AUTHORIZING FY’2025 ENDING THE HIV EPIDEMIC (EHE): A PLAN FOR AMERICA RYAN WHITE HIV/AIDS PROGRAM PARTS “A” AND “B” GRANT PARTIAL AWARD ALLOCATIONS TO PROFESSIONAL SERVICES PROVIDERS AND PROVIDERS AWARDED THROUGH A COMPETITIVE CONTRACTING PROCESS

MARCH 1, 2025 THROUGH FEBRUARY 28, 2026 ($841,600.00)

WHEREAS, by way of Resolution No. 563-9-2024, the Board of Commissioners authorized the application and acceptance of funds from the United States Department of Health and Human Services Health Resources and Services Administration (HRSA) for the Ending the HIV Epidemic (EHE) Grant; and

WHEREAS, the Hudson County Department of Health and Human Services would like to allocate funds in the amount of EIGHT HUNDRED FORTY ONE THOUSAND SIX HUNDRED DOLLARS AND 00/100 ($841,600.00) to be utilized for contractual services in support of the Ending the HIV Epidemic (EHE) initiatives designed to respond and treat new HIV cases and reduce HIV transmission in Hudson County; and

WHEREAS, it is in the best interest of the County to provide funding to professional services providers identified below in categories one (1) and two (2) and these awards are not subject to “Pay to Play” regulations as they will be awarded to professional services providers that are not-for-profit agencies providing medical and social services; and

WHEREAS, the Local Public Contracts Law, N.J.S.A. 40A:11-1, et seq. permits the awarding of a contract for professional services without public advertising for bids and requires that resolution and terms be available for public inspection and are on file with the Clerk of this Board; and

WHEREAS, on January 10, 2025, the Hudson County Division of Purchasing issued and advertised in the Jersey Journal and Star Ledger a Request for Proposals (RFP) for Ending the HIV Epidemic (EHE) FY’2025 Peer Housing Navigator, Marketing Campaign, Rapid Start Antiretroviral Therapy (ART), North Hudson Services Expansion and LGBTQ+ Health and Wellness Program Initiatives; and

WHEREAS, the County received nine (9) proposals in response to a Request for Proposals which was publicly opened and read on January 31, 2025, and one (1) proposal was deemed non-responsive while eight (8) proposals met all requirements and were deemed responsive; and

WHEREAS, a Review Committee was convened on February 24, 2025, which was comprised of four (4) individuals with knowledge and background in the requirements of the Ending the HIV Epidemic (EHE) Initiative, and a Representative from the HIV/AIDS Planning Council; and

WHEREAS, after careful review of the submitted proposals, it is recommended that contracts be awarded to Hyacinth AIDS Foundation and Hudson Pride Center, specified in categories three (3) through seven (7) in the amounts listed below.

WHEREAS, the aforesaid funding in categories three (3) through seven (7) are not subject to “Pay to Play” regulations as they emanated from a fair and open competitive contracting process pursuant to N.J.S.A. 40A:11-4-1; and

WHEREAS, as a result of a Request for Proposals (RFP) advertised in the Jersey Journal and Star Ledger on January 16, 2025, one (1) firm submitted a proposal for the procurement of consulting services relative to the FY’2025 Ending the HIV Epidemic (EHE): A Plan for America Ryan White Parts “A” and “B” Grant for the provision of Administrative Support, Quality Management, Data Coordination and Program Evaluation Services and the proposal was publicly opened and read on February 7, 2025; and

WHEREAS, a Review Committee was convened which was comprised of three (3) individuals with knowledge and background in the requirements of the Ending the HIV Epidemic (EHE) Initiatives; and/or knowledge about professional contracting; and

WHEREAS, after carefully reviewing the proposal submitted, it is recommended that a contract be awarded to Holmwood Data Consulting, specified in category No. nine (9) below in an amount not to exceed FIFTY THOUSAND DOLLARS AND 00/1000 ($50,000.00); and

WHEREAS, Holmwood Data Consulting, 563 Van Buren Street, Ridgewood, New Jersey 07450 has the knowledge, experience and professional staff to perform these services; and

WHEREAS, funds shall be utilized for Quality Management and Administrative Support Services at an hourly rate of ONE HUNDRED TWENTY FIVE DOLLARS AND 00/100 ($125.00) and Data Coordination and Planning Evaluation Services at an hourly rate of EIGHTY FIVE DOLLARS AND 00/100 ($85.00); and WHEREAS, this award is not subject to “Pay to Play” regulations as the award emanated from a fair and open competitive contracting process; and

WHEREAS, the Director of the Department of Finance and Administration has certified that the funds are available for this purpose in Account No. 02-213-40-866-25-0000.

NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the County of Hudson, that:

1. The aforesaid recitals are incorporated herein as though fully set forth at length.

2. The Board hereby authorizes the County Executive, Craig Guy, or County Administrator, Abraham Antun, or Deputy County Administrator, David B. Drumeler, or their lawfully appointed designee to execute any and all documents and take any and all necessary actions to complete and realize the intent and purpose of this resolution.

3. The Clerk of the Board shall attach a certified copy of the Resolution to the filed copy of Resolution No. 563-9-2024.

4. A Notice of this action shall be published by the Clerk of the Board of Commissioners.

5. This resolution shall take effect immediately.
