, 3 g fiber, 13 g protein.

CY-FAIR EDUCATIONAL FOUNDATION HONORS MILITARY HEROES

The Foundation will kick off its fifth “Salute to Our Heroes” event on February 9, 2013 at the Omni Hotel Westside Houston. “Salute to Our Heroes” honors the brave men and women who have served to preserve our freedom and liberty. Proceeds from this event go to an endowment enabling graduating students from CFISD to attend college. The event will be generously underwritten by Earthcare Management and Kodiak Gas Services, as the Missing Man Underwriters. The Cypress Fairbanks Medical Center Hospital will be the Major General Sponsor.

 This year our guest speaker is Steve Russell. LTC Steve Russell (Ret.) commanded the central unit responsible in the hunt and capture of Saddam Hussein. Through leadership and joint efforts across multiple teams, a large organization worked effectively to capture one of the world’s most notorious criminals. Russell is an American Hero. His proven leadership and problem-resolution techniques engage audiences through his storytelling. Salute to Our Heroes has two purposes. First, to give tribute to our heroes - soldiers serving now, veterans and those who have been wounded or killed in action. We want to honor those who have served their country.

 The second purpose is to raise funds for scholarships for Cy-Fair ISD students. Each year we give three scholarships per Cy-Fair ISD high school, and the

number of high schools is growing. It has been a challenge keeping up with the demand, but CFEF is dedicated to this mission.

 The inaugural event honors Jersey Village High School graduate 1st Lt. Jeremy E. Ray, who was killed December 20, 2007 while serving his country in Iraq. A CFEF endowment was established in Jeremy’s memory by an anonymous donor. Last year the 1st Lieutenant Jeremy Ray Community Service and Peace Award was presented to Klein Funeral Homes & Memorials.

 Following tradition, the event will have the Missing Man Table & Honors Ceremony. The table will have empty table settings with chairs leaning up against the table as though saved for someone. The table settings have a single red rose displayed in a vase in reminder of the bloodshed for our country and the vase was tied with a red ribbon - a symbol of the continued pledge to shed blood for our country. A slice of lemon on the bread plate is a reminder of the bitterness of the loss of comrades in arms; a bowl of salt to symbolize the tears shed by family members of lost loved ones and glasses turned upside down indicate no one will sit there. Last year’s ceremony was performed by the 75th Army Division Honor Guard and was proceeded by Taps performed by William Veenstra, Cy-Fair High School Senior. DISTRICT RECOMMENDS VACCINATIONS, TREATMENT IN WAKE OF FLU ACTIVITY

In response to reports of the influenza virus throughout the state, Cypress-Fairbanks ISD is joining the Texas Department of State Health Services (DSHS) in urging students, staff and community members to receive a flu vaccination and taking additional steps to protect against the flu.

According to the DSHS, each season’s flu vaccine provides protection against three strains of flu. Researchers with the U.S. Centers for Disease Control and Prevention (CDC) have reported that the current vaccine is well matched with strains of the flu in circulation. “Since prevention of disease is the best way to protect the health and wellness of CFISD students, staff and community, the CFISD health services department supports the CDC and DSHS recommendation that all people aged 6 months and older be immunized against influenza,” said Bevin Gordon, CFISD director of health services. As of Dec. 3rd, the CDC reported that approximately 37 percent of the U.S. population aged 6 months and older had been vaccinated, with children showing the highest rate of vaccination (45 percent). The DSHS recommends a vaccination for everyone 6 months or older, especially those in the high-risk groups - children, those aged 65 and older, pregnant women and people with chronic health conditions. In addition to vaccinations, Gordon and the health services team are encouraging parents and students to protect themselves and others by washing their hands frequently, covering coughs and sneezes and staying home from school if they are exhibiting flu-like symptoms until they are fever-free for 24 hours without the use of fever-reducing medications. CYPRESS HOOPS INVITATIONAL BRINGS IN MORE THAN $22,500 FOR STUDENT SCHOLARSHIPS

The third annual Cypress Hoops Invitational Tournament, held Dec. 6th - 8th at CFISD high schools and the Berry Center, raised more than $22,500 for the “Donate to Educate” program, which provides college scholarships for district students as well as staff development grants to CFISD for innovative and creative teacher training. The 24-team tournament was hosted by the Cy-Fair Educational Foundation (CFEF) with the goal of engaging the entire community in order to promote basketball, generate community spirits and raise funds for the CFEF. South Grand Prairie High School won the tournament, while Langham Creek High School placed second. North Cypress Medical Center served as the event underwriter for the third consecutive year. Methodist Willowbrook Hospital was a platinum sponsor; The Howard Hughes Corporation/Bridgeland was a gold sponsor; Burg Insurance Agency and Pride and Recognition, Inc., were silver sponsors and Wainwright Dental & Associates, P.C. was a bronze sponsor.

BAILADORAS BEGIN CONTEST SEASON

After a football season filled with great half-time performances, the LCHS Drill Team got right to work on competition dances. They kicked off the Contest Season at the Crowd Pleaser Winter Showcase held at Dulles High School on December 10th. This competition focused on solos, duets, ensembles and officer groups.

Dance officers Victoria Vecchio, Kingsley Credeur, Courtland Klein, Maddie Sheedlo and Katelyn Vincik received several awards in the Officer category including Best in Class for their Jazz, Lyrical and Novelty routines and 1st Runner up for their Contemporary dance. Their Jazz dance was the highest scoring routine of the day and they received and Oustanding Choreography award for both Jazz and Lyrical. The Dance officers were proud to receive the hightest award of the day when they were declared Grand Champions in the Officer Category. Social officers Erin Poerschke, Mariah De Los Santos, Shelby Horton, Rebecca Ramos, Lauren Rayne and Bianca Rivera received 2nd Runner up in that category. The Bailadoras also received 1st Place in the Large Ensemble Division with their Hip Hop Routine. Christina Licarione was awarded 1st Place in the Junior Solo Division. Kingsley Credeur and Maddie Sheedlo received 1st Place in the Duet Division. Christina Licarione, Taylor Lukasek and Morgan Montalbano received 1st Runner Up in the Trio Division. High School Drama Takes Third in TAPPS Competition: The high school drama class recently completed a successful run of “The Great Pandemonium,� by Pat Cook, entertaining audiences with both in-class and evening performances. Since many of the roles were double cast and the performers took turns playing in the various shows, no two shows were alike, giving each performance an exciting “life of its own.� When the cast and crew took the show on the road to compete at the TAPPS Regional One Act Play Contest, the run culminated with an impressive third place finish. Director Dia Moore was pleased to report that in addition to the accolades for the show, the cast and crew won an extraordinary number of individual awards. Jordan Wandix was named Best Actor. Information will be coming out in “The Golden Link” and the council website www.gssjc.org in the next few months about day and twilight camps, located throughout the Council. Girls in Copper Corners have been busy, as always. Daisy Girl Scout troop 16462 attended the “Zoo Boo” event for Halloween and also had their first group Christmas party. They are planning to be just as active during the rest of the year! Some of our Daisy Girl Scouts joined up with Junior Girl Scouts to go Christmas Caroling at a local assisted living facility. The girls visited with the residents and served cookies. Daisy Girl Scout Jazzlynn W. took some time out with her mom, Kimberley, at the festivities. The Santa Claus hats and smiling faces were a big hit with all those present! We are looking forward to our “Me and My Guy” event in early March, as girls and the special guy in their lives enjoy a taste of Italy! It should be a “Bella notte” for all as they enjoy crafts, games, food and fun together! Daisy Day and Brownie Day events are coming together and information should be coming out in the not-too-distant future. We are looking forward to the pictures and stories from our Leader/ Daughter event! Many participated in the Dutch oven cook-off (enjoying the results also counts as participation) and more took part in the talent show. You wouldn’t believe the talent in this group of leaders and daughters and the performance is always great fun! March 5-7, 2013 market to feature some 90 vendors, benefit local and global missions Spring Thing Market, an annual production of Chapelwood’s United Methodist Women, is one of the largest spring markets in Houston, as well as one of the most beloved events for Memorial-area women and their friends. Last year’s Spring Thing boasted 90 vendors and raised $95,000 for local and global missions benefiting women and children. The upcoming market opens on March 5th with an evening preview party and the free market takes place on March 6th and 7th. The 2012 Market benefited local missions including the Fairhaven Food Pantry, Gracewood - A Children at Heart Ministry, Mission of Yahweh, Memorial Area Ministries and the Spring Branch Community Health Center. Friday, April 26, 2013 - 7:00 pm Come join our planning committee or register your own team to help raise money for cancer in our Cy-Fair community!! The Heart of Relay: During the Relay for Life event, three ceremonies are held Survivors Lap: To start Relay, those who have survived their battle with cancer join together to walk a lap celebrating their victories over the disease. Luminaria Ceremony: At dark, the track is lined with candle-lit bags bearing the names of those who have been touched by or have lost their lives to cancer. Fight Back Ceremony: Before participants leave Relay, they make a personal commitment to help fight back against cancer in several ways. As interest in Relay for Life grew in the Houston area, the American Cancer Society began forming events in local communities and the first Cy-Fair Relay for Life committee was formed in 2004. This is our 9th year in Cy-Fair and our goal is to reach the $1 Million Dollar Mark.
