For more than 65 years the Johnson County Park and Recreation District (JCPRD) has been enhancing the lives of the citizens of Johnson County through its parks, quality programs, professionalism, and response to developing trends.

The district’s contributions to the personal lives of Johnson County’s citizens have earned local appreciation and national acclaim. In 2017, JCPRD was awarded the prestigious National Gold Medal for Excellence Award by the American Academy for Park and Recreation Administration in partnership with the National Recreation and Park Association (NRPA).

JCPRD is governed by an eight-member policy making board, whose volunteer members are appointed by the Johnson County Board of County Commissioners. Internally, the agency is organized into five divisions: Parks & Golf Courses, Recreation, Culture, Safety & Outdoor Education, and Administrative Services.

JCPRD operates and maintains 17 developed parks, including four streamway parks, 140 miles of trails, and two golf courses. JCPRD properties comprise

over 10,000 acres. An estimated 7.5 million park visitations are recorded annually.

JCPRD offers over 4,200 recreation, culture, golf, and outdoor education programs annually with over 2.7 million participations. Facilities presently operated by JCPRD include a museum and arts and heritage center, two multipurpose fieldhouses, a gymnastics and multiservice center, a sports dome, ten football fields, 20 soccer fields, five multipurpose fields, 33 softball/baseball fields, and an aquatic center.

Outdoor education facilities include a nature center, amphitheater, and a challenge course with a welcome center.

The Park Police Department employs fully commissioned park police officers to protect and preserve natural resources and maintain safety for visitors and staff.

JCPRD’s annual operating budget for all funds is approximately $79 million of which approximately $38.1 million is tax supported. JCPRD employs 300 full-time and over 1,500 seasonal, part-time employees.

Johnson County is the largest county in the state of Kansas. Between 2007 and 2017, Johnson County’s population grew by over 67,000 persons (13%) to a total of nearly 600,000.

In the 2022 Community Survey conducted by the ETC Institute, most Johnson County residents were more than satisfied with the county as a place to live, raise children, and work. When asked about overall satisfaction with county services, residents rated JCPRD highest in satisfaction.

JCPRD is fully accredited having passed 100% of all CAPRA standards.

Sports and Facilities

North Manager

JCPRD is seeking a proven leader who enjoys working in a fastpaced, high profile, and progressive environment to join its Gold Medal Team as the District provides an unprecedented investment into its Mid-America and Mid-America West sports facilities. The right candidate will possess the drive, aptitude, experience, and leadership to ensure these facilities, staff, and the customer experience are also among the best in the nation.

Reporting to the Superintendent of Recreation, the successful candidate will oversee the operations of the following facilities, budgets, and associated staff: Mid-America Sports Complex, Mid-America West Sports Complex, Okun Fieldhouse, Roeland Park Sports Dome, and Heritage Park Softball.

This position ensures all facilities are well maintained, safe, and prepared for league or tournament play. Monitors budgets and ensures adherence to district finance policies as well as assisting in the development of yearly budgets. Hires, trains, supervises, evaluates, and disciplines staff. Encourages staff to attend district meetings, participate in district initiatives and ensures attendance at required training sessions, and ensure that all training requirements are met. Utilizes training and development to improve department staff skills and abilities. Maintain strong internal and external relationships, including but not limited to: fellow recreation managers, other division leaders and staff, support services, renters, league participants and their parents, tournament providers, and the general public.

The Ideal Candidate

Education*:

l Required - High School Diploma or equivalent. Required - Bachelor’s degree preferred in Recreation or related field.

*Relevant experience may be substituted for degree.

Professional Experience:

l Required - Three years’ experience in management of a large, multifaceted, progressive park and recreation department, including interagency/governmental cooperation.

l Three years’ experience in sports programming within a wide variety of service/program offerings.

l Three years’ experience in sports facility operations and maintenance.

l Preferred – Three years’ experience working directly with tournament providers.

Required Skills:

l Excellent communication and interpersonal skills.

l Adept at Microsoft Office Suite software.

l Willingness and ability to learn new software as needed.

l Ability to work on multiple priorities simultaneously.

l Leadership and supervisory skills.

l Skilled in customer service and conflict resolution.

l Ability to work cooperatively with multiple tournament providers.

The hiring range for the incoming Sports and Facilities North Manager is $69,722 - $104,582 annually. Placement within this range is dependent upon qualifications and experience. Additional annual allowances include mileage and cell phone. JCPRD offers a comprehensive benefits package that includes:

l Three medical insurance plan options, plus vision and dental insurance.

l Deferred compensation retirement and employer matching contribution - JCPRD’s 401(a) plan will contribute a dollar for dollar match of an employee’s contributions up to a maximum of 3% of an employee’s bi-weekly base salary for each pay period.

l Kansas Public Employees Retirement System (KPERS) - Effective first day of employment full-time regular employees become members of KPERS, and begin contributing 6% of their gross bi-weekly compensation. JCPRD makes a contribution toward retirement, disability, and life insurance. KPERS provides life insurance equal to 1.5 times your annual salary.

l Life insurance - Equal to 100% of employee’s annual salary, dependent life, and optional additional life.

l Employee Assistance Program (EAP)Employees and their family members living at home are eligible to participate in the Employee Assistance Program provided by ComPysch.

l Vacation - Full-time regular employees accrue vacation leave per month on a graduated scale beginning with 8 hours per month to a maximum of 14.5 hours per month.

l Sick leave - Full-time regular employees accrue 8 hours of sick leave per month. There is no waiting period, but employees must accrue sick leave before they are eligible to use it.

l Other leave options include: Caregiver, Parental, and Military

l Holidays - 13 paid holidays per year.

l Educational Reimbursement - JCPRD reimburses eligible educational expenses for qualified employees upon completion of initial performance trial period.

l Complimentary Classes and Family Discounts - Employees are entitled to unlimited enrollments in designated district-sponsored classes at no charge. A family discount is available for eligible family members.
