Master Plan

Gray Downtown Development Authority G ray’s Downtown Development Authority was reactivated

by Gray’s City Council in September of 2008 and held its first meeting a few days later. The first order of business was selecting a chairman, and Cecil Ethridge was unanimously chosen. Authority members took their required eight hours

of training together in November, with instructor Bruce Green, tourism product development director of the Georgia Department of Economic Development. The Authority meets the second Monday of each month and is currently working toward developing a Master Plan for the city.

Jones County Development

Authority

T

he Jones County/Gray Chamber of Commerce and the Development Authority of Jones County formed a partnership under contractual agreement during 2000 for the Chamber to help promote all aspects of economic development in Jones County by providing office services, administrative services, and industrial recruitment for the Board of the Development Authority. This partnership has resulted in a win-win for both organizations as well as for the community, and the Chamber executive director serves in the same capacity for the Development Authority.

The Development Authority of Jones County purchased 963 acres located in the southern corner of Jones County off Highway 57 in January 2007 for the purpose of developing an industrial park.

Planning for the project has been ongoing since 1999, with the industrial site originally identified as a prospective site in the 1980s

by Georgia Power and Oglethorpe Power, now known as Georgia EMC. The property was purchased from the Plum Creek Timber Company. The site is located on a four-lane highway with rail access and utilities nearby and close to Interstate 16. It was placed at the top of the new sites available in the region in a report presented at the Central Georgia Economic Development summit.

Voter Registration

To be eligible to vote in state, county, city, and national elections, your name must be on the Voter Registration List in the Elections and Voter Registration Office at the Jones County Government Center.

To be eligible to register, you must be: 1. Eighteen years of age or older 2. A citizen of the United States and a resident of Jones County 3. Not convicted of a felony or declared mentally incompetent The Elections and Voter Registration Office is open from 8:30 a.m. to 5:00 p.m., Monday through Friday. You may register up until thirty (30) days prior to an election.

Recycling The Gray/Jones County Recycling Center is located on Industrial Boulevard in Gray. This is a 24-hour drop-off for recyclables only. County dumpsters are provided at locations throughout the County for household garbage. Within the County, there are six Convenience Centers which accept both trash and recyclables.

Postal Service The Gray zip code is 31032. The Gray Post Office is located at 235 W. Clinton St. They are open to the public on Monday - Friday from 8:30 a.m. to 4:30 p.m. and on Saturday from 9-11 a.m. The office may be reached at 1-800-ASK USPS or locally at (478) 986-4085. Other communities served by this zip code include Clinton, James, Bradley, and Wayside.

The Haddock zip code is 31033. The Haddock Post Office is located at 1355 Ga. Highway 22 East in downtown Haddock.

They are open to the public on Monday - Friday from 8:15 a.m. to 12:30 p.m. and 2:30 to 5:00 p.m. and on Saturday from 8:30 a.m. to 11:00 a.m. This office may be reached at 1-800-ASK USPS or locally at (478) 932-5790.

Other zip codes include Round Oak, 31038; East Juliette, 31046; Macon addresses in Jones County, 31211; and Griswoldville, 31217.

Jones County – Advanced Disposal Services, Southland Waste Systems of Georgia, and Clean Rite Sanitation also provide some residential garbage pickup within the more populated areas of the county. Weekly service is provided with the company furnishing a 95-gallon cart for curbside pickup. Billing is done quarterly. You can contact Advanced Disposal at (478) 405-5000 or Southland at (478) 746-7230 or Clean Rite at (478) 994-4233. Advanced Disposal and Southland provide commercial waste collection, also.

Medical Services Major medical facilities are located in both Macon (15 miles), and in Milledgeville (20 miles), with the distance depending on the location within the county. Medical services available within the county are provided from the following sources:

Chiropractors Sewage/Garbage City of Gray – Sewer connection service is provided through the City of Gray. There is a fee for connection and an inspection fee.

Garbage collection is provided through cooperative arrangement with Advanced Disposal with a collection fee charged. “White Goods Pickup” is provided by the City as a service for disposing of old furniture and appliances. Yard pickup is every third Saturday.

O

f Georgia’s 159 counties, Jones County is the 61st largest, totaling approximately 395 square miles – with the largest percentage in woodlands – and approximately onesixth of the county in federally owned national forests. The county is ideally situated in the northeastern section of Middle Georgia between Macon and Milledgeville. Therefore, everything needed to provide a quality environment for residential and business establishments is either within the county or easily accessible.

Jones County is rich in history and natural beauty. Originally inhabited by the Creek Indians, Jones County was part of the frontier settlement when it was partitioned from neighboring Baldwin County on Dec. 10, 1807. Named for James Jones, a prominent Savannah attorney, Georgia legislator and United States congressman, Jones County sat on Georgia’s western border, at that time the Ocmulgee River.

The original county seat of Clinton was one of the fastest growing centers of trade and culture in Georgia. It was a bustling town known for commerce and gracious living and the site of a factory manufacturing cotton gins.

Although the county prospered into the 1860s, the Civil War had a profound effect on the county. Many of the county’s sons, homes, churches, schools, and even entire towns were lost to the war effort. Union troops burned the town of Griswoldville to stop the manufacture of Confederate pistols. Blountsville also suffered great losses during the War, and eventually disappeared.

Moving into the twentieth century, the city of Gray became the county seat in 1905, and the city began to thrive with commercial and retail establishments. Gray is supported by excellent rail and highway access. Now a mixture of the old and the new flourish in the county which is dotted with small, quaint communities: Round Oak, Griswoldville, 23

Haddock, Wayside, Bradley, East Juliette, James, and Clinton.

Each of these communities is unique and rich in history, offering a glimpse of what life has been like in Georgia over the last two hundred years, and all are important to Jones County’s heritage.

The renovated Jones County Courthouse, which was built in 1905, is located in Gray and is listed in the National Register of Historic Places. Another of the numerous sites of historic significance is the former Jones County High School facility, which was designed by female architect Ellamae League (1899-1991) and constructed in 1936.

This facility has been renovated as the W.E. Knox Civic Center, which houses the Jones County/Gray Chamber of Commerce, the Development Authority of Jones County, the Keep Jones Beautiful Commission, the Jones County Boys

and Girls Club, Central Georgia Technical College Center, the Jones County Auditorium, the Family Connection office, and other meeting areas for public and civic purposes as determined by the five-member county commission.

The northern part of the county is largely within the Oconee National Forest and the Piedmont National Wildlife Refuge. The metropolitan influence of Macon touches the southern portion of the county. Thus, to the north there is an effective barrier to development, and to the south, a stimulus.

A large portion of the county is controlled by woodland companies, and about one-sixth of the county is federally owned. Natural resources in the county include crushed stone, timber, and pulpwood. Although always a residential development area, Jones County is now experiencing an explosion of residents migrating into the county.

Old Clinton Historic District

T

his area was listed in the National Register of Historic Places on Sept. 12, 1974. The town of Clinton, established as a county seat of Jones County in 1809, was the center of political, educational, and industrial growth in the frontier areas of the lower Piedmont region of Georgia.

The town is significant in Georgia history as the site of one of the country’s largest cotton gin factories, the Griswold Cotton Gin Factory, and the site of one of the first female seminaries, Clinton Academy.

The town is also significant architecturally for its collection of early 19th century residential and public structures, one of the largest intact groupings in the state, of which several are attributed to master craftsman-architect Daniel Pratt. The one- and two-story frame houses of the town are situated along narrow tree-lined streets arranged in a grid pattern around a central courthouse square. Twelve major houses remain from the town’s chief period of significance.

Built between 1809 and 1830, these resources are characterized as braced frame central hall, hall-parlor, I-house, and plantation plain type houses with clapboard siding and brick pier foundations. In addition to the homes is the historic resource, Clinton Methodist Church, a braced frame, front gable church built c. 1821. The town retains its early 19th century character and village-like atmosphere.

Historic Sites Cabiness-Hungerford-Hanberry House Listed Jan. 1, 1976, this outstanding early 19th century house is situated in pristine rural surroundings featuring extensive pecan groves. George Cabiness built this house c. 1805, three years after the land was ceded from the Creek Indians. In 1811, George Cabiness, a Revolutionary War veteran, exchanged the house and lands for his son Harrison’s house, the Cabiness-Hunt House (c. 1810s.)

The house is an outstanding example of early vernacular Georgia architecture and is considered to be the sole example of the Jeffersonian Classicism style remaining in the state. The building is of braced frame construction and features a side gable, one-story central section with heavy brick gable end exterior chimney flanked by one-story side gable wings, clapboard siding, and 6/6 and 9/6 windows. The house is currently privately owned.

Cabiness-Hunt House Listed May 2, 1975, this outstanding early 19th century house situated in pristine, rural surroundings was built c. 1810s

by Harrison Cabiness, son of George Cabiness, a veteran of the Revolutionary War. In 1811 Harrison traded this house for his father’s house, the Cabiness-Hungerford-Hanberry House. The house is a two-story, braced frame I-house with clapboard siding, 9/6 and 9/9 windows, brick pier foundation, and massive gable end brick chimneys with heavy brick foundation, non-projecting gable in facade with large brick chimney in end, full-width shed porch with enclosed shed rooms on end, square Doric porch columns, and a two-story shed section off the rear with recessed porch area underneath. The house is located on Campbell Spur.

Jarrell Plantation Listed May 9, 1973, and located in the Piedmont National Wildlife Refuge, the Jarrell Plantation is operated as a state historic site. The plantation is a 7-acre farm complex that represents one of the most complete examples of a post-Civil War farm operation in the state with historic resources dating from the 1850s to the 1910s.

The plantation, which was completely self-sustaining, consists of three houses, barn, carpenter shop, blacksmith shop, buggies, wagons, thrashing machine, boiler, saw mill, and cotton gin. The two houses on the property are the John Jarrell House, built c. 1847, and the Benjamin Jarrell (son of John) House, built c. 1847.

Lemuel & Mary James House

Historical Survey In a survey completed in 2000 by the Middle Georgia Regional Development Center, the locally, regionally, and/or nationally significant districts, sites, and individual structures in Jones County, which may be eligible for the designation of listing in the National Register of Historic Places, were identified.

This survey and other studies prove that Jones County is a community rich in historic resources with a potential for economic development.

The Lemuel and Mary James House, located on James Road, was listed in the National Register of Historic Places on May 14, 2015. Lemuel P. James Sr. (1842-1899), a prominent businessman in Gray, purchased property in what would become the community of James after the completion of the Georgia Railroad from Macon to Camak in 1873.

A railroad bridge builder, James used the Georgia Railroad to spark the growth of a small community. He and his wife Mary built their house circa 1885 to house their family and his business concerns. Among his many business ventures were peach farming, lumber milling, bridge building, and operating a general store. At one time James owned over 1,000 acres.

Over time, portions of the property were sold to relatives and business partners. The community today retains its rural feel with several residences and a general store still in existence along the former rail bed.

Jones County Courthouse Listed Sept. 18, 1980, this outstanding load-bearing brick Victorian Romanesque style courthouse, trimmed in granite, was designed by noted regional architect J.W. Golucke and built c. 1905. The building is distinctive for its Classic Revival bell and clock tower, which is covered entirely with sheet metal. In 1992 the courthouse was renovated.

The central rotunda was restored, revealing the original arched openings, which were retained in the restoration, as was the pressed metal ceiling. A liquid cement coating applied to the metal ceiling in 1969 was removed.

The courtroom was completely refurbished, as were all other areas in the present building. The exterior was

re-coated with a breathable masonry coating in colors similar to the colors of the original building.

Provision for access to and use of all areas of the courthouse by the physically handicapped was accomplished by the addition of ramps, a new stairway, elevator, and toilet facilities.

The bell and clock tower were restored structurally and architecturally in 2006 with SPLOST funds.

The courthouse grounds feature a retaining wall with massive native granite blocks taken from the Jones County Jail located at Clinton, which was built by Jacob Hutchings, a slave who was a stonemason and a Jones County representative in Reconstruction Days.

Recreational Activities Hunting and fishing Hunting and fishing are extremely popular forms of recreation in Jones County. Residents and visitors from all over Georgia and the southeast enjoy hunting deer, wild turkey, dove, quail, and other abundant game. Fishing, at Miller Lake Recreation Area,

the Ocmulgee River, Hillsboro Lake and in many private ponds dotted over the county, is also a very popular sport. Also within a short drive are additional sites at Lake Sinclair, Lake Oconee and Lake Juliette.

Jarrell Plantation

T

he Jarrell Plantation, a state historic site, is an original middle Georgia plantation consisting of 20 historic buildings dating between 1847 and 1945.

The site has one of the largest and most complete collections of original family artifacts of this time period in Georgia. Visitors may tour the 1847 plantation plain-style house, the mill complex, carpenter shop, blacksmith shop, and other buildings.

Parks Carol’s Park (left) Located adjacent to the Jones County Courthouse in downtown Gray, this park offers picnic tables, benches, and a gazebo.

Clinton Historical Park Located on Pulaski Street in Historic Clinton, this park provides a picnic area, historical markers, and information about the historic community.

Haddock Community Park Located at 124 Old Milledgeville Road, this park provides a walking trail, playground, and a covered picnic area.

Liberty Park (top) Located on Upper River Road between River North subdivision and the Bibb County line, this park has a paved walking path, picnic areas, and play equipment for kids.

Miller Lake Located on U.S. 129, 8 miles from downtown Gray, this park offers recreational activities including fishing, picnicking, and hiking.

Piedmont National Wildlife Refuge Outdoor recreation is provided by the Piedmont National Wildlife Refuge, a 35,000-acre wildlife management area northwest of Gray off Highway 11.

Administered by the U.S. Fish and Wildlife Service, the refuge offers visitors the opportunity to see beaver, racoon, opossum, turkey, deer, over 200 species of birds, and other wildlife in their natural habitat.

A visitor center, hiking trails, a wildlife drive, environmental educational programs, fishing, and special programs for hunting are provided by the refuge.

Golf There is one public golf course in Jones County and one private course at Healy Point Country Club in the River North community off Upper River Road near the Bibb County line.

Lake Jonesco Golf Course is an 18-hole, daily fee public golf facility operated by the county and located on state Highway 22 East between Gray and Milledgeville.

The original 9-hole layout was designed and built in 1939 by the Works Progress Administration (WPA), a post-Depression New Deal agency set up to combat unemployment, in conjunction with the Jonesco Clubhouse. The original construction included two small lakes, a pavilion, a swimming and diving facility, and male and female bathhouses, which were used by the general public until the mid-1960s.

The second 9-hole section was designed and constructed in 1984. After construction was completed, the old and new sections were combined to incorporate the best features of both sections.

The two lakes and Commissioners’ Creek enhance the natural setting for six of the holes and combine to make the layout a challenging and rewarding experience.

Lake Jonesco Golf Course is undergoing major capital improvements that will provide a course of great golfing for many years to come. When complete, this course will be comparable or above many public courses in quality and beauty.

The facility is open seven days a week, with summer hours from 7:30 a.m. until dark, and tee times are not required. The course offers annual memberships for singles, families, and seniors, and golf lessons are available by appointment. The course is suitable for all skill levels. Call (478) 986-3206.

Driving Range In spring of 2007, Lake Jonesco Golf Course opened a driving range that is on what used to be the 18th fairway. The 17th (pictured right) and 18th holes were reconstructed to accommodate the range.

Jonesco Clubhouse The Jones County Kiwanis Club, during its first year of existence in 1935, purchased 115 acres of land between Gray and Haddock for the purpose of building a community center and recreation area. The plan was to build a lake for swimming and fishing, a pavilion, two bathhouses, a clubhouse, and a 9-hole golf course. The club deeded the land to the county, and with county, state, and federal funds, the work was begun.

In 1973, the Pilot Club of Jones County initiated a project to renovate the clubhouse to be revitalized as a community center.

The county commissioners contributed county revenue sharing funds toward the project, and donations and honorariums were received from individuals and clubs. The clubhouse is owned and operated by the county.

Today, the clubhouse may be used for private parties, receptions, weddings, and other functions. Rules and fees for the use of the building have been set up by the commissioners.

County Recreation Complexes

Conceptual Plan for Highway 18 Complex Expansion

In July 2009, ground was broken on an expansion of the Central Recreation Complex based on the conceptual plan above.

Jones County has a full-time county recreational department. The Central Recreation Complex is located off Highway 18 East and has facilities for both individuals and groups. In addition to baseball, softball, and football fields, there are lighted tennis courts, an outdoor basketball court, and covered picnic areas with grills for cooking with charcoal.

The main building at the Central Complex has a concession stand with restroom facilities. Gymnasium facilities, as well as a lighted adult softball field used mainly for church league play, are provided adjacent to the Government Center.

The South Complex was opened in April 2000 and is located at 436 Georgia Highway 49, just below Wells Elementary School. This state-of-the-art facility has two baseball fields and one softball field, which are lighted. A T-ball field and intermediate baseball field are also part of the complex.

A lighted football/soccer field is also available.

The complex has two concession buildings with restrooms.

Future plans include adding lighted tennis courts, outdoor basketball courts, covered picnic areas, and a gymnasium.

A wide range of organized youth leagues are provided through volunteer efforts in football, basketball, baseball, softball, boxing, and soccer. Call Matt Goins, recreation director, at (478) 742-3535 for more details.

Membership Directory & Newcomer Guide

The first Saturday in June is reserved in Gray and Jones County for the Daylily Festival, which has grown in popularity since its inception in 2004.

The festival is held in the pecan orchard on Railroad Street/Cumslo Road and features arts and crafts, flower show, games, live entertainment, demonstrations, kids area, and plenty of food vendors.

The festival is sponsored by Main Street Gray.

To kick off the festival, there is a 5K Daylily Dash that Friday night and then the festival begins early Saturday morning.

Saturday features a day full of fun, shopping, and entertainment. The festival has a Lily Walk for younger children and a children’s area that includes horses, games, and inflatables.

Old Clinton War Days Old Clinton is included on Georgia’s Antebellum Trail and “Old Clinton War Days” is a re-enactment of the Federal occupation of Clinton, sponsored the first weekend in May each year in conjunction with the 16th Georgia, Company G, Jackson Rifles of the Sons of Confederate Veterans. Clinton is located 1 1/2 miles southwest of downtown Gray, just off Highway 129.

Gray Jaycees Christmas Parade The Gray Jaycees have been sponsoring the annual Christmas Parade through downtown Gray the first Tuesday in December each year since 2000 and the entries keep getting better. The parade is at capacity with 65 entries and more than 1,000 participants.

Fair The Jones County Lions Club Fair was moved from September to October in 2008 and is held at the Lions Club Fairgrounds on Highway 18. The fair has been an annual event for 38 years and is the major fund-raiser for the Lions Club. In addition to the midway and customary fair cuisine, local businesses and civic organizations display their wares and distribute information. One of the biggest attractions at the event is the home-cooked food prepared by Lions Club members.

Jones County Government Jones County was established Dec. 10, 1807, and named for James Jones, a prominent Savannah attorney, Georgia legislator, and U.S. congressman. The county has a five-member Board of Commissioners elected by the voters for four-year terms. The chairman is elected countywide and the four commissioners are elected by district. The commissioners meet in regular session twice a month, the first Tuesday (6:00 p.m.) and third Tuesday (6:00 p.m.), in the Charlotte Wilson Conference Room at the Jones County Government Center.

The first Tuesday session begins with zoning requests at 6:00 p.m. with the regular meeting immediately following. To be placed on the agenda, individuals must contact the county clerk’s office at 986-6405 three working days prior to the meeting.

Planning & Zoning The Planning and Zoning office regulates land use and construction in Jones County and Gray by issuing appropriate permits for all new structures, including houses, manufactured homes, accessory buildings, and new businesses. Permits are required before construction begins, or before a business is opened.

The office also inspects the construction as it is under way for compliance with the State of Georgia building codes and local zoning regulations, and assists with complaints regarding the zoning ordinances. Another permit that can be obtained from the office is a zoning compliance permit. This permit is required to operate a business from a commercial location.

A home occupation permit is required for a home-based business. Application for rezoning of property should be made to this office. The office is located at the Government Center and serves both the incorporated and the unincorporated area

Probate Court of Jones County is located in the Jones County Courthouse.

The probate judge is J. Mike Greene.

Office hours are observed Monday through Friday from 8:30 a.m. to 4:30 p.m. This court handles all probate cases such as wills and estate matters. The court also handles traffic violations, gun permits, marriage licenses, birth and death records.

Jones County is fortunate to have records dating back to the early 1800s for marriage and wills and birth records from 1924. Visitors are welcome to search county records, or requests for information may be directed to office personnel; however, there is a very small staff available to assist with research which can only be done as time allows after regular duties are completed.

This process by necessity will not allow for a quick turnaround.

The Jones County Sheriff ’s Department provides law enforcement services to all citizens of Jones County.

The law enforcement complex, located at 123 Holmes Hawkins Drive, houses the 911 center which serves all of Jones County and the City of Gray.

The Sheriff ’s Department offers an array of services including background checks for employment and fingerprinting.

Tax Offices The Jones County Board of Tax Assessors is located at the Jones County Government Center. Office hours are 8:30 a.m. to 5 p.m., Monday through Friday.

This office is charged with the responsibility of: the filing of homestead exemptions, maintaining property ownership information, deed and plat references, sales information, sketches Linda Sibley of houses and commercial buildings and Chief Appraiser square footage of buildings; valuation of real and commercial property, timber, mobile homes, business personal property, boats, and farm equipment for taxes; maintaining aerial photography and maps; processing appeals to the Board of Assessors; conducting specialized assessment programs.

Vehicle tags and registrations are handled by the tax commissioner’s office and motor vehicle ad valorem taxes are collected. Taxes

Get a Better Understanding Property Taxes Property taxes are determined by tax rates and assessment ratios, which vary by location. The only realistic way to compare property taxes for different locations is to use “effective tax rates” (tax rate multiplied by assessment ratio). Effective tax rates combine city, county, school, and state tax rates into one convenient figure — the annual tax for each $1,000 (or one dollar for every $1,000) of property at its assessed value.

This rate applies to all property: land, buildings, machinery, equipment, and inventory. Fair market value for property is determined on the first day of January each year and assessed at 40 percent of its fair market value for tax purposes. The city millage rates are applied for the properties inside city limits to determine the city portion and the county, school, and state tax, which is applicable to all properties located in the county.

Tax Assessor’s Office hours are 8 a.m. to 5 p.m., Monday through Friday, (478) 986-6300. The property tax deadline for payment is Dec. 1 of each year, and tax bills are mailed out by Oct. 1.

JONES Motor Vehicle Tags Every motor vehicle and trailer in the state must be registered with the State Revenue Department and a license tag must be obtained for that vehicle. The law also requires an owner of a motor vehicle to obtain a certificate of title for the vehicle, except for vehicle age exemptions (1985 or older).

Application must be made for the title before purchasing a tag. Non-residents who move to Georgia permanently must make application for a title and tag within thirty (30) days. Application is made through the Jones County Tax Commissioner’s office. Title taxes are paid at a rate of 7 percent of market value on any vehicle, whether purchased at a dealership or as a private party sale.

Sales Tax The city and county have a 1 percent Local Option Sales Tax (LOST) and a 1 percent Special Purpose Local Option Sales Tax (SPLOST). The Board of Education also has a 1 percent SPLOST. These are in addition to the 4 percent state sales tax, making the total sales tax rate 7 percent.

Jones County Tax Assessor

Forestry Services

Jones County Emergency Management Agency handles the emergency management services to the county including emergency planning, coordinating, response, recovery, rescue service, and fire service. The program is managed by Don Graham, director.

The Georgia Forestry Commission office in Jones County is located on Highway 11 North in Round Oak, about 10 miles north of Gray. Regular office hours are 8 a.m. until 4:30 p.m., Monday through Friday.

The Commission’s main objective is the suppression of wildfires in Jones and Jasper counties.

Services offered to the public are: plowing of ďŹ rebreaks for landowners and providing a forester who is available for questions concerning timber.

A burn permit number is required for outside burning. Contact the service for information and/or for a burn permit.

Community Services Enhancing Gr ay and Jones County Keep Jones Beautiful

Environment Code Enforcement

It is the goal of the Keep Jones Beautiful Commission to preserve the natural beauty of Jones County and promote a clean and safe environment by encouraging proper waste disposal, conservation, and beautification efforts.

The commission members and volunteers work together to heighten public awareness of environmental issues, such as litter and recycling. They also plan and implement litter prevention activities, beautification projects, and educational programs that help make Jones County a cleaner and more beautiful place to live.

New volunteers are welcomed to planning meetings held in the Jones County Civic Center on the third Monday of each month at 7:00 p.m. Vicki Bilderback, executive director, has an office located in the Jones County Civic Center at 161 W. Clinton St. Keep Jones Beautiful meets every third Wednesday, 11 a.m., in the Tammy Brittain Conference Room at the W.E. Knox Civic Center.

Gray/Jones County Recycling Center The Gray/Jones County Recycling Center is located one mile from Gray on Industrial Boulevard. This is a 24hour drop-off facility for plastic, cardboard, newspaper and aluminum cans.

Funds from the sale of these recyclables are used by the Keep Jones Beautiful Commission for various projects involving beautification and litter prevention.

The Social Service Unit provides services that promote safety, security, nurturance, and development. These services include protective services for both children and adults, placement services, energy assistance, and food in emergency situations. Public Health Services

The Jones County Extension Office is located at the Jones County Government Center and is open Monday through Friday, 8 a.m. to noon, and 1 p.m. to 5 p.m.. The Extension staff works with Jones Countians to improve their quality of life by providing non-biased, research-based information from the University of Georgia in the areas of agriculture, the environment, family and consumer science, and 4-H. Extension agents are available to individuals for professional assistance as well as educational programs for groups. Call the Extension office for information on soil sampling, food preservation, well and pond water testing, financial management, health and nutrition, child care education, plant identification, home horticulture, gardening and landscaping, livestock production, fisheries, weed and insect identification, food safety, 4-H Clubs, and many other topics. Minimal fees for specific services may apply.

The Jones County Public Health Center is located in Gray behind the public library, with office hours Monday through Thursday, 8 a.m. - 4:30 p.m. The walk-in services, including immunizations, hearing, vision and dental screenings, blood pressure checks, head lice checks, and environmental services, are available Monday through Thursday, 8:30 - 11:30 a.m.

Developmental Services The Jones County Developmental Service, a division of the River Edge Behavioral Health Center, provides day services to mentally challenged individuals who are aged 18 and above and out of high school.

A variety of services are available, and each is individualized to meet the needs of the individual and their caregivers.

Services provided are: Day Habilitation, Work Activities, Specialized Employment and Supported Employment. The facility is also utilized to provide mental health services to the residents of Jones County. Plans are to expand the service to other community needs such as alcohol and drug-related problems for all ages. The Center is located at 530 Settlement Drive, Suite A in Settlement Plaza.

The Jones County Public Library is located at 146 Railroad St. in Gray with parking provided in the rear of the building.

The library is a member of the Middle Georgia Regional Library System and a part of PINES (Public Information Network for Electronic Services). The library, with 7,500 square feet, contains over 20,000 volumes. Additional books may be ordered from any library in the state, and through inter-library loans can be obtained from out-of-state libraries. Neighborhood Service Center The Jones County Neighborhood Service Center office hours are Monday through Friday from 8 a.m. until 5 p.m. The center distributes government commodities to low income-eligible Jones County residents, administers energy and emergency assistance when monies are available, and assists in counseling for job placement for JACS. Services provided include: a noon meal for congregate members Monday through Friday, a noon meal delivered to Jones County home-bound residents aged 60 and older for a fee, nutrition education, outreach services, information and referral, health and welfare counseling, escort services, shopping assistance, telephone reassurance, recreation, arts and crafts, legal services for elderly, Retired Senior Volunteer Program, bazaars, bingo, and friendly visiting. Public Transportation

Jones County Transit System is administered and operated by the Heart of Georgia Community Action to provide public transportation to the community through the Service Center.

Jones County Transit vans are available to transport those unable to provide their own transportation. The fee for this service is $2 for transportation inside the county and $4 outside the county. Jones County Animal Control This is a not-for-profit animal shelter whose mission is to pick up stray animals in the community. Monetary, supply and volunteer donations are gladly accepted.

People Looking Ahead Now PLAN for our community’s future

Jones County PLAN (People Looking Ahead Now), organized in 1997 to provide a vision for our community, is comprised of a team of dedicated Gray and Jones County residents who devote their time, energy, and resources to ensuring that the community’s quality of life is not compromised, but enhanced as we move from a rural to an urban community.

PLAN and its affiliated groups provide a wide range of services to the community, focused on building long-term relationships through providing comprehensive start-to-finish community planning.

The most vital resource that PLAN brings to the community is its ability to work on multiple assignments under pressure and consistently meet deadline schedules. As a provider of value-oriented services, PLAN volunteers possess the skills and experience to provide technical knowledge, seasoned business judgment, and creative input to support government and businesses in current projects and future direction.

PLAN philosophy is to become an integral part of the community and grow with it as the need for sophisticated services grow.

The future of our community is literally being determined NOW. No matter what you do or where you live in our community, you are being affected by the changes taking place.

What is Main Street?

Georgia’s Classic Main Street program is a communitybased development initiative that encourages public and private partnerships to create successful central business districts utilizing the nationally recognized 4-point™ approach for downtown revitalization. Working in the program areas of organization, design, promotion, and economic development, Main Street communities utilize local business owners, property owners, citizens, non-profit organizations, and local governments to build a comprehensive approach to sustainable downtown development.

Main Street Gray works to help promote all local business with different events like Small Business Saturday and monthly newsletters that are distributed Haley Watson to the local businesses and put online.

Manager Main Street also works to help provide family friendly activities like the Daylily Festival, Tunes & Spoons, and Family Movie Nights to encourage community relations.

Family Connection is a statewide network of Georgia counties committed to improving results for children and families through broad-based community collaborative efforts. The Path to a GED and Higher Education Central Georgia Technical College has partnered with Jones County to provide two locations for adults to earn a GED and go on to higher learning or a career. Tech-Prep/Postsecondary Options

There are approximately 720 full-time employees including more than 400 certified personnel (teachers, counselors, administrators, etc.) within the system. Fifty-six percent (56%) of the certified staff have master’s degrees or higher. Twenty percent (20%) of all other professionals are enrolled in graduate programs leading to higher degrees.

Jones County High School has joined a Tech-Prep Consortium with Central Georgia Technical College which allows articulation of courses between the two systems.

Postsecondary options are also offered between the two institutions and between Jones County High School and Macon College. Both offer high school students the opportunity to earn postsecondary and/or college credit.

Accreditation All schools meet or exceed State Standards and are accredited by the Georgia Accrediting Commission. All schools are accredited by the Southern Association of Colleges and Schools (SACS).

Industry Certification Business, Marketing, Construction and Certified Nursing Assistance-CNA programs at Jones County High have been awarded industry certification.

Special programs offered within the system include: Alternative School; Autism; EIP; Emotional Behavioral Disorders; Gifted; Hearing Impairment; Hospital Homebound; Intellectual Disabilities; Mental Disabilities; Orthopedic Impairment; Remedial Education Program; Speech and Language; Severely Emotionally Disabled; Significant Developmental Delay; Title I; and Visually Impaired.

Students may earn the following types of diplomas by satisfying program requirements: college preparatory high school diploma; technology/career high school diploma; college preparatory high school diploma with distinction; technology/ career high school diploma with distinction; high school performance certificate; or special education diploma.
