Message from the President

THESE CHANGING TIMES

I

n his remarks at our annual chamber banquet on October 2, then chair of our board of directors, Carlyle Walton, gave a report on some of the accomplishments in his two years as chair. In his introduction, he quoted from a new book on the history of chambers of commerce. That new book, The Magicians of Main Street, by Chris Meade, is remarkable for its historical perspective but more remarkable for what it says about chamber members.

The history is important. The first chamber of commerce was founded in New York in 1768, before the American Revolution. The book, in considerable detail, illustrates how chambers of commerce have affected the nation’s finance and currency, public health, transportation, public works, local government, education and even our culture. Evidence of their substantial success remain with us today, including Washington’s Cherry Blossom Festival, New York City’s subway system and Chicago’s Board of Trade.

More important is how chambers worked in 1768 and still do today. Here is a quote from the book to illustrate the point. “The curious thing about the United States, as Alexis de Tocqueville remarked in Democracy in America, is that this land of the free is swirling with groups. As molecules bump against each other faster as they are melted, so the people of the melting pot moved faster under freedom, reconstituting themselves with rapidity and ingenuity to solve the problems of the new land”. Challenges are different today than yesterday but they are challenges none the less. What is unique about the United States is that you are free to choose your response to those challenges. A chamber of commerce is nothing more than a collection of businesses and individuals who volunteer to come together, pool their resources and get things done. History demonstrates that in the process, chamber members lead, transform and, in the end, strengthen our Republic. All here are proud of your involvement with this chamber of commerce. We hope that, through it, you are able to lead, transform and strengthen our community and the Republic. History proves that, when you do, we are all better off - in these changing times!

Neither objective can be achieved without a razor sharp focus on public policy at the state and federal levels. Our Public Policy Council has to gather and analyze input, select those issues that are a priority, and then state our position on those issues succinctly so that they can be effectively communicated. The catalyst for all this work at the state level is the biannual Texas Legislative Session. The 84th Session of the Legislature began at noon on Tuesday, January 13, 2015. By law, it must adjourn on the 140th day which is Monday, June 1. Much has changed since the 83rd Session. We have a new governor, a new lieutenant governor and many new members. Economic circumstances are different. It is likely that there will be a number of Special Sessions after June 1.

It is a poor strategy to wait until the Session begins to develop priorities. We did not. Our state and federal priorities were approved by the board of directors at their November meeting. At the state level, there are issues on: Higher Education; Public Education; Economic Development; Energy; Health Care; Environmental Protection; Criminal Justice; Employment; Business; Transportation; and, Water. At the federal level, there are issues on: Education; Defense; Transportation; Water; Public Safety; Community

Development; Public Information; Energy; Health Care; Environmental Protection; Employment; Business; Immigration; and, Homeland Security. Of particular importance to us during this Legislative Session, among many priorities, are the following: • We support, and will actively work for, the issuance of $40 million in Tuition Revenue Bonds to construct Multi-Purpose Building III on the campus of TAMUCT. Our university has the potential to become a driver of economic development in our region second only to Fort Hood. • We support, and will actively work for, the creation of a Military Installation Defense Fund to be awarded to defense communities to apply to projects on, or around, military installations to retain or expand them in Texas. The Comptroller estimates that the annual economic impact of military installations in Texas is $148.1 billion. It is about time that the state takes steps to treat them as the competitive asset that they are. • We support the creation of a formula that will result in the equitable distribution of transportation funds from new sources to the high growth areas of the state. The constitutional amendment approved on November 4, 2014 will add billions to the state’s highway funds. It is imperative that money be spent wisely. The document containing this information will not do us much good if we do not get it in the hands of those who can help. Our Public Policy Council will get it in the hands of legislators. Meeting Economic Development Competition

Capital investment is the key to economic development. Communities desire it because it provides the revenue to create a higher standard of living. Investors learned long ago that they bring value to a community. They expect incentives to be available - maybe not in all cases, but in most of them. The question is not if a community is going to provide incentives, but to whom and how? The challenge in negotiating incentives

is in remaining objective so as to avoid “giving away the farm�. There is another challenge. That is keeping the process confidential. The need for both transparency and confidentiality sets up a conflict in objectives.

We try hard to communicate who we are, what we do, the services we have to offer and how we provide those services. We believe that transparency is a good thing, especially in a free society. Investors learned long ago that they bring value to a community. They expect incentives to be available - maybe not in all cases, but in most of them. The question is not if a community is going to provide incentives, but to whom and how? THE NEED FOR CO N F I D E N T I A L I T Y While transparency is desirable, there are occasions when confidentiality is imperative. Everyone wants to know who is expanding, what businesses are coming to our area and where they will be located. I would argue that everyone has a right to know – at the right time. The right time is when the deal cannot be undone. Not before. Competition can be defi ned as the rivalry among sellers. In the economic development world, the investor is the buyer, communities are the sellers. Today, investors evaluate many communities in many states and, perhaps, in a number of countries before deciding where to locate their investment. The larger the project, the more detailed the evaluation and the more time is required. During this period, communities are trying to do whatever they can, within reason, to justify the investment in their community. Investors are trying to determine what location best meets their needs under the most favorable terms. The premature release of information may eliminate the community from consideration before a decision is reached. It happens all the time. Keeping projects confidential is the correct thing to do for a number of reasons.

F I R S T, economic development is all about relationships. Community

leaders want investments that are going to last over the long haul. They want investments that are going to produce positive results for everyone. They want to be able to work with investors to solve the problems that they may encounter in growing their investment in the community. Trust is a key component to building a lasting relationship. If an investor determines that community leaders are careless with information, trust is impacted in a negative way.

S ECO N D, the investor lives in a competitive world and may not want their competition to know their plans. There are a host of reasons. It may be that they are going to introduce a new product or service and want time to position the introduction. It might be that they want to beat their competition into a new marketplace. Investors generally feel that their odds for success are better if they can launch their new initiative without the competition knowing about it. T H I R D, projects are hard to fi nd. The last thing a community needs to do is invite more communities into the competition by announcing it to the world. F O U R T H , open discussion

leads to speculation. Usually, the speculation is inaccurate. In most cases, it leads to the creation of unrealistic expectations in the community. In the worse cases, speculation leads to increased costs in the community. That site that cost X, now cost 2X because a land

owner found out that there is a buyer about with “deep pockets”. There are three stages over which decisions about the placement of an investment are made. The process can take months or even years. The first is the initial stage where the investor is sorting through a number of locations to find those that actually meet their requirements. In this stage, the investor is sorting based on major criteria – access to an interstate highway, an existing building or site of a specific size, right to work status, etc. Surviving communities go through a second stage where the investor is sorting based on more minor criteria – specific labor availability, prevailing wages and benefits, training opportunities, supply services, etc. Surviving communities go through a third stage where the investor has determined that the risks are manageable but the terms or incentives are being negotiated. At any point along the way, even if a community can meet the needs of the investor, the project is at risk if community leaders violate the prospects confidence. The confl ict between the need for transparency, on one hand, and confidentiality, on the other hand, is real and a fact of life in competitive communities. Wise community leaders recognize the confl ict and have the selfdiscipline to practice both transparency and confidentiality.

Information Fort Hood is the primary economic driver in the Central Texas region. It is important to provide investors of the Chamber with information about the post so they become informed representatives in Killeen, Austin, Washington DC, and beyond. During the last year, much was done to accomplish this goal: •

Presentations on the operations, current conditions, and future plans were given by Carl R. Darnall Army Medical Center, Operational Test Command, and Fort Hood Garrison Command.

Monthly electronic MRC Newsletters were distributed providing time sensitive information.

The MRC was represented at the Association of the United States Army (AUSA) & Association of Defense Communities (ADC) to build relationships with other military communities, armed forces representatives, and legislatures.

Tours of Fort Hood were provided.

In 2015 the MRC will continue to provide these activities, as well as informational speakers in conjunction with the next round of Listening Sessions.

Networking Throughout the year the MRC participates in several events to build relationships with the Soldiers and Families of Fort Hood. MRC representatives attend the Audie Murphy Inductions, NCO & Soldier of the Year Awards, Hails, Farewells, Retirements, and AUSA events. The MRC also organizes an annual Social for General Officers and Command Sargent Majors, an annual Retiree Round Up Dinner, and a MRC Conference. This year’s conference will be held in conjunction with the Fort Hood Listening Session.

However, these individuals rarely return to serve at Fort Hood. In an effort to begin building lasting relationships with Soldiers that will return to Fort Hood, the MRC held their first Senior Command Team Welcome in the fall of 2014. The goal of this event was to reach out to Command Teams from Battalions and above and introduce them to community leaders and resources. This event was offered in coordination with the New Command Team training. The MRC will continue to explore events that engage Soldiers and Families with the local community.

Access These MRC activities provide access to Fort Hood, the Soldiers stationed there, and retirees. In the process, these individuals learn about the local community and are welcomed into it. None of the programs in place for the MRC would work without this exchange from both sides. To build a strong relationship with Fort Hood, we must continue to build lasting bonds between the Soldiers, Families, and community members.

UNDER THE RADAR:

The Economic Value of Military Communities That Often Goes Unnoticed

T

he raw economic output that military installations have on their surrounding communities is no secret. The Texas State Comptroller recently estimated that Fort Hood is the largest single-site employer in the State of Texas, and reported that its annual economic impact on the state is $25.3 billion. The Killeen-Temple-Fort Hood Metropolitan Statistical Area (MSA) has seen a 49% population increase since the 2000 census (US Census Bureau). These statistics speak to the surge in economic and population output experienced by military communities.

The factors that play into economic impact are more than just numbers, however. Military installations benefit their communities economically by providing access to talent and multiple types of diversity. The talent that arrives to our region through the US Army is significant. The Heart of Texas Defense Alliance documents this impact quarterly with its Veterans Inventory Report. The purpose of the Veterans Inventory is to routinely record the intentions, educational level, skills, employment desires, and suggestions of separating Soldiers in order to improve the Fort Hood regional “Quality of Place.” I encourage you to view the data at hotda.org. Syracuse University performed a cross-disciplinary study based on academic research that "supports a robust, specific, and compelling business case for hiring individuals with military background and experience" (see below).

The research is clear: the military equips soldiers with a skill set that is highly sought after by employers. The veterans, dependents, and retirees from Fort Hood make up our competitive workforce. Companies that recognize this locate here largely to access this talent. In order to retain this talented workforce-and thus attract the companies that will grow our economy-we must make our region a place that entices soldiers to stay after they leave the service. We are on the right track. In the June 2011 edition of Wired magazine, the Killeen-Temple-Ft. Hood MSA was recognized as being a destination spot for the creative class. The report notes, “livable cities draw creative people, and creative people spawn jobs.” So, what exactly makes our MSA “livable?” Factors such as low cost of living, close proximity to Austin and Dallas, a young and diverse population, and quick assimilation are all strengths of our region, according to Talent 2030, a regional study conducted by Next Generation Consulting in 2009. A report by the Syracuse University Institute for Veterans and Military Families titled “The Business Case for Hiring a Veteran-Beyond the Clichés” cites many qualities typical of veterans:

In addition to access to talent, military installations also result in a high level of diversity in the surrounding community. Diversity tends to make people more accepting of others and more tolerant of ideas different from their own. Thus, the myriad of cultures, religions and ways of thinking that make up our region will allow us to face-and overcomeeconomic challenges. The economic impact of diversity has been recognized in numerous studies. Richard Florida, one of the leading experts in the field of Place Design and the author of Rise of the Creative Class, affirms this in an article published at citylab.com. Cultural diversity and tolerance, he says, are key factors in moving the economy forward because they enable societies to adapt and grow. “Diversity spurs economic development and homogeneity slows it down.” This has definitely proven true in the communities surrounding Ft. Hood, which continue to see economic growth that meets or exceeds the national average.

In an interview conducted for a series of videos produced by the Place Design Team, MG William Grimsley said, “What you see…in our little microcosm of society is a wonderful representation of the diversity of the United States population. Diversity brings in cultures from all around the world; the story of our country in a tiny part of the world.” Embracing and celebrating this diversity will result in continued growth and progress for our region.

Camp Hood was established in 1942 to train the tank destroyer batt alions that eventually triumphed over Axis forces in Europe during World War II. Designed to eradicate enemy combat vehicles, tank destroyers were heavily loaded with powerful weapons and able to penetrate most targets. Training required wide-open spaces for large-scale maneuvers and mock battles, and the 160,000 acres carved out of Bell and Coryell Counties fulfilled this purpose.

Fort Hood: Past, Present and Future C O L . ( R E T ) B I L L PA R R Y Heart of Texas Defense Alliance Executive Director

A BRIEF HISTORY. Fort Hood, named in honor of General John Bell Hood, traces its origins to the beginning days of United States involvement in World War II and the nation’s need for wide-open space (which Texas had in abundance) for tank destroyer testing and training. General Andrew D. Bruce was assigned to organize a new Tank Destroyer Tactical and Firing Center, and he chose 108,000 acres near Killeen, Texas – whose economy was centered on cotton and cattle - for the new camp. Camp Hood was officially opened on September 18, 1942, and has been continuously used for armored training ever since. The mission at Camp Hood was almost immediately expanded to include a replacement and basic training center at North Fort Hood. At times as many as 100,000 soldiers were being trained for the war effort. During the latter part of the war some 4,000 German prisoners of war were interned at Camp Hood. Camp Hood became a permanent post in 1950 and was renamed Fort Hood. In 1953, Fort Hood expanded to 207,557 acres. In September 1961, in response to the Berlin crisis, the III Corps headquarters was reactivated and permanently assigned to Fort Hood. The United States Air Force operated Gray AFB west of Killeen from 1947 until 1952. In 1953, control was turned over to the Army. Killeen Base (a nuclear weapons storage/assembly facility) operated from 1952 until 1969 when it was transferred to Fort Hood and became West Fort Hood.

AN ECONOMIC ENGINE. Fort Hood is the largest single-site employer in the State of Texas, home to over 41,000 Soldiers, 5,341 Civilian employees, and over 13,000 contractors. Of the 15 active military installations in Texas, Fort Hood accounts for 30 percent

of total annual goods and services produced by the military. In 2012, the Texas Comptroller calculated the annual economic impact (GDP output) of Fort Hood on the Texas economy at $25.3 billion.

III CORPS AND FORT HOOD MISSIONS. The senior tactical headquarters at Fort Hood is III (US) Corps, which exercises command and control and Training Readiness Authority for Forces Command units assigned to Fort Hood. Additionally, III Corps has Training Readiness Oversight of three additional Divisions: 1st Armored at Fort Bliss; 4th Infantry at Fort Carson, CO; and 1st Infantry at Fort Riley, KS. Fort Hood continues to support the largest concentration of armored military capabilities within the Army with three Armored Brigade Combat Teams and a Stryker Brigade Combat Team assigned to the installation. The installation’s ability to support light and heavy maneuver forces is unsurpassed with a demonstrated capability to support up to 51,000 Soldiers during the height of the Iraq conflict. The Army has consistently recognized the unique ability of Fort Hood and Central Texas to house, train, support, and sustain our Nations Soldiers and their Families in whatever formations our forces are configured. supports the Army’s contention that on a per capita basis, Soldiers training at Fort Hood continue to be more economically accomplished than at any other major Army installation. Fort Hood is fully capable of supporting current and future Army, joint and combined force mission requirements. The post is composed of 218,823 acres or 342 square miles. Range and training lands cover 196,791 acres, of which 132,608 acres is comprised maneuver land. Of this maneuver acreage, 83,700 acres represents heavy maneuver land, while 48,908 acres is classified as light maneuver land. Direct access to Lake Belton provides training in

all phases of water obstacle and river crossing operations, from small unit to division level.

One of the Army’s largest mission training complexes (MTC) is located at Fort Hood, providing individual, leader and collective digital training in a livevirtual-constructive integrated environment. The Fort Hood MTC utilizes a “HUB and Spoke” concept for support and integration of digital exercises across six major installations including Forts Carson, Riley, Bliss, Sill, and Knox. The combat aviation training area is comprised of 15,900 square miles beginning on Fort Hood and continuing West from Bell and Coryell Counties to Runnels and Tom Green Counties. Th is training area enables U.S. and allied military helicopter crews to train in a realistic environment, providing them with

the distances and depths required for combat aviation operations. Fort Hood also supports the Department of State and Department of Defense for Foreign military training and security assistance. The United States is currently working to supply Apache Longbow technology and aircraft to several allies. As the only collective trainer for att ack helicopters in the world, Fort Hood provides the unit training program to these allies.

W HY FORT HOOD’S MILITARY VALUE M ATTERS. In the last edition, we focused on “Why Military Value Matters” within the context of the statutory requirement that any Department of Defense recommendation to close or realign an installation must be based on an objective assessment of an installation’s Military Value. The Army’s model for Military Value Analysis (MVA) is based on a set of critical military capabilities, and

each capability is based on a certain number of criteria, which allows the Army to rank order installations when making decisions on force structure and stationing. Since the Base Realignment and Closure (BRAC) round of 2005, the Army has modified its MVA model five times. Currently the Army measures an installation’s military value in four capabilities: Training, Power Projection, Well Being, and Expansibility.

TRAINING: In addition to the significant maneuver and aviation training areas mentioned above, there are 87 ranges on Fort Hood – 11 of which are multi-purpose to support the training of units equipped with Abrams tanks, Bradley and Stryker Fighting Vehicles. In addition to 10 Urban Training areas, Fort Hood is home to a large “hub” Mission Training Complex and the only Underground Training Facility in the United States.

WELL BEING: With the completion and beneficial occupancy of the nearly 1 million square foot Carl R. Darnall Army Medical Center in 2015, Fort Hood will have state-of-the-art medical facilities to serve its assigned Soldiers, Family members, and authorized retirees. Housing, both on and off the installation, is modern, affordable, and plentiful. The full range of essential Family support services is located on the installation.

These four Military Value Capabilities frame the Army’s decision making process on force structure and where that force structure is stationed. Wh ile it is highly probable that the model will evolve as we get closer to the next BR AC round, it should be a reassurance to military communities that there is an objective methodology for making decisions on stationing units, and that Fort Hood scores very well in each capability. With limited local and State resources available for projects that increase Military Value, it is important that those resources are focused on objectives where increased Military Value will result.

EXPANSIBILITY: Measures the ability of the installation to absorb additional personnel and missions. Fort Hood was ranked the top installation in the Army during BR AC 2005 for “Future Stationing.” As the Central Texas region continues to grow as projected, the planning for that growth must be comprehensive and focused on

Central Texas College (CTC), like many organizations in the greater Fort Hood area, has a history bound with the U.S. military. The campus is located on more than 500 acres of land donated by Fort Hood. CTC’s diverse student population reflects our community. The majority of our students, faculty and staff have a military connection. More than 6,000 students from all walks of life take classes on CTC’s central campus in Killeen. Recently, CTC has seen an increase in the number of military spouse and family member students due in part to the transferability of the Post 911 GI Bill. In addition to a large, traditional college campus located between Killeen and Copperas Cove, CTC offers college courses on Fort Hood. CTC was the first to construct a college-owned building on a military installation and now owns two buildings on Fort Hood and leases a third. On-post classes are designed to fit around military schedules and are primarily offered at lunch and in the evening. Terms are eight weeks in length as opposed to the typical long semester 16-week classes offered on the central campus.

The goals of CTC military students vary. Many military personnel take classes to increase their chances of promotion, while others focus on gaining the skills needed to succeed in a career after the Army. CTC is a recognized leader in military education, offering maximum credits for military training and education and frequent class start dates and worldwide availability.

Many of the college’s first students nearly 50 years ago were soldiers participating in “Project Transition,” designed to retrain military personnel exiting the service for civilian careers after Vietnam. During the current military downsizing, CTC is again involved in working with Fort Hood and transitioning soldiers to increase their employability. One initiative, the Microsoft Systems and Services Academy (MSSA) program is a partnership with Microsoft Corporation. This is a full-time, 16 week, information technology (IT) job skills training program for active-duty U.S. military service members who have received their separation date. Qualified participants are assigned to the MSSA program as their new place of duty and, with successful completion, are given the opportunity to interview at Microsoft for a full-time position at Microsoft or one of the participating partners. In addition to the MSSA program, CTC offers other IT degree and certificate programs along with options in other high-demand fields like welding, truck driving, automotive technology and medical professions.

As a community college, CTC focuses on providing an accessible education. As part of enhancing that accessibility, CTC began offering college courses on military installations worldwide dating as far back as the early 1970s. CTC operates under contract at military installations in Europe and the Far East and has agreements on more than 20 military installations in the U.S. Today, you will fi nd CTC college courses at more than 100 locations and on Navy ships at sea. In addition to physical locations, CTC offers a robust distance education program.

CTC continues to be ranked among the top militaryfriendly colleges, best colleges for veterans, top degree producers and top schools for military personnel using tuition assistance.

Serving Children Here and Around the World Today, over four million military and veteran-connected children live with perpetual challenges presented by frequent moves, parental and sibling deployments, and a host of life transitions that include reintegration and dealing with profoundly changed parents.

The well-being of these children depends heavily on a network of supportive adults who are trained to identify early signs of emotional or physical challenge. The Military Child Education Coalition exists to serve these children from birth into adulthood. The Military Child Education Coalition (MCEC) is a 501 (c)(3) non-profit organization dedicated to ensuring inclusive, quality educational opportunities for all military-connected children affected by mobility, family separation, and transition. MCEC strives to serve as a model of positive leadership and advocacy for ensuring quality educational opportunities for all militaryconnected children. MCEC HISTORY The MCEC founders planned its organizational concept in 1996 at the home of General Tom Schwartz, then commander of III Corps and Fort Hood. In 1997, MCEC was launched through

founding memberships of Fort Hood and Killeen Independent School District, and was incorporated as a nonprofit, education-focused organization in 1998. In 2001, the Army became our first service branch member. Today, the MCEC membership includes all components of the military services including the Coast Guard, Veterans, school systems around the world, students, parents, organizations and corporations, and individuals. The MCEC is the only national organization that focuses exclusively and persistently on the needs of the militaryconnected child. Through extensive research and work with military families, we have learned what “right” looks and feels like for students, their families, school districts, and military and community support systems. We use this knowledge to build structures for sustainable support for children from birth through age 23 in their education-related transitions as well as during deployment and reintegration. As an awareness-building and service organization, we span the globe in our delivery of services through our programs for students, parents, educators, and other child-serving professionals, and through

our research, partnerships, resources, and array of high quality, accredited professional development.

MCEC PROGRAMS AND SERVICES Since its inception, MCEC has spearheaded numerous initiatives addressing the education needs of militaryconnected children with an emphasis on mobility. The MCEC capacity to deliver real-time, relevant programs and services that meet the needs of students, parents, and professionals is unparalleled. These high quality programs are standardsbased and focus on local communities and institutions. The MCEC programs and services are used daily in school districts and in trainings throughout militaryconnected communities. These services include student and parent programs; professional development; trainings and events; technology, resources and publications; and support.

peer-based programs in their schools to support mobile children as they transition to and from the school. In the Killeen area, MCEC Student 2 Student Programs are in every high school, Junior Student 2 Student programs are in every middle school, and eight area elementary schools have Elementary Student 2 Student (eS2S) programs. Two additional elementary schools will be trained in January. In the past, distinguished Shoemaker High School students have been selected to attend the MCEC National Training Seminar in Washington, DC, and an area middle school student received an MCECsponsored Space Camp Scholarship to attend Space Camp in Huntsville, Alabama.

PA R E N T PRO GR A M S - Parent to Parent – This keystone program

empowers parents to be their child’s strongest advocate on educational and social issues. The program trains a team of parents from installation areas to bring the MCEC Parent Workshops to their local communities to help spread

this important message. Our fantastic Parent to Parent team at Ft Hood has conducted 958 workshops and reached 16,467 parents. In the Ft Hood area, our local team presented 21 Tell Me A Story programs encouraging early literacy and parent engagement, and reaching 2,683 participants. Worldwide, over 161,000 military-connected family members have been trained through the MCEC Parent to Parent program.

I N- SCHO OL PROF E S SION A L S - Military Student Transition Consultant

(MSTC) - The MSTC program provides seven school districts serving high populations of military-connected children and youth with a highly qualified Transition Consultant to assist families with transition issues. In the Killeen area, four area MSTCs serve as first responders to military-connected families, facilitating and enhancing transition and deployment support functions for the local school district.

In 2013 alone, Killeen area MSTCs served nearly 10,000 district students, parents, school professionals, community members, and installation representatives.

Warrior Museum a Future Economic Driver for Central Texas

Central Texas and Fort Hood have earned a proud legacy as the model homefront for America’s Soldiers since World War II. The National Mounted Warfare Foundation (NMWF) intends to memorialize Central Texas’ place in history with the building of a highly-interactive, state-of-the-art museum dedicated to our Soldiers and our homefront – the Mounted Warrior Museum. Envisioned as a premiere destination activity for schoolchildren, Veterans and patriots from Texas and across the country, the Mounted Warrior Museum is expected to generate nearly $5 million dollars in local economic impact in the first year alone.

The intent is to reach the Phase I capital campaign goal in time to break ground in 2017, and open the museum to the public in late 2019. In addition to the capital campaign, the NMWF is conducting an ongoing “Friends of the Museum” sustainment campaign. The goal of this campaign is to raise $500,000 annually through local pledges from Central Texas businesses and individuals. “This is a heroic opportunity for local businesses to help drive the local economy, and put CENTEX on the map in a very proud and special way,” says Lt. General (Ret.) Funk. “We will ensure all gifts are permanently recognized by the museum.”
