An Entitled Licence is in place for the role. The role holder will be required to live permanently in Jersey.

Role Overview Jersey Sport is an independent body with charitable status and is the lead organisation for sports development and physical activity delivery in Jersey. Jersey Sport has a Partnership Agreement with the Government of Jersey (GOJ) to deliver a range of sport and physical activity programmes that support islanders in participating in sport and being active. Jersey Sport’s CEO will work closely with all relevant stakeholders across the Government of Jersey, the island’s sporting community and Public Health to deliver sport and physical activity programmes and interventions. In addition, the successful candidate will lead and manage, on a day-to-day basis, a permanent staff of c.43 and a volunteer staff of c.50+.

Jersey Sport’s 2024 priorities include •

Redefining Jersey Sport’s remit in the wake of the government-led Sports Review, published in November 2023.

Promoting this redefined remit across the island to increase islanders’ understanding of what Jersey Sport delivers.

Enacting the recommendations of the Sports Review, working closely with the government where required.

Supporting and developing volunteer sports clubs and associations. Implement a comprehensive fundraising strategy to support the mission and purpose of Jersey Sport further, particularly raising funds to support the voluntary sports sector.

Building positive and proactive relationships across relevant GOJ departments and with stakeholders generally.

Undertaking a resource planning review to ensure the organisation has the most effective and efficient structure and operation to successfully deliver the GOJ Partnership Agreement.

Candidate Skills Required •

A passion for not only the development of sport and physical activity, but also a natural ability to positively motivate a team of people in an office-based environment and in the field.

A track record building strong, productive and mutually beneficial relationships with internal and external stakeholders, some of whom are government based.

A keen eye for commercial opportunities and ability to target and develop revenue generating relationships with large corporates and local businesses.

Role Tasks Corporate 1.

Build positive and proactive relationships with GOJ and other public bodies to facilitate the effective delivery of the Jersey Sport Strategic Plan and Business Case, ensuring our contribution to the Common Strategic Policy and the Ministerial Plan is clear and measurable.

2.

Accountable for the effective running of the organisation and trust, ensuring high standards of reporting, governance, and compliance.

3.

Along with the Chair, act as the face of Jersey Sport, and at a senior level, represent the organisation at all relevant forums and events, including media interviews and public speaking.

4.

Accountable for the development of the organisation’s Strategic Plan and Business Case and production of the published Annual Report.

5.

Accountable for the partnership with the Government of Jersey and ensuring the obligations under the Partnership Agreement are met across all programme areas.

6.

Advise and support the Board on strategic matters relating to sport and active living in Jersey and ensure the Board is kept abreast of all critical matters through suitable reporting to Sub-Committees and the Board directly.

Strategic Planning 7.

Act as a key partner to the GOJ, supporting the development of policies and strategies and implementation plans for sport and physical activity.

8.

Manage all strategic partnerships, ensuring Jersey Sport comply with all agreements and builds a strong network of partners.

9.

Oversee the strategic context for the organisation’s marketing, communication, and PR functions to ensure Jersey Sport is continually promoted, and people understand the remit of the organisation.

Leadership and Advocacy 10. Provide effective, directional leadership of the organisation and to the team. 11. Provide strategic leadership and direction for sport and physical activity in Jersey. 12. Advocate for sport and physical activity, consulting on and influencing Government policy and plans, ensuring the benefits of sport and physical activity are understood and always part of the policy conversation.

Financial Management 13. Accountable for the strategic financial management and planning of the organisation. 14. Ensure the organisation has detailed financial processes in place and that these are followed. 15. Develop Jersey Sport’s fundraising capabilities by creating a fundraising process and securing new and managing existing sources of funding.

Systems, Processes, Procedures and Controls 16. Monitor the performance of the Senior Management Team to ensure the organisation has processes and procedures in place for all aspects of its business functions and delivery areas. 17. Set the strategic controls (including effective reporting) required to effectively operate the organisation and support the Head of Operations to implement and manage the required controls.

Human Resource Management 18. Provide strong leadership in all aspects of HR, ensuring that HR and performance procedures and policies are in place and that all HR matters are managed effectively. 19. Create a vibrant, supportive organisational culture that rewards performance and innovation. Establish Jersey Sport as an excellent employer that supports the development of the team. 20. Ensure the organisation has a training and development programme which allows staff to develop continually.

Candidate Experience Required E = Essential D = Desirable

E Appropriate experience in a senior sports leadership role. E Experience of leading an organisation, working directly with a Board of Directors and able to demonstrate effective budget management experience. E A proven track record working with government departments or agencies in a partnership model to deliver sports and physical activity strategies. E Experience in developing and leading an effective strategy in sports development and active living. E Senior management experience of leading and developing a team. E Extensive experience of internal and external communications in a senior management role. D Experience in marketing and communications of an organisation’s activities both internally and externally. D Experience of Company Secretary role.
