A MESSAGE FROM DR. CELESTIN MUSEKURA: After 25 years of ministry in East and Central Africa, I have concluded that Africa’s greatest challenge is not poverty, conflict, or injustice. It’s poor leadership. When there is a lack of effective leadership, everything is broken. That is why I started ALARM—African Leadership and Reconciliation Ministries—in the aftermath of an unthinkable tragedy, the genocide in my home country of Rwanda. My wife and I set out to bring hope and healing to the traumatized pastors of Rwanda. Since that time, God has expanded ALARM’s mission to eight countries, where we seek to develop servant leaders in the African Church and community who reconcile and transform lives affected by conflict and injustice.

We continue our work to this day in difficult and often dangerous ministry environments, because we believe that Jesus has committed us to the ministry and message of reconciliation in a world of brokenness (2 Corinthians 5:17-20). We train pastoral leaders, Christian professionals, and Christian government and security officials from different denominations and tribal backgrounds to lead as Christ did. Imagine communities and nations led by Christian leaders who see themselves as servants, accountable to their people and accountable to God—leaders who empower people to dream of a better future, one free of violent tribal and religious conflict.

These are just a few of the many successes ALARM saw while training a total of 14,115 leaders in 2018. But we also experienced disappointments. We expect our staff to lead the way in modeling principles of Christian servant leadership, and this didn’t always happen. When we see a persistent failure to exemplify these principles in a member of our senior leadership, we make a change. We were forced to do this in a few instances. We also experienced a shortfall in program funding and had to temporarily suspend one of the PLTIs in Uganda. We are still hoping for the day when we are able to fund all of the innovative programs that our Africa staff have dreamed for their countries.

PROGRESS ON 2016-2020 STRATEGIC GOALS Despite these setbacks, we made measurable progress in our three most important strategic goals.

•

Redouble ALARM’s efforts in peacebuilding and conflict prevention.

We trained 5,518 Christian leaders in restorative justice principles, peacebuilding, and genocide prevention, nearly double the number of leaders trained in 2016. In January 2018, 150 Christian leaders from nine countries in East and Central Africa were invited to the Great Lakes Initiative—led by ALARM, Duke Divinity School’s Center for Reconciliation, the Mennonite Central Committee (MCC), and World Vision—to be equipped as leaders for reconciliation in their churches and communities. In 2019, we plan to open a legal aid clinic in Zanzibar in addition to our highly effective clinics in D.R. Congo and Rwanda.

Increase the impact of servant leadership development programs.

As this report went to press, ALARM Rwanda completed the first phase of a new program that teaches advanced servant leadership principles to select graduates of other ALARM programs. The goal is to create trainers of trainers who extend ALARM’s ministry into the churches, villages, and regions that the organization cannot easily reach.

•

More fully integrate community transformation with leadership and peacebuilding efforts.

One case study from Uganda demonstrates what ALARM is doing with increasing effectiveness: In 2018, 77 pastors and church leaders graduated from ALARM’s PLTI in Masindi. The district church leadership elected many of these new graduates to oversee churches in the region. They also began training their fellow pastors and formed the Masindi ALARM PLTI Association. The Association has plans to begin a farm where they can raise crops to help support the poor and vulnerable in their communities as well as fund future ministry. We plan to employ this model among future graduating classes in all of our countries.

2018 MINISTRY IMPACT Despite two civil wars and an Ebola epidemic within the eight countries where ALARM serves, our 70 Frontline Africa Staff continued to serve faithfully as missionaries in their own countries.

Burundi: Our staff trained half of the Members of Parliament in Christian servant leadership principles, receiving praise even from a Muslim attendee. Forty women church leaders graduated from ALARM’s 3-year Women’s Leadership Training Institute (WLTI).

D.R. Congo: The ALARM Congo Legal Aid Clinic obtained birth certificates for more than 200 pygmy children, who will now be able to access the benefits of citizenship. Our staff continued to reach every sector of society, training Christian military officers, lawyers and judges, pastors and church leaders, and young women enrolled in its successful tailoring school.

Kenya: Nearly 100 Muslim and Christian university and high school students and religious leaders learned and exercised peacebuilding principles during ALARM Kenya’s interfaith dialogues in the volatile coastal region, and 83 Maasai pastors and church leaders were trained in servant leadership and basic ministry principles.

Rwanda: Fifty-four women church leaders graduated from the WLTI, and 25 were chosen for advanced training so they can continue to transform their churches and communities. Our staff also trained denominational leaders about Rwanda’s new laws, which have forced many small churches to close their doors.

South Sudan: Our staff provided training in servant leadership, trauma healing, and peacebuilding—from the grassroots all the way up to 106 Members of South Sudan’s Parliament.

Adult literacy, women’s microfinance, and tailoring projects continued to transform the lives of Christian women and their families.

Sudan: After two years in limbo, ALARM regained its certification as an NGO. But our work never stopped: In partnership with a seminary in Khartoum, ALARM trained 47 pastors and church leaders in an accelerated version of the PLTI. Tanzania: ALARM brought unity and cooperation among embattled pastors in Zanzibar, where the Church is suffering increasing persecution.

Uganda: More than 300 Christian police officers and 269 Christian boda-boda (motorcycle taxi) riders made peace with each other through a unique ALARM program. Also, 77 pastors and church leaders graduated from the PLTI in Masindi, and enrollment increased at the Pader Vocational School, which now provides training to nearly 300 young men and women, including refugees.

While we rejoice in the many stories of transformation we have witnessed, there is still a great need to develop servant leaders in the African Church and community. The Church continues to be divided. Not all mission organizations have embraced indigenous leadership, and they don’t necessarily understand the historical hatreds that continue to cause division in East and Central Africa. ALARM is African-led and African-staffed, and what we are doing is empowering the Church to embrace its ultimate calling from Christ: that it would be one. The Church cannot be one without preaching reconciliation. We cannot be one without calling all churches—that is, the Body of Christ—to work together. We cannot be one without telling Christians from different tribes that their identity in Christ supersedes their tribal, racial, and political identities.

We cannot be one if we forget who we are in Christ: a new Creation, agents of forgiveness, and Christ’s ambassadors for reconciliation with God and our neighbors.

My joy has been to see individuals who experience atrocities begin to give up their right to be angry, give up their right to take revenge, and begin to love their neighbors and forgive one another. As we enter into ALARM’s 25th year of ministry, I continue to dream about an Africa free of violent tribal and religious conflict led by Christian leaders for reconciliation.

FREE INDEED C A N D I D E M U K A M U R E N Z I C A N TA L K A B O U T H E R D E E P E S T W O U N D S T O DAY, B E C A U S E C H R I S T H E A L E D H E R On the outside, she was smiling and beautiful. Candide Mukamurenzi presented the picture of a godly wife, mother, and church leader. But inside she was seething with distrust and a deep, seemingly indelible wound. “I was very badly beaten on the inside,” Candide recalls.

Becoming close with anyone, including her husband, seemed impossible. While she served as a leader of women in her church in Rubavu, in western Rwanda, she didn’t love them. She couldn’t sympathize with their pains, and she dared not make herself vulnerable in friendship. Candide was resigned to this life. Protecting herself from all who might cause further hurt was the only way she could cope with the profound suffering she endured as a young girl during the Rwandan Genocide.

Candide reflected on her past as she sat beside Corinne Gunter, her dear friend and confidante, at the ALARM Center for Leadership and Forgiveness in Kigali, Rwanda. Corinne, an associate pastor at Grace Church in Noblesville, Indiana, was there the day in 2016 when Candide took a huge first step toward freedom during a session of the ALARM Rwanda Women’s Leadership Training Institute. Corinne and a Grace Church team were teaching about healing from trauma. When they invited the students to share their stories, a few of them spoke up, alluding vaguely to pains in their hearts, or bad things that happened to other people.

But it was all very impersonal, because in Rwanda, no one talks about the Genocide, the tragedy that ripped the nation apart.

Though it caused the murders of nearly one million people in 100 days and touched every single Rwandan who was alive in 1994, it goes largely unspoken today.

Candide recalls listening that day to these muted stories of pain. Something was surging inside her. She thought about the love of God—and the state of her own heart: When you live with wounds, you don’t have love, she thought to herself. Then sobs came up from deep within. Suddenly Candide felt a force propelling her to rise up. She stood on her feet in the presence of 60 women, trembling as she spoke.

“I will cry,” Candide announced, “but please bear with me and listen.”

Then she told her story for the very first time: about the men who slaughtered all of her family members three days after the start of the Genocide. That, however, was not enough to satisfy their hatred. They seized Candide, who was 12, and raped her.

“Old boys,” she called them. Multiple grown men.

Candide survived the assault. But that day destroyed her childhood, her destiny.

There were physical wounds, which were treated when the predominantly Tutsi army took control of Rwanda later that year. But the inner wounds generated far more suffering. Candide lived with hatred for everyone.

Though a surviving relative eventually took her in and sent her to school, “Still I was having this wound, and it was very bad,” Candide says. Even when she married a godly man who loved her, who was sensitive to her, at times she found herself hating him. She couldn’t always separate him from the men who assaulted her. “When we were supposed to be one,” she says, “we were two.”

The day Candide spoke at the WLTI, her trauma became fresh again. But the force inside—the Holy Spirit who emboldened her to stand and speak the unspeakable— pointed to freedom. “I remember the faithfulness of God,” Candide recalls. “As I gave my testimony, I was being opened up step by step.”

Immediately after she finished, others rose to their feet.

This time the generalities were gone; the women told the real stories, of murder, hatred, and revenge. The unbearable pain.

Soon, everyone in the room was weeping.

Candide stepped beside another WLTI student who’d just revealed her own trauma. Candide rubbed her back in a gesture of comfort, being present while allowing the woman space to tell her story. Then she took the hands of two others and placed them on the woman’s back, inviting them to console her as well. It was a living reflection of what the Apostle Paul taught in 2 Corinthians 1:3, 4—that we comfort others with the same comfort Christ has given us. “That was a beautiful moment,” Corinne Gunter recalls, “and it changed the course of what was happening in that room.”

The Grace Church facilitators began sharing their own stories. Candide saw that trauma was a universal issue: “We realized that even in America they cry over their wounds.”

She felt her strength increasing. This, she says, is freedom. She had met the God of the Bible who heals wounds, who understands the secrets of our hearts and responds with compassion, not condemnation. Her healing had begun.

Later sessions of the WLTI brought deeper levels of healing and practical instruction in Biblical principles that lead to reconciliation in marriages, churches, and communities.

Candide experienced an immediate change in her marriage. In the past, she said, she had loved her husband outwardly. Now she began to show a deep love, responding to him and showing appreciation for his role as a steady source of encouragement in her life and a godly example to their four children. This transformation soon extended to her church members—the ladies she leads at Celebration Christian Church in Kigali. “Love starts from inside to outside,” Candide explains. “I could not really be sympathetic to the women, and you can’t lead people you don’t love. When I learned how to be a servant leader at the WLTI, I repented on my knees and started afresh to become a servant leader.”

With Candide’s healing came a vision that reaches far beyond her home and church.

She and her husband are working on a project to bring people in her village and local authorities together so all of them can receive training to heal their wounds of trauma.

These wounds, Candide has observed, are connected to lives of poverty and paralysis.

When the wounds are addressed, healing takes place on every level—personally, spiritually, and economically.

These days, Candide can immediately discern when a woman is carrying deep hurts.

Both women and men, neighbors and church members, seek her for counsel. She listens carefully to their stories and shares freely about her own struggles. “There is a long, long story I can tell them,” Candide says. “I will show them the wounds I had and give them a testimony of the healing process, and tell them how you heal and how you develop a healthy family with resilience.

“I am whole now,” she says. “I am good.”

It is our conviction that African communities can find peace and healing when Christian leaders are empowered with the knowledge and skills to respond effectively to the needs of those affected by conflict and injustice. That ’s why we train and equip Christian judges, lawyers, police officers, and government leaders in biblical principles of peacebuilding, forgiveness, reconciliation, trauma healing, and restorative justice. Without Christian leaders hearing and elevating the voices of the vulnerable, relationships cannot reconcile, trauma cannot heal, and communities cannot experience peace and development.

Judge Wilfred Sumaili is the president of the Children’s Court in Goma, Democratic Republic of the Congo. He has attended several ALARM justice trainings and has been an integral part of ALARM Congo’s justice initiatives.

He is the judge who hears the cases of the children represented by ALARM lawyers. He has facilitated a number of ALARM justice trainings and is a staunch advocate for A LARM’s work.

When the children’s prison in Goma experienced a devastating fire in 2017, ALARM was there the next day with food for the children, firewood, metal sheeting for the roof, and chairs and a desk for the judge. This made a profound impact on Judge Sumaili. He shared, “From my heart, I want to thank ALARM Congo for this special act that will stay as a mark in my heart.”

The judge continued, “Because of this relief, we will again work in good conditions.”Judge Sumaili cares deeply for his community and is committed to do his part in standing against injustice— even spending his own money to make sure the children in the prison are fed when government funds run short.

Judge Wilfred Sumaili is just one of the many Christian lawyers and judges who have been equipped by ALARM to “speak up for those who cannot speak for themselves, for the rights of all who are destitute.

Speak up and judge fairly; defend the rights of the poor and needy” (Proverbs 31:8-9).

SAFE BENEATH HER FATHER’S WINGS The story of ALARM Congo Country Director Marie-Jeanne Munanga Hamuli The first impression everyone gets of Marie-Jeanne Munanga Hamuli, ALARM Congo’s country director, is strength. She can step into a chaotic situation, and people fall into line. She can touch a woman’s shoulder during an ALARM training and compel her to take a big step of faith. With barely a word spoken, Marie-Jeanne commands respect. When she does speak, you hear a voice of wisdom, authority, courage, and a mother’s tenderness.

She needs all of these qualities to minister at ALARM Congo.

Country Director since 2010, Marie-Jeanne has witnessed wars, serial waves of refugees, countless political crises, and even a rebel occupation at her base in Goma, North Kivu Province, in eastern D.R. Congo. Right now the second-largest Ebola outbreak ever continues to spread in another part of North Kivu, exacerbated by the latest round of violent conflict involving rebel and terrorist groups. Yet Marie-Jeanne remains at peace.

Her impact as Country Director, and her ability to endure the difficult and dangerous ministry environment in eastern Congo, are all the more remarkable when you consider the circumstances of her birth and early life. Marie-Jeanne was born into a tribe and culture that do not value women. Though her father, a prominent judge, didn’t want to discriminate among his own children based on gender, his brothers and sisters pressured him back into the old ways. Furthermore, they ganged up on Marie-Jeanne’s mother, who endured terrible fights, abuse, and contempt. She eventually had no choice but to leave the family.

Marie-Jeanne grew up with what she calls “very, very, very deep wounds.” Her father pursued many other women, leaving her in the hands of a stepmother who abused her and even attempted to burn her hands after falsely accusing her of stealing a piece of bread. Her perception of God was tarnished by her father and uncles’ behavior. Why, she asked, did God create girls if girls had no value? She became so bitter that she fantasized about joining the army one day.

Then she could come home and kill everybody.

When Marie-Jeanne became the ALARM Congo Women and Children’s Department coordinator in 2002, ALARM’s message of forgiveness and reconciliation ministered to her first. “ALARM helped so much to heal my life and transform me,” Marie-Jeanne says. “When I came to ALARM and heard about forgiveness, and that it helped the victim first, I was able to release those people who hurt me.” The process took time, but Marie-Jeanne forgave her father and stepmother, who repented shortly before her death. As Marie-Jeanne brought her bitterness and anger to the cross, God changed her, forging within her dignity and great strength.

Most days she can be found encouraging the 75 young women enrolled in the Brenda Tailoring School inside ALARM Congo’s small compound. Nearly all of them come from poor families, and this is their only opportunity to learn a trade.

She personally disciples a half-dozen young men freed from children’s prison through the extraordinary efforts of the ALARM Congo Legal Aid Clinic. And she holds the hands of rape victims who seek release through ALARM’s trauma healing conferences. Among many other roles, she is now ordained in the Nazarene church and preaches regularly.

Within ALARM, Marie-Jeanne is known for leading a close-knit ministry team that perseveres despite numerous obstacles.

Though ALARM Congo has only one rickety vehicle with a maximum speed of about 30mph, the staff continually make the rounds among the many churches of North and South Kivu provinces.

ALARM counts on its national staff to be missionaries in their own countries, where they know the people, culture, and languages.

Then when trouble comes and other aid agencies leave, ALARM’s African staff stay, because Africa is their home. Sustainability is built into ALARM’s model for ministry as an African-led, African-staffed organization—making it unique among NGOs. Marie-Jeanne’s staff can often be found working side by side at two long, wooden tables in their simple office, taking advantage of daylight hours, since the electricity frequently goes out. “ALARM is a community ministry,” she explains. “We are near people. We approach them. We work together. We are like a family, while other NGOs are just there for a moment. We serve our community first.

We bring them joy, and then their joy becomes our joy.”

The biggest challenge, Marie-Jeanne says, is that “there is war almost all the time.” While Goma, a city of one million situated on beautiful Lake Kivu, one of East and Central Africa’s Great Lakes, is enjoying a burst of development these days, the rural districts just beyond are roiling with banditry, kidnappings, and murderous militias. ALARM has had to reschedule and relocate training events at the last minute because of these insecurities, but they don’t sway Marie-Jeanne and ALARM Congo. Not even death threats have stopped her ministry.

Just seven years ago, soldiers from the notorious M23 rebel group swooped in and occupied Goma, rolling right past UN troops. MarieJeanne’s husband is a high-ranking officer in the Congolese military, and she knew her life was in great danger. Still, she and her three children remained in Goma while her husband was out fighting.

Even when the rebels ransacked her home and found her husband’s military effects—even when, the following day, they left a grenade outside her bedroom window. “I have one Psalm that I read, Psalm 91,” Marie-Jeanne explains. “And I know that one can flee, but fleeing is not a guarantee of security. You may flee to a place and be attacked there, so I chose to remain under the wings of my God, who helped me.”

Just a couple weeks later, the M23 rebels moved out of Goma peacefully. Eastern Congo remains a center of conflict because of its vast riches in natural resources—the lovely climate; the dark, rich volcanic soil in which virtually any crop grows; the precious

deposits of gold and coltan. Everyone, it seems, wants a piece of Goma, which lies just across the border from Rwanda.

Marie-Jeanne, however, remains hopeful for the future. She is ready to “comfort those who are crying, rejoice with those who are rejoicing, and work with those who are willing to work,” such as the boys released from prison. These individual lives transformed through the Gospel give her deep satisfaction. “Through ALARM and what we are doing, I am the mother to many. I have so many who are calling me Mama, and this is my great joy.”

Which brings us back to Marie-Jeanne’s father. One day, the man whose culture taught him that women have no value met Jesus, a man who laid down his life for all women. Her father got to a point where he couldn’t stand the conflict among his wives and mistresses, so he decided to kill himself. He was ready to jump from a bridge over the River Congo when he suddenly heard a voice, like Paul, telling him, “My son! I have chosen you. I want you to serve me.” Straight away, he went to church and accepted Jesus as his Savior. The dénouement circles right back to ALARM. First, his warring wives left him. Then in January 2018, Marie-Jeanne experienced the tremendous joy of watching her father graduate from ALARM’s Pastoral Leadership Training Institute—at the age of 76.

Now, Marie-Jeanne says, he has become a real father to his 18 children. “He always says, ‘I have nothing to give you. I don’t have money. All I have to leave you is your studies—and Jesus.’” His message today to his family and church is straight from the pages of the ALARM training manual—and his daughter’s life: Love each other. Live in unity. Be examples.

One of the things that I appreciate about ALARM’s ministry is that it is an African ministry whose vision is to see African leaders raised up to bring transformation and healing and growth to the African churches. It ’s not about exporting some kind o f We s t e r n s e n s e o f w h a t t h e C h u r c h i s . B e c a u s e o f t h a t , n o t o n l y d o e s i t h a v e t h e hope for lasting change in Africa, it also changes our church, too. LOO KIN G AH E AD 2 0 1 9 m a r k s A L A R M ’ s 2 5 t h y e a r o f m i n i s t r y. I t i s a l s o t h e 25th anniversary of the Rwandan Genocide. ALARM began in 1994 by training Rwandan pastors to know that their identity is not in their tribe, but in Christ. Only then could they disciple others. But the Church needed to go even deeper by becoming agents of peace and reconciliation in the community and nation. That’s why ALARM decided to train not just pastors but Christian lawyers, police officers, and Members of Parliament—and not just in Rwanda but throughout East and Central Africa.

In 2019, ALARM is committed to fulfilling its strategic 2016-2020 goals by continuing to train and equip Christian leaders from the grassroots to Members of Parliament who work tenaciously to establish peace and prevent violent conflict. Our ministry impact will increase t h r o u g h f o l l o w - u p v i s i t s t o e n s u r e A L A R M ’ s P LT I a n d W LT I graduates are continuing the cycle of developing servant leaders in their churches and communities. Our Frontline Staff will work alongside ALARM-trained leaders as they devise economic development projects to transform their c o m m u n i t i e s . A s w e e n t e r o u r 2 5 t h y e a r o f m i n i s t r y, w e cannot help but dream of what God will do in the next 25.

CASE STUDY: UGANDA In 2018, 77 pastors and church leaders graduated from ALARM’s Pastoral Leadership Training Institute (PLTI) in Masindi, Uganda.

Many of these 2018 graduates had been recruited by previous PLTI graduates. As a direct result of the PLTI, the district church leadership elected many of ALARM’s graduates to lead and oversee churches in the region.

They also began training their fellow pastors in Masindi and formed the Masindi ALARM PLTI Association. The Association plans to begin a farm where they can raise crops to help support the poor and vulnerable in their community as well as fund future ministries.

C o n g o , a f t e r spending several months in children’s prison because of a false allegation of rape. The ALARM Congo Legal Aid Clinic took his case at no charge, and during court precedings, Jonathan’s accuser recanted her claim. Jonathan considered taking his life during his time in the squalid children’s prison.

But today he is relieved to be back in school with his friends.
