Tonight, as we gather to celebrate the 75th Anniversary of Jewish Family Service, we are filled with immense gratitude for our past, our present, and the future we are building together.
JFS has impacted hundreds of thousands of lives over the past 75 years. From aiding refugees who arrived in Texas after World War II to providing natural disaster relief, career training, mental health care, emergency assistance, and even now Primary Medical Care, our journey has been guided by our Jewish values since day one.
This Diamond Anniversary Gala is more than a celebration. It is a powerful reminder of what’s possible when a community comes together to care for one another. The milestones we honor this evening were only made possible through generations of support from our community. Volunteers, donors, staff, board members, partners, and advocates have each played a role in shaping the JFS of today. Your belief in our mission and in each other has carried us through times of growth, uncertainty, and transformation.
As we reflect on our rich history, we also recognize the foundation we’re building for the future. We are full of gratitude as we look forward to continuing this legacy for the next 75 years and beyond.

MEETING THE MOMENT
A LOOK THROUGH 75 YEARS OF HISTORY AT JEWISH FAMILY SERVICE OF DALLAS
The roots of JFS Dallas trace back to 1911, when various benevolent societies united to form Federated Hebrew Charities. Initially focused on settling Jewish immigrants arriving through Galveston, the organization evolved over the decades to assist Russian immigrants, Jews fleeing Europe before World War II, Holocaust survivors seeking new homes, and many others in need.
In 1923, Federated Hebrew Charities expanded its role, becoming the central fundraising entity for local and regional Jewish organizations under the new name, the Federation of Jewish Social Services. This organization later became the precursor to today’s Jewish Federation of Greater Dallas. Within this structure, a local social service bureau emerged and, in 1942, officially became Jewish Family Service, staffed by a director and a single social worker.
1950S 1960S
In the early 1950s, refugee resettlement was a growing concern for the Dallas Jewish community. The Jewish Welfare Federation had already hired a caseworker to assist newcomers from Poland and Germany with emergency needs. On August 15, 1951, Bernie Goldstein became the first director of JFS, bringing a vision of holistic care that extended beyond financial aid. Around the same time, Orien Levy Woold was appointed the agency’s first board president.
Together, they championed mental health, family counseling, and support for children and older adults. One of Goldstein’s first challenges was persuading the community that JFS should offer professional counseling services—not just financial help. In 1953, JFS began offering English as a Second Language classes to help immigrants adapt and thrive. His leadership laid the foundation for JFS to become a comprehensive, professional agency serving the evolving needs of the Jewish community.
This decade saw the creation of the Department for the Aged in 1961, which introduced homemaker assistance and care for the elderly. JFS also expanded its refugee resettlement efforts, assisting individuals from Havana and Poland, as well as Egyptian families displaced from France, providing essential services as they integrated into the Dallas community.
With rising unemployment, JFS further broadened its impact by establishing Jewish Vocational Counseling Services and introducing a program for teenagers and young adults, and began providing counseling services to non-Jewish clients.
JFS’s adoption and foster care services also grew, and by 1967, the agency placed its first two babies for adoption. JFS’s commitment to the community was recognized when it became a training center for social workers, partnering with the University of Texas School of Social Work.
By 1977, JFS and the JCC were offering daily programs for seniors with hot meals three times a week. Children’s services also expanded to include emotional, behavioral, and learning assessments, with support from new staff like Lynda Newman.
By December 1969, JFS began offering counseling and casework services to students at Akiba Academy and provided valuable consultation to the teaching staff regarding child development and specific issues related to behavior and learning.
1970S
In 1970, JFS served 549 families. By 1972, transportation services were launched to increase access to care. JFS became a leader in refugee resettlement, welcoming families from Uganda, the Soviet Union, and Vietnam. A Soviet Resettlement and Acculturation Committee was formed, and staff roles expanded to include ESL teaching and volunteer coordination.
In 1976, JFS celebrated its 25th anniversary with a team of 11 staff. That year, JFS received a grant of 10 cents per day from the Jewish Federation ($36/year) to provide hot kosher meals delivered to seniors.
1980S
In the 1980s, JFS expanded its services and deepened its impact in the community.
In 1981, Betsy Stone joined the staff as a child specialist, bringing a strong focus on family therapy. The agency launched its first newsletter, At Your Service, in 1982 to connect with volunteers and community leaders. That same year, JFS opened a food pantry through a new partnership with the North Texas Food Bank.
JFS celebrated the leadership of Alex Severinsky, a former resettlement client, who became the first newcomer to serve in an official role at the agency.
In 1983, Rena Silverberg became Board President, making her and her husband, Bud Silverberg, the first couple to have both served as President of JFS. That same year, JFS earned accreditation and expanded its offices to meet the community’s growing needs. Over the next few years, new programs were added, including vocational support, extended evening hours on Mondays until 8:30 p.m., weekly school consultations with local Jewish day schools, and an outreach project to engage disconnected members of the Jewish community. In 1985, the Senior Express program began, with volunteer drivers providing rides to seniors who were not able to drive at night. By 1987, JFS was exploring ways to involve youth in volunteerism and was selected as a beneficiary of Macy’s “A Cause for Celebration,” reflecting the agency’s growing visibility and value in the community.
1990S
In 1990, JFS launched New American News, a bilingual newsletter created for individuals resettled from Europe, and expanded its resettlement program into new offices at the Promenade Center.
In 1991, Debi Weiner joined the Gerontology Program and became a key figure in building the older adult services department that continues to thrive today. That same year, Rena Silverberg stepped in as interim CEO. Then, in 1993, Les Weisbroad was named Board Chair, and Michael Fleisher was appointed CEO, ushering in a new era of leadership for JFS.
In 1992, a new program was introduced to support children with developmental and physical disabilities. JFS also relocated to a larger office on Coit Road and released its first agency video, ‘Family Is Our Middle Name.’
Later in the decade, volunteer leadership helped launch new initiatives. In 1997, Centerpieces for Tzedakah began as a creative way to raise awareness and funds. In 1998, volunteer Barbara Schwarz founded Youth Mitzvah Central, a newsletter connecting Jewish and non-Jewish youth with meaningful volunteer opportunities across the community.
2000S
In the 2000’s. JFS entered a new era of growth, moving into its current home on Arapaho Road in 2001 and shaping JFS into the agency we know today. JFS responded to several major national crises: supporting evacuees from Hurricane Katrina in 2005 and expanding Career and Financial Services during the 2008 economic downturn.
This decade also marked the launch of several impactful programs, including the Special Needs Partnership, which provides a range of services to help children with special needs and their families achieve their fullest potential; Binah Cancer Support Services which offers healing through Jewish wisdom for women with cancer and their families. These programs were developed to address the evolving needs of the community with compassion and care.
2010S
This decade marked meaningful growth for JFS Dallas. In 2012, JFS partnered with People Living Active Now (PLAN) to support individuals with severe and persistent mental illness. The PLAN Clubhouse became the first in North Texas accredited by Clubhouse International.
In 2017, JFS deepened its reach by partnering with Jubilee Park to deliver compassionate, culturally responsive mental health care in Southeast Dallas. When Hurricane Harvey hit later that year, JFS responded swiftly— donating 240,000 diapers and wipes, $64,000 in emergency aid, and sending clinical staff to Houston to assist with counseling and case management alongside JFS Houston.
By 2019, JFS’s Holocaust Survivor Care program served 27 survivors and 23 family members, continuing to provide vital care to this resilient community. That year also saw the launch of the Priya Fund, created to help Jewish families afford fertility treatments and adoption costs.
2020S
The 2020 decade began with the global COVID-19 pandemic, a crisis that shook nearly every community across the world. In response, JFS rose to meet unprecedented levels of need: distributing $2.8 million in emergency assistance to more than 1,000 individuals, conducting over 8,000 virtual therapy sessions, and providing groceries to more than 10,000 households—all within just six months. The urgency of the moment revealed the depth of the challenges our community faces and inspired the expansion of our Food Pantry in 2021.
After that, it was clear that these growing needs were not temporary. In March 2024, JFS opened its first medical clinic, the JFS Northpoint Health Center, offering primary care to those who had nowhere else to turn. In its first year, Dr. Esquivel was hired as JFS’s first Chief Medical Officer, treating over 300 patients, proof that physical health is an essential part of whole-person care.
As we celebrate our 75th year, it is clear that we need to do more. Thus began our $40 million Meeting the Moment campaign to create a new facility built to meet the full scope of community needs. In September 2024, we broke ground on the new JFS campus. And while the construction has begun, our work is far from over...

As we reflect on the inspiring 75 years of JFS history, we gain an even deeper understanding of the evolving needs of our community. With each chapter of our history, we’ve learned and adapted, better positioning ourselves to serve today and into the future. The Meeting the Moment campaign is our response to the next chapter, a commitment to expanding our services and reach.
Our new building will be a home for growth and opportunity, offering improved spaces for critical services like Career and Financial Coaching, Behavioral Health, Primary Medical Care, and Children’s Services. With room for future expansion, state-of-the-art facilities, and a welcoming environment, we are prepared to meet the evolving needs of our community, empowering individuals and families, and to offer help at every turn for the next 75 years.

VOLUNTEER OPPORTUNITIES
With the support of our dedicated volunteers, JFS touched the lives of more than 26,000 people last year. We have ongoing volunteer opportunities for families, teens, seniors, and corporate groups. FOOD PANTRY
Opportunities every day of the week to distribute food to clients, restock shelves, sort through donations, and more.
FRIENDLY VISITORS
Friendly visitors are trained volunteers who are matched with older adults in our community to provide companionship by visiting and spending time together.
CHILDREN’S BEHAVIORAL HEALTH
Support children’s behavioral health services by helping clean and prepare play therapy rooms and assisting with other tasks that promote children’s well-being.
HOLIDAY PACKAGES
Assemble and deliver baskets all over North Dallas for both Passover and Rosh Hashanah, bringing holiday greetings as a reminder of the love and support they have from JFS and the community.
KOSHER HOME DELIVERED MEALS
Package and deliver pre-cooked meals to homebound older adults.
SPECIAL EVENTS
Volunteer at special events, including annual fundraisers, the Kosher Chili-Cook Off, Community Impact Celebration, Health Fairs, Open House, Ribbon Cuttings, and more.
CORPORATE GROUPS
Join us for a day of volunteerism for your company working in the Food Pantry, delivering Kosher Home Delivered Meals or assisting with various projects around JFS.
CLERICAL
Assist JFS administratively with printing tributes, preparing mailings, database management and day-to-day tasks.
SUPPLY DRIVES
Collect needed food, hygiene items, and diapers for the the JFS Food Pantry.
