Jersey Sport Chief Executive Officer​ We’re looking for a Chief Executive Officer to lead the future of sport and physical activity in Jersey Jersey is nestled in the coast of Normandy, warmed by the Gulf Stream and blessed with the most sunshine hours in Britain. With stunning beaches, rich history, vibrant culture and the beauty of the great outdoors, Jersey offers something for everyone. ​ With a land mass of just 45.5 square miles, Jersey is one of the sportiest places in the world, with 85 sports and 301 sports organisations, predominantly run by over 1700 dedicated volunteers. ​ As Chief Executive Office of Jersey Sport, the independent body for sport and physical activity, you will lead a whole system approach for sport and ensure physical activity and sport continue to be key enablers in improving mental and physical health, quality of life, education, and supporting a strong, vibrant economy. ​

This unique senior role allows you to lead and develop all parts of the sports development system to ensure islanders of all ages can play sport to the extent of their ability and desire. Grassroots to greatness and everything in between. ​ You will also be charged with increasing the number of islanders who are physically active enough to support good health, with a focus on the least active islanders. ​ If you share our passion for the benefits of sport and physical activity and have the competency to be a senior sports leader on our small but sporty and active island, read on!

About Jersey Sport​

About Jersey

Jersey Sport is an independent arms-length body with charitable status and is the lead organisation for sports development and physical activity in Jersey. Jersey Sport has a Partnership Agreement with the Government of Jersey (GOJ) to deliver a range of sport and physical activity programmes that support islanders to participate in sport and active living. Jersey Sport receives an annual grant of £2.14m through this agreement and fundraises and generates income from its programmes.​

Jersey is the largest Island of the Channel Islands. Jersey is 9 miles (14.5km) wide by 5 miles (8km) long and is made up of 12 parishes. The Island is just 14 miles (or 22km) from the French coast and 85 miles (137km) south of the English coast.​

Jersey Sport’s CEO will work closely with all relevant stakeholders across the Government of Jersey and Jersey’s sporting community to deliver sport and physical activity programmes and interventions. A priority is to support and develop volunteer sports clubs and associations. In addition, the successful candidate will lead and manage, on a day-to-day basis, a permanent staff of circa 43 and a volunteer staff of circa 50 plus. ​ The CEO will be responsible to the Board of Jersey Sport, which comprises of eight independent volunteer Directors, including the Chair. The CEO will oversee the successful leadership of the organisation’s delivery programmes and the effective operation of the business. ​

English is the main language spoken. Other languages include Portuguese, Polish and Jèrriais (the Jersey language). The currency is the British pound sterling, although Jersey does print its own notes.​ Jersey is a self-governing dependency of the British Crown and is not part of the UK and isn’t represented in the UK parliament. The Queen is the Head of State for Jersey. The Lieutenant Governor is Her Majesty’s personal representative.​ J​ ersey has its own fiscal, administrative and legal systems. The Island has a Royal Court, which is equal to the UK’s Crown Court for criminal matters and UK’s High Court for civil matters.​ Jersey is made up of 12 administrative districts called parishes. All have access to the coast and share a name with their parish church. Each parish looks after their parishioners and manages the local amenities. They are the focal point of the community and each one is different.​ Throughout history, Jersey has been under both French and English rule. This is apparent in the mix of English and French heritage resulting in the Jèrriais language as well as street and building names.​ The Channel Islands were the only part of Britain to be occupied by the Germans during World War II. Bunkers and war tunnels remain from that time. The five-year occupation came to an end on 9 May 1945, Liberation Day. This day is still celebrated annually with a bank holiday.​ Jersey is a family-friendly island with an excellent education system. Our Strategic Purposes: Jersey Sport’s remit is focused on the delivery of four primary purpose statements. Everything we do, can be directly correlated to these; • Increase participation in sport and physical activity. • Reduce inequalities – namely for women and girls, lower socio-economic communities, and those with one or more disabilities. • Focus on inactive islanders, increasing physical activity levels to become “fairly active” (30 minutes or more of physical activity per week)’. • Build a safe, sustainable, and inclusive sporting community. We will measure impact against each one, however, to achieve them will require a high-level population wide shift in culture and behaviours, and we must be clear at the outset that influencing contextual and environmental factors will not be solely within our ability to control.

Independent Review of Sport And Physical Activity​​ As part of their Ministerial Plan the Assistant Minister for Sport commissioned an independent review of sport and physical activity, published in November 2023. The review has led to 21 recommendations for​the Government and Jersey Sport to consider. The independent report reviewed sport and physical activity policy, strategy​and delivery, and the roles played by the Government of Jersey and arm’s length body Jersey Sport. The review will provide the new CEO an excellent opportunity to​understand the current landscape, build on success, and address areas​of concern. Building a positive, collaborative partnership with GOJ will be key to implementing the recommendations. The review concludes that Jersey Sport is the vehicle to deliver sport and physical activity in Jersey and sets out a way forward to ensure capacity within Jersey Sport is reviewed and aligned to allow more support for the voluntary sports sector. The current GOJ Strategy for sport and physical activity is the Inspiring an Active Jersey Strategy. This will be reviewed as part of the recommendation of the Sports Review. 4

Key Responsibilities​ •

Lead the development of sport and physical activity on the Island, supporting the volunteer sports sector to thrive and ensuring sport is equitable. ​

Lead a collaborative approach to developing a whole system for sport in Jersey through a Long-Term Athlete Development Pathway, which focuses on ensuring each pathway stage is integrated and can support progression and provide lifelong engagement in sport and physical activity.

Leadership and development of the organisation’s governance practices, processes and procedures, including Health and Safety and Safeguarding.​

Lead and implement the strategic plan and business case, ensuring the achievement of outcomes and impacts aligned with the priorities of GOJ.​

Lead the delivery of the Partnership Agreement with GOJ and act as the point of contact, building a strong collaborative partnership with GOJ Officers and Ministers. ​

Advocate for sport and physical activity, consulting on and influencing Government policy and strategies, ensuring the benefits of sport and physical activity are understood and always part of the policy conversation.​

Accountable for the organisation’s sound financial management and maximising funding through grants, fundraising and programme income. ​

Lead, develop, and motivate the Jersey Sport Team, ensuring a culture of continual improvement and making Jersey Sport an employer of choice. ​

Person Specification ​​ •

Demonstrate competency as a senior leader with technical knowledge of the sport and physical activity sector. ​

Outstanding senior leader able to demonstrate competency in organisational governance, people management, financial management and building strong stakeholder partnerships.​

Demonstrate your competency in developing and implementing the sector’s strategic plans and business cases. ​

Demonstrate a thorough understanding. of whole systems approaches to sports development and/or physical activity.​

Educated to degree level or able to demonstrate equivalent standards through career development in a relevant subject. Preferably in sport our physical activity.
