Around 50,000 years ago, Asian migrants travelled across the Indonesian archipelago to become the first human inhabitants of PNG, with another migrational wave occurring about 3,500 years ago. The first people to settle in PNG were hunter gatherers who subsisted on a diet of animal, fish and local vegetation. In many ways, PNG today is still free from modern influences, which means its fascinating culture and traditions are spectacularly preserved. If you’re keen to explore how local tribes go about their daily life, there are plenty of cultural tours you can undertake throughout the country. PNG also showcases an array of local costumes and performances at a number of annual festivals and shows throughout the year.

POPULATION & LANGUAGE

PNG has a small population of approximately 8 million people, yet no less than 820 different languages are spoken throughout the region. It comes as no surprise then that a quarter of the world’s languages herald from PNG. English, Pidgin and Hiri Motu are the official languages of the region.

CUSTOMS

Villagers are very friendly but there are a few customs to observe. Papua New Guineans don’t like haggling. Most villagers are fairly conservative, so always wear long shorts (knee length) or pants/skirts and t-shirts. Men should wear shorts and women should wear either shorts and a t-shirt or a sarong.

DIVING

PNG is flush with amazing dives sites, from Port Moresby and Tufi in the south to Madang and the islands in the north. If you’re an avid diver be sure to check out Der Yang wreck at Echuca Patch in Kavieng, the B17 Blackjack at Cape Vogel, Susie’s Bommie off Port Moresby, Milne Bay for manta rays and muck diving, and Kilibob’s Knob in Kimbe Bay for its shark dive.

SURFING

For over 15 years, PNG has been capturing the hearts of surf enthusiasts. The most consistent waves are in Vanimo with surf camps also set up at Wewak and Aitape. Bougainville, East New Britain, New Ireland and Manus Island also serve up great surf.

FISHING

From the rivers to the oceans, PNG offers the ultimate fishing experience. The coastal waters offer abundant bluewater and big game fishing such as marlin, sailfish, yellow fin tuna, giant trevally and dogtooth tuna. Meanwhile, the black bass, reputed to be one of the world’s toughest fighting fish, can be found in the Fly, Sepik and Lower Ramu Rivers.

TREKKING

PNG offers many exciting options for the avid hiker, from trekking dense rainforests and rugged peaks, to long-distance coastal walks with ocean views. Try the famous Kokoda Track, Mount Wilhelm –PNG’s highest peak, the Rotokas-Numa Trail or Trans-New Britain Track.

BIRDWATCHING

Many visitors to PNG are attracted to the region for its birdwatching or ‘birding’ as it’s known among enthusiasts. Considering there are more than 700 species on record, it’s little wonder the activity is so immensely popular. The renowned bird of paradise, among other beautiful species, is what brings serious birders to PNG.

AIRPORT CUSTOMS

At Jackson’s International Airport, it’s compulsory for all incoming visitors to fill out a passenger declaration for goods entering the country. The types of items that will need to be declared are:

Goods that are prohibited or restricted: firearms; weapons such as flick knives; flora and fauna; agricultural products such as all flora, foods (canned, fresh, smoked), animal byproducts; biological products; and medicines (ensure you have a prescription from your doctor on hand).

• Goods that exceed K1000 allowance

• Goods deemed for business or trade purposes

• Tobacco products that exceed 250gms or over 250 cigarettes

• Alcoholic beverages exceeding more than 2 litres.

For visitors importing goods into PNG, all items must be claimed at customs by completing an import declaration form. In terms of taking goods home, many countries such as Australia, New Zealand, Canada, Fiji and Singapore restrict the importation of much the same items as PNG. It’s advised that all iteams made from plant material and wood are inspected and treated prior to leaving PNG.

KOKOPO & RABAUL

The capital of East New Britain is Kokopo, which lies in proximity to the original capital of Rabaul. Rabaul was famously destroyed in the volcanic eruptions of Tavurvur and Vulcan back in September 1994. Today, both townships provide a perfect base from which to explore the region.

East New Britain is a great place to birdwatch as it is home to a number of exotic birds including the renowned hornbill and megapode, among other species. The caves in the region are regarded as world class, so be sure to check out the caves at Pomio which can be accessed by boat or vehicle.

If diving is your passion, the WWII wrecks that litter the reefs surrounding East New Britain offer diving and snorkelling with excellent visibility year round. Simpson Harbour, the location where 54 Japanese ships were sunk during the war effort, and the Beehives (a small group of craggy islands) both offer great diving. Tavui Point, once an official submarine base, provides fantastic snorkelling over Japanese submarines.

Sport fishing for marlin and dogtooth tuna is available in the waters around both New Britain and Duke of York Islands. Boats operate from Rabaul, and hotels and guesthouses can also organise trips for you. The beautiful Duke of York Islands are remote but easy to access. The islands are also perfect for canoeing, swimming and snorkelling with accommodation available on some.

Don’t miss the Baining Fire Dance, which is routinely performed at night and showcases young men wearing distinctive masks dancing energetically in and out of fire. The dance is believed to be a rite of passage for Baining progeny and is performed to spirited chanting and drumming.

Held in July each year, the National Mask Festival pays homage to the sacred masks of the region. While the Warwagira Music Festival doesn’t have quite the same profile as the Mask Festival, it is just as much fun. The Frangipani Festival held in September each year, features sing-sings, a parade and much more. You can’t miss the new Kokopo Show held in September each year.

A GENERAL RULE

As a general rule, all non-citizens who seek employment in the private sector in PNG must possess a valid work permit before they can commence employment. The work permit must be granted by the Secretary, Department of Labour and Industrial Relations (DLIR), in accordance with the Employment of Non-citizens Act 2007. A non-citizen who works in PNG without a valid work permit commits an offence. Remember that if you are unsure whether you need a work permit, please approach the Foreign Employment Division for assistance.

QUALIFICATIONS, SKILLS & EXPERIENCE

A work permit application must contain sufficient evidence of a non-citizen’s qualifications, skills and experience. This evidence must demonstrate that the non-citizen has the credentials to do the job for which they have applied for a work permit.

As a general rule, non-citizen employees should possess a degree or other tertiary qualification relevant to their field of employment. Applicants should also demonstrate appropriate work experience (at least 3-5 years) in order to qualify for a work permit.

Work permits may be granted to highly-skilled non-citizen workers who do not hold any tertiary qualifications. However, detailed proof of the employee’s skills and job experience must be provided in an updated curriculum vitae (CV) as part of the work permit application.

AGE REQUIREMENTS

No work permit will be granted to a non-citizen under the age of 22. This is because it is assumed that non-citizens of this age are not suitably qualified, skilled or experienced enough to provide training or learning opportunities to their PNG counterparts. There is no upper age limit to the granting of a work permit. However, a non-citizen who is above the age of 65 years may have to provide a suitable medical clearance before they are granted a work permit.

SHARING KNOWLEDGE & COMMUNITY PARTICIPATION

Non-citizens are required to share their knowledge and experience with their Papua New Guinean counterparts. It is also important that non-citizens who come to work in PNG are able to communicate with Papua New Guinean citizens within the community.

All applications for a work permit, regardless of the type of work permit, must be submitted using the prescribed application forms contained in the Employment of Non-citizens Regulation 2008.

APPLYING FOR A WORK PERMIT PROCESSING TIME FRAME

It is a statutory requirement under the Act that all new work permit applications and all renewal applications be dealt with within 42 days (6 weeks). If all of the documentation is correct, the Department will usually process a work permit application within 3 weeks.

RESPONSIBILITY OF DLIR (FOREIGN EMPLOYMENT DIVISION)

In the first instance, all non-citizens must be granted a work permit by DLIR. The application for the work permit will be processed by the Foreign Employment Division (FED) of DLIR. Any decision with respect to the application for a work permit will be decided by the Secretary, DLIR. The Secretary will consider the application in accordance with the Employment of Non-citizens Act 2007 and the Employment of Non-citizens Regulation 2008.

Once a non-citizen has been issued with a work permit, he or she must apply to Immigration for the appropriate Entry Permit (Visa). A visa allows a non-citizen to enter PNG and remain for a specific period. Any decision with respect to a visa application will be made in accordance with the Migration Act 1978 and Regulation. Non-citizen employees who have been issued with a work permit are granted a specific visa called the ‘Working Resident Entry Permit’. Immigration also issues many other types of visas such as: Visitor Visa, Business Visa and Student Visa.

The Mineral Resource Authority (MRA) was formed to assist and approve exploration applications for the benefit of PNG and the business operators undertaking the exploration. The MRA is the only authority that can give you up to the minute detailed information on exploration in PNG, but listed here are the steps in summary:

Mount Hagen, the capital of the Western Highlands Province, named after an extinct volcano 24km northwest, which is said to take its name from a German Colonel Officer Curt von Hagen.

The prevalence of German-named landmarks in the region is derivative of the period 1884 to 1914 when the area was colonised by Germans and known as German New Guinea. The region was subsequently overtaken by Australian Forces in 1914, following the onset of World War I.

Today, with mining and agricultural ventures into coffee, sweet potatoes and potatoes in the area, Mount Hagen has expanded to become the commercial hub of the Western Highlands. The cooler climate and high altitudes are particularly ideal for growing Arabic coffee for which the area of Banz is renowned.

Trans Niugini Tours is one of the main tour operators in Mount Hagen and offers birdwatching, trekking, fishing and other tailored activities. There is also a number of more localised tour operators in Mount Hagen.

The Western Highlands is home to the Baiyer River Sanctuary, which expands across a massive 740 hectares and includes 185 species of birdlife. This spectacular nature park and its wildlife are a must-do while you’re in the region.

In August every year, Mount Hagen boasts a feast of activities as it plays host to the ever-popular Mount Hagen Show. First launched in 1964, this festival continues to showcase the rich heritage of the local culture featuring 75 tribes from throughout PNG. If you’re interested in the local culture and your timing is right, this is one event not to be missed.

On Saturdays you can visit the Hagen Market, one of PNG’s foremost markets, for fresh produce and other interesting items such as highland hats.

ENVIRONMENTAL PERMITS

ENVIRONMENTAL IMPACT ASSESSMENT BRANCH

The Environmental Impact Assessment Branch is required to monitor, assess and manage all development proposals through the environmental planning legislation under the Environmental Planning Act 1978.

Under this Act, a developer may voluntarily submit, or be required to submit, a detailed environmental plan to CEPA for assessment and evaluation before gaining approval to proceed.

Once approval has been granted and the development proceeds, the division is then responsible for ensuring that the development’s progress complies with the conditions laid down in the environmental plan. This involves regular inspections and the evaluation of monitoring and survey results to verify compliance.

ENVIRONMENTAL PROTECTION BRANCH

The Environmental Protection Branch has the responsibility to ensure the prevention, abatement and control of environmental contaminants through the administration of the Environmental Contaminants Act 1978. This Act covers many areas of environmental pollution and makes provision for establishing a licensing procedure for water, air and land discharge of pollutants.

It also sets out to establish a register of hazardous environmental contaminants, which regulates their importation, manufacture, distribution and use.

The branch is responsible for the implementation of the country’s obligation under the Convention for the Protection of the Ozone Layer and Protocol on Substances that deplete the ozone layer.

PNG has always attracted religious groups from around the world, an influx which kickstarted coffee planting in the region. Before WWII German missionaries arrived and, longing for European comforts, began experimental plantings in the area around Goroka. The perfect environmental conditions, a large available workforce and a worldwide demand for coffee quickly resulted in a successful business formula. In just a short time, coffee became one of the financial mainstays for PNG. Today, around 2.5 million Papua New Guineans derive a primary income from coffee growing.

PNG coffee is highly regarded for its excellent quality and fruity flavours. The elevated landscape, rich soils and organic growing methods all contribute to a superior brew. The process by which the beans are prepared for sale also determines the quality of the final product. Once the coffee cherry (red bean) is picked, the bean is dried to an ideal 10% moisture content. The beans then go through a process of dehusking and careful grading. Finally, the green beans are sent for packaging where they are stored in controlled conditions to protect the integrity of the beans. Typically, coffee is roasted at its destination to guarantee a fresh, quality drink. A visit to a local coffee factory is well worth the effort if you’re in the region.

While in the region, take a trip to Kainantu to visit the famous Kainantu Pottery. The entire region is famous for its clay work but Kainantu has a worldwide reputation for its remarkable pottery.

In September each year Goroka plays host to the Goroka Cultural Show. The show’s roots hark back to the 1950s and it provides visitors with the opportunity to experience the traditions and culture of Papua New Guineans in the region.

CONSERVATION & ENVIRONMENTAL PROTECTION AUTHORITY

The Conservation and Environmental Protection Authority (CEPA), formerly the Department of Environment and Conservation, was established in 2014 (CEPA Act 2014). Its mission is to ensure natural and physical resources are managed sustainably for the betterment of current and future generations.

COMMERCIAL FISHING LICENCE APPLICATION PROCESS

NATIONAL FISHING AUTHORITY

The PNG government is involved in the management of commercial fishing to ensure that the country plans for a sustainable future, monitoring the environmental impact of commercial fishing in the region while supporting growth. The PNG National Fisheries Authority (NFA) is the regulatory body overseeing the development of commercial fishing. The main objective of the Fisheries Management (Amendment) Act 2015 is “to promote long-term conservation, management and sustainable use of the marine living resources of Papua New Guinea for the people of Papua New Guinea”. To apply for a commercial fishing licence in PNG, the applicant must first adhere with the general criteria in accordance with the current Fisheries Management Plans. A Licence Advisory Committee processes all applications which are then recommended to the Fisheries Board who will then issues licences to successful applicants.

LAE

With its deep port and central northern location, Lae is the home of industry and export in PNG. While vastly different from the commercial atmosphere of Port Moresby, Lae is very much responsible for a large portion of the annual Papua New Guinean economy.

With a population of around 150,000, Lae is home to the famous Morobe Cultural Show and offers visitors plenty of things to see and do. Be sure to take a trip to the Rainforest Habitat, which is located on the grounds of the University of Technology.

The Lae War Cemetery houses

2,808 soldiers buried here as a result of the World War II (WWII) operations in PNG. The cemetery is located in Memorial Drive and is opened most days with free entry. Another really interesting and lesserknown attraction in Lae is the Japanese Memorial, which is on the way to Wagang Village. Wagang Village is also called Sipaia Village after the Myoko Maru that is aground just off the beach there. To get to the memorial, drive out past the Pistol Club and keep going towards Malahang. Just as you arrive at the Malahang Industrial Estate, take a right hand turn towards the coast and you’ll see the memorial half way along.
