5 Leaders Graduate; We Celebrate 21 November 2009 – it was indeed a proud and significant day for AUSBE. Not only did five of our leaders graduated with advanced certificate and diploma in industrial and employment relations from the Ong Teng Cheong Labour Leadership Institute, the AUSBE and LTA were presented with the OTC Institute Workplace Partnership Award. The award, which was for efforts to forge and strengthen understanding and cooperation with management through bipartite programmes organised by the Institute, was presented to the Union and LTA by Mr Tharman Shanmugaratnam, Minister for Finance and Chairman of the OTC Institute Board of Governors. >>> Pg 2

5 Leaders Graduate; We Celebrate

Our five leaders who graduated joined 118 unionists to receive their certificates and diplomas from Guest of Honour was Mr K Shanmugam, Minister for Law & Second Minster for Home Affairs, at the NTUC Centre. They are: Advanced Certificate in Industrial Relations Lim Swee Hock Albert Neo Tiong Sin Rahmah Chemat OTC Institute – UniSIM, Diploma in Employment Relations Martin Bernard Nalpon Ng Clara Cheering the recipients on were their family members and the AUSBE leaders who attended the graduation ceremony, namely, Mr Daniel Lai, Vice President; Mr N Thurairajasingam General Secretary; Mr Tay Ah Lek Deputy General Secretary; Mr Seah Chong Beng Asst General Secretary; Mr Patrick Teo, Council Member; and Mr Manjet Singh, Council Member. “With or without ‘Cheaper Better Faster’, the role of union leaders will become more challenging in future. On the one hand, the nature of work is getting more complex. On the other hand, the workforce is getting better educated and will be more demanding. It is therefore all the more critical for unions to continue to invest in developing leaders who understand the fundamental principles of Singapore’s tripartite system and the Labour Movement’s priorities, and work closely with the NTUC and its tripartite partners.” – Mr K Shanmugam, Minister for Law and Second Minister (Home Affairs)

“I decided to take up the ACIR with the intention of equipping myself with IR knowledge in order to serve the members better and be more confident as a union leader. As union leader, you must always upgrade your knowledge both in work and union matters in order to serve the members as well as an example for others to look upon you as a model. With the new found knowledge, I hope to contribute towards the union by handling more responsible union work and work towards a better Labour Management Relationship. I wish to thank AUSBE-MPA for the sponsorship and the MPA Management for allowing me to attend the course successfully. The volume of work, the deadlines, the challenges and the problems were extensive. There were times when I almost skipped my night classes. It took pure endurance, patience and discipline.” – Mr Rahman Chemat “After I completed the Advanced Certificate in Industrial Relations, I considered the Diploma as I found the modules covered very interesting – modules like Business Communications, Management Processes and Organisation Behaviour, Change Management, etc. Not only would I enhance my personal development, the knowledge would be valuable in my contributions to AUSBE as well as to my job in LTA.” – Ms Clara Woon


The Signing of AUSBE

› HSA Collective Agreement

The signing of the third Collective Agreement between HSA Management and AUSBE took place on 30 Oct 2009. The 1st CA was signed in 2001 and the 2nd in 2004. The event, witnessed by senior management staff, union and non-union members, began after a welcome address by CEO, Dr John Lim. In his speech, Dr Lim pointed out that the event was significant because it highlighted the harmonious Union-Management relationship that has existed for many years, and how it was further strengthened through the signing of the latest Collective Agreement. The successful conclusion of the negotiations on various issues with the Union is another milestone in a very eventful year for HSA. Dr Lim stressed that prior to the implementation of major Human Resource (HR) policies, HR have made it a point to consult the union. This underscores HSA management’s appreciation of the trusted partnership between HSA and AUSBE when staff and HR issues are concerned. The second CA though had expired on 31st March 2007 and, with mutual agreement between AUSBE & HSA, was extended to cover till the new CA was signed. Due to Business Process Re-engineering projects, major HR Review on its Scheme of Service, the CA negotiations could not start earlier. We started in Dec 2008 and completed in Sep 2009, taking about 10 months to conclude. The AUSBE-HSA Branch Committee managed to clinch an attractive deal for the employees of HSA at large.

Effective from FY 2010/2011, improvements were made in the shoe reimbursement quantum. The eligibility will be by job function and the quantum will be standardised to S$120 per Financial Year. The Weekend / Public Holiday and Call Back Allowances for staff under the Moribund Scheme took some time for both sides to resolve the matter. CEO – Dr John Lim took special interest in the matter and called for a special meeting on 12 Aug 2009 with Division Director, Human Capital & Legal Division, Chairman of HSA Branch and myself. After going through the two outstanding issues, an agreement was finally reached that was beneficial to our colleagues. As a testimony of our harmonious bipartite relationship, HSA Management agreed to provide 2 days of Elder Care Leave to staff as proposed by AUSBE-HSA Branch. The 2 days of Elder Care Leave will be given for employees to look after their parents/parents-in-law and grandparents who need medical consultation. The quantum of flexi-benefits that was $300/- per year was raised to $500/- effective from calendar year 2009 was yet another effort recommended to the Management by AUSBE-HSA Branch. In order for HSA Branch to organise more purposeful activities and programs for its members, HSA Management gave an annual grant of $5,000 to the branch. The signing of the Collective Agreement has indeed brought about a better understanding for the Union and Management. AUSBE BROKE THE 5000 MARK IN MEMBERSHIP

2009 had been a fruitful year for AUSBE as the union broke its 5000 membership mark. In November and December 2009, several branches in AUSBE, including Land Transport Authority, Maritime and Port Authority of Singapore, Health Promotion Board, Building and Construction Authority, Health Sciences Authority, Energy Market Authority and Agri-Food and Veterinary Authority organised a series of membership recruitment road shows to leverage on the NTUC Membership Recruitment Promotion. A total of 164 new members were recruited during these roadshows. New members who signed up AUSBE membership during the roadshows each received a complimentary S$35 NTUC FairPrice voucher. Our success will not be possible without the strong support of our Management, NTUC Membership Department, Branch Officials and all our members who contributed in their own thoughtful ways. A Big Thank You to All. Well Done!

EMA Shows the Way

The Energy Market Authority Branch Union membership drive took place on 4 December 2009 in conjunction with the Innovation Portal Soft Launch. Two speakers from the NTUC Income and NTUC Co-op were invited to speak on the benefits of AUSBE membership and portal medical insurance. EMA branch committee members were present to advise EMA employees on the numerous benefits they can enjoy as AUSBE members. Due to the relentless hard work that the chairman and the committee members put in to recruit employees to join AUSBE, more new members were recruited. EMA senior management also gave their support.

42! It was a very successful recruitment exercise for the Union.

We recruited a total of 42 new members (still counting) which included members of the LTA senior management DCE Amy, GDV Jeremy, GDROCP Dr Chin, DYGDE Leong K W, D(E&I) Tan Hiok Seng, DD(DTL2) Cheong Yew Seng. Another good news is that more than half of LTA’s senior management are now our Union members, thanks again to LTA management’s support.


for Umbrella! All members and newly signed up members were delighted by our surprise AUSBE umbrella giveaway. We gave away 300 umbrellas in all. It drizzled momentarily and then the sky became sunny once again. How apt! Our members were covered, rain or shine.

HR/CS was very supportive to the U nion. With their good understanding that the location of our booth is a critical and enabling factor in attracting crowd to recruitment booth, the Union was allocated the booth located near to the entrance of the event with high walk-through traffic.

In support of LTA’s donation drive at the Family Day event, the committee agreed that LTA Branch would contribute to the donation drive. Individual branch committee members voluntarily contributed their personal donation.

Looking ahead, we look forward to HR/CS’s continued support in future recruitment exercises by the Union. The Union has a mammoth task ahead as there are a lot of potential members to be recruited. The LTA staff strength has grown by leaps and bound in recent years and has now exceeded 4000. The Union will continue to give our full support to work with LTA management to enhance staff welfare/benefit and re-employment and to make LTA the best place to work in.

We would like to put on record the Union’s deep appreciation for the assistance rendered by HR/CS in our Recruitment Drive held in conjunction with LTA Family Day “Heels for Wheels” at the West Coast Park on last Saturday.

AUSBE Presents NTUC GIFT and Welfare Scheme II Benefit to Late Member’s Spouse Mr Mohamed Rashid Ismail was 53 years old when he died of spontaneous subarachnoid hemorrhage on 23 October 2009. A member of AUSBE for the past 18 years, the late Mr Rashid was a LTA manager. The Union presented the NTUC GIFT of $5,500 and Welfare Scheme II benefit of $1,500 to his next of kin, Mdm Zainiffa Mohamed, on 10 December 2009. We are saddened by the news of Mr Mohamed Rashid’s demise and wish to send our deepest condolence to his family.

In the 2009, AUSBE has given in assistance $9000 under its Welfare Scheme I and $7,500 in Welfare Scheme II. “On behalf of the late Rashid family and CPN (NE) colleagues, I would like to thank the union and you for the help rendered to his family. My sincere appreciation to all who make time to help the family. It clearly shows that the Union is always there to help our members in need. More About AUSBE Welfare Schemes Other than industrial relations issues, AUSBE has welfare assistance schemes that provide financial aid to members and their families in times of need. All members with at least one year membership and who are not in arrears in subscription payments are eligible to apply for these benefits. Members need to pay a monthly levy of $2 in addition to the monthly subscription.

Group Insurance Scheme NTUC Gift is a group insurance policy for all union members for death or permanent and total disability that offers up to $30,000 and double coverage for union leaders. Welfare Scheme III (Hospitalisation, TCM and Personal Accident)

From 1 January 2007, members can claim reimbursement of up to $25 per visit to any registered TCM practitioner in Singapore for treatment due to accident. Claims are capped at three visits in a policy year. Members can check if their doctor is a registered TCM practitioner at this website: http://www.tcmpb.gov.sg/tcm/. Claims are to be made within two months.

C) Personal Accident Additional cash benefit of $20,000 if member suffers permanent disablement or loss of life as a result of accident.

AUSBE LTA BRANCH Members’ Outing 2009 EDUCATIONAL TOUR On Saturday – 5 December 2009

LTA Branch Union held it last outing event for year 2009 on 5 December, Saturday morning, commencing from LTA Hampshire office.

Our second stop over was at Sensory Park at Toa Payoh Lorong 5. This park, which was officially opened recently, is known for its Osaka concept which stimulates the five senses for old, young and the disabled. Our group spent about half an hour for them to expose to all the features and facilities within the Park including a herb garden. The third place of interest was at LTA Transport Gallery. Our members toured around the various stations of attraction. One of the most interesting exhibits was the “Winged Direction” which was an olden day manual version of Traffic light control. The group was given a full insight into the history of transportation in Singapore till today’s modern underground MRT system. The tour ended with the bento lunch for each participating member and their family members.

It was a bright and sunny morning in welcoming all the participants. The coach departed from LTA HQ from 8.15am to NeWater Visitor Centre at Changi, Koh Sek Lim Road. At the NeWater Visitor Centre, we learned about the various stages of water treatment processes like Macrofiltration, Reverse Osmosis and ultraviolet technologies and the
