CHAIRMAN’S UPDATE
With another year fast approaching its end, I thought it would be a good time to reflect on the highlights of 2025 for Winkfield Parish Council.
We celebrated the completion and opening of our Locks Ride Pavilion, which is now being enjoyed by our resident sports and leisure users. The summer cycle ride was another big success, with over 90 cyclists—young and not so young—taking part. The Climate Change Concert was very well attended, and we have just completed our annual Arts Week programme.
A particular highlight was our first ever Silver Sunday Afternoon Tea at the Locks Ride Pavilion, with well over fifty “over 50s” joining us to celebrate the day and enjoy tea and cakes served on bone china tea services.
Thank you to all the staff, Councillors, and volunteers who helped to make these events happen.
Finally, may I wish you, our Winkfield residents, a very Happy Christmas and a very peaceful 2026.

council
WELCOME TO OUR NEW ASSISTANT TO THE CLERK
We are delighted to welcome a new member to the Parish Council team!
Catherine Thorin has joined us as Assistant to the Clerk, bringing experience and enthusiasm to support the running of our parish council operations.
We look forward to working with Catherine and please join us in extending a warm welcome!
REMEMBRANCE SUNDAY
On Sunday 9th November, Winkfield Parish Council representatives took part in local Remembrance services to honour all those who have served, and those who continue to serve, in the Armed Forces.
Wreaths were laid on behalf of the Parish Council at three churches within the parish.
• Cllr Dudley laid a wreath at St Mary’s Church,
• Cllr Paxton laid a wreath at St Peter’s Church, and
• Cllr Debbinney-Wright laid a wreath at St Martin’s Church
Each service provided an opportunity for quiet reflection and for our community to come together in remembrance and gratitude. The Parish Council wishes to thank the local churches, volunteers, community groups, and residents who attended and supported the commemorations.
We uphold the words: We will remember them
MEET A PARISH COUNCILLOR FOR FOREST PARK
My husband and I moved to Ascot 46 years ago with our children and ran a family business in Windsor. After 12 years we sold and I became an estate agent for a local independent company in Ascot High Street, where I have enjoyed working for 34 years now. Over this time I have gained much local knowledge of the area, people, local schools and amenities.
I joined Winkfield Parish Council around a year and a half ago to offer some of my experience to help improve the parish as best I can. I would very much like to protect local green spaces and impact on environmental issues, so residents can have a special parish to live in and enjoy.
In my spare time I enjoy playing golf with friends and green bowls in Windsor Great Park.

A WONDERFUL CELEBRATION OF CREATIVITY: ARTS WEEK 2025
The Binfield, Warfield & Winkfield Arts Week took place at the end of October (Sunday 26th October to Sunday 2nd November), and what a fantastic eight days it was! The week brought together residents of all ages to enjoy a wide variety of arts, crafts, music, theatre, and talks across our three parishes.
A standout moment was the Community Arts and Craft Exhibition at Brownlow Hall, which showcased the incredible talent of local artists and makers. From hands-on workshops to inspiring performances, Arts Week offered something for everyone and encouraged many of us to try something new.
Thanks to fundings from the three Parish Councils, all children’s events were free, and most adult sessions were too, making it an inclusive and accessible celebration of creativity.
Thank you to everyone who took part, volunteered, or attended, you made Arts Week 2025 truly special.

WINKFIELD PARISH AUTUMN FOOTPATH WALK
Thank you to everyone who joined us for our autumn footpath walk on the 18th October, led by Cllr Wall. The mild and dry weather made for a relaxed and enjoyable morning exploring parts of Swinley Forest.
We were delighted to welcome both council members and local residents, with many discovering new paths and areas of the forest they hadn’t explored before.
The walk was a wonderful opportunity to connect with the community, enjoy the fresh air, and appreciate the natural beauty of our parish. We look forward to seeing even more of you at our future walks!
with Jealotts Hill Community Landshare
Winkfield Parish Council is pleased to support local initiatives that help residents connect with nature and learn new skills. One such initiative is Jealotts Hill Community Landshare, just a short drive from Winkfield Parish.
Established in 2011, Jealotts Hill offers residents the opportunity to grow your own food, develop gardening skills, and meet like-minded people. Unlike traditional allotments, plots at Jealotts Hill are shared among groups, so you work together and share the harvest, making it a truly community-focused experience.
Jealotts Hill also hosts regular training sessions and events, ideal for anyone wanting to improve their cultivation knowledge or simply enjoy spending time outdoors.
If you’d like to get involved, find out more and apply for a plot here: Jealotts Hill Landshare – Get Involved
You can visit Jealotts Hill at Wellers Lane, at the junction with Penfurzen Lane, Warfield, Bracknell RG42 6BQ.
Why this matters to Winkfield residents
With the Parish Council contributing £1,000 in March 2025 to support the project, this is a great opportunity for local residents to benefit from a nearby green space, build community connections, and develop sustainable gardening skills.
WINKFIELD & WARFIELD FAMILY CYCLE RIDE – 2025
Carnation Hall, Chavey Down, Winkfield Row
The Bracknell Forest Council Mayor and the Winkfield Parish Council Chairman officially opened the event, offering words of encouragement and celebrating the strong sense of community spirit. (Photo: The Mayor and Chairman getting ready to wave the flag to start the ride.)
Volunteers and marshals worked together to keep everything running safely and smoothly throughout the morning.
Local Police Community Support Officers were on hand providing security advice and bike marking, helping riders register their bikes for future safety. (Photo: PCSOs marking bikes and chatting with young riders.)
Cyclists received free maintenance checks and expert tips from Dr Bike, Trek, and the Ride Angels. (Photo: Mechanics tuning gears and helping families with bike safety checks.)
Families and cycling enthusiasts gathered at Carnation Hall under bright spring skies. Rows of colourful bikes lined the start area as riders signed in and made final adjustments.
As the signal was given, dozens of cyclists of all ages pedalled away with smiles and cheers echoing across the park. (Photo: A group of riders setting off together at the starting line.)
The event concluded successfully, with Cllr Derek Wall acting as the back marker to make sure no one was left behind. Riders were greeted with applause and refreshments as they returned. (Photo: Cllr Derek Wall crossing the finish line with the last group of cyclists.)
ALLOTMENT COMPETITION AUGUST 2025
In early August, we welcomed the Royal Parks judges to take a look at our allotments.
They praised our plots for “excellent planning, cultivation, and produce — with beautiful fruit, veg, and colourful flowers helping pollinators and nectar-loving insects.”
1st, 2nd, 3rd places each received a small prize, and our 1st place champion also took home a trophy - kindly provided by the Royal Parks Agricultural Association.
Check out the photo of our 1st place winner. A huge congratulations to everyone who took part - your hard work keeps our community blooming.

SUMMER OF FUN BRINGS A FANTASTIC TURNOUT
On Thursday 14th of August, Winkfield Parish Council proudly hosted its annual Summer of Fun, and what a wonderful day it turned out to be. Across the course of the event, we were delighted to welcome around 1,000 visitors, with families, friends, and neighbours coming together to enjoy a full day of free entertainment and community spirit.
The Council organised and funded this event as a way to celebrate our local community and provide a day of enjoyment for all ages. From lively activities, animals and games to delicious food stalls and plenty of space to relax and soak up the sunshine, there was something for everyone to enjoy.
We would like to extend a heartfelt thank you to everyone who joined us. Your presence and enthusiasm are what make events like this so special.
Tribute to Former Councillor Stuart Tarrant
The Parish Council was saddened to learn of the passing of former Councillor Stuart Tarrant in August 2025.

During his many years as a councillor, he contributed greatly to the life of the Parish and was highly regarded for his dedication and commitment to the community.
A recent Service of Thanksgiving was attended by several Parish Councillors, who joined his family and friends in remembering and honouring Stuart’s life.
The Council extends its sincere condolences to Stuart’s family and records its appreciation for his valued service to Winkfield Parish.
