Ahmed, our university educated tour guide, spoke of freedom as we headed toward Cairo’s Tahrir Square. “My wife’s a veterinarian; we planned to immigrate to Canada for our children’s future. But since the Arab Spring we are so proud of our country and people. We will stay in Egypt.”

Autumn 2011: Vancouver Quadra Update Dear Friends and Neighbours, This past August 22nd Jack Layton, long time Canadian politician and federal NDP Leader since 2003, passed away. Canadians throughout the country have shared their grief— and their sadness that Jack had so little time to guide the NDP forward after his historic victory in the May federal election. Though he spent most of his adult life in politics, Jack struck the deepest chord with Canadians over recent months. As The Globe and Mail’s Tim Powers noted: “Layton’s very public health struggles with cancer over the last 18 months were something just about every Canadian could relate to. We all know someone, or of someone, hit hard by the disease…That made him ordinary—while at the same time inspirational.”

Clearly struggling with his health, Jack made a gutsy decision to tackle the minority Conservative government and just months ago, ran an intense and successful election campaign. His dedication to his ideals, his Party and the people of Canada—and his personal sacrifice for his political mission—has fired the imagination of all Canadians. On the open stage of public life Jack Layton put a human face on the private struggle against adversity, and for that he will long be remembered. Best regards,

“Ordinary people showed that together they had the power to remove a tyrant. Before, if you criticized the government you could disappear in jail. Ministers were corrupt. ‘King’ Mubarak and his family have $billions while half our people live on a few dollars a day. Police protected the regime, not the public. Yes there is uncertainty— and unemployment—but with more freedom, there’s hope for the future.” A different view dominated our Parliamentary Delegation to Israel; Israelis worry about post-Mubarak outcomes. Israel has a healthy democracy, one that respects freedom of speech and the rule of the law. But given its history and geography, security is highly valued— concern about regional instability and how this could affect already complex negotiations with Palestinian representatives is understandable. Regardless of perspective, one can only hope that the Arab Spring brings positive democratic outcomes for humankind.

Crisis Equals Danger plus Opportunity We live in a fast changing, unpredictable, and increasingly unstable world. Riots in the UK, a debt crisis in the USA, a failing Euro zone, and the Arab Spring give rise to dire predictions about the future. People I talk to are worried about what this means— for their children, job, mortgage, or retirement security. Compared with many nations, Canada can better weather these storms. But there are two important factors to consider. First, Canada is ahead because more than a dozen years ago the federal government eliminated a massive deficit— returning Canada’s credit rating to AAA status. At the same time, that government ensured a strong banking regulatory system, and focused its investments in people and education. To be a thriving nation a dozen years from now requires similar long-term vision, discipline and strategic investments…and less selfcongratulatory rhetoric. Second, there is a silver lining to these storm clouds. The world’s transition to a more global economy—albeit a source of instability and danger—offers Canada a wealth of new opportunities, but only if we act strategically. The current government should be using Canada’s relative success to increase our productivity and global competitiveness.

To harness this demand while reducing our carbon footprint we need new and sustainable ways to create and use energy—and to radically improve the benefit/cost equations for resource use and development. By working in concert with business and all levels of government Canada can be a world leader in this urgent endeavour, creating entire new industries and the much needed jobs and opportunities that go with them.

Tony Clement in Charge of Cutting Red Tape? There’s been a lot of talk about cutting red tape for small and medium-sized businesses across Canada, but no action. As a Minister in the BC government, Joyce Murray worked with departmental staff and key stakeholders to develop and implement concrete regulatory reductions without compromising health, safety or the environment.

The Conservative government’s long-heralded Red Tape Reduction Commission will not even report back until later this fall, leaving business owners in the dark about regulatory reform, and citizens still wondering if the cuts will have negative consequences. As if as a bad joke, the Prime Minister has appointed Tony Clement to lead the Commission! Minister Clement remains embroiled in scandal after cutting to ZERO the red tape guiding $50-million of your tax dollars. Parliament had authorized these funds to improve border infrastructure; Clement spent them to fund pet projects in his own riding far from the border. Documents recovered under the Ontario government’s Freedom to Information Act suggest that he re-directed regulatory channels, inappropriately taking multi-million dollar decisions out of the hands of non-partisan civil servants and placing them in those of his own political staff…for his own political gain. How can Canadians trust this Minister to oversee open, fair and transparent red tape reduction?
