I greet you with Jesus joy and hallelujah praise!

Our world has seen a lot of changes, tragedies, and unforeseen occurrences since we assembled last. Attacks on the Capital, voter suppression, almost half of the country believing that the election was stolen. As well as, hurricanes in unusual places, extreme heat, uncontrollable res, and record breaking ooding. Not to mention the continuation of a worldwide pandemic that has killed over 700,000 Americans. If we ever needed to pray, we sure do need to pray now. Not just for our individual families, churches, neighborhoods or denomination. We need to pray for this planet. “The earth is the LORD’s and the fullness thereof. The world and they that dwell therein.”

We are GOD’s creation and everything on this planet is GOD’s. We share the same air, water, and earth. During this pandemic we have met persons who have virtually become a part of our ministry, and wherever in this country or world they live, they are apart of our greater community. Not just because they have virtually connected with us. It’s because the world is one community, one world, one planet. And it all belongs to GOD. Being such and as children of the King, makes us all a part of the same family. As a matter of fact, together “We are the Community of GOD. Connected by our denomination, our Christian faith and as citizens of the same planet.

Why is this important? It’s because it enables us to see that we all are stakeholders in the concerns that a ect our world, the dangers that confront our planet, and the challenges that we all face as human beings. Seeing ourselves as one community helps us to see and feel that we must deeply care about one another. In spite of our address, social standing, economic or educational status. “We Are The Community of GOD!”

Let me thank GOD for each and everyone who thought it not robbery to come and make this year’s Capital District Conference an overwhelming success. Our appreciation is extended to our Bishop, Rt. Rev. James Levert Davis and our Episcopal Supervisor, Mother Arelis Davis for their steadfast inspiration to excel and raise the bar. To our host and co-host Rev. Drs. Mark Whitlock and Michael Bell, and their spouses, for their support and leadership, as well as to the amazing Pastors, Clergy, Delegates/Alternates and all of the members and friends of the Capital District. To our Planning Team, who worked tirelessly to facilitate such an amazing conference. In addition, thanks to the father & son team who so powerfully opened our Conference and dynamically led plenary sessions, Pastors William & Matthew Watley, all of the clergy couples who provided us with morning manna, and Drs. Obery Hendricks & Sacoby Wilson for their insightful and provocative presentations. Also, l thank GOD for all of the worship participants and the ve anointed preachers who lifted the “I AM” statements of Christ. As well as, to all of the many persons who gave reports or made presentations. In closing, let me thank Reid Temple for their amazing support and hospitality. Matthew L. Watley is an innovative and faithful pastor, nationally known speaker, author, professor, businessman, leadership consultant, and a “kingdom builder.” As the founder and Senior Pastor of Kingdom Fellowship AME Church in Silver Spring, MD (moving to a new campus in Calverton, MD), he provides leadership and spiritual guidance to over 5,000 members. He is also an entrepreneur who has developed and oversees half a million square feet of commercial property, including church construction and leasing space to a government agency, small businesses, and non-profit organizations in the Washington DC Area. Additionally, Rev. Watley is Chair of The Black IDEA Coalition, whose mission is to fulfill the promise of diversity and inclusion by empowering organizations and institutions to achieve Black parity in employment, investment, and contracting. Sharing his insight on the changes in economy, culture, leadership, and education, he has spoken to Ch2Mhill, Prudential, Industrial Bank, The American Institute of CPAs, the US Department of Transportation, to name a few. Rev. Watley has served as an adjunct professor at Georgetown University and has lectured at various higher learning institutions, including Howard University, Alabama State University, Cornell University, Wiley College, and Wilberforce University. Presently completing his doctoral dissertation at Fuller Theological Seminary, he also has a Master of Divinity from Howard University, an Executive Master’s in Leadership from Georgetown University, and a Master of Arts in Education and Human Development from The George Washington University. He has written several books and many articles and Ignite is his most recent book. Pastor Watley will tell you that among his most significant roles are son, husband, and father. He is married to Shawna Francis Watley, Senior Policy Advisor in the Government Group of Holland and Knight, and one daughter, Alexandra Elizabeth Watley. Dr. Obery M. Hendricks, Jr. A life long social activist, Obery Hendricks is one of the foremost commentators on the intersection of religion and political economy in America. He is the most widely read and perhaps the most in uential African American biblical scholar writing today. His recent book, Christians Against Christianity: How Right-Wing Evangelicals Are Destroying Our Nation and Our Faith (Beacon Press, 2021) has gathered wide acclaim. Cornel West calls him “one of the last few grand prophetic intellectuals.”

A widely sought lecturer and media spokesperson, Dr. Hendricks’ appearances include CNN, MSNBC, CBS, Fox News, Fox Business News, the Discovery Channel, PBS, BBC, NHK Japan Television and the Bloomberg Network. He has provided running event commentary for National Public Radio, MSNBC, and the al-Jazeera and Aspire international television networks. Dr. Hendricks has served in the Religion and Foreign Policy Working Group at the U. S. Department of State.

Jamesha J. Williams Jamesha J. Williams is a Licensed Marriage and Family Therapist (LMFT) and a LMFT Supervisor Candidate, pursing licensure to supervise associate clinicians in the state of South Carolina. She earned her Bachelor’s degree from the University of South Carolina at Aiken and her Master’s of Marriage and Family Therapy from Converse College. She completed licensing requirements and completed a fellowship program at Westgate (EMERGE) Training & Consultation Network. During her career, Jamesha has worked extensively with local congregations, ministries of the Presbyterian Church, individuals of all ages, couples, and families from various cultural backgrounds. Trained in various modalities and settings, she has a keen awareness to foster healing for those seeking relief from mental anguish. Settling in to a new role, Jamesha is honored to provide support for families and servicemembers of the U.S Armed Forces as a Military & Family Life Counselor. Jamesha is an advocate for the underserved. In the African Methodist Episcopal Church, she was elected twice, as the international representative for young adults in the Connectional Lay Organization. She currently serves as a consultant for programming in the 7th Episcopal District and continues to bring awareness to the importance of mental health in the African American community. Jamesha’s passion for serving others led her to establish Magnolia Counseling & Consultation in Mauldin, SC. She is relentless in her approach to ensure those in need achieve their identified goals to be successful. A woman of many talents, she loves traveling, crafting, and spending time with loved ones. Jamesha is also the current Connectional Lay Organization’s Young Adult Representative. Jamesha encourages each person to share love, seek joy and find peace within each day!


Sacoby Wilson Associate Professor, Maryland Institute for Applied Environmental Health Dr. Sacoby Wilson is an Associate Professor with the Maryland Institute for Applied Environmental Health and Department of Epidemiology and Biostatistics in the University of Maryland, College Park School of Public Health. Dr. Wilson has 15 years of experience as an environmental health scientist in the areas of exposure science, environmental justice, environmental health disparities, community-engaged research including crowd science and community-based participatory research (CBPR), water quality analysis, air pollution studies, built environment, industrial animal production, climate change, community resiliency and sustainability. He works primarily in partnership with community-based organizations to study and address environmental justice and health issues and translate research to action.

Dr. Wilson has been very active professionally to advance environmental justice science. He is a member of the USEPA's National Environmental Justice Advisory Council (NEJAC), member of the National Academy of Science's Board on Environmental Studies and Toxicology (BEST), board member of the Citizen Science Association, Editor in Chief of Environmental Justice, a past Chair of the APHA Environment Section, former Board member of Community-Campus Partnerships for Health, a former member of Board of Scientific Counselors for the CDC NCEH/ATSDR, and former Chair of the Alpha Goes Green Initiative, Alpha Phi Alpha Fraternity, Inc. He is also a senior fellow in the Environmental Leadership Program.

The Mission Statement of the Women’s Missionary Society of the AME Church. We are called to strengthen our faith and sent to continue the ministry of Jesus Christ by Service and Witness in the World. Thank You Presiding Elder Calhoun and First Lady Rev. Patricia Calhoun for all of the support and counsel that is always a welcome blessing to the Washington Conference WMS. Thank you for the invite to be part of this esteem meeting. The Conference Year 2021-22 theme: The Challenge of Change the Choice to Make a Difference. The Vision, the Plans, and the Implementation • Presented the Vision and Plans of Action to the Conference Executive Board members with these plans including – Outreach & Advocacy Engagement, Leadership Development and Training for Mission Projects that are unique. Technology outcomes, how best to grow the Local Missionary Society in this new age of technology with new opportunities. • The Conference hosted the Annual Recommitment & Re-dedication Service on August 28th. One soul accepted the Lord as her personal savior during that Worship Service. We were blessed by the powerful preaching of Rev. Peggy Jackson-Jobe – She is on the Ministerial Staff at Greater Mt. Nebo AME Church. A powerful Preacher woman of the gospel. • In July, appointed two new Area Chairs & YPD Directors for the Conference Year– Sis. Essie Thompson has been appointed the Area Chair for the Catherine C. Hemingway Area and the newly appointed Area YPD Director Sis. Stephanie Gillard.

Sis. Renee Brooks is the newly appointed Area Chair for the Celeste W. Duckette Area. The newly appointed YPD Director for the Celeste W. Duckette Area is Sis. Michele Curtis. The Washington Conference provided an overwhelming response to the SED Hope Center Project request. On the Morning of October 26, the U Haul truck left Pilgrim AME Church filled to the brim with items that would a blessing to families in need in the hard-hit disaster areas. If there was a Church in the Capitol that did not respond to our clarion call for support, it could only have been because they did not know about it. Will share more during report. The Washington Conference WMS has pledged $2,000,00 to the SED Level Up Campaign. Progressive Projects from the Conference Presented five young people in the Conference with Annette C. Jones Scholarship Awards totaling over $2,000. In collaboration with the Washington Conference Lay Organization, in a big way the Conference supported the Shoe-Box outreach Project Celebrating President Obama’s Birthday providing over 500 Gift Boxes filled with personal care items: socks, shampoo, tooth paste and toothbrush etc. The Conference completed a partnership with the PG County AKA Sorority in collecting gently used clothing for returning citizen. A collection of clothing items for men and women clothing was made on August 28th. To God be the Glory to every local church and local Missionary Society that provided back to school supplies & backpacks to students across the DMV. Valuable information has been forwarded to the Washington Conference members for families that are experiencing financial hardships concerning rent and mortgages payments. The Conference has distributed information about support, although some of the information is targeted to specific areas. We partnered with Bread for the World in a letter Writing Campaign. Letters were sent to Maryland and Virginia Congressional & Senatorial Leaders expressing our consciousness about the need to provide greater funding for Food Programs both domestically and globally. A Thank You note to several Pastors who joined with the WMS and wrote letters. The WMS will be making a limited number of Thanksgiving basket available to the community. Approximately 250 Thanksgiving boxes will help support outreach work that is being done in a number of Churches in the Washington Conference. The Conference WMS believes that our humanitarian works should be both Domestic and Global in mission outreach. At Glance at Our Domestic and Global Outreach Work for 2021-2022


A donation will be made to the Central Union Mission to feed 200 people at Thanksgiving. (The cost $408.26) A donation will be made to the Central Union Mission to feed 100 people at Christmas. (The cost $208.26). A a donation of $500.00 was made to the Reverend Johnatan Weaver for his global work in Rwanda for his Secondary School. The WMS purchased livestock again this year from World Vision for 16 farm animals - one goat, ten chickens, four ducks and one pig. (cost $500) In this small window of time that God has granted to each of us to fulfill a purpose that he has ordained for our lives, let us look for creative ways to spread the Gospel instead of Gossip. Let talk less about people and more about ideas and concepts. Let Mission work be infused with new people and new ideas. And let old things pass away and look forward towards the new. CAPITAL DISTRICT VIRTUAL CONFERENCE November 10-12, 2021 Presiding Elder Calhoun and the Capital District, I bring greetings from the Washington Conference Lay Organization. We thank God for having wonderful leaders like you, Rev. Patricia Calhoun and all the Clergy who support and encourage our organization. The Washington Conference Lay Organization (WCLO) is continuing to “Walk Humbly with God to do Justice and to Love Kindness.” Since the spread of COVID-19, we continue to use technology to meet and train through virtual means. We had very timely virtual trainings that encouraged, empowered, and equipped the laity. The WCLO participated in a foster care forum with the Court Appointed Special Advocate (CASA) of Prince George's County. After learning about their work, we collected and donated personal hygiene items, cleaning supplies, Walmart gift cards, and more to young adults aging out of foster care. I am also proud to report we have partnered with the Women’s Missionary Society on a “Reclaim Our Vote” campaign to empower unrepresented voters to fully participate in the elections. We had a strong lay representation in Orlando, FL at the 51st Quadrennial Session of the General Conference and the 37th Biennial Session of the Connectional Lay Organization. I was blessed to serve as the lay delegation leader, and it was an honor to serve the Washington Conference. We are thankful for our Second District delegation leaders, Rev. Dr. Grainger Browning, Jr. and Rev. Matthew Watley. Along with Presiding Elder Evelyn Dunn, they were informative, transparent, and very patient with our new delegates. In spotlighting outstanding laypersons, we would like to congratulate Capital District’s own Bro. William “Bill” Ayers (Ward Memorial AMEC) for being elected as the Historiographer for the Connectional Lay Organization and Bro. Brian Glover (Allen Chapel AMEC) for being appointed as the Vice-Chair for the Music Committee. We are also very proud of Capital District’s own Sis. Cynthia Gordon-Floyd who served as the Chairperson of the Budget and Finance Committee, Sis. Selerya Moore who served as the Chairperson for the Legislation Committee, and Sis. Patricia Matthews who served as Chairperson for the Program Booklet Committee. A very special congratulations to Sis. Selerya Moore for being appointed as the new President of the Second Episcopal District Women’s Missionary Society. We continue to actively recruit new lay members and “reactivate” inactive lay organizations through our “No Church Left Behind” initiative. We are still praying for 100% participation from the Capital and Potomac Districts. Our annual membership drive will start in December, and we will be sure to provide the details to the Capital District in a timely manner.


Our young adults continue to be active and participate on the local, conference, district, and connectional levels. Capital District’s young adult and future leader, Bro. Patrick Duane Josey (Allen Chapel AMEC) served as a young adult delegate to the General Conference. We were blessed during our virtual Lay Revival on September 21, 2021. Our guest preacher was Rev. Aaron Tinch, pastor of Rivers of Life AMEC in Greenbelt, MD. Upcoming activities also include our Lay Institute and Holiday Celebration. We will continue to organize and train the lay persons of the AME Church, so that each lay person may utilize their maximum skills and abilities granted by God. As always, we look forward to the amazing things that God has planned for the Washington Conference Lay Organization and the Capital District!

The Committee on Preachers for the Annual Conference met virtually at 10 am on Saturday, October 23, 2021, to interview persons to be recommended for admission to the Ordained Itinerant Ministry track in the Washington Conference. The following persons were examined: Itinerant Order(s) 1) Wallace Lavell Conners, III, age 34, Single, No children. He has been a member of Reid Temple for 9 years. His Pastor is the Rev. Dr. Mark Whitlock. He earned in 2014 a BS degree in Psychology (with a minor in Sociology). He earned in 2020 a Master of Divinity degree. Both degrees were awarded from Howard University. He currently teaches 6th Grade in the D.C. Public Schools. His long-term goal is to become a Chaplain in the U.S. Navy. 2) James Thomas Dixon, age 53, Divorced. One child. He has been a member of Reid Temple for 2 years and 7 months. His Pastor is the Rev. Dr. Mark Whitlock. He earned an Associates of Art degree from Prince George’s Community College in 2001. He has also earned a Bachelor of Science degree (with honors – Cum Laude) in Computer Networking in 2003 from Strayer University. His current occupation is a Tier-2 Engineer with Americorp. 3) Clifton Gene Hoffler, age 56. Married. Two children. He has been a member of Reid Temple for 29 years. His Pastor is the Rev. Dr. Mark Whitlock. He has earned an Associates Degree in Culinary Arts from Stratford University in Baltimore, MD. He is attending Strayer University and expects to graduate in the Spring of 2022 from Strayer University with a Bachelor of Business Administration (with a concentration in Entrepreneurship). He is retired from the Military after serving 22 years in the U. S. Army.


The Committee voted that all 3 candidates be referred to the Washington Conference Board of Examiners for admission to the ordained itinerant ministry track in the African Methodist Episcopal Church.

Patricia Dean: A member of Mount Olive AME, Annapolis, MD. Her Pastor is Rev. Dr. Ronald L. Owens. She is 61 years old and a resident of Glen Burnie, MD. She is single and the mother of one child. She serves with the Devotional and Church School Ministry, leading Devotion every Wednesday. She also serves with the Media Ministry. She is a very faithful member and often assists the pastor as needed. Sister Dean has been voted to receive Local Orders by the Mount Olive AME congregation. Sis. Michelle Duncan-McDuffie: A member of New Creation AME Church, Ft. Washington, MD. Her Pastor is Rev. Dr. Anthony Young. She is 57 years old and a resident of White Plains, MD. She is married and the mother of three children. Sister DuncanMcDuffie leads the Women’s Ministry. She also serves as President of the Women’s Missionary Society and a Steward, and as Quarterly Conference Secretary. She is active in the Washington Conference serving as a Delegate and corresponding Secretary for the Celeste-Duckett Area Missionary Society. Sister Duncan-McDuffie has been voted to receive Local Orders by the New Creation AME Church congregation. Bro. Bobby Richardson: A member of Reid Temple AME Church, Glenn Dale, MD. His Pastor is Rev. Dr. Mark E. Whitlock. He is 63 years old and resides in New Carrollton, MD. Brother Richardson is married and the father of 11 children. He is on the Men’s Ministry Leadership Team, Marriage Ministry, Man Cave, and MMOR Choir. The REAL Church, “Rising to the Challenge”

I have been reflecting on our Bishop’s theme for the Second District and thank GOD for its timely and prophetic focus. Our world is in such a perilous moment, filled with pandemic peril, racial discord, political upheaval, social strife and spiritual wickedness. Having been forced to dwell in a virtual reality, we’ve had to greatly change, to do those things we are called to do as the children of GOD.

Even though the conditions have changed, we as the church, The REAL Church, must continue to be the beacon of light, house of hope and safe sanctuary for those in need. Our Bishop has reminded us, that in spite of those difficulties and changes we must deal with, we don’t and can’t stop being the church. Understandable circumstances give so many houses of worship reasonable excuses, as to why they can’t continue to serve and do the work of ministry in this current environment. But not the REAL Church. We are the REAL Church, empowered by our REAL GOD, following the leadership of a REAL Servant Bishop, who have called and inspired us to rise to the challenges of being REAL: restoring hope, empowering the people, advancing the Kingdom and leaving a legacy.

As we rise to the challenge, our relationship to each other and the needs we are confronted by, makes it imperative to see that we are all in this thing together. Our local address or associations can not be the definition or description of who we are. We as human beings are being confronted by issues and conditions that will and are affecting this entire planet. Our understanding of who we are must bear out the reality that we are all in this thing together.

The boundaries of our concern and the borders of our involvement can not be defined by a geographical, genealogical or personal perspective. Nor can it be confined to our membership or participation in an institution, local church or organization. The earth is the LORD’s and the fullness thereof, the world and they that dwell within (Psalm 24:1). GOD owns the world and has bought us with a price.

Our globe, this planet, is in trouble and we must be concerned and actively advocating for the greater good of our world. We can not continue to be narrowly focused or myopic observers. We are the Community of GOD. Many things will affect the well being of the earth - our community. Four of them will be covered in this year’s District Conference: Virtual Inclusion, Climate Change, Artificial Intelligence and Environmental Justice.

We pray as we transcend through this year’s conference, that your view of where we live and whose we are, will be broadened and your commitment to do the work of the ministry will extend far beyond your local address, family ties or membership. We have no choice, we are The REAL Church and rising to the challenge is what we do! We are The Community of GOD!
