As we conclude this fiscal year, we are proud to report that, in collaboration with our fundholders, $4.5 million was disbursed in support of initiatives locally, nationally, and in Israel. Following last year’s trend, fundholders continued to direct considerable distributions from their funds to the Combatting Antisemitism Fund and to the Federation’s Annual Campaign. In these challenging times, now more than ever, it is essential to sustain and strengthen these efforts to ensure a resilient and united community.
As part of this year’s funding allocations, support was once again directed toward the Foundation’s Unrestricted Grant Program. Unrestricted funds play a vital role in helping our community respond to a wide spectrum of needs, enabling organizations to implement creative and impactful solutions. For the 2024/2025 grant cycle, we awarded grants to thirteen local organizations for initiatives spanning from a Technology and STEM Education upgrade at a local day school, to the development of many initiatives that provide enriching Jewish cultural experiences.
Our annual audited results confirm total contributions of $8.3 million, reflecting strong engagement from fundholders who continued to grow existing funds and establish new ones. Both individual donors and Jewish communal organizations chose to partner with the Foundation in their philanthropic efforts, underscoring their trust in our stewardship and their shared commitment to fostering long-term community investment and development.
The Foundation’s combined rate of return on its investments, gross of fees, for the year ending March 31, 2025, was a robust 12.4%, with the policy benchmark of 10.2%. The return net of fees was 11.9%. Over the longer term, for the 10 years ending March 31st, the annualized average rate of return was 5.9% net of manager’s fees, compared to an inflation rate of 2.6% over the period. This represents a return of 3.3% above inflation over the 10-year period.
Thanks to strong portfolio performance and continued contributions, the Foundation ended the fiscal year with $106 million in invested assets, marking a major achievement as we surpassed the $100 million milestone in assets under management. This accomplishment reflects both the trust our fundholders place in us and the disciplined oversight of our Investment Committee, whose guidance has ensured our investment strategy remains focused, effective, and responsibly managed.
We also would like to express our sincere appreciation for Marcie Flom’s work and contributions as the Executive Director of the Jewish Community Foundation for the past 21 years. Under her visionary leadership, the Foundation went from $14.2 million in assets to a remarkable milestone of over $100 million.

The Foundation’s prudent investment strategy continues to deliver strong long-term performance. This year’s returns were robust and exceeded the policy benchmark.
For the fiscal year ending March 31, 2025, the Jewish Community Foundation achieved a gross investment return of 12.4%, compared to the policy benchmark of 10.3%. Net of all fees, the return was 11.9%.
The Foundation’s investment strategy is designed to achieve an average total return equal to the annual increase in the Consumer Price Index (CPI)
plus 3.5%. Over the past decade, the Foundation’s portfolio has continued to perform well and deliver strong returns. For the decade ending March 31, 2025, the annualized average net investment return was 6.2%, significantly outperforming the average inflation rate of 2.6% and delivering a return of 3.6% above inflation.

Through our Unrestricted Grant Program, we support organizations addressing timely issues, testing new ideas, or responding to urgent community needs. Applications are reviewed by a dedicated committee that brings diverse perspectives and deep community knowledge to the process. Each year, this committee directs funding to a wide range of innovative programs, early-stage initiatives, and capital investments that make a lasting impact. The following organizations were selected for funding in the 2024/2025 grant cycle:
BURQUEST JEWISH COMMUNITY ASSOCIATION
Jewish Childcare Centre at the Burquest JCC
With the growing Jewish population in the TriCities and Fraser Valley region—especially among young families—a new licensed Jewish Child Care Centre will open at the Burquest Jewish Community Centre (BJCC) in November 2025. Developed in partnership with the Burquest Jewish Community Association (BJCA) and the Jewish Community Centre of Greater Vancouver (JCCGV), and backed by a JCF-funded feasibility study, the centre will address the critical shortage of culturally infused early childhood education. It will serve up to 26 children aged 0–5 with full-day, year-round care that integrates Jewish traditions, holidays, and values into daily programming. Operated by the JCCGV Early Childhood Education Centre, the facility will foster community
engagement, support family involvement, and strengthen Jewish identity, while being financially sustainable through government support and tuition.
CAMP MIRIAM
Expanding Facilities for Campers
For more than 75 years, Camp Miriam has been a vital place where Jewish youth can explore their identities, connect with Jewish culture, and build a lasting relationship with Israel. Serving a diverse population—85 % of campers do not attend Jewish day schools, and 40 % receive financial support—the camp plays a vital role in fostering belonging and community. In response to record-high registration and rising demand, driven in part by increased antisemitism and Camp Miriam’s reputation as a safe, inclusive refuge, the camp is expanding its facilities. The project includes extending the dining hall and upgrading

essential systems such as electrical, lighting, and plumbing to support sustainable growth. These improvements ensure Camp Miriam can welcome more Jewish youth each year while maintaining safety, accessibility, and a culturally enriched experience.
JCCGV
Newcomer Integration Program: Boker Tov Community
The Jewish Community Centre’s (JCC) Boker Tov Community is a newcomer integration initiative designed to foster meaningful social connections and community engagement among Jewish newcomers to Vancouver, particularly those arriving from Israel since October 7. Recognizing the challenges of cultural adjustment, language barriers, and social isolation, the program offers consistent, inclusive, and low-barrier monthly gatherings that prioritize relationship-building. Developed in response to direct feedback from newcomers, this initiative strengthens the social fabric of the Jewish community during a time of heightened antisemitism and collective anxiety, reinforcing the JCC’s role as a central hub for connection, resilience, and belonging.
Greenhouse Program in Memory of Ben Mizrachi z’l
The Greenhouse Program at King David High School is a hands-on educational initiative. It promotes sustainability, leadership, and community service among students in Grades 8–12, while honouring the memory of alumnus Ben Mizrachi z’l, who was tragically killed on October 7, 2023. Inspired by Ben’s passion for food studies and helping others, the program offers experiential learning in agriculture and environmental stewardship, while fostering mentorship and social responsibility. Students grow produce in the greenhouse, with donations benefiting local organizations such as the Jewish Food Bank. By engaging students, parents, and community partners, the program not only cultivates knowledge and leadership but also embeds Ben’s values of generosity and service into the heart of the school community.
L’CHAIM ADULT DAY CENTRE SOCIETY
Creative Art Interventions for Older Adults with a History of Trauma
L’Chaim’s Expressive Arts Therapy program offers trauma-informed, person-centered support to

seniors through creative modalities such as visual arts, movement, storytelling, and drama. Serving an average of 38 clients monthly—many cognitively high-functioning and deeply affected by recent events—the program fosters healing, resilience, and community connection. Sessions emphasize experimentation and personal storytelling, drawing inspiration from Jewish artists who responded to historical trauma through their work. By blending art history with hands-on creation, the program supports both individual well-being and collective reflection, offering seniors a meaningful outlet for processing grief and strengthening identity.

SHALOM SYNAGOGUE
Alternative Chevra Kadisha | An Exploration of Death and Dying
Or Shalom is launching an Alternative Chevra Kadisha to meet the growing need for inclusive, meaningful end-of-life rituals and education within its intergenerational community. This initiative responds to gaps in traditional burial services, particularly for LGBTQ+ individuals, interfaith families, and those within Or Shalom’s genderinclusive Jewish descent framework. Rooted in compassion and accessibility, the project honours Jewish burial traditions while expanding care
to those not served by Orthodox frameworks. Through workshops, educational resources, and hands-on training, it equips community members with spiritual and practical tools for navigating death, mourning, and caregiving.
RICHMOND
JEWISH DAY SCHOOL
Technology & STEM Education Enhancement
Richmond Jewish Day School is upgrading its technology infrastructure to equip students with the digital literacy, coding, and problemsolving skills essential for success in today’s rapidly evolving world. The project addresses the limitations of outdated laptops and insufficient devices, which have hindered full participation in the school’s growing STEM and digital learning programs. By providing modern tools—such as iPads, laptops, and robotics kits—this initiative supports the BC Curriculum’s digital literacy goals and fosters innovation across all grade levels. Aligned with RJDS’s mission to provide accessible, high-quality Jewish education, these upgrades empower students with the technological fluency they need for academic achievement and personal growth in the digital age.

TEMPLE SHOLOM SYNAGOGUE
Cemetery Expansion Project
Temple Sholom is moving forward with a critical expansion of its cemetery to meet the growing needs of the community, particularly in the interfaith section. With available space nearing capacity, the congregation is developing three additional acres to include new burial plots, a covered pavilion, essential amenities, and a new access road. This road will provide a respectful and accessible gateway to the expanded grounds, ensuring that all individuals, regardless of affiliation, can be laid to rest with dignity and care. This project reflects Temple Sholom’s deep commitment to inclusivity, compassion, and longterm community stewardship.
VANCOUVER HEBREW ACADEMY
Social-Emotional Learning Project
Vancouver Hebrew Academy (VHA) launched a Social-Emotional Learning (SEL) counseling initiative to address the needs of students with learning disabilities, ADHD, and autism spectrum disorder. With funding from the Jewish Community Foundation, VHA brought an expert SEL counselor into the school weekly, providing consistent, trauma-informed care that helped students develop emotional regulation, self-awareness,
and interpersonal skills. The initiative also offered guidance to parents, helping them navigate their children’s unique challenges. By fostering a safe and inclusive environment, the program empowered students to build resilience, manage emotions, and form healthy relationships.
Expanding Musical Opportunities with Instruments
Vancouver Talmud Torah (VTT) expanded its music program to support a growing student body and an enriched curriculum, with a particular

focus on students in Grades 4 to 7. With increased enrollment and the addition of Grade 4 to the band program, the school faced a critical shortage of musical instruments. Thanks to support from the Jewish Community Foundation, VTT enhanced its instrument inventory, ensuring every student had access to high-quality tools for musical learning. This initiative empowered students to explore creativity, discipline, and teamwork while deepening their connection to Jewish and Israeli musical traditions.
By investing in music education, VTT now fosters a vibrant, inclusive environment where students can thrive both artistically and academically.
VANCOUVER WEST SIDE THEATRE SOCIETY
“Without an Evil Eye” Play
In May 2025, the Chutzpah! Festival presented Without an Evil Eye by Nephesh Theatre of Tel Aviv at the Norman & Annette Rothstein Theatre. This powerful one-man play, co-written
and performed by Assaf Ben Shimon, shared his personal journey of losing his sight due to a genetic condition and pursuing his dream of becoming a performer. Blending stand-up comedy, theatrical storytelling, and elements of Moroccan Jewish culture, the production offered a moving and humorous exploration of resilience, identity, and belonging. Presented as part of a national tour and in partnership with local and international Jewish organizations, the production reflected Chutzpah!’s ongoing commitment to inclusive, high-calibre Jewish performing arts.
