Since assuming leadership of this truly great organization, I have constantly searched for new and innovative ways to separate District Council 35 from the pack. The ability to change — to embrace new ideas and ways of doing things — is critical for the evolution of our workforce and our institution.

The entire staff here at the District Council knows that we will only be successful if our individual members are successful. Ours is a perfect example of the old adage, “the whole is only as good as the sum of its parts.” There is no District Council without our members. We go to work every day knowing we must provide opportunities for our member families.

From our signatory contractors to our Trustees, from Organizing to Government Affairs, we know that our lifeblood comes from one place — our apprentices. We owe it to those who came before us and to those who will follow to leave the crafts within our jurisdiction better off than we found them. This is done through training and education.

Over one year ago, our apprenticeship program, The Finishing Trades Institute of New England, embarked on a mission to take our educational programs to the next level. We began the long and arduous process of seeking the accreditation of our institution.

The Council on Occupational Education is one of a small handful of organizations that are certified by the U.S. Department of Education to accredit post-secondary technical education institutions. After an exhaustive self-study, several site visits and a total review of our operations, I am extremely pleased to announce that we have received accreditation. (see certificate on page 2) This seal of approval means

that our institution provides quality technical education. It confirms that we have the highest ethical and educational standards across our student offerings. It also affirms that our FTI is meeting the needs of the labor market, our valued signatory contractors, with whom we share a valuable partnership.

There are too many words of thanks to include in this Newsletter, but I need to recognize a few people who made this tremendous accomplishment possible. Of course, FTI Director Eric Redding needs to be commended for steering the project and sharing a vision for the future of apprentice education. This massive project would have never have gotten off the ground without the full commitment given by Wayne Murphy and Sara Sullivan. They compiled the Self-Study Report that became the basis for our accreditation and also put together the hundreds of pages of documents reviewed by the site visiting team as evidence of our compliance with the various Standards and Criterion necessary for our favorable result. Future generations of student painters, drywall finishers, and glaziers will owe a debt of gratitude to Wayne and Sara. I could not be more proud of this achievement and look forward with excitement to the future of our FTI. You will read in the pages that follow about all the work being done here at your District Council, but please be assured of this: everything we do here is with one goal in mind. We work every day to make the lives of our member families better.

Whether it be new organizing drives, political work, improvements to our investment strategies (with great news on investment returns to our Annuity Fund) or increases in our health and welfare programs, every strategy we put into play is done with the membership as our top priority.

Well Deserved First and foremost, I’d like to congratulate DC35 Business Manager Jeff Sullivan on receiving the Greater Boston Labor Council’s Special Leadership Award along with Stephanie MucciniBurke, Mayor of Medford and Michael Capuano, US Representative MA 7th District. The GBLC has seen what we hold true here at the Council and recognized Jeff’s vision for our organization, as well as the Building Trades, in becoming an inclusive organization. We will continue to move forward with our organizing efforts in all communities and gateway cities and overall representation of all workers in our industry. (see more on page 27)

I’d also like to congratulate our Organizing department in their work in gateway cities and especially their work with Beyond Walls in Lynn, MA who just won MassInc.’s 2017 Gateway Cities Innovation Awards for the mural festival that our members worked so hard on in two fast weeks this summer. Our involvement proved that economic development through a partnership with the trades is key to building opportunities for local members.

The Work Ahead Residential 112 Shawmut Ave, Boston Proposed $90 million, 13 story, 143 apartment residential development with a 980 square foot ground floor cafe which would be located at the intersection of Herald Street and Shawmut Avenue in the South End’s rapidly developing neighborhood.

45 Townsend Street, Roxbury Proposed $110 million, 5 story, 380,000 square foot building which would feature 322 market rate apartments with a co-worker center, community gathering space, and a cafe. Residential amenities at 45 Townsend would include an outdoor pool with grills, a yoga studio, and business center.

Washington Village, South Boston Approved redevelopment of a 217,800 square foot sight near South Boston’s Andrew Square into a mixed-use development spanning six blocks. Eight buildings will be built containing 656 residential units, 98,000 square foot of retail space, and parking for 560 cars. 110 residential units will be affordable housing.

Moving into 2018 FTI New England one step closer to Accreditation I’m happy to report that the FTI of New England has been granted and accepted accreditation from the Council on Occupational Education.

This puts us one step closer to granting diplomas through the FTI for our apprentices to be able to earn an associates degree while participating in our apprenticeship program.

Our next step would be getting approval from the Massachusetts Department on Education for their approval to be able to provide associates degrees for our students.

The primary purpose of this program is that it is designed to lead graduates from the FTI to an Associates Degree.

Why an Associates degree?

It is desirable to our employers and potential employers to show that: 1. It conveys a breadth of knowledge and experience.

2. It demonstrates that the employee can withstand the rigors of a challenging curriculum.

3. It establishes that the employee can set a goal and successfully attain such a goal.

4. Our employers will feel that they are getting the best-trained and educated work force in their respective craft with certification attached to that employee.

One glass tower will be a 24 story, 260 foot tall, 164,000 square foot tower featuring 375 rooms.

The second tower will include ground floor retail and a roof deck restaurant, a 19 story, 210 foot tall, 211,000 square foot tower featuring 390 hotel rooms Summer Street/Omni Hotel (Seaport Convention Center) Upcoming 1,054 room Omni Hotel, located across from the Boston Convention Center and Exhibition Center. The new 788,000 square foot hotel will feature two new 21 story towers connected by a 3 story ground floor podium. The hotel will include 746 standard rooms, as well as 278 innovative rooms. The hotel will also include a 120,000 square feet of meeting and event space including ballrooms, restaurants, and retail.

DRIVEN BY A STRONG ECONOMY Charles Fogell

Our strengthening economy continues to be the driver for many of our opportunities.

Locally, our economy has continued to evolve and create the opportunity for more projects being introduced and developed in our jurisdiction.

Since my last article we have begun discussions with Skanska Burns & McDonnell regarding the expansion of the NRG Canal Power Station project in Sandwich, Massachusetts. This project is slated to work under the terms of our national maintenance agreement. So far, we have been meeting with representatives of the company and all our representatives of the Southeastern Mass Building Trades Council.

Our discussions have focused on timelines and work assignments. We should see this project get started in the early spring.

Casinos continue to be a hot topic here in Massachusetts as many of our members are working on the western and eastern venues. The same cannot be said for the project slated for southeastern Massachusetts. The Wampanoag Tribe of Gay Head continues to struggle with federal approval. Most recently the tribe opposed a Supreme Court Petition concerning their now proposed 6500 sq. ft. bingo hall on Martha’s Vineyard. The proposed casino in Taunton continues to evolve around a web of legal woes, bringing uncertainty to a full gaming facility in the south coast region of our District Council.

The Tribe also reportedly is $425 million in debt and a special meeting was recently held amongst the Tribe.

Over the past several months I have worked closely with our Business Manager Jeff Sullivan as we navigated through numerous contract negotiations. I have worked with members of our leadership team in preparing and negotiating close to ten new collective bargaining agreements from Maine to Rhode Island with stops along the way in each of the states we represent here at our District Council. I am pleased to report that we have been successful in our efforts to secure reasonable agreements that impact and improve the quality of life for our members. Many of our new agreements have durations of three to five years and that creates certainty and security for our membership. Credit goes to the members and contractors for their support of our leadership team.

Ava Chouinard

, daughter of DC35 New Bedford, Massachusetts Local 691-member Bill Chouinard. Ava, age 16, captured the Seekonk Speedway Mini Cup Championship for 2017 and won the most prestigious event of the season the DAV Fall Final.

She is only the second female driver to capture a championship in the 72-year history of the NASCAR facility. She follows in the footsteps of her dad, as Bill was champion of the Pure Stock division in 2007 and 2011. Ava has plans to move into the highly competitive Super Late Model division with her dad as crew chief.

Brother David Knight has over 35 years of service

in the sign industry. He has served as Steward over the past fifteen years and serves on the Executive Board of Sign Local 391. Congratulations Dave, on your Retirement from Back Bay Sign.

Recent contract approvals have been Outfront Media Transit, Outfront Media Billboards and Smith College. We are currently in the process of putting final details together on these new agreements as we prepare to bring 2017 to closure and plan for our goals of job creation and membership advancement in 2018.

I would like to personally wish all our Brothers and Sisters a Joyful and Safe Holiday Season.

Construction BOOM Jobsite Stewards District Council 35’s decision on appointing jobsite stewards is paying dividends in a big way, over the past year we have seen a number of situations where work would have been lost to other crafts if not for the vigilant jobsite steward.

Our members are also the eyes and ears of the union, if you see something that is wrong you must make the call. The steward program has proven to work and it continues to help with protecting and securing our jurisdiction and creating many more work hours for our members. Keep up the good work, you’re doing a great job!

A huge thank you to all that have embraced the “See Something, Say Something” jobsite campaign.

For far too long, some members have stood silent while other trades whom are employed by the same company steal hours away from DC35 families. NO MORE. We shall not stand for it, we cannot look the other way.

Boston construction activity booming with 14M square feet of development underway. The city has 14 million square feet of property under development in addition to the 40 million square feet of projects permitted and preparing to break ground. Approximately 20% of total new square footage is for office space, and 80% represents new condominium and apartment buildings.

Reflecting on 2017 2017 has been a successful year for members of District Council 35. The work load has been steady and continues the same, our funds investments hit the benchmark and some exceeded it.

Boston construction activity booming

Contributing to the boost in construction activity in the area is the relocation of General Electric from Fairfield CT to Boston MA. The company broke ground on its new two hundred million 390,000 square feet headquarters. The complex will feature three buildings, two of which will be existing renovated brick buildings connected to a new 12 story tower. Work is already underway on the renovations. The company’s new offices were designed by Gensler. Suffolk construction is the general contractor.

Here comes the five-building Fenway Center Thanks to a recent deal between the state and two developers, the 4.5-acre project’s first phase — two residential buildings of seven and 13 stories, with 313 apartments and 67,000 square feet of commercial space.

115 Winthrop Square Developer delays construction of West End rental tower In what might be another sign of Boston’s cooling apartment market, the developer of the 44-story, 470-unit replacement of the Garden Garage has pushed back the start of construction to 2018.

Proposed redevelopment of the site involves the demolition of the existing vacant parking garage and the construction of a new approximately 1.1 to 1.5 million square foot mixed-use tower containing residential, office, retail, restaurant, parking and other commercial use along with a robust and inclusive Great Hall space.

It has been another great year for DC35 members and we fully expect that trend to continue through the New Year! With many large projects breaking and set to break, along with our new venture into the residential market, we are closing out the year very strong!

In the Merrimack Valley, we continue to make great strides, especially in Lowell. As the Business Agent for DC35 and now the President of the NS/ MV Building Trades, I look to continue the long tradition of good relations in the area. Our strong relationship with the Lowell Housing Authority continues, as they recently put on another direct hire and are looking to do as many as four more.

The Building Trades has developed an excellent relationship with the UMass Building Authority who recently attended our monthly meeting to discuss upcoming projects and a job fair they sponsored. We have an excellent record when it comes to winning jobs at UMass Lowell for all of our crafts and look to continue that trend.

Politically, we had an excellent showing with our endorsed candidates for city council and we look forward to working with them on a potential PLA for the new $350M Lowell High School. This past Spring I was appointed to the Merrimack Valley 12

Workforce Investment Board by Lawrence Mayor Dan Rivera, where I’ll be working closely with business and social partners looking for work opportunities for the membership.

On the North Shore we continue to have steady employment. With two large PLA’s in Salem (North Shore Medical Center & Salem Power Plant) leading the way for employment, things continue to tick upward. DC35 endorsed candidate Tom McGee was recently elected Mayor of Lynn, Good luck Tom! Rich Marlin of the Massachusetts Building Trades and I recently met with the City of Lynn Economic Development Team to discuss the waterfront master plan as well as other developments upcoming. Lynn is looking to be a big player in development in the near future.

With Suffolk recently being awarded the $188M Saugus High School project, the North Shore Mall renovation well under way, the Wynn Casino well under way in Everett, there will be plenty of hours to be had on the north side of the city.

I just want to remind everyone about our recovery meeting every Wednesday night at the Union Hall at 7pm. We’ve built a great network of members who come together each week to help each other.

I want to take this moment to thank all of the members who continue to come each and every Wednesday night to show support to our members in need and I want to thank the members in need who’ve had the courage to show up looking for some guidance to help through their struggles!

We are here for you!

AT THE CASINO

Business Representative The eleven story office tower for the Casino is nearing completion. Connecticut Drywall is on the last floor to be taped and S-CEL-O Painting is right behind them doing the painting. This phase should be completed by the middle to end of December. The rest of the Casino is a little farther out. Some tapers have been laid off because the electrical and other mechanicals have not been installed so the walls can’t be enclosed. This is

causing a little bit of a setback. We are expecting things to pick back up by the middle of December to the beginning of January, at which point the taping companies will be adding tapers to all of their crews. The painters are expected to be right behind them. We don’t anticipate this to cause a delay or change to the opening date.

However, it could result in a lot of overtime for the members.

The Organizing Department has been involved in several charity projects since the last newsletter. These include collecting donations for hurricane relief and assisting the City of Boston in loading delivery trucks donated by the Teamsters to get supplies to victims in Houston, Florida, and Puerto Rico. We have also worked closely with Chelsea Collaborative and Partnership works.

Representative/Organizer My family and I would like to wish all our member families a Merry Christmas and here’s to a happy, healthy, and prosperous 2018.

Happy Holidays to all! It is a privilege and honor to get up every day and go to work for the best union in the building trades.

Thank you.

2017 was a good year across our trades and work hours were up. Rather than rest, now is the time to continue to make inroads on additional work opportunities from old and new sources. Industrial paint remained strong this year, continuing a seven-year trend; three major projects continue as I write. Tri-State Painting will be working through the winter on the Longfellow Bridge, as will Atsalis Brothers on the Springfield Viaduct in Western Massachusetts. The viaduct project is over 1,700,00 square feet of steel and our members will be there for every inch of the work. Liberty Maintenance will also be working through the end of the year on its projects.

New Hampshire will be jumping into the opportunity pool as two bridge packages will be starting in 2018. Modern Protective Coatings has signed on for a seven-bridge project and Ohio signatory contractor Eagle Industrial Painting has been given the work on seven bridges. Membership will see increased work opportunities throughout our jurisdiction.

This past September, the Massachusetts DOT awarded a three-year, 41.6-million-dollar project to JF White. Liberty Maintenance will be 16

doing this work on the Chelsea side of the Tobin Bridge, consisting of deck-steel repairs as well as the painting of large portions of the structure.

Liberty is awaiting submission approvals and then will be moving on to setting up the safe span system.

In conjunction with our Organizing Department I continue to monitor and investigate nonunion companies attempting to come into the area. It is a full-time job, and then some, to see to it that these companies play by the rules, and the law, with regards to worker training, safety, wages, and protecting our environment. We will not rest until our signatory contractors are no longer put at a competitive disadvantage by companies who choose to mistreat its workforce and violate the law.

Our work pays dividends; we have recently been successful in Maine, but it is only because of our hours on the jobsites and our refusal to give up. Please be vigilant and let us know what you learn on jobsites. You are our best source of information and when we work together we can accomplish great things.

STAR 2017 has come and gone. Over 1,500 DC35 members were eligible for the drawing this year, not a record amount but impressive just the same. This year the grand prize winners took home two brand new GMC 4WD trucks, a beautiful Indian motorcycle, and a very nice lake boat.

Door prizes include our traditional Red Wing boots, hooded sweatshirts, and Yeti beverage coolers. The real prize is getting so many of our members in one spot at the same time; it’s the biggest union meeting you’ll ever attend and we’ve been doing it longer than anyone else, 21 years to be exact. Most of our membership knows it’s a great undertaking to get this event running as smoothly as it does. The District Council divides the event up so there are lots of us involved.

It starts with the training, then onto the booking, certifications, planning... you get the idea. The DC35 STAR event is a major undertaking, but with the level of commitment and willingness to work together the different departments get it done! In the end it was a great event, hampered by a little rain, but that never hurt anybody. It was great to see everyone and if you didn’t win one of the grand prizes, don’t worry there’s always next year.

TOWER CRANES FILL THE SKYLINE Ray Pickup

Business Representative rpickup@iupatdc35.org The skies are still filled with tower cranes downtown but they are popping up all over the North Shore as well.

Massive projects have begun while others are in the late stages of being approved. There are currently three Project Labor Agreements (PLA’s) ongoing, and potentially another on the horizon in Lowell.

The Wynn Boston Harbor Casino, Salem Power Plant, and the North Shore Hospital all have PLA’s. One major benefit of a PLA is that all jurisdictional work assignments are made prior to the work starting and several meetings are had in the time leading up to the assignments. Of course, there are certain curve balls, but we adapt and fight for our jurisdiction accordingly.

The Wynn Boston Harbor Casino is finally underway in respect to the glazing industry.

Ferguson Neudorf and Jackson Glass have teamed up to install all the unitized curtain wall systems. Massey Plate Glass has been awarded the storefront work and entrances. Skylight Consultants was subbed the skylight from Super Sky. Cheviot Corp has been awarded the interior glazing package. Oasis Shower Door has been awarded the shower doors. This project will require all hands on deck in respects to servicing and fighting for our work as minor contracts start to be awarded.

PLA’s are all created through networking and supporting local town and city governments and proving that these projects will be done on time and under budget without any work stoppage.

We need more PLA’s and it all starts by educating local politicians of OUR success rate on projects just like the ones mentioned and dozens before.

The new year is knocking on the door and may each member of District Council 35 have a prosperous and safe 2018!

The Stock Market is finally cooperating so our various Funds are performing well and allowing the Trustees to make improvements to our Funds. We are organizing new members and companies which will perpetuate additional opportunities down the road. As tends to happen during boom times, jurisdictional disputes also increase, but due to our updated Steward Training we have been able to get ahead of potential problems and in some instances, stop attacks dead in their tracks. We’ll ride the boom until it ends, but this one seems to just keep going.

Here are a few upcoming projects: Bulfinch Crossing

The six-building development is due to include a total of 2.9 million square feet of offices, residences, retail space, and hotel rooms.

Developers National Real Estate Advisors and the HYM Investment Group officially commenced construction in January on the first phase of the project: a 45-story, 486-unit, 480-foot residential tower. Bulfinch Crossing will also include a 43-story, 528-foot, 1 million square foot office tower called One Congress. Pelli Clarke Pelli and CBT Architects are handling the project’s design.

South Station Tower

Lead developer Hines plans to start construction in the spring. The 970,000 square foot building 24

will start nine stories above ground, erupting glassily out of South Station, New England’s busiest train hub. Higher-end office space will comprise its first 26 floors, with the top 16 stories full of 155 luxury condos with (we imagine) spectacular views of the region. A 200-room hotel is also part of the mix. The tower is due to stretch to 677 feet total and 640 feet at the highest habitable floor; and the project includes an approximately 50 percent expansion in the capacity of South Station’s bus wing. Pelli Clarke Pelli Architects is handling the design.

new streets, walkways, and plazas. The nine buildings of Washington Village, one of which is set to rise as high as 22 stories, will replace lowerslung fare such as auto shops and laundries.

Tremont Crossing

The city signed off in early March on this multibuilding project totaling 1,928,400 square feet. The development includes plans for 728 apartments in two buildings, a BJ’s Wholesale Club, and a new Museum of the National Center of Afro-American Artists. This development will be the biggest in Roxbury perhaps in decades and certainly the biggest since Boston’s modern development boom kicked off post-Great Recession. Plans for Tremont Crossing stretch back to the middle of the previous decade. At different points, it was supposed to be nearly all offices, and offices with a sizable dormitory component. Developers Elma Lewis Partners and Feldco eventually settled on the current plans.

Allston Yards

Supermarket chain Stop & Shop wants to build on an 11-acre site it owns adjacent to the ginormous Boston Landing complex. Phase 1 would include 360 residential units, 5,000 square feet of retail, 25,000 square feet of public open space, and — of course — a new Stop & Shop grocery store.

(A Stop & Shop there now would stay open during construction.) Phase 2 would include 650 more units (probably apartments) and additional retail and restaurant space. Stop & Shop is also promising high-end office space in this phase. All totaled, the project would contain 1,010 new residences and 1,900,000 square feet — right near a soon-to-open commuter rail stop as well as the Mass Pike. The city is reviewing the proposed project.

Hub on Causeway

Developers Boston Properties and Delaware North broke ground on this humongous project slated for the old Boston Garden site along Causeway Street in January 2016. Ultimately, the development will mean more than 1.87 million square feet of shops, restaurants, offices, hotel rooms, and residences, as well as an expansion of nearby TD Garden and transit improvements to North Station. Phase I should wrap in 2018. It is due to include flourishes such as the city’s largest supermarket; a 15-screen movie theater; 10,000 square feet of outdoor space for a new entrance to TD Garden and North Station; and 175,000 square feet of what the developers are calling “creative office space.” Phase II, the tallest of the trio, will include a 440-unit, 38-floor, 498-foot residential tower, and a 260-key, 10-floor Citizen M Hotel; and Phase III will be a 21-story office tower.

Washington Village

The city signed off in mid-August on the nearly five-acre project. The DJ Properties development is set to include 656 apartments and condos, including 110 marketed as affordable; 99,000 square feet of retail, including (hopefully) a grocery store; 648 parking spaces, including 532 garaged; and 1.2 acres of open space as well as

We have been trying to negotiate a new collective bargaining agreement with the Boston School Department since June 8.

The last of our five sessions was held on September 27, but resulted in no proposal or economic offers from their side at all. With the city Mayoral election now behind us and other bargaining units in the city coming to agreements with the city, we have been told that the school department is in the process of putting their proposals and an economic package together to present it to us at our next session. Hopefully, we can reach an agreement by the first of the year.

We are waiting for an Arbitrator decision on the unjust termination of two employees who were out of work and receiving workers’

compensation due to injuries that happened to them while they were on the job. Both long-term employees have worked twenty years as custodians in the Boston Public School system. We believe the language in our current agreement states that when an employee is on workers’ compensation, the time will count as years of service for longevity, seniority, and vacation once the employee returns to work. We should receive the Arbitrator’s decision by the end of January.

At Local 1952’s September monthly meeting we recognized and presented a watch to Junior Custodian Chris Collins from Charlestown High for serving for over fifty years as a Junior custodian in the Boston Public Schools. Chris has been a Junior custodian since 1965 and has worked at Charlestown High since he has been employed with the school department.

Recently, IUPAT DC35 Business Manager Jeff Sullivan was recognized for his stalwart advocacy and commitment to the labor movement by the Greater Boston Labor Council (GBLC). The GBLC represents over 90,000 union members in 160 unions across cities and towns near Boston.

Sullivan received the GBLC Leadership Award during a ceremony and dinner held at Montvale Plaza in Stoneham, MA. GBLC leaders including Louis A. Mandarini, Jr., Rich Rogers, and Darlene Lombos praised Sullivan for his tireless work championing the rights of union members and workers at-large.

Lombos thanked Sullivan for his mentorship and commitment to fostering diversity in the labor movement. Rogers brought an emotional moment to the evening in praising Sullivan for

his compassion and commitment to members and staff in even the hardest of times. DC35 Assistant Director Paul Canning also offered remarks and was joined by many members of the DC35 family and staff who attended the event.

A special, surprise guest who helped present the award to Sullivan was James A. Williams, General President Emeritus of IUPAT, who extolled Sullivan’s commitment to the work and his leadership style. “I walked point in Vietnam, because I didn’t want to follow anyone,” said Williams. “But there’s one leader here I would always follow – that’s Jeff Sullivan.”

Other award recipients included City of Medford Mayor Stephanie Muccinni Burke and U.S. Representative Michael Capuano.

Organizing OUR INDUSTRY

Director of Organizing I would like to personally thank all the District Council Members who helped in our Political and Community Engagement projects, and to the Organizing Team for all their hard work and dedication to District Council 35, our Membership and our partners.

The Organizing Department is working on multiple shortand long-term campaigns.

These include working with our community partners on specific projects in and around the city.

Projects at the development and planning phases insure contractors do the right thing when it comes to hiring practices by using properly-trained local residents and others who will help to get the jobs done on time and under budget while boosting the local economy. We continue to speak with open shop companies and workers within our trades. We have been visiting jobsites all over our region collecting information for bidding opportunities for our signatory contractors. With the spike in work, we have been having conversations with a lot of open shop Paint, Tape, Glass, and Sign and Display companies.

These conversations are ongoing and have been very positive. While we continue to talk to open shop workers, those with journeyman experience have been able to have the opportunity to join DC35.

Those whom would qualify as an apprentice are given the avenue to the FTI.

Residential Commercial Residential (multiunit) program, the Organizing Department has been investing a lot of time and energy connecting with General Contractors, Developers, and Painting Companies. By staying focused 28

and motivated we have been able to form relationships with contractors and companies that - with much negotiation and discussions - have agreed to bid and accept our program within their bidding and projects. We are proud to say that we now have companies securing projects and continually bidding on open projects. These are just some of the branches of the residential work that is happening. This program has connected us to community groups, worker centers, and helped to further the legislative discussions on wage theft on the state level. We are actively working with many workers who have fallen victim to wage theft. Our goal is to help them get their back pay and bring to light the companies who are cheating workers in the hopes of leveling the field on bidding opportunities.

Politics Over the last few months, the Organizing Department has worked closely with the Political Department and our active DC35 members on multiple political campaigns. The focus has been on afternoon and weekend Labor to Labor walks and phone banks.

These efforts helped to elect Paul Feeney to State Senate in a special election in October. Paul Feeney is a card-carrying union member and a great ally to the labor movement.

As we approached the November 7 election day, we continued to work on Labor to Labor walks and

phone banks for Mayor Martin Walsh, Tom McGee for Mayor of Lynn, John Stefanini for Mayor of Framingham, and multiple City Council races which included highly contested races in Boston and Quincy.

DC35-endorsed candidates topped the ticket in all but a few races, proving that labor’s grassroot programs work and continue to keep labor-friendly candidates in office. Thank you to everyone that put in the long hours and effort to make this political cycle another success for the labor movement.

Community Engagement The Organizing Department has been involved in a couple of great charity projects over the last few months. At Medford Vocational Technical High School, our members volunteered to paint the new culinary restaurant that the school is building, which will be open to the public to help raise funds for their tech programs.

DC35 opened its doors as a donation location for hurricane relief items for Houston, Florida, and Puerto Rico. We were able to collect three full van-loads of nonperishable foods, baby and medical supplies, and new clothing. Our members and their families also helped the City of Boston load multiple 18-wheelers that the Teamsters donated to deliver these relief items.

On the hill Wayne Murphy Director of Government Affairs

The political mobilization ability of District Council 35 was on full display in the recently concluded fall elections.

From Manchester, NH to Boston, MA and across other various cities and towns throughout the region, our membership was involved in every race of importance to organized labor.

Congratulations to Roger Brunelle, as well as our entire Organizing Department, for their dedication and refusal to quit until all votes were cast. We had some significant victories in several mayoral races as well as some local and state elections. Once again it bears repeating; elections have so much to do with job opportunities for our members. If the recent actions of the Trump administration don’t convince you that we need like-minded people in decisionmaking roles then perhaps nothing will.

Suffice it to say, politicians who don’t share our values are working against our interests.

They are betting on our apathy. The more involved each of us gets the better off we will all be. Nationwide, voters in several key state elections sent a clear message to 30

Washington; the president is not helping workers and change is necessary. Let’s hope this is a harbinger of things to come in next year’s mid-term elections.

I continue to monitor the long-promised infrastructure bill from the White House.

Despite assurances that proposed legislation would be sent to Congress during the first 100 days of his administration, the president has done no such thing. As recently as last month, the U.S. Transportation Secretary once again talked up the long-awaited $1 trillion infrastructure plan, but provided absolutely no substantive updates. I have been in communication with each member of the House Transportation and Infrastructure subcommittee urging them to get the ball rolling. Like the rest of the country, I await something more than talk.

Locally, I continue to work on several key pieces of pending state legislation. At last month’s AFL-CIO convention I served as a delegate and participated in a day of lobbying at the Massachusetts State House.

I was able to meet with several senators and representatives to urge their passage of legislation ranging from the wage theft bill that stalled in the House of Representatives last term, as well as advocating on behalf of the proposed change to the Massachusetts Minimum Wage and the derailment of

continuing efforts to privatize the MBTA. These are all worker issues and it is important that organized labor support the efforts to improve the circumstances of all working families. If it is a labor issue, it is our issue, and we must devote all of our energies to bettering the lives of all working men and women.

I continue my work in support of our Servicing and Organizing Departments and have recently been preparing for an upcoming bid-protest hearing before the Fair Labor Division of the Massachusetts Attorney General’s Office. We are attacking the illegal sub-contracting practices of a local painting contractor who was awarded a project over one of our signatory contractors. These improper practices take work opportunities away from our

members and we must bring to light these lowbrow contractors.

I was recently asked to join the Board of Directors of Community Labor United. I look forward to assisting them in their strategic campaigns to assist working families in their quest for better working conditions from wages to training to job safety.

It’s all about engagement; get informed and get engaged. Each of us can make a difference. From Capitol Hill to Beacon Hill and in each of our communities, when we get engaged we can make things happen.

When we fight, We Win! Roger Brunelle Government Affairs

WE WON! That was the phrase that I was typing over and over on Election Night, November 7, 2017, on a group text to BMST Sullivan and the DC35 staff. When all the votes were counted, 85 percent of candidates endorsed

by DC35 won their seats in elections in our jurisdiction. We helped protect incumbents and got some new faces into leadership positions.

These victories loom large for the DC35 membership as we remain one of the most active organizations on the campaign trail and played a major part in the victories of these candidates.

This year’s election cycle presented itself with a “Perfect Storm” of opportunities and it was a very ambitious and aggressive political plan that we put together, some of which we had laid the foundation for back in the spring of 2017.

The City of Lynn is the prime example for playing the long game. Four years ago the Political Department worked a program to unseat Mayor Judith Kennedy in Lynn. It was an uphill battle with Organized Labor pulling in different directions while not having a high profile challenger and we came up short. Fast forward to spring of 2017 and State Senator Tom McGee decides to run for mayor. DC35 was the first one in. Tom has always been a great friend to DC35 and we were already on the ground in Lynn with the Beyond Walls Project. We took the lead on the Labor Program, got many of the unions to come on board very quickly, and put Tom over the top to a landslide victory on Election Night. Kathleen Santora, 939 member and Lynn resident, jumped in with both feet and coordinated the Labor to Labor Program and Election Day efforts along with support from our Organizing Department. DC35 efforts also 32

led to giving Mayor-Elect McGee a friendly City Council to work with. Everyone knows who we are.

Another long game plan was the City of Manchester, NH. Two years ago our endorsed candidate, Joyce Craig, only lost her bid for mayor by 64 votes. This time around she was not only the top vote-getter in the Preliminary Election, but went on to win the Final and unseat incumbent Ted Gatsas to become the first female mayor of New Hampshire’s largest city.

DC35 put boots on the ground and knocked hundreds of doors with Massachusetts Attorney General Maura Healey.

Marty Walsh wins Mayor of Boston! This should not be a surprise to anyone, yet many did not put in their efforts this time around because they felt his victory was a lock. DC35 was not one of them! Marty Walsh won by a huge margin - as he should - because he deserves the job, and a large margin of victory sends a message to anyone thinking of running against him. DC35’s support has never wavered not only because he is a union brother but because he has proven that he can do the job and do it very well. We went out and worked for not only Mayor Walsh’s reelection but the reelections of all of our endorsed incumbents and some newcomers, and at the end of the night, all but one of our endorsed candidates in Boston were successful. Organizer Phil Reason was instrumental in the D7 race where DC35 endorsed candidate Kim Janey won an open seat.

Ed Flynn, union member and son of former Mayor Ray Flynn, won the D2 open City Council seat. Jim Coughlin from LU 1952 went door to door talking to our custodians about our endorsed candidates.

But the one heartbreak of the night in Boston was Steve Passacantilli who came up just a bit short for his bid to the open D1 seat. It wasn’t from a lack of effort because DC35 Reps Joe Guarino

Boston · lynn · manchester · bristol norfolk and Chris Brennan did all that they could to get out the vote for Steve. DC35 wishes him well on his next endeavors and we know we will see again soon.

Although we had many high-profile victories on Election Night, the highlight of the election cycle came in October. It was the hard-fought victory in the Bristol Norfolk Senate District Special Election for union member Paul Feeney. Feeney topped the ticket at the end of the night by just over 500 votes over Governor Baker-backed Republican Ventura. Dark money groups pulled out all the stops with mailings in Walpole that falsely accused Paul of wanting to give prisoners the right to vote in the Walpole School Committee election. They then sent out a robo-call in the middle of a Patriots game on Sunday and tried to imply that it was from the Feeney campaign. The call started out with “This is Paul Feeney…” and if the voter didn’t hang up, they heard a recording of Paul at a Strike Rally for Verizon workers in the middle of a speech that was meant to fire up the crowd and was taken out of context. This was then followed up on Special Election Day with a leaflet at the polling locations seemingly implying that they were taking down license plate numbers. But though all of this nonsense and static, Paul stayed positive, and Organized Labor came out in force on Special Election Day. We had over 100 people on the ground knocking on doors to get people out to vote, 50-60 people holding signs at the polls, and 30-40 people on the phones reminding voters to vote.

This was the end result of a long process of every weekend going out and knocking on doors with elected officials like Congressmen Steve Lynch and Joe Kennedy, US Senators Elizabeth Warren and Ed Markey, Treasurer Deb Goldberg, AG Maura Healey, Senate President Stan Rosenberg with Senators Sal DiDominico and Will Brownberger,

MA AFL-CIO President Steve Tolman, and MA Building Trades President Frank Callahan. We had countless volunteers from Organized Labor, from rank and file members to elected or appointed staff, all pulling in the same direction to get one of our own elected to Beacon Hill. DC35 members Bill Kunz, Rich Cabral, and Cheryl Courtney took the lead on the Labor to Labor operations and knocked on thousands of doors. This district is what is called a purple district meaning it can flip from Democrat to Republican in any given cycle. Not only did we hold it for the Democrats, but we put a Union Member, Paul Feeney in the State Senate — which is a poke in the eye to the establishment.

I want to thank all the countless DC35 members, Young Lions, and Women in Action that came out and helped this election season. From door knocking to debate rallies for Marty Walsh, DC35 was there. I especially want to thank Justin Desmond and the Organizers, and Business Reps Joe Guarino and Chris Brennan for all the help that they have given to this effort. This has always been a team effort. Under the leadership of BMST Jeff Sullivan we are looked at as one of the Councils that work extremely well together and are used as a model for others in the International.

I want to thank Kathleen Santora LU 939, Cheryl Courtney LU 691, Rich Cabral LU 691, Bill Kunz LU 1138, and Jim Coughlin LU 1952. They have given up many nights and weekends to support DC35’s electoral efforts.

DC35 has traveled to Fall River, Manchester, New Hampshire, Quincy, Framingham, Lynn, Boston, and beyond. We are not done yet, please get involved and come help DC35 grow and become stronger. We want you to be part of the ownership and pride that comes from these victories.

Director of Training For some time now, we’ve been talking about getting our Apprenticeship program college accreditation. The first question anyone should ask is “Why?” Why would we want to go through the lengthy process of college accreditation? Here’s my take on it: for as long as I can remember, every guidance counselor, teacher, and well-meaning adult I ever met would always say the same thing to me: If you want to get a good job, you need to go to college.

Somehow this country started to look down on the men and women who did manual labor. We were good enough to build the 60-story smoked glass and steel tower where they practiced law or made their fortunes in the stock market, but when the occupancy permit is issued, suddenly we are not allowed to sit in the same cafeteria with them, or sometimes even use the same restroom. This is a problem. In Germany, people who perform manual labor are considered just as important to society as everyone else; their apprenticeship programs are far more widely accepted and encouraged, not as an alternative to college but right alongside of it. There, the service provided by trades workers is valued and considered every bit as important to society.

During a recent high school sporting event, I witnessed a very well-meaning parent ask a senior what college they were going to in the fall. I watched that senior withdraw from the conversation not knowing what to say or even how to say they weren’t interested in college. Now fast forward, what if that high school senior’s response was, “I’m going to the college of the 34

Finishing Trades Institute of New England. I’m going to learn a trade, and when I’m done I’ll have an Associate’s degree, a trade that I’ll be able to apply anywhere in the world, make enough money to support myself and my family, and the best part is I won’t have any student loans to repay. The union I’m joining thinks enough about me and the industry that the members voted to reinvest in itself. They have fully funded the college and now they’re investing in me.”

So, ask me again “why go down the long road of college accreditation?” For me, it’s simple, I’m looking to raise the bar for the construction industry. No more shying away from the college question; it’s about respect and self-esteem. This past November, Paul Canning, Wayne Murphy, and I attended the Council on Occupational Education’s yearly conference where schools get voted on for accreditation. We passed the first hurdle; they voted to accept the FTI of New England as an accredited institution. Next, we contact the Department of Education in Massachusetts and New Hampshire for the ability to start granting associates degree’s.

Classes like the “Total Station” is replacing the use of older technology used for layout and other measurements in today’s buildings. Glazier Instructors Brian Montgomery and Sean Love attended training for the Total Station and are now actively transferring that knowledge to our members. Soon on the calendar you’ll start to see Curtain Wall Certification classes, another tool for us that continues to prove we are the most qualified workforce on any given job-site.

Speaking of calendars, look at the calendar our Director of Health & Safety Mike Moreschi has put together for us (included in this edition). Every Saturday has multiple training opportunities to choose from, training that keeps you current and on the job. Those of you that live a little further away than our Boston training center, we move the Health & Safety trainings around. Northampton, New Bedford, Brentwood, and Maine are all coming up, please remember to call the office at 617-524-0248 and sign up so we can properly set up the required number of instructors.

Wayne Cummings, our Director of Industrial Coatings, has stepped up his game by adding more and more SSPC classes to our Training calendar.

The tide is turning for us. We need to be ready.

In August, we started our apprentice classes with 72 new first-year apprentices, the largest class in years. Since then we’ve added a few students and we’ve dropped a few for various reasons. Work opportunities continue to remain strong. Our local economy’s not showing any signs of slowing anytime soon. Your Training Department is reacting accordingly: painter apprentice classes have been divided into “A” and “B” groups to have smaller class sizes. Commercial Painting Director Jim Sullivan has established relationships that provide training opportunities on various charity projects like the Boston Harbor Island Association and the ongoing White Stadium for the Boston public schools.

Director of Glass & Glazing Tom Falter continues to provide quality training, making sure our glazier apprentices and journeymen receive the

3rd year glazier apprentices receiving their Dorma training. Chris Freeman (far right) from Dorma spent two days with our students in October.

OSHA Labor Liaison Steve Nee joined the entire 1st year apprentice class to deliver the OSHA 10 hour introduction on their 1st day of related training.

Director of Commercial Coatings Jim Sullivan and Director of H&S/Drywall Finishing Mike Moreschi brought the 2nd year painting apprentices out to Boston Harbors Spectacle Island as part of an ongoing charity project.

DC35 Pensioners & Beneficiaries Receive 13th Check The Trustees of Painters & Allied Trades District Council 35 Pension Fund voted to issue all District Council 35 pensioners and beneficiaries a bonus check of $600 on December 1, 2017. This extra check will be sent along with your regular December 1 benefit.

You must be on the rolls as of December 1, 2017 and collect a monthly pension benefit directly from Painters & Allied Trades District Council 35 Pension Fund.

The Trustees thank all retirees for their many years of service.

Health Benefits Plan – Flu Shot Coverage Is it time for a flu shot? Your Health Plan includes coverage for various vaccinations for adults and children. For eligible participants and dependents, influenza (flu) and pneumonia shots are covered at 100%. Eligible dependent children (age 18 and under) are covered for chicken pox and the hepatitis A, B, or C vaccines. Contact the Fund Office with questions about these or other vaccinations. Note: Retail pharmacies may charge the prescription co-payment on your flu shot. Submit the receipt to the Fund Office for reimbursement.

· Reconstruction of the breast on which the mastectomy has been performed;

63 days after your “creditable coverage” with the Plan ends.

Individuals can enroll in a Medicare prescription drug plan when they first become eligible for Medicare and each year from October 15 through December 7. In addition, beneficiaries leaving Fund coverage may be eligible for a special enrollment period to sign up for a Medicare prescription drug plan.

Coverage for breast reconstruction and related services is subject to the Plan’s coinsurance amounts and reasonable and customary allowances.

Important Information About Your Prescription Drug Coverage and Medicare This notice is intended primarily for active employees and their dependents who are eligible for Medicare or who will soon be eligible for Medicare. Please read this notice carefully and keep it where you can find it.

On January 1, 2006, Medicare prescription drug coverage (“Medicare Part D”) became available to everyone with Medicare. This notice contains information about: (1) your current prescription drug coverage under the Painters & Allied Trades D.C. #35 Health Plan (the Plan); and (2) prescription drug coverage available for people with Medicare. It also tells you where to find more information if you need to make decisions about your prescription drug coverage.

Reminder of Women’s Health and Cancer Rights Act

The Plan has determined that the prescription drug coverage provided by the Plan is, on average for all Plan participants, expected to pay out as much as the standard Medicare prescription drug coverage will pay. In other words, the “actuarial value” of the Plan’s drug coverage is at least as good as the “actuarial value” of the standard prescription drug coverage under Medicare Part D. Thus, the Plan’s prescription drug coverage is considered “creditable coverage.”

In accordance with Federal Law the Painters & Allied Trades DC35 Health Benefits Plan provides coverage for the following services related to an individual receiving Plan benefits in connection with a mastectomy:

This is important because it means that you do not have to enroll in Medicare Part D at this time just to avoid paying a late enrollment penalty.

You will not have to pay a late enrollment penalty as long as you join a Medicare drug plan within

IMPORTANT REMINDERS FROM THE HEALTH PLAN

If your coverage under this Plan ends and you do not enroll in Medicare prescription drug coverage during your initial Medicare enrollment period or during any special enrollment period, you may pay more to enroll in Medicare prescription drug coverage later. After your initial Medicare enrollment period, if you wait 63 days or more to enroll in Medicare Part D, your monthly Part D premium will go up at least 1% per month for every month that you delay enrollment. For example, if you go nineteen months without enrolling in Part D, your premium will always be 19% higher than the standard rate. You will have to pay this higher premium as long as you have the Medicare drug coverage. In addition, you may have to wait until the next November to enroll (during Medicare’s annual enrollment period).

Your Options 1. You can keep your current medical and prescription drug coverage under this Plan, and you do not have to enroll in a Medicare prescription drug plan.

You may enroll in a Medicare prescription drug plan in the future, during Medicare’s annual enrollment period (October 15 – December 7 of each year). You may also be eligible to enroll during a special two month enrollment period when your coverage under this Plan ends.

2. You can keep your current medical and prescription drug coverage under this Plan and you may also enroll in a Medicare prescription drug plan.

If you do this, this Plan will pay primary to 37

Medicare for active employees and their dependents. However, remember you do not have to enroll in Medicare at this time.

Information About the Medicare Prescription Drug Program Medicare prescription drug coverage is available to everyone with Medicare and is provided through private Medicare prescription drug plans and Medicare Advantage plans that offer prescription drug coverage. All Medicare prescription drug plans will provide at least a standard level of coverage set by Medicare. Some plans might also offer more coverage for a higher monthly premium.

You pay the premium to the Medicare prescription drug plan that you choose. The amount would depend on the type of coverage that you choose.

For people with limited income and resources, extra help paying for a Medicare prescription drug plan is available from Medicare.

Each Medicare prescription drug plan will cover different brand name drugs at different costs to you. Your drugs may not be covered under every plan. For instance, one plan might cover your current brand name medication, and another might not.

Each Medicare prescription drug plan may have a different deductible, copayments, and other costs that you will be responsible for paying, as well as a different network of retail and mail order pharmacies. For people with limited income and resources, extra help paying for these out-ofpocket costs is available from Medicare.
