ESTONIAN CHAMBER OF COMMERCE AND INDUSTRY

Estonian Chamber of Commerce and Industry welcomes all entrepreneurs who are interested in maintaining a favourable business environment and advancing their business. Main activities of the Chamber: I Representing and protecting the interests of entrepreneurs. I Developing the business environment. I Providing services for companies. In addition to active contribution to the legislative drafting concerning entrepreneurship, the Chamber also offers practical services for Estonian as well as foreign companies. Gives advice. Helps to find partners in Estonia and abroad. Provides information regarding procurements. Introduces new target markets and business opportunities. Trains entrepreneurs on relevant issues. Facilitates trade — issues foreign trade documents. Settles disputes through its Arbitration Court. Facilitates export — publishes the Estonian Export Directory. Rents out rooms of the Chamber for various events.

In addition to having their voice heard in the Estonian economic policy, the membership of the Estonian Chamber of Commerce and Industry gives an entrepreneur a number of different benefits, such as: I A lot of unique and useful information that is first and foremost available for the members. Upon becoming a member, a single entry fee (30 euros) and the membership fee of the calendar year have to be paid. Thereafter the membership fee is paid each year during the first quarter. FAIRS, VISITS AND BUSINESS-TO-BUSINESS MEETINGS I Business delegations of Estonian entrepreneurs to foreign countries, including business delegations accompanying the President or ministers. I Business-to-business meetings, business and round table meetings in Estonia as well as in foreign countries. I Seminars introducing different target market countries. I Joint exhibition stands of Estonian entrepreneurs at foreign fairs. I Organising marketing events. Prices according to the organisation expenses, discounts for members.

TRAININGS, SEMINARS, II ROUND TABLES The Chamber organises various business trainings and seminars. Among the most popular have been for example: I export seminars, I courses on tax issues and public procurements, I target market seminars introducing different countries. The prices of trainings and seminars depend on organisation expenses and are notified separately for each event. As a rule, the participation fee is 50% cheaper for the members of the Chamber. Discounts are not applicable if a seminar is commissioned by an external contracting entity.

INFORMATION AND CONTACT SERVICES FOR ESTONIAN COMPANIES Enterprise Europe Network: Business Support on Your Doorstep The Chamber offers practical information and partner search services in international cooperation under the name of Enterprise Europe Network (EEN). In Estonia, the EEN Network also includes Tartu Teaduspark SA, Tehnopol SA, OĂœ B.I.A. and Invent Baltics OĂœ, providing additional value to the services of the Chamber through their activities which support and facilitate knowledge and technology transfer. More than 600 organisations in 52 countries in Europe and across the world (including China, Japan, South Korea, USA, Russia, Turkey etc.) have joined the Enterprise Europe Network. New members join the Network continuously, thus extending the range of reliable information regarding target countries and potential partners that can be provided to entrepreneurs. Active foreign partner search After receiving an inquiry from a client (either by telephone, e-mail or in the office) the expectations of the client will be identified and the request for partner search is sent to the Enterprise Europe Network (EEN) representative of the target country of the partner search. Passive partner search or publishing the co-operation profile In order to search for potential cooperation partners in the chosen target country the Chamber offers a possibility of publishing a cooperation proposal in the cooperation proposals database of the EEN. PROCUREMENT MONITORING The European Union (EU) procurement monitoring service helps Estonian companies in managing among more than 2,500 procurement offers published weekly. For making a selection, the Chamber uses information from the EU common database TED (Tenders Daily) which publishes more than 600 tender notices daily. Information received from there is filtered with the special procurement search software in order to inform companies only of the tenders that are of interest for them. In addition to the tender notices of the public sector of the EU member states, the TED database includes also tender notices of the EU institutions, assistance programmes and tender notices of other countries such as Switzerland, Liechtenstein, Norway and Iceland.

FOREIGN TRADE DOCUMENTS: CERTIFICATE OF ORIGIN, ATA CARNET The Chamber issues certificates of origin verifying the non-preferential origin of goods, which are presented to the customs of the importing country, in order to prove the origin of the goods. The form of the certificate of origin is available at the website of the Chamber of Commerce at www.koda.ee under Services.

ATA carnet The ATA carnet is an international customs document, the so called goods passport that simplifies movement of goods, temporary import and export as well as transit. It is recommended to use the ATA carnet for goods such as fair showpieces, goods samples and professional tools.

VIII PUBLICATIONS Handbooks for entrepreneurs The Estonian Chamber of Commerce and Industry is a member of the International Chamber of Commerce ICC and the official representative of the Business Bookstore in Estonia. ARBITRATION COURT The Arbitration Court of the Estonian Chamber of Commerce and Industry as the oldest Estonian permanent arbitration court settles disputes arising from private law relationships, including foreign trade and other contractual business relations.

I The arbitration procedure is confidential, which means that the Arbitration Court does not disclose to the third persons any information regarding the disputing parties and the dispute. Information is disclosed to third persons only in case if the Arbitration Court has a previous written consent of the parties for disclosing information. I The arbitration fee is the cheaper the bigger the amount of claim. Determining the arbitration fee always takes into account the expected complexity of the dispute and the manner of forming the arbitration court (if the parties wish an arbitration court with one or for example five members). I The arbitration procedure is faster, the term for the procedure is up to six months (which can be extended, if necessary). In most cases the arbitration decision is made within 3-4 months. I The parties can participate in forming the arbitration court settling the dispute, suggest their candidates, make proposals regarding how many members should the Arbitration Court settling the case have etc. I It is easy to enforce the decision of the Arbitration Court in a foreign country (in all countries that have joined the 1958 New York convention- 142). I The decision of the Arbitration Court enters into force from the moment of its making, thus it can be enforced from the moment of its making (the decision can be taken to a bailiff and the execution proceedings can be started).
