REG ALERT

In July 2024, the Environmental Protection Agency (EPA) published a third final rule (Integrating e-Manifest with Exports and Other Manifest-Related Reports, PCB Manifest Amendments, and Technical Corrections). This “Third Rule” amends certain aspects of the hazardous waste manifest regulations under the Resource Conservation and Recovery Act.

One of the significant changes under the third final rule include changes to the manifest form (EPA Form 8700-22) and continuation sheet (EPA Form 8700-2A). The rule expands the required international shipment data elements on the manifest form and shifts other fields to accommodate these new elements. The new manifest form and its continuation sheet will now be a 4-copy form instead of a 5-copy form. Small and large quantity generators must register for access to e-Manifest to obtain their final signed manifest copies from the system.

J. J. Keller & Associates, Inc., along with all other authorized printers, are working with the EPA for approval to have the 4-copy form printed. In the interim, the EPA will accept 5-copy manifest forms until December 1, 2025.

High Security (C-TPAT compliant) Security Indicative

“H” HIGH-SECURITY SEALS have the most tensile strength (>10kN) and are typically cable seals with 1 8" diameter or thicker cable diameter and bolt seals. They usually can only be removed with a cable cutter, bolt cutter, or heavy-duty cutting tool. Only “H” high-security seals are C-TPAT compliant.

“S” SECURITY SEALS feature medium tensile strength (>2.27 kN - <10kN) and are typically cable seals with smaller than 1 8" diameter cable. They generally are removed with a cable cutter or snips.

“I” INDICATIVE SEALS are of lower tensile strength (<2.27 kN) and are typically plastic seals and metal strap seals. They can be removed by hand or with simple cutting tools like shears or snips.
