the debate helped us to understand the issues better. We face difficult choices: We need foreign workers to serve our economy and Singaporeans’ needs, and immigrants to make up for our shortfall of babies. But we also worry about crowding and congestion, and maintaining our Singaporean identity. So we are feeling our way forward carefully, conscious both of our needs and our limits, and seeking the best outcome for Singaporeans.

Our economy is holding steady amidst global uncertainties.

We are attracting more quality investments. Unemployment remains low. We grew by 2.0% in the first half of 2013, and expect to grow by 2.5-3.5% this year, higher than previously expected. Even as we tighten up on foreign workers and immigration, we must maintain investor confidence and keep Singapore open for business.

y fellow Singaporeans,

I am speaking to you from the new SAFRA clubhouse in Toa Payoh. This is where SAFRA built its very first clubhouse in 1975. We have just rebuilt it with better facilities for NSmen and your families. It is a small gesture to thank you for your many contributions and sacrifices. It is also an example of how we are upgrading our amenities and environment as Singapore develops, year by year.

We have made steady progress this past year. We have cleared the queue for HDB flats, stabilised BTO prices and tightened up on property speculation and excessive borrowing. We have added more buses and increased the number of bus routes. We are trying out free early morning MRT rides into the city. We will add more trains to the existing lines. Phase One of the Downtown Line will open in December, and more MRT lines after that. We also celebrated several successes in the arts and sports, including our LionsXII team winning the Malaysian Super League.

We are tackling longer term issues too, especially marriage and parenthood, as well as population. The White Paper on Population in January provoked strong reactions, but

The world is changing rapidly and unpredictably. Technology is transforming our lives. Societies everywhere feel under pressure: Jobs have become less secure, wages are rising more slowly or even stagnating, families are working harder, and parents worry whether their children will do better than themselves.

Singapore is changing too. The economy is maturing and our population is ageing. Different groups in society now have more diverse and even conflicting interests. Older Singaporeans worry about healthcare and costs of living.

Younger ones aspire to wider education opportunities and more affordable homes.

Our road ahead will be different from the road we have travelled. So we must reassess our position, review our direction, and refresh our strategies to thrive in this new world.

In my Message last year, I said that Singapore should always be our best Home, with Heart and Hope. We launched Our Singapore Conversation to define our shared future together.

Many have participated actively and passionately. We heard many valuable suggestions. Thank you for taking part in this effort.

Our Singapore Conversation has helped us crystallise what we aspire to: A Singapore which gives its citizens opportunities to succeed and live fulfilling lives. A nation which defines success in many ways, and offers multiple paths to many peaks. A society with safety nets that give people peace of mind. A community where the disadvantaged get help, and those who have done well in turn do more to help others.

We will set goals and work out plans to realise these aspirations. We must match these aspirations against the world we live in – our competition, our opportunities, and our potential as a people.

Today Singapore stands tall internationally. Many countries admire us. Developed countries and emerging economies want to pick up ideas from us. Every citizen gains from our strong Singapore brand – our workers enjoy a premium in wages, and our people studying and working abroad are welcomed and respected.

At the same time, other countries are rapidly progressing and catching up. We must stay ahead of the competition, and maintain our standing in the world.

To succeed under changed circumstances, we must adapt our basic approach to nation building. We must strike a new balance between the roles of the individual, the community and the State.

But remember: Each one of us must still do our best, and be self-reliant and resourceful. Because Singapore can only succeed if each one of us contributes his part.

At the same time, all this is only possible if we are one united people, and not divided by race, social class, or political faction. We must always have able, honest and committed leaders, who can be trusted to serve Singaporeans. We need a good Government that thinks and plans ahead, and more importantly feels for our concerns and hopes. That is the way to build a better Singapore – together.

We have come a long way, but our best years are ahead of us. We have the power to shape our destiny and write a new chapter in the Singapore story. Let us stand together, and dedicate ourselves to building in Singapore a brighter future for all.

We must strengthen our sense of community. We need to give greater mutual support to one another – helping the less fortunate in big ways and small; volunteering for causes that we care about; organising ourselves to work for the common good.

We already do this, especially during crises. When dengue and the haze threatened us, we stood together and took care of one another. That is Singapore – not just separate individuals, but a community with a shared purpose and a sense of collective responsibility, taking the initiative to help one another in good times and bad. We need to strengthen this spirit of togetherness.

The Government will also play a bigger role to build a fair and just society. We will do more to enable every Singaporean to succeed, through education and lifelong learning. We will keep avenues to rise wide open to all. We will help those from families with less get off to a good start in life, beginning from pre-school. We will tackle the cost of living, for example healthcare costs, especially for the elderly. We will foster a more equal society, by helping every family afford their own HDB flat, and giving low income workers a better deal through Workfare. In Singapore, everyone will always have a stake in this country, and ample chances to make good in life.

To minimise unemployment, we need to create enough good jobs for our people. Given our tight labour market, it is better to grow our economy at 3% a year with a productivity gain of 2%, than at 4% a year with a productivity gain of only 1%.

In response to labour shortages and rising business costs, companies and industries need to push harder to upgrade operations, to be leaner, greener and cleverer. To attract and retain staff better, we also need to help our workers to do their jobs easier, smarter and safer. This is a better way of sustaining growth, creating jobs and avoiding wage stagnation.

ear fellow Singaporeans, happy National Day.

Every year, I attend the International Labour Conference in Geneva to touch base with union leaders from around the world. The picture I gathered this year is far from encouraging.

Many countries are faced with the problems of “three not enough”: not enough jobs for the young, not enough wage increases for the working adult, and not enough pension for the retirees.

Against this global backdrop of high youth unemployment, prolonged wage stagnation and unsustainable pension plans, we can take heart that we are doing relatively well here in Singapore. Our unemployment rate is low, wages are rising steadily, and re-employment age for mature workers is going up.

Even so, we do have our challenges. Besides countering the global threat of “three not enough”, we also have to tackle the issues of a widening income gap, an ageing workforce and the potential rise in structural unemployment.

To stay ahead, we must do better in three areas.

As a higher cost location in a lower cost region, we have to be more capable and inclusive. We need to speed up the upgrading and updating of skills, knowledge and expertise, and learn to do things that even smart robots are not able to do. We also need to make our workplaces more age and family friendly. Most of all, we need to strengthen the Singaporean Core in every major sector of our economy, especially the new and high growth sectors, so that our people can take greater pride in our progress.

Third, transform our society into a better society.

We need to be a better economy to stay ahead of the competition. We also need to be a better society for us to stay together as one cohesive society. We are proud of our schools, hospitals, airport, seaport, public housing, hawker centres and more - all of which are among the best in the world. But it would be even better if we can also be proud of ourselves for being number one in the way we nurture and treat all our fellow workers with courtesy and respect – cleaners, security guards, landscaping technicians, nurses, bus captains, taxi drivers, hawker assistants and everyone else. We can make this our new way of life, provided we all play our part - everyday, everywhere, and everyone.

For 48 years, we built this nation with passion and pride.

The journey ahead will be even more challenging and yet more exciting. With positive energy, shared aspiration and collective efforts, we can make our country a Better Singapore for all Singaporeans.

But what is quite clear is that we have very different stories.

I for one, in my time as an officer in SAF and as a politician, have met many fellow Singaporeans who do care for others and who are anything but soulless. I wish these two fellow Singaporeans, and others who feel likewise, the very best and that they may find happiness wherever they may be. I do hope that despite everything, they would also find it in themselves to contribute, and help build a Singapore they can be proud of and that they can love.

Truth is, no one writes our stories but ourselves. Collectively, our stories add up to the story of Singapore. We also choose the lenses through which we view our world and our lives. Do we want to be happy? Sad? Positive? Energised? It depends on how we want to look at things. As individuals, we have to make a choice. There are many Singaporeans who choose not to be a victim of their circumstances, but to step up to shape their own lives and the lives of those around them.

ellow colleagues from the MOM family, staff and friends,

This Friday, we celebrate our nation’s 48th year of independence. This year’s theme is “Many Stories, One Singapore”. I think it’s a very apt theme, because all of us have our own stories.

You have your stories, some similar, some different. And of course today, social media is a platform where you can share your stories and I have come across many different themes. I recently read two letters, written by Singaporeans and published on Yahoo!. One was from a Singaporean who felt ashamed to be a Singaporean and was looking forward to “going Home -- to where I really belong -- to the great North strong and free.” He visited Canada for three weeks and shared that he was treated with acceptance and respect there. To him, “Canada has one precious thing Singapore doesn’t – its belief in human dignity.” Another Singaporean wrote a letter to his sister telling her not to come back home to a ‘soulless Singapore’.

There isn’t a right or wrong story. All of us have our own stories. We are all shaped by our different circumstances.

As a society, made up of individuals, the Government, institutions, organisations, we also choose. It is the choices that we make that shape our society. No society is perfect, including ours. However, I see a lot of heart and a tremendous amount of soul in our people. I see that in many of you here, in what you do. We should not short-change ourselves. We shouldn’t run ourselves down. I know many are unhappy with things as they are, they can always be better. The key thing is, what can we do about it? I know many of you have stepped forward to join the public service to make a difference.

I see many volunteers who do their part. Many of you also put in time in volunteer work. It is usually not glamorous work. I see my volunteers on the ground, putting in time, unseen and unheard. But, they do so because they believe that their efforts can make a difference.

And we see this in various forms: lunch distribution, cleaning of flats, local merchants contributing groceries and vouchers.

We see this all over Singapore.

And I see so many Singaporeans in public service seeking to make a difference. Our Home Team, our SAF, our colleagues in our Ministries and agencies across the government. All of you here, working hard to make things better for our people.

You know that you can make a difference.

There are so many uplifting stories. Most are untold.

What is Our Manpower story?

Over the years, we have contributed to the building of this country – whether it is through working with our tripartite partners to better protect workers, to develop a skilled workforce to maintain our competitiveness. Not just for its own sake, but to ensure that our people still have opportunities so that they can provide for themselves. We continue to adjust and improve as the world evolves. And we will continue to ensure that growth is inclusive, and workplaces are progressive.

I recently attended the G20 meeting in Moscow. While we know that other countries are facing problems, it is sobering to hear it directly from my counterparts. Many countries there were looking for good economic growth and needed to generate jobs to solve their unemployment problems.

Youth unemployment, in particular, is in a very sad state. We have been fortunate, but will we remain so? I don’t know, but we are certainly in a relatively strong position. But, we will move in a different direction. Growth remains important, but it needs to be inclusive and sustainable. Our reasonably healthy state of jobs creation has allowed us this space to adjust.

Creating better jobs Despite a recent slight increase in unemployment rate for Singapore Citizens to 3.1%, it remains very low compared to most countries.

Employment creation remains robust, increasing from 28,900 jobs from the previous quarter to 32,500 this quarter.

This means that our labour market remains tight. In a way, it is a good thing because our workers have more options. But it also means that we are still too reliant on labour to boost our growth. We must moderate our labour growth the strain on infrastructure and our social fabric. On the infrastructure front, we are certainly working hard on that.

MOM will continue to work together with companies. Just last week, Minister of State, Amy Khor, launched the “360 Productivity Framework” by the Workforce Development Agency and Human Capital Singapore. The series of activities under the framework, such as the Masterclass Series and Productivity Practice sessions, essentially give employers the opportunity to learn how to innovate and improve productivity.

Tripartite efforts such as the Inclusive Growth Programme led by the NTUC are also useful in helping companies realise productivity gains, and more importantly, share those gains with their workers.

While employers need to take the initiative to improve their processes, employees also need to play their part. We are giving stronger support to our workers to re-skill and upskill through our Continuing Education and Training (CET) system. It is only with all these parts in place that we can see productivity gains translate into higher incomes, and our workers enjoy a better quality of life.

Ensuring inclusive growth A group that we need to continue paying special attention to is our lower-wage workers. We enhanced Workfare this year to cover more workers and give more income support to lower-wage workers, as well as help them improve their prospects and better their skills through training.

We also need to look out for our PMEs. They will also be affected as businesses restructure. As such, job-matching services are more essential than ever to help those that have lost their jobs to get back on their feet. You can’t help everyone, but we will certainly do our best to help as many as we can.

CaliberLink is one of the places where PMEs can seek employment assistance. Mr Alex Tan is one of the older PMEs that CaliberLink helped. Mr Tan lost his job as a Staff Engineer when his company underwent a retrenchment exercise this year. After weeks of fruitless job searches, Mr Tan approached CaliberLink for employment assistance. Mr Tan’s career coach at CaliberLink, Mr Jason Low, coached him in ways to boost his resume and presentation skills. As a result of the coaching and Mr Tan’s own efforts, Mr Tan has already found a new job without any cuts to his last-drawn salary. He is one story amongst many, and we will work to make sure that we have as many of these stories as we can.

Build more progressive workplaces Apart from ensuring that everyone shares in the fruits of our growth, we also need to build more progressive workplaces.

We need to start by providing better protection for our workers. After the first phase of our employment legislation

review, we are making changes to the Employment Act to cover more workers, including PMEs. We are now in the process of consulting the public on how we can increase protection for workers under non-traditional work arrangements, and exploring additional protection for our lower-wage workers in the second phase of our employment legislation review.

We should also look into putting in place progressive workplaces to draw and retain older workers and back-towork women.

As we all know, older workers have a wealth of experience and skills we can tap on. Companies should implement agefriendly practices to draw the best from the older workers.

We also want to help back-to-work women better balance work and family commitments. To this end, we introduced WorkPro earlier this year in consultation with our tripartite partners to promote work-life harmony and offer more support to bring those who are not working, as well as older workers, back to work.

we will continue on this journey in making a difference in the lives of Singaporeans, and creating many more success stories and collective memories that will bind all of us together.

There are many stories out there. So many stories of which demonstrate so much heart and soul. I for one am proud of the many positive stories that you create in your capacity as MOM officers.

Our MOM story isn’t a bad one. And all of you contribute to that story. Work is something that every Singaporean does, and our work, whether it is creating jobs, or retirement adequacy, is not something that we should underestimate.

As always, we also recognise that our manpower journey an endless one, with many challenges still ahead of us. But as one of the great sayings go, “You never walk alone”.

Our tripartite partners have been there with us every step of the way and that’s important. Many countries are amazed, impressed even, at the way we’ve been able to build up these relationships between employers, unions and the government. They have given us unwavering support throughout the years, and we thank you for it. Together,

any Stories… One Singapore” is the National Day Parade theme for 2013. As a nation made up of various races and cultures, we all have our own stories to tell. In our country with such a huge population, our stories are what make up such a vibrant and colourful nation.

This year’s slogan encourages us to tell our stories of personal journeys individually and collectively as a society, and our hopes and aspirations for the future. We can present our unique stories and let it all add up to tell who we are as a country. It is a strong reminder that regardless of how we were all brought up differently with various experiences, we are still interconnected through our shared stories and history.

Here at AUSBE, we too have many stories to tell. It is the many stories of our people from various branches who are in different lines of work and have embarked on different journeys that make up the fabric of our workforce. However, at the end of the day, we are still a union that cares for one another in good or bad times. In the best interests of all employees, we look past our differences and render all kinds of assistance in times of need. This is important to Singapore especially in the years ahead. Just as how our country is held together regardless of race, language or religion, AUSBE lives this spirit of unity and togetherness in the work it does.

The Singapore economy grew 3.7 per cent on-year for the second quarter of 2013, and our economy is look forward to an over 1 to 3 per cent growth at the end of 2013. The focus this year is on slower growth and a tightened labour market, where companies will have to really expend the best of their staff’s strengths in order to stay productive. This is when the union’s ties with its members will be more important than ever before as we work through issues and continue to maintain good relations with our branches. We shall forge ahead despite the tough times and challenges in order to secure a better future for our treasured members.

appy National Day to all AUSBE members and managements!

Three months ago, we celebrated May Day with the good news on the increase in medical and dental benefits. This National Day, AUSBE’s Executive Committee welcomed the revised re-employment guidelines which became effective on 1st August 2013.

Public Sector had implemented re-employment in July 2011, 6 months before the Retirement and Re-employment Act came into effect. AUSBE understood the pains and concerns of colleagues who had their salaries adjusted when they were re-employed. Together with NTUC and other public sector unions, AUSBE had been actively advocating for refinements to the policy. We are happy that PSD had listened to the unions and reviewed its policy recently. Although there could be some members who will see some reduction in pay if they are re-employed at a lower substantive grade with reduced responsibilities or if their salary ratio is above the divisional ratio, majority will benefit from these changes. AUSBE will monitor closely the implementation of this revised policy.

Members with any queries on their re-employment terms and conditions are encouraged to consult their union officials.

The theme of this National Day is “Many Stories…

One Singapore” is a reminder that despite our different backgrounds, journeys and experiences, we are one Singapore. As a nation develops and the demographics of the workforce changes, concerns of workers are also changing. AUSBE, as a union, will continue to be the voice of workers, voicing and advocating for the best interests of workers. To ensure that we can be the voice of as many workers as possible, AUSBE leaders had been negotiating for executive employees to be fully represented by the union.

We have achieved breakthroughs in this area with some of the statutory boards and will continue in our endeavour!

As a small country with few resources, Singapore has taken an open-door approach to our economy. We have kept it free from trade barriers and engaged actively in the global marketplace. Our open economy has helped us grow the local job market into one that is both abundant in job opportunities and filled with value-added roles.

Today, many employers, including the public sector, are experiencing a tight labour market situation. In such circumstances, the sustainable way forward is for employers to value every worker and focus on productivity and continuous improvements to build a bigger piece of the economic pie for all to share in. And in the process, it is important to ensure a safe and healthy workplace and a conducive environment that supports teamwork, work-life balance, trust and high morale among all employees.

As we make the efforts to progress, it is essential to ensure that no one gets left behind. Thus, I am pleased with the recent revision to the public sector re-employment guidelines. The new guideline is a move towards fairer re-employment practices that are align with the private sector. It will strongly encourage and motivate our matured workers to continue contributing to the success of the statutory boards.

Let us continue working

hand in hand to achieve a better economy, with better jobs for all Singaporeans!

Telling Our Singapore Stories Everyone has a story to tell and these stories define who we are as an individual and collectively as a nation. This year’s theme for the National Day Parade (NDP) 2013 is “Many Stories… One Singapore”. It calls on everyone to remember and share the stories that make us who we are and how we identify ourselves as Singaporeans.

“Many Stories…” encourages Singaporeans to tell the story of our personal journey, both individually and collectively as a society, as well as our hopes and aspirations for the future.

They can be personal stories or stories we have heard that have touched us. Taken individually, each story shows that we are all unique. Taken together, they tell of who we are as a country.

This leads to “One Singapore” — a culmination of the unique individual stories that represent the many facets of Singapore society. It is a reminder that despite our different backgrounds, we are one Singapore. It emphasises that we are all interconnected through our shared stories and history.

Together, “Many Stories… One Singapore” forms a theme that unites all Singaporeans to celebrate what makes us Singapore

The logo for National Day Parade (NDP) 2013 is a colourful and stylish representation of this year’s theme “Many Stories… One Singapore”. Circles of different sizes and colours come together to form the shape of Singapore, representing our Home. These circles symbolise the many stories – at the personal, community and national levels – that have shaped our common history and represent the experiences we have gone through together as a country, and the values and aspirations that make us who we are. At the centre is a red heart, a graphic symbol of our love and passion for our Nation.

Singaporeans have much to celebrate. The colours are vibrant, filled with life and hope for the future. The range of colours reflect our celebration of diversity and remind us all that there are many paths of success. The ripples featured in the logo emphasise the effect of each of our stories on all Singaporeans.

We are living our stories together in an inclusive and gracious society. The dots after the words “Many Stories” highlight the simple truth that our Singapore Story continues to evolve.

Our Theme Song This year’s theme song, “One Singapore”, was written with Sing A Nation in mind.

Composed by NDP 2013’s Music Director Ms Elaine Chan with the lyrics written by Creative Director Ms Selena Tan, “One Singapore” brings us through some of the hopes and dreams of different Singaporeans, and showcases the dynamic and distinct natures of our people. This is reflective of the Sing A Nation choir, which is made up of ordinary Singaporeans from diverse backgrounds with different dreams.

The prelude and first verse talks about the love that Singaporeans have for the country, even though not everything is perfect. The chorus, deliberately kept simple, signifies how the many differences between people do not keep them from being united as One Singapore, and that “together as one, we’re so much more”. The rap was written with one of the groups, The Dreamers, in mind.

The three young singers represent small people with big dreams, and the rap is about how they are willing to give their best to Singapore their home. Each of the Sing A Nation members came in with a different story but are united as Singaporeans, much like the many coloured dots that form the shape of Singapore in NDP 2013’s logo, but.

This was the inspiration behind the bridge, where “join up the dots” refers to uniting people together.

This is truly a song for the whole of Singapore, and everyone can find something in it for them.

We celebrate our 48th National Day this year. The Parade & Ceremony segment took the form of a traditional parade that evoked a sense of pride and confidence amongst Singaporeans, with contingents representing the five pillars of Total Defence. The march past presented the opportunity for us to recognise and appreciate their contributions to Singapore, while giving us confidence in the security of our nation through the stirring display of discipline and unity.

This year’s highlights included an aerial fly-past by the RSAF, performing a salute to the nation in celebration of their 45th anniversary. Also vowing the audience were crowd favourites such as the 21-Gun Salute, the fly-past of the Chinook with the State Flag and the Feu de Joie.

The City March after the NDP at the Float @ Marina commenced below the Helix Bridge and end at Marina Bay Sands Board Walk, where all marching contingents took part in the Pledge Moment.

Everyone has a story to tell and these stories define who we are as an individual and collectively as a nation. This year’s theme for the National Day Parade (NDP) 2013 is “Many Stories… One Singapore”. It calls on everyone to remember and share the stories that make us who we are and how we identify ourselves as Singaporeans.

“Many Stories…” encourages Singaporeans to tell the story of our personal journey, both individually and collectively as

a society, as well as our hopes and aspirations for the future.

They can be personal stories or stories we have heard that have touched us. Taken individually, each story shows that we are all unique. Taken together, they tell of who we are as a country.

NTUC President, Sister Diana Chia and NTUC Central Exco members visited the contingent at their holding area at the F1 Pit Building on 20 July 2013 to give encouragement and to thank the contingent members for their sacrifices for NDP2013.

This leads to “One Singapore” — a culmination of the unique individual stories that represent the many facets of Singapore society. It is a reminder that despite our different backgrounds, we are one Singapore. It emphasises that we are all interconnected through our shared stories and history.

Kudos to our Muslim brothers and sisters in the contingent who persevered with the rigourous training despite having to fast during the holy month of Ramadan in July this year.

Together, “Many Stories… One Singapore” forms a theme that unites all Singaporeans to celebrate what makes us Singapore.

The NTUC Marching Contingent commenced training in April 2013. The NTUC Contingent comprises of participants from the various unions affiliated to NTUC. Our team, comprising of three members from LTA and SLA were also part of the NTUC Contingent. AGS Brother Mok Chan Seng (SLA), and Sisters Rozana Abdul Karim and Sangeeta Devi d/o Defi Raj (LTA) had sacrificed their weekends for four and a half months to practise and rehearse for the NDP.

The Observance Ceremony cum Sending Off Dinner was held on the evening of 4 August 2013 at NTUC Downtown East. We marched proudly at the Float @ Marina Bay and the City March on 9 August 2013 as we represented AUSBE and NTUC at the National Day Parade 2013.

The appreciation dinner will be held for all the NDP participants on 14 September 2013 at Meritus Mandarin Hotel. Certificates of Participation will be presented to all contingent members during the dinner.

Press On, and Do Good Branch Officials Recognition Awards 2013

The Branch Officials Recognition Award on AUSBE HQ accounts to ensure the books are properly (BORA) is an award to union leaders who kept. Brother Kelvin also served as a Scrutineer during the last AUSBE Exco elections in 2011. have shown remarkable contribution to the trade union movement in Singapore. This Award Ceremony year, there were 75 awardees from 46 unions and associations of the BORA 2013, whose presentation ceremony was held at the Orchid Country Club.

Sister Chang Kim Yam, AUSBE-LTA Branch Sister Kim Yam has been a member of AUSBE since its inception when AUSBE was formed in 1996 and has actively been involved in recruiting members since 1992 to current.

She has been active at roadshows during LTA family days and helped in promoting the core benefits of AUSBE to staff and recruit them to be union members. She takes initiative to call and update branch committee on the new members, participates actively to be a great support to the team.

AUSBE officials Mr Manjet Singh, Mr Tan Teck Su, and Mr Koh Cheok Chye were present at the award ceremony to support and celebrate for two branch officials from AUSBE’s LTA and MPA branches. Sister Chang Kim Yam from the AUSBE-LTA branch and Brother Lin Zi Quan Kelvin from the AUSBE-MPA branch both received their awards from Guest-of-Honour, NTUC Deputy Secretary-General Mr Heng Chee How. Both recipients showed outstanding efforts in recruiting more union members and playing key roles in union activities to contribute to a bigger and stronger Labour Movement.

AUSBE gives its sincere congratulations to Sister Kim Yam and Brother Lin for their hard work.

Brother Lin Zi Quan Kelvin, AUSBE-MPA Branch Brother Lin has served in the AUSBE-MPA Branch Committee since August 2006 and as an Assistant Secretary in the MPA Branch for the term 2006 to 2010 where he rotated with the Branch Secretary in taking the minutes of meeting, and also helped in the Young AUSBE events as a MPA Branch representative. Since late 2010 until now, he has been an active player for the Union during the MPA Induction programmes.

As a key organiser for the annual branch dialogue between the Committee and members, Brother Lin’s resourcefulness and positively has helped him carry out his union duties diligently despite a hectic work schedule. Currently, he is also an Internal Auditor for AUSBE, performing monthly auditing

A Journey to Vietnam to Learn and Bond

Ho Chi Minh (HCM) City is situated by the SaiGon River in the centre of the Cuu Long delta and the South Eastern part of South Vietnam. The weather in HCM City is relatively warm, but we were fortunate to be there in August during their rainy season. The rainy season begins in May and ends in October which is characterised by sudden heavy rains.

We have a group made up of 75 members from various unions from the public and private sectors travelling together for this overseas trip. The group was led by NTUC Director of Legal Services Department and PME Alignment Unit, and Member of Parliament for Nee Soon GRC, Brother Patrick Tay. Day One – We were welcomed by a local tour guide at HCM International Airport, followed by a buffet lunch. The group

went on a tour of the city area before checking in to the hotel.

Dinner was served at a local restaurant where we had a good taste of the local cuisine.

Day Two – The day started off at 8.15am, where we had a conference meeting with the Ho Chi Minh City Confederation of Labour (HCMC) together with the Ministry of Labour – Invalids & Social Affairs (MOLISA). The HCMC FOL has about one million members and about 15,000 grassroots unions. It organises several activities for members and a key area of focus has been to raise professional skills of workers.

The MOLISA is a Government Ministry that performs state management function in areas such as employment, vocational training, wage and salary, social insurance, social protection, child care and protection.

A Journey to Vietnam to Learn and Bond

In the afternoon, we visited Saigon Hi-Tech Park (SHTP) and FPT software Company. The Hi-Teck Park and its tenants are part of Vietnam’s national project, strongly supported by both central and local governments, as well as other relevant state agencies. It is located strategically, and is easily accessible, about 15km from downtown HCM City. The SHTP has the highest legitimate enabling tax incentives such as Corporate Income Tax Incentives, and import duty exemption for goods imported to form fixed assets. As a skilled labour hub of Southern Vietnam, the SHTP is a place for fast track services.

During the meeting, the officer mentioned that HCM City’s economy is currently affected by the global downturn. This directly affects the livelihood of their workers. Therefore, the government, union and management had a conference held back in May 2012 to further discuss ways to resolve and overcome difficulties to improve the livelihood of their workers. The following key points were mentioned: 1. To give incentives to employees for good job performance.

They would also encourage employees to showcase their skills and creative ideas for job improvement 2. Open up more job opportunities for employees and employers 3. Organise activities for employees after eight hours of hard work each working day. So far, they have organised 3,000 hours of activities and programmes for employees.

4. Supporting employees to overcome the finance crisis.

For instance, Management has gone the extra mile to purchase bus tickets for employees whose hometown are far away from HCM City during the festive period.

5. Provide financial assistance to employees who have suffered from ‘heart attacks’ by paying for the operation fees, as well as their family needs. The Labour Law was amended in 2012 and the new assistance scheme was implemented in 2013.

They also highlighted that the employees are protected by a social and health insurance policies. Employees will not get less than 75 per cent of their last drawn salary if there is a retrenchment exercise. Fortunately, there is no retrenchment case in HCM City at the moment. Sixty is the average retirement age at HCM City for male employees, and 55 for females. This was an interesting fact for us.

On the third day, we enjoyed a fruitful day touring the Mekong Delta.

Vietnam is a young, up-and-coming developing country in South East Asia. Their government has given strong support in their National Projects, especially in the SHTP. They have improved their infrastructure, given privileges and tax incentives to attract foreign investors. At the same time, training courses are provided by the SHTP locally or by sending students abroad. The younger generation in Vietnam has better exposure and is able to equip themselves with soft skills, English language skills, work safety, work health, HR recruitment and other technical courses.

I personally enjoyed the trip very much as we got to know Union representatives better. Besides that, we also got to practice our bargaining skills on our purchases of T-shirts, souvenirs and other items when we bought in bulk. I would like to thank NTUC for organising this overseas learning trip to HCM City, as well as AUSBE and the management for giving me this opportunity to learn and understand the developmental landscape of a foreign country. It was a fruitful, educational and interesting trip.

Staying Connected with NTUC

National Trades Union Congress (NTUC) Deputy SecretaryGeneral (DSG) Bro Heng Chee How visited AUSBE on 23 July 2013. This is one of the ways that leaders from NTUC regularly touches base with NTUC affiliated unions.

DSG Heng sat down with AUSBE Executive Committee and kicked off the dialogue with updates on Singapore’s economy growth, which was reported at 3.7 per cent in the second quarter of 2013, a better figure compared to the same period in 2012. The current growth rates are much tougher to attain as compared to 10 to 15 years ago. The Ministry of Trade and Industry (MTI) estimated the Gross Domestic Product (GDP) at 1 to 3 per cent overall for 2013.

DSG Heng highlighted that the Labour Movement (LM) and partnerships with management are important for both private sectors and public sectors. He added that to be Cheaper, Better, and Faster (CBF) is the responsibility of the company. With support from the workers and union, the company should able to move faster, increase productivity and competency, improving the working environment to being safer, easier and smarter. The terms and conditions catered to an ageing population could be improved further for workers and the workplace.

Valuing every worker is another key area that NTUC is taking a serious look at. Unions need to represent all workforces, have a strong voice to represent workers and give them a sense of recognition of importance by their employers.

AUSBE President Lai highlighted the increase in productivity for a better workforce, which still depends very much on demand and market forces.

Hence, the workforce will have to adjust accordingly to what is required of them.

DSG Heng also brought up the example of SingPost, where the volume of written letters has been cut down significantly due to a shift in communication tools by the people to using digital communications.

Overall, DSG Heng reminded all the importance of staying relevant and up to date with the fast changes of the Singapore society. The tightening of budgets may not necessarily mean bad news, as it may be for the sake of providing better service and efficiency to the public. He reminded all to not hesitate in bringing up their concerns on productivity and savings costs to their respective management.

Sister Chor Khim commented that increasing productivity would also mean that workers would face more stress and heavier workloads. DSG Heng replied that increased productivity could work in different ways and not necessarily only increase workers’ stress. He cited the new initiative‘WorkPro’, which improves the workplace for older workers as it grants them flexibility to adjust their policies and work processes. He understood that some schemes may work in the private sector but not in the public sector. Workers would have to understand the need for change and prepare to leave their comfort zone. This would help companies to stay relevant and remain competent in the industry.

General Secretary Nadarajah Thurairajasingam mentioned that AUSBE has received a substantial amount of feedback to extend the retirement age and lower the pay cut for re-employed workers. DSG Heng responded that the reemployment policy was implemented one and a half year ago, and after receiving feedback from AUSBE and other unions, the Public Service Division (PSD) has agreed to review the guidelines. He continued to urge tripartite partners to review their learning points, and that the onus is on employers to take the initiative to change their re-employment policy and lengthen workers’ career.

Labour Legislation Workshop

On 29 July 2013, 60 sisters and brothers from the Executive Committee and Branch Committees of AUSBE attended the workshop, Key Labour Legislation, conducted by Speaker of Parliament, Madam Halimah Yacob.

Sector, and to align with younger graduates’ aspirations who perceive job titles as a key attribute. However, these jobs may not necessarily have any management function or responsibility.

Madam Halimah is the ninth Speaker of Parliament, and the first woman to hold this post in Singapore’s history. Madam Halimah has worn many hats: a unionist legal eagle, a vocal parliamentarian, a Minister of State working to help families.

In 2003, she was presented with the Woman of the Year Award by Her World magazine.

The participants were also pleased with the PSD’s positive move for better terms on re-employment for the loyal and long-serving older employees. The question and answer session was as lively as one could expect when you have 60 unionists in a room.

Madam Halimah gave updates on the review of the Employment Act, Labour Movement’s proposed amendments to the Industrial Relations Act, Union recognition, and strikes and other industrial actions. Sharing her thoughts on the issue of the SMRT strike, it was a case of an ‘ostrich mentality’ management who did not want to hear what it does not like to hear, and hoped that it will all just go away. A learning point for any management who nonchalantly brushes off unionists’ feedback as petty complaints and grumblings, instead of heeding and hearing out the unionists’ feedback from the ground as authentic advance warnings of things not going quite right, before a seemingly insignificant snowball accumulates into an avalanche.

The workshop ended with the traditional photo-taking session, with participants taking home gems of wisdom generously imparted from Madam Halimah. It is not every day that one gets to attend a course by conducted by the Speaker of Parliament!

On the proposed changes in coverage of the Employment Act to include PMEs, a salient point learnt from Madam Halimah was that job title alone is not conclusive. ‘Manager’ is now common title for a fresh graduate joining the Public

Reflections on the Membership Committee Seminar

Held in Bangkok on 27 to 30 June 2013, the Membership Committee Seminar covered three critical areas: organising more companies in existing sectors; entering into new sectors; and increasing the scope of representation for executives through changes in IR Act. Organising More Workers - Existing and New Sectors Currently, the union membership is 770,000 strong. This meant the Labour Movement now represents 1 in 4 workers, up from 1 in 7 workers in 1992 and 1 in 5 workers in 2003. Our resident unionisation rate has been increasing steadily over the years although globally, unionisation rate has been on a decline. This steady growth in Singapore is largely attributed to the organising efforts of NTUC and its affiliated unions.

The Labour Movement targets to achieve one million members by 2015, that is, a resident unionisation rate of up to 30 per cent. At the Membership Seminar, union leaders discussed extensively on ways to achieve this target and had resolved to continue their organising efforts to bring the union to more companies in their respective sectors. Unions will be working with NTUC Membership Department’s Organising Resource Centre (MED ORC) to identify target companies and build in-roads into them. In addition, NTUC will explore on reaching out to non-unionised companies in the emerging sectors.

Unions, like AUSBE presently having a strength of more than 6,000 members and with the potential to grow its membership can look forward to more support from MED ORC in the area of organising and membership recruitment.

To support unions in building their capabilities in the 3Rs (Recruitment, Retention and Relationship Building) so that they can be more effective in their organising efforts, NTUC had launched an enhanced MED ORC Portal at the U Summit 2013 event held on 24 August 2013.

Better Protection for Professionals, Managers and Executives (PMEs) Leaders at the seminar also discussed about reaching out and attracting the Professionals, Managers and Executives (PMEs) in existing unionised companies to join the unions.

The Labour Movement strives to be the voice for PMEs and to advocate for their welfare.

In the current review of the Employment Act (EA), NTUC had proposed for majority of the PMEs to be covered under the Act. The next key action will be to engage the Tripartite Partners on the review of Industrial Relations (IR) Act to increase the areas which unions can represent PMEs.

Exciting Times Ahead The seminar concluded with many plausible action items identified to increase union membership and more importantly, to be the only and a strong voice for workers of all collars, all ages and all nationalities. Exciting times ahead awaits the Labour Movement and all union members!

Labour Movement Urges Review on Rehiring Older Workers

The labour movement forges on with its push for raising the age limit for re-employment from 65 to 67. This will allow productive workers to continue working and contribute to the company’s overall productivity.

The public sector lags behind the private sector when it comes to salaries for older workers who are rehired, said National Trades Union Congress (NTUC) Deputy SecretaryGeneral Heng Chee How at the U Live Symposium 2013.

Pushing for change in the public sector, Mr Heng produced survey results which showed that unionised companies in the

private sector did not reduce the pay of their older workers when they were rehired, whereas public servants faced pay cuts of up to 30 per cent when they were re-employed.

This is not the first time the NTUC has called for such a move. Two years ago, unionists pointed out the difference in pay cuts between the public and private sectors, even before the law that rose retirement age from 62 to 65 went into effect. Mr Heng said that the survey findings have been shared with the Public Service Division, but this change will not take place overnight.

AUSBE & NTUC MED at HPB HWC Fair Cum NDOC Celebration 2013

By Tan Chor Khim Executive Council Member On 17 August 2013, HPB celebrated National Day with a NDOC and the organising committee invited AUSBE to participate in the Healthy Workforce Committee Fair.

I collaborated with Brother Don Cheong from MED to assist with Benefits poster and in recruitment. Sister Bee Bee and Brother Steven supported the event with the Union card printing machine. Between 11.30am and 2pm, 8 PMEs (Professionals, Managers, Executives) signed up as members.

On the day, members were able to purchase Shaw Movie Tickets at $7.50 open dated till July 2014. A total of 250 tickets were sold, saving members $750. Members were also able to order Union RWS promotion tickets to Universal Studio Singapore, Adventure Water Cove, SEA Aquarium and USS HNN3 (Halloween at USS) at great fantastic discounts.

A typical USS ticket valued at $74 (adults) can be ordered through the union bulk purchase at $54 and members will also receive a $5 food voucher free. What a fantastic deal ! It is no wonder that within the 2.5 hours, I managed to collect order of more than $11,000 and helping members saved a total of $4,417.

Through such exercise and promotional activities, members are convinced that besides the workplace benefits relating to their staff benefits as reflected in the Collective Agreement, Welfare benefits (scheme I, II, III) and representation by AUSBE, there are many enormous value in being a part of the Labour Movement. The month-long June school holidays is one of the best times for family bonding and parents to relax and enjoy their children’s company.

The Building & Construction Authority (BCA) Branch Committee held a fun day at the new water theme park for their members and their children at the Port of Lost World (POLW), located on Palawan Beach in Sentosa. As a firstever kids’ club by the beach, the theme park comes with many activities to engage both young and old, a fun-filled place catered for families.

Close to 90 participants indulged in the countless leisure activities available such as water plays, sand pits, lounge chairs under the trees for parents, and delicious food from POLW’s restaurant, Port Belly. They also tried their hand at planting little pots of plants, making volcanoes, having bubble parties, and mini manicures.

Best Companies for Best Mums

The Best Companies for Mums Contest was the brainchild of the National Trades Union Congress (NTUC) Women’s Development Secretariat (WDS), which sought to recognise companies who played a big role in letting their employees achieve better work-life harmony. Launched during the International Women Day celebration on 2 March 2013 at Downtown East, employees were encouraged to share how their employers have done their part to make flexible work arrangements for them. Health Promotion Board (HPB) employee Ms Loy En Yun shared how HPB supported her request for flexible work arrangement when she had to stay at home to take care of her baby. This allowed En Yun to continue working from home instead of having to leave the workforce.

On 10 July 2013 at Sheraton Hotel, HPB was one of the 16 model companies and supervisors recognised by the NTUC WDS and Tripartite Alliance for Fair Employment Practices (TAFEP) for their exceptional efforts in making flexible work arrangements work for their employees and improving the quality of work and life for these mothers in the workforce.

After the award ceremony, a seminar gathered a panel made up of top management from DBS, HDB and Absolute Kinetics Consultancy Pte Ltd were invited to share their views and approach on work-life harmony in their companies. The panel takes on the belief that if large-scale companies like theirs can take on flexi work arrangements, then so can many other businesses.

Strong Support for Low-Income Union Members

Never underestimate what solidarity for a good cause can achieve. When the labour movement family rallied together to raise funds for the NTUC U Care Fund, a total of $10.5 million was raised.

The fund raising efforts culminated in celebration at the U Care Charity Dinner on 28 August 2013. Hosted by NTUC President, Sister Diana Chia and NTUC Secretary-General, Brother Lim Swee Say, the charity dinner saw the attendance of AUSBE officials, who were among the 900 guests comprising of beneficiaries, union leaders, management partners and corporate donors.

The funds raised would not only benefit some 40,000 lowincome families and 46,000 students through various assistance programmes, it will also reach out to 5,000 elderly through donations made to the NTUC Eldercare Trust. The

U Care Fund has set aside $2.7 million and $3.8 million this year for NTUC U Stretch vouchers and U Care Back-to-School vouchers respectively. The Family Recreation and Fun (FRF) Carnivals which started its first of six runs in June 2013 will provide low-income union members and their families the opportunity to have enjoyable family time at Downtown East.

All this could not have been possible without the solidarity of NTUC’s 61 affiliated unions and association rallying together to support the fund. Major donors from the Labour Movement family included the Singapore Labour Foundation (SLF) which donated $5.2 million, NTUC Income which donated $500,000 and NTUC Choice Homes which donated $300,000.

NTUC Club also sponsored the FRF Carnivals amounting to $1.5 million in sponsorship value. Comfort DelGro Corporation Limited was this year’s biggest corporate donor, donating $120,000.

Strong Support for Low-Income Union Members

It is always a challenge every year to raise the $10.5 million because many factors are beyond our control. Nonetheless, there will always be organisations and individuals that would step forward to answer our call to bring hope for a better life for the needy in our society. Thus, we are very happy to have accomplished it after a seven-month long fundraising drive. We have to thank the Singapore Labour Foundation (SLF), our NTUC social enterprises, all our affiliated unions/ association, unionised companies, corporate and individual donors for their strong support.

They have selflessly opened up their hearts (and wallets) to support the worthy cause of helping our low-income union members and their families. This is truly the spirit of “U Care� in action.

Healthy Competition for AUSBE The AUSBE Bowling Tournament 2013 saw a gathering of AUSBE members who were all geared up to compete with one another at the Civil Service Club @ Tessensohn on 2 September 2013. A total of 14 mixed teams bowled their hearts out to vie for the top place in the team, individual men and women’s categories.
