August 2012 TREASURER’S FINANCIAL UPDATE FOR MID-2012

Revenue: The uncollected assessment dues at the end of January 2012 (when the homeowner becomes delinquent) stood at approximately $25,000. A number of homeowners were simply late and missed the deadline. Since then we have made a considerable progress in reducing this amount to approximately $9,000 by end of June 2012. Six (6) homeowners are on a payment plan and will have their dues paid by end of the year. Four (4) homeowners are delinquent for over 18 months and we continue to pursue collections through third party firms, as well as through HOA’s legal rights, including, liens and foreclosures. Expenses: Other than a few major repair expenses and refurbishing expenses related to the pool-house, we continue to run a surplus (versus year-to-date budget). Big expense items include approximately $6,000 for the kiddie pool (turtles & buckets) interactive features to bring them into compliance, over $4,000 for pool equipment fix-ups and general maintenance related to pool as well as lawn irrigation system and about $3,000 for fresh landscaping. The repainting and refurbishing of pool house and installation of new fans cost approximately $12,000. The new fans themselves were donated to VAL by board member Kerry Wright. Replacement Reserves: We made a huge progress in building-up our Capital (Replacement) Reserves during 2011 by following a strict financial discipline and watching where we spend money. After a disastrous 2010, which led to draining most of our reserves because of a $47,000 Operating Fund deficit, we ended 2011 with a balance of $36,000.

We continued this progress in the first half of 2012 and ended June 2012 with a balance of $46,000. We plan to end the year with a target of $50,000 as budgeted, barring no unforeseen emergencies or surprises. We sincerely thank all homeowners who pay their annual dues on time. This minimizes added third party and attorney costs that we would incur in collecting dues. It remains our objective not to raise VAL Annual Dues if we don’t have to. NEW POOL RULES

The Board adopted New Pool Rules effective July 1st. Please read and obey. Violators will be subject to serious consequences. 1. PLEASE HONOR POOL HOURS The pool hours are as follows: Monday: Pool closed for superchlorination. No entry permitted. All Other Days: 6:00 AM to 10:00 PM only with an active pool entry card. 2. POOL ACCESS RULES We have noticed suspicious swimmers who we believe are non-residents using our pool. This is trespassing and is totally unacceptable.

Pool is accessible by swiping your pool card against the card reader, which opens the gate lock. Although all residents living at the Villages at Lakepointe are welcome to use the pool, only 2 guests per household are allowed use of the pool at one time. Also the resident must be present with the guests and carry a valid ID. Deputy Glentzer and/or the Pool Guard (to be hired by the VAL Board), has the authority to verify that you are a qualified resident and/or guest. The pool gate must be locked shut upon entering the pool and must never be left open using objects that prevent gate from closing back in a lock position. Please do not allow others to follow you into the pool gate. Let the other entrants use their own pool entry card to get in. The gate can be opened from inside the pool area by pressing the red button when exiting the pool. Keeping the gate unlocked by placing an object or letting others get in through the gate is strictly against the rules and violators caught doing this are subject to revocation of their pool use privileges.

POOL PARTIES STRICTLY PROHIBITED We have also noticed several pool parties held at the pool on different occasions that not only prevent other residents from enjoying the pool and having a good time, but also cause trash and mess being left behind by partying individuals. The Board has revised the Pool Rules not to allow pool parties at any time. Violators of No Pool Party rules will be subject to fines and/or penalties. 4. GENERAL BEHAVIOR IN THE POOL • No running or rough play, no diving. Only small floating items permitted. • No alcoholic beverages, bottles or glass containers. • No pets allowed. • No loud music, no BBQ grills, no plug-in electrical appliances. • Trash must be disposed in proper receptacles.

If you received a notice from AMI, please do not ignore it and fix the damaged or buckled walkway as soon as possible. If you disagree or want to express your views to the board, please contact Edith Ernwall at AMI (713-984-7250) and schedule a time at the monthly Board meeting held second Monday of every month. The extreme drought conditions with intermittent soaking rains are very typical in Houston and may cause walkways overtime to move, buckle or crack. Also chances are that the trees and bushes around your yards, if not thoroughly irrigated, could make the root system expand under the concrete slab. This can result into buckling and cracking. Apart from the aesthetics, buckled or cracked walkways allow water to pool causing long-term damage to the slab. Standing water also invites mosquitoes and insects. And let’s not forget the legal issues: uneven slabs should be fixed because it’s a tripping hazard. Remember, it is the Homeowners’ responsibility to maintain and fix, if necessary, all concrete walkways on their property.

FENCE STAIN

Homeowners with a fence that faces the street must stain the visible section with approved color. The following are the approved stain brand and colors. You must pick from this list in order to comply with Deed Restrictions: Home Depot BEHR Exterior Wood Stain, Solid Color DP-396 Terra Cotta or DP-529 Cappucino Both these are rated for 25-year protection of your fence. Once again, please note that you must choose one of these 2 colors. No exceptions. The architectural committee through AMI will issue notices of deed violation to homeowners who fail to stain their fence. Once again, please be proactive and do not wait for the notice to arrive. Your effort to keep our neighborhood beautiful is highly appreciated.

RESIDENT AUTO STICKERS

As an added measure of safety for our neighborhood, the Board has determined that residents should put ID stickers on their vehicles, to distinguish their automobiles from other third party vehicles that visit or pass through VAL. The primary purpose of this sticker is so that our Sherriff’s Patrol and your neighbors can identify vehicles that do belong in our neighborhood. The sticker is to be placed on the inside, driver side of the window, above your vehicle inspection sticker. We started this program several years ago and it has worked well. However as new residents have moved-in, we have not kept-up with being current. Please help your community by making sure all of your vehicles have this sticker on the window and in the correct place. This is a step that could help prevent burglaries in our community.

PAY ATTENTION IF YOU WALK YOUR DOG

Please clean-up after your dog.

We have received a number of calls recently from residents complaining that they are finding dog feces in their yards potentially from others who walk their dogs and fail to clean-up after their pets. In addition to being inconsiderate to your fellow neighbors, dog feces are a health threat to animals and people. They contain parasites and infectious bacteria that cause serious illnesses. Please be sensitive to this issue and pick-up after your pets at all times. Also visit with your veterinarian for more information about the health threats and for safe ways to pick up after your dog.

HOME SECURITY

Deputy Glentzer, Harris County Sherriff Officer continues to patrol our neighborhood and has the following advice for everyone: • If you have an alarm system, please arm it during the day while you are away. Homes that are vulnerable to break-ins either have no alarms or have alarm systems that aren’t turned on. • Put yard signs provided by your alarm monitoring company in the front yard so that they are readily visible. • Use light timers that turn on lights automatically if you are going to be away. • Know your neighbors. Notice what vehicles belong to what house. Let your neighbors know if you plan to be away for an extended time. • Should you see anything suspicious, please call 911 right away. Our officers with Harris County Sheriff’s Department are there to assist and would be happy to catch bad people in action. • Should you have to leave your home for an extended period of time, please notify Deputy Glentzer at 713-221-6000 or Heidi Flores at AMI so that the deputy can keep an eye on your property.

• All street facing fences need to be stained with approved color. Call AMI for details. • Keep bushes trimmed and flower beds free of weeds. Be considerate about folks that use the sidewalks by trimming trees around sidewalks so they don’t hurt themselves with your overgrown tree branch. • Make sure your trees do not hide the street signs. This is a safety hazard. AMI may hire someone to remove/trim any branches that cause safety hazard and send you the invoice if you fail to maintain trees within your property. Remember: External buildings or sheds visible from the street are strictly prohibited and must be submitted for approval. Iron fences/gates not originally provided by the builder undergo special review for their appearance and height. These also must be submitted for review prior to installation. In general any changes or improvements to the outside of the home require approval from the Architectural Committee. Examples: • Landscaping • Siding • Mailbox (brick addition) • Driveway extension • Window (solar) panels or Window air-conditioners • Fence (height, color, movement) • Shed • Gates • Exterior Paint

RECYCLE BINS

As a courtesy to your neighbors, please make sure that all recycle bins are protected from items getting windblown on windy days. Your neighbors do not appreciate seeing your empty Coke bottle or fastfood wrapper in their yards.

OBSERVE ALL TRAFFIC RULES

The architectural committee enforces deed restrictions very seriously and any home addition or improvement, regardless of the size of the project, needs approval. Visit VAL website for more information.

When driving through neighborhood streets, pay attention and observe all rules. For the safety of children, walkers, joggers, etc., drive slow and come to a complete stop at the STOP signs. Do not text or talk on the cell phone while driving. Do so only if you have a hands-free device.

GARDEN TIPS FOR AUGUST

• Time now to make plans for fall landscaping projects. • Clean up flowerbeds of fallen foliage, yellowed leaves and dead wood. Light green leaves may signify lack of iron (chlorosis). Correct with iron cheleates. • Cut off old dead foliage on irises. Scratch in a little bone meal around the roots.

• Prune roses to reshape and groom plants for fall growth. • Wait until November to plant petunias and pansies. • Chinch bug damage is obvious now. You will have areas of thin and/or dead turf where they weren’t brought under control. There is a new generation going now. This batch causes the most damage. Use Dursban to stop the damage. • Until the weather gets back to the 80’s, St. Augustine grass grows slowly. If you fill in with sod, don’t expect a fast turnaround. The sod may look like it’s not growing while it puts down roots. You will need to water the new sod often and deeply to get it started but this also creates a disease environment. Water early so the sun can dry the turf. • Now is a good time to work new beds. Till them up, add organic material, mix it in, then let them cure for a month or so. Add in any amendments like micro-nutrients. Keep the beds moist so the microorganisms have a favorable environment.

THREE BROTHERS WILL SERVE AS MISSIONARIES

Twins Eric and Aaron Heki, along with their younger brother Larry, are about to serve as missionaries in far-flung countries for The Church of Jesus Christ of Latter-day Saints. Eric will be sent to Durban, South Africa for two years. Aaron will be serving nearby in Johannesburg, South Africa. Larry will be serving in Helsinki, Finland. All will be starting in the Mission Training Center in Provo, Utah. Larry will arrive there late August, a couple of weeks before his brothers and will stay a few weeks longer for language training - although most of the Finnish language will come once he’s in the country speaking it full time. All three graduated from Langham Creek High School in 2011. All three played in the marching band there: Eric played trombone,

Aaron played tuba and Larry played French horn. All three are Eagle Scouts, earning the BSA’s highest rank. Eric’s Eagle project was to build raised flower beds for Copperfield Estates independent senior living center. Aaron’s project was to put up a world map on the side of the building at Horne Elementary. Larry, who held his Eagle court of honor on July 4th, built two turtle platforms and reclaimed a lake at the Cy-Fair ISD Nature Trails. The boys are sons of Scott and Charlotte Heki. The parents are justifiably proud of these three sons and feel it a rare privilege to be sending all three off to serve at the same time. The Heki family has lived in the Copperfield area for about 15 years and attend church in the Copperfield Ward of the Katy Stake of the LDS Church, on Longenbaugh at Park Falls.

Pregnancy Help Center of West Houston is grateful for the Diapers & Wipes Drive that their VBS participated in. The Moms and Dads of the students were faithful in their time of giving. Westland Baptist Church presented the center with Diapers of many sizes and wipes. These diapers and wipes will help with the extensive resources that Pregnancy Help Center provides to residents of 3 counties who are faced with circumstances surrounding a present, potential or former pregnancy. Pregnancy Test, Peer Counseling, classes for Moms and Dads, as well as limited ultrasound and help with maternity clothing and baby items are just some of the services that the Center provides to their clients.
