The year ahead is expected to be an interesting one for business in Asia. Hiring activities are continuing to increase while companies are also having to adhere to new visa restrictions, and strike a new balance between local and foreign employees By Sumathi V Selvaretnam While overall hiring activity is expected to increase in 2014, employers in Singapore will face significant HR challenges as the government tightens visa regulations for foreign workers. Singapore’s growing presence as a regional tourist hub will see more restaurants and entertainment outlets opening in 2014, says Femke Hellemons, Country Manager, Adecco. “As such, there will be a demand for service staff, as well as openings for customer service and retail positions.” The manufacturing sector will also see hiring increases for roles such as operators and technicians, says Josh Goh, Assistant Director, Corporate Services, The GMP Group. “Chemical, oil and gas, and pharmaceutical companies are also hiring for technicians.” Increased hiring activity is also expected in the areas of information technology (especially in cloud computing), pharmaceuticals and services. Lastly, there will be continued demand for dynamic customer-facing roles such as sales managers, account managers, as well as

client relationship managers and administrators, adds Hellemons. Companies are on the lookout for young talent to take under their wings. DBS Bank for example, is hoping to expand its banking talent pool by hiring 200 new graduates for four newly launched talent development programmes. Aimed at diploma and degree holders who have graduated recently, the programmes will groom talent aspiring to build careers in retail banking, Small and medium sized enterprise (SME) banking, and customer service. While the business recovery remains shaky, pay rises in the region are expected to be steady. The tightening of the labour market in 2014 is expected to push local salaries up, says Goh. “With the new Fair Consideration Framework employment guidelines, the focus will be very much on local hires.” Candidates’ expectations have also gone up. Quite a number of candidates, from fresh graduates to experienced hires, are looking for higher salaries, says

Goh. “Besides the tightening labour situation, wages will also be affected by the economic slowdown, inflation, and company performance.” Hellemons from Adecco concurs. “Salaries are expected to increase. As in 2013, we are seeing organisations compete to attract and retain the very best talent. HR professionals within companies will be looking into competitive compensation packages,” she says. Employees in Singapore can expect an average of a 4.5% salary increase in 2014, which is a positive development after taking into account expected inflation of 2.9% versus 4.6% in 2012, says Sean Paul Darilay, Global Data Services Leader-Southeast Asia, Towers Watson. “This is a welcome development as employees have been feeling significant cost-of-living pressures in the last few years.” Bonuses will still be good for companies that are doing well, but most SMEs and multinationals tend to be more conservative on this payout, especially those international organisations affected by the sluggish US and European economies, says Goh. “Generally, the commercial sector will adopt a wait-and-see approach. Bonuses will be subject to industry productivity and profitability. Most companies will follow the government-recommended guidelines and inflation rate in Singapore.” Provision of health-care benefits remains important, with most companies providing clinical and outpatient cover, as well as hospitalisation benefits, says Darilay. “Consistent with the recent trend towards workforce well-being, we observe a notable increase in the provision of wellness and healthcare programmes. Overall, benefits programmes remain an integral part of a company’s attraction and retention strategy.”

Tackling the challenges ahead Apart from tightened quotas on foreign talent, 2014 will also see the introduction of a National Jobs Bank, where companies are compelled to advertise job openings for two weeks before extending positions to foreign talent. The impact of the new legislation will definitely be detrimental to companies currently hiring a high percentage of expatriates and foreigners, says Goh. This is 6

especially true for the food and beverage, and hotel industry; it will be even tougher to hire locals when the bulk of staff are foreign workers. “This will translate to longer hiring cycles and perhaps even job re-evaluation or re-design to suit more local hiring,” he says. Anticipating these challenges, the Ramada and Days Hotels Singapore at Zhongshan Park, two brands under the Wyndham Hotel Group, are looking at ways to build more sustainable manpower pipelines. Both hotels plans to utilies part-timers and casual workers, including local housewives and retirees, to augment the workforce, says Josephine Chua, director of HR for the group. The hotels are also cross-deploying employees between departments to raise efficiency and productivity. “We are also staying abreast of the market situation, as well as benchmarking and reviewing our compensation and benefits package to stay competitive,” says Chua. The entrance of the “New Millenials” into workforce is another upcoming challenge for HR, says Theresa Phua, Management Director, Human Resources, DBS Bank. “Armed with different aspirations and new styles of working, many of them want to join firms that continuously engage them through communications, especially social media,” she says. “DBS anticipates that the challenges posed by an evolving workforce will revolve around effectively attracting and development of talent.” To ensure that it reaches out to this future talent pool, DBS is tapping on more online recruitment channels such as LinkedIn and Facebook. “Besides aptitude tests and an assessment centre, we are also exploring new ways of selecting candidates to hire the right people with the right skills. Employee referrals play a key role in our recruitment strategy,” shares Phua. HR also needs to strategise on how to improve retention strategies within the organisation, as many people are choosing employers who can provide the career growth and development, empowerment and stability that they expect, says Goh. Training and development opportunities are one way to help talent forge a future with the organisation. The DBS Academy for example, offers both classroom and online learning programmes which support employees’ career progression. “In addition, employees can also enrich their work experience by participating in the bank’s internal mobility programmes to move across the bank’s businesses and geographies,” says Phua. Flexibility at work is another factor that makes a great workplace, and increases efficiency and productivity, say Phua. “Employees may have different needs, depending on the stage of life they are at. For example, flexible work arrangements, such as flexible working hours, part-time work, working from home and unpaid leave are accessible to DBS employees to help them achieve work life balance.”

Foreign labour restrictions and a tight labour market are seeing companies trying their best to do more with less. Training and development are becoming increasingly important, as managers seek to upskill their employees, improve their work processes, and raise efficiencies. Training and development is an effective strategy to enhance the skills and competency of staff so that they can perform better in their area of function, says Rexanna Kok, vice president of Kaplan Professional. “It bridges the competency gaps and with improved work performance; it also enhances staff morale, thereby boosting retention and productivity.” As companies vie for top talent, training and development is also another way to engage employees and show them that they have a future with the organisation. Retention is achieved in two ways, says Tim Symons, campus director of the Boxhill Institute. “The first is the more ‘oldfashioned’ way of bonding employees to the employer for a specified period in some way to achieve benefit realisation. This is still a fairly common occurrence.” The second, and potentially more productive way of realising the benefit of training and then retaining employees is to explicitly integrate the new learned skills into the employee’s role, and integrate the new skills into the regular performance review and feedback, says Symons. “This results in both individual and organisational engagement with the training and development.” While rewards and recognition are extremely important for retention of talented employees, development in any

It could be training programmes to increase their product or business knowledge, job rotation, cross-business projects, attendance at industry seminars and conferences, mobility options, or even by being given the opportunities to interact closely with senior management and learn the competencies and leadership skills from these executives.

Training and Development At Societe Generale in Asia, training and development is effective as a retention tool in at least 70% of the cases, says Yap. The key is to understand the motivation and aspiration of the employees, then providing the right development opportunities to support them so as to keep them motivated and engaged. “We have also observed that, for a number of high-performance employees, introducing the concept of “employability” is also an effective retention strategy, as it increases their “value” and “marketability” and allows them to take on different challenges within the organisation when the opportunity arises,” she says.

Skills in demand

Demand for executive education programmes will likely increase

in 2014

Soft skills, such as customer service skills and business acumen skills will be in demand in the new year, says Symons. “Examples of this include the ability to problemsolve, individual initiative and decision-making, and the ability to ‘manage up’. This seems to be standard across all sectors at this time.” Other soft skills that companies are looking at include communication and problem solving skills, says Kok. “We are also seeing an increase of interest in areas such as finance, leadership, and productivity competencies.” Productivity is the mainstay in traditional business, but in recent times innovation and strategic thinking have been gaining greater share of the spotlight, says Natalie Ang, associate director of executive education, ESSEC Asia-Pacific.

Executive education trends Executive education is another way for high level and high potential employees to boost their skills and expertise. “It empowers managers with the confidence and right knowledge to make decisions and put them into action,” says Ang. ESSEC saw a healthy demand for executive education programmes in 2013. “This demand is likely to increase in the coming years as business organisations and individuals look ahead to growth and expansion in different areas of their business operations,” says Ang. The demand for 2014 will likely increase as Asia strengthens its position as an economic powerhouse and multinationals from across the globe continue to enter the region, says Ang. “Companies and organisations will need to equip their employees with strategic insights and skill sets that will benefit both individuals and organisations to grow and develop.”

Tapping on subsidies A host of government subsidies are available to help companies ease the burden of training costs. Singaporeans and Permanent Residents are in an excellent position at this point in time, with very strong government commitments to funding learning on both organisational and individual levels, says Tim Symons, campus director of the Boxhill Institute. “An example of these are Workforce Development Agency subsidies for WSQ training programmes, WTS top-up funding for eligible learners, absentee payroll funding to defray organisational costs, and individual awards for completion of training where eligible.” The Productivity and Innovation Credit Bonus is another scheme that enables companies to gain tax credits for training staff. Businesses that invest a minimum of S$5,000 per year of assessment will receive a dollar-for-dollar matching cash bonus, of up to S$15,000 over the three years of assessment. Companies who wish to develop their HR training capability can also tap on the Enterprise Training Scheme to build training and leaning infrastructure, says Rexanna Kok, vice president of Kaplan Professional. “There are also many SME clinics around the island where SMEs can seek funding support and assistance,” she adds.

Programmes that are in demand and on the upward trend include luxury brand management courses, digital marketing, business model innovation, global supply chain management, and real estate finance. The serviced apartment industry has been experiencing rising demand as global multinational corporations continue to relocate employees overseas to support their growth and expansion plans. More than half (54%) of multinationals headquartered in the U.S. — and 43% in Asia — expect the number of international assignments to rise in the coming year, says research by Towers Watson. According to statistics from Colliers International, Singapore has an estimated 36 serviced apartment developments supplying a total of 4,070 apartments units as of the end of August 2013. Adding to this statistic, The Straits Times recently reported that the demand for serviced apartments in the city centre over the first half of this year was strong, with an estimated average occupancy rate of 79%. It also mentioned that more serviced apartments had sprung up in the city fringes and suburbs, as the Government’s decentralisation plans have taken new business and commercial zones out of the city centre.

Apartments on-demand But expatriates do not just want any serviced apartments readily available; the survey results also show that cultural immersion is becoming an integral factor. “One of the key trends we’ve identified is the growing number of extended-stay travellers looking for quality accommodation near to heritage sites or cultural locations, as they seek not only high quality service and convenience but also authentic local cultural experiences,” Andrew Donadel, general manager of Pan Pacific Serviced Suites says. “The typical extended stay guest is one who is very well-travelled, and they are increasingly looking for local cultural immersion opportunities to enrich their stays.” Apart from serviced apartments being located near such cultural sites, Tonya Khong, general manager – Asia-Pacific, Frasers Hospitality, says social cohesion

Advancements in technology have led to employers being more aware of the effectiveness of enterprise solutions. Companies are now realising that they can no longer rely on static operational software solutions that only do the job of administrative record-keeping, says Lim Say Ping, Director, iqDynamics. “Solutions need to come highly integrated with advanced talent management components that contribute to agile decision-making, thus largely improving productivity and efficiency for the business organisation,” he notes. With organisations being spread across geographical boundaries and locations, mobile technology will no longer be just a trend; it has to become a reality. “Companies must turn to solutions that can keep up with the speed and mobility of their management, their

majority of them are not looking to mine their own data over the next five years to drive their talent strategy forward.” “Companies currently using talent analytics to inform their talent strategy can identify high-potential employees and more closely link remuneration and benefits to high performance,” Smith added, urging businesses here to use talent analytics to prepare for a growing leadership crisis. As well as adopting talent analytics, companies are also looking to outsource their recruitment process to help them build a world-class talent strategy. More than half (57%) of Singaporean employers surveyed will contract out all or part of their recruitment process in the next five years. “As globalisation and the speed of work makes the talent equation more complex, outsourcing key elements of recruitment and talent management to experts in strategic planning, talent mapping and resource management is becoming an increasingly appealing solution,” Smith concluded.

According to the ‘2013/2014 Randstad World of Work Report: Talent Strategy Game-Changer Series’ six in 10 employers in China are already adopting this technique, followed by India and Malaysia (39%) and Hong Kong (35%). More than two-thirds (67%) of employers in Singapore fail to utilise talent analytics to help them create a strategic workforce to meet the demands of the future. Michael Smith, Country Director of Randstad Singapore, said: “Singaporean employers are telling us that the biggest human capital challenge their organisation will face in the next year is attracting new talent for business growth. Yet the

Cloud computing or software-as-a-service (SaaS) solutions place the key HR functions within reach of all teams, departments and employees regardless of the location or time zone they are based in. With a centralised software and database on the cloud, HR is able to communicate information, share employee data, calculate payroll, and compile complex reports faster and more accurately. “Mobile technology, web-based technology, BYOD, BYOT – with a whole new generation of mobile devicetoting executives, managers and leaders, this is no longer just a domain of the IT department,” says Bodduluri. “Find the right talent, engage with them, retain and reward them – HR must stay aware of the mobile generation.” Data analytics is another technology that is being slowly implemented into the HR sector, and has quickly evolved to provide a user-friendly interface that is also easy to deploy. “The traditional layer in which IT has to come in to set up database linkages with external reporting tools has now been eliminated,” explains Ho Chee Tiong, Sales and Operations Director – HRMS, UNIT4. “Resource planning platforms and many of these technology tools are now highly usable at an organisation-wide level by non-technical or programmingtrained personnel. Interfaces have improved with simple drag-and-drop functionality (and) dashboard visuals are easy to configure compared to the platforms of the past.” The explosion of social media and proliferation of mobile technologies is also changing how HR departments and their organisation interact with their workforces. “While such technology gives round-the-clock access to corporate information and services, it also promotes collaboration and ISSUE 13.12 13.11

Tech as an HR partner The ever-looming labour crunch, companies that operate in different geographical locations and time zones, the changing priorities of a younger, more socially aware group of employees: these are just some of the huge challenges HR now faces. Adopting and adapting to new technology just allows HR professionals to perform their roles better. One of the clear advantages of adopting new technologies is the ability to create operational advantages and greater business productivity. “HR technology such as cloud or SaaS has made it easier for individuals to streamline processes and share information across geographies and organisational levels,” says Ho. HR Analytics technology provides HR business partners with the ability to access information as well as to share their feedback or input up-to-date information in a timely manner. The data and feedback are then collated and used in discussions to align HR strategies, whether it is to fill the gaps in current processes or to address specific organisational needs. “Real-time talent management solutions mean that HR is no longer playing catch-up with performance appraisal reviews or bonus computations that might have turned obsolete three months ago,” says Lim. “Management is able to recognise and retain talent almost immediately, leading to better morale and productivity.” Web-based systems allow for management to be much more mobile and in touch with teams and employees from offices in different or even remote locations. Employee self-service portals allow employees to manage their own administrative tasks, such as leave applications or expense and travel submissions. Pertinent data such as performance appraisal scores necessary for managing training, development and succession is available to management, on-demand. Web-based self-service portals can even be opened to pre-employment candidates for the completion of personal and employment data, which can then be transferred seamlessly into the employee system upon successful employment.

Sharing his thoughts at a later date, the HR director emphasised some important points that helped him overcome the drawbacks of implementing new technology: • The assurance of selecting a proven system built on a globally-recognised technological framework • The savings in time and costs in the long run by selecting an integrated enterprise system instead of relying on fragmented legacy software. • Better mobility, especially important as the company had offices in several countries, and improved productivity by using an easily accessible, fully web-based system • The ability of modern holistic solutions that not only accommodate operational needs, but also tightly integrated employee data with talent management functionalities such as performance management. “At times though, line managers rely too much on technology for communication and as a result greatly reduce the opportunities for face-to-face interactions – eliminating the personal approach and effectiveness of staff management,” says Ho.

Going back to basics Even with technology modules in place, true talent management, the management of human capital, still ultimately relies on the power of human interaction. “With a proven technology on hand, HR now has the time and resources to be better engaged, face-to-face, in identifying, grooming, training, developing and retaining the talented groups of individuals and successors necessary for an organisation’s growth,” says Teo Teong Ho, Director, iqDynamics. Technology should indeed be used as a tool to cut down process inefficiencies and improve feedback channels, says Ho. “The time and resources saved through adopting these technologies can be more efficiently redeployed to develop additional strategic HR plans and activities – these include dedicating more resources on talent recruitment, improving staff retention levels and boosting the workforce’s motivation and morale,” he adds.

It is therefore critical to pre-plan your HR system blueprint carefully before embarking on regional rollouts, to ensure the entire solution (be it outsourced payroll, regional talent management etc.) enables (and not hinders) HR as a strategic business partner.

Healthier Workplaces According to the most recent National Health Survey, less than 60% of adults aged 30 to 39 meet the guidelines of 150 minutes’ physical activity per week. The rate of increase in obesity prevalence over the last six years was highest amongst those aged 18-39 years. This is a concern because obesity increases the likelihood of various diseases, particularly heart disease, type-two diabetes, and certain types of cancer. As the majority of working adults spend most of their time at work, the workplace is clearly an effective platform to reach out to working adults to change behaviours. Companies should indeed invest in their employees’ health as it shows that they care for their staff, leading to

lower turnover rates. “Investing in employee health improves overall business productivity, as healthier employees translate to less absence from work, thus better productivity,” says Wong Kae Thong, Medical Director, AsiaMedic Wellness Assessment Centre. The Health Promotion Board (HPB) recently unveiled Singapore’s first healthy workplace ecosystem at Mapletree Business City (MBC). The creation of a healthy workplace ecosystem marks a stepping up of HPB’s efforts towards encouraging Singaporeans to make healthy choices – by bringing those healthier options right to their doorstep. “The healthy workplace ecosystem is a significant development for healthy living in Singapore and is

CASE STUDY Reshaping healthcare and delivery in the US Employers in the US remain committed to providing active employee healthcare benefits in the near future. They are, however, responding to healthcare reforms with more aggressive actions to improve health care delivery and manage rising costs of care. The 18th Annual Towers Watson/National Business Group on Health (NBGH) survey, “Reshaping Health Care: Best Performers Leading the Way”, found that employers expect average healthcare costs for active employees to reach US$12,136 in 2013, up 5.1% from $11,457 in 2012 — the lowest cost increase in 15 years. In the coming years, more than 80% of respondents plan to continue to raise the share of premiums paid by employees, including rethinking their subsidy strategies for dependents. Subsidies for retiree medical coverage have declined, too, with only 15% of companies offering them to newly hired employees today. Companies are also taking advantage of new rules under President Barack Obama’s healthcare overhaul in 2014 to punish smokers and overweight workers specifically. Some will even force employees to meet weight goals, quit smoking, and provide very personal information or pay up to thousands more annually for healthcare. Nearly 40% of large US companies will use surcharges in 2014, such as higher insurance premiums or deductibles for individuals who do not complete company-set health goals. That’s almost twice as many as the last time the survey was completed in 2011, when only 19% of companies had such penalties. The number is expected to climb to two-thirds of employers by 2015. Penalties hit smokers hardest as more companies penalise workers who use nicotine because of their much higher healthcare costs. Tobacco-use surcharges continue to grow, up from 35% in 2012 to 42% in 2013. It is expected to reach 62% by 2014. For instance according to Reuters, consumer goods giant Proctor & Gamble will begin charging such employees an additional $25 per month until they have completed a company-paid cessation programme. Under similar provisions, state employees in Wisconsin and Washington State will pay as much as $600 more per year, while non-union smokers at United Parcel Service will pay as much as $1,800 extra. “We found that while less than 10% of workers at large employers smoke, their impact to healthcare costs is disproportionately huge,” LuAnn Heinen, vice president for the National Business Group on Health told Reuters. “Helping them quit – however you do that – has the most obvious near-term payoff in terms of savings and productivity gains.”

Nearly two-thirds of respondents offer employees financial rewards to encourage participation in health programmes, but tougher requirements are on the way. Today, 16% of companies align their rewards and penalties to specific biometric targets (such as body mass index and target cholesterol levels), and another 31% are considering this strategy for 2014. There is also growing interest in expanding financial incentives to include spouses: 59% of respondents anticipate doing so by 2014, up from 23% that did so in 2012. Under the new Affordable Care Act, which takes effect in January, companies can offer a reward of up to 30% of healthcare costs paid by the employee to those who complete voluntary programmes like smoking cessation, risk assessments, or biometric tests like waist measurement. The financial incentives could add up to about $1,620 annually per worker. But if wellness programmes don’t end up saving costs, companies can raise premiums. In some states, tobacco users who sign up for insurance through the new state health exchanges could be charged 50% higher premiums than non-smokers.

Here in Singapore, there are a plethora of choices to choose from when organising MICE events, with new venues such as The Star Performing Arts Centre (The Star PAC), popular venues such as Resorts World Sentosa, and award-winning locations like Marina Bay Sands. In fact, MICE events at these venues have been so popular that the lead time to book in can range from six months or longer, depending on the requirements and the scale of event.

Highlights of 2013 Since its opening at the beginning of the year, The Star PAC has seen strong interest and received a good number of enquiries from all industries. According to Sarah Lim, director of sales and marketing, The Star PAC’s unique offering involves a choice of meeting and performing arts spaces in an integrated hub complete with a retail mall. “The spaces include the first and only 5,000-seat performing arts theatre (in Singapore), a multi-purpose function hall, an outdoor amphitheatre, rooftop reception area, and supporting rooms,” she said. While the ‘baby’ of MICE events is gaining popularity, Resorts World Sentosa has

Despite starting off the year on a cautious note with the global economic volatility and European slowdown, Tan Bee Ling, vice president of resort sales, Resorts World Sentosa says, the market remained optimistic, providing a precious boost to the venue’s MICE business. “We are on track to host more than 3,000 events this year,” she said. “Resorts World Sentosa houses world-class attractions, six unique hotels, more than 60 dining experiences, a destination spa and many entertainment options under one roof.” Having won Best Business Event Venue Experience by the Singapore Tourism Board at the Singapore Experience Awards 2013 for the second consecutive year, Marina Bay Sands ends 2013 on a record high of 70-plus trade shows and exhibitions for the Sands Expo and Convention Centre, up from 51 last year. Top three drivers of MICE 2014 • Creative ideas: Clients will continue to look for venues and agencies that can deliver not just unique, creative solutions, but also offer crucial business functions such as programme, security and compliance, which will continue to be important in 2014. • Technology: Live technology will continue to be an essential function in gaining real-time feedback during an event. The information gathered can and will shape the agenda of the remainder of the event to customise needs that have been sounded out along the way. In 2014, there should be an increase in the incorporation of social media and apps which can be used to engage attendee pre-, during and post-event. • Customisation: Organisers are looking for locations that are able to tailor and adapt events to suit their event requirements, from personalised invitations to mobile itineraries on arrival, to interactive voting at the event. Even with a plethora of choices at their disposal, these planners would not mind going back to the same venue as long as there is customisation available. Going forward, many venues are setting up teams to cater to such personalisation for customers and this will be imperative in 2014 and beyond. This point is reiterated by Lim, who says, “The growing needs of event organisers to facilitate constant connectivity for event attendees and delegates, digital and social media integration to push towards greater engagement for events will be paramount”. Clearly, the planning of MICE events goes beyond the basic requirements of providing a venue and a programme. Tan says Resorts World Sentosa believes there will be a growing trend for high-end MICE products, as customsation becomes vital, particularly in the incentive segment. “This segment of the market will be of higher yield and will be more selective,” she says. “Therefore, it will be crucial for players to be flexible and adaptable to clients’ needs.”
