Board of Education The Alexandria School Board acts as a link between the school system and the public. It also sets policy for the school district. The School Board is made up of seven district residents, elected to four-year terms. Term expirations are staggered to ensure that the Board has experienced members serving at any given time. Board elections are held in November in years ending in an even number.

School Board Meetings

Regular meetings of the board are held the third Monday of each month* (*except for September, January & February which are held the fourth Monday) at 7:00 p.m. in the District Oak Conference Room, 1410 South McKay Avenue, Suite 201, Alexandria. All meetings are open to the public. Special meetings and work sessions are scheduled as necessary. Board agendas, minutes, and the meeting schedule are on the district web site at www.alexschools.org.

Food & Nutrition Services MEALS ARE FREE FOR THE 2021-2022 SCHOOL YEAR USDA waivers have been extended for the entire school year! This includes breakfast and lunch! Ala carte and second entrees do not qualify and will cost extra. PICK 3 FOR FREE! If your student brings lunch from home, they can have veggies from our garden bar or hotline, fruit, and choice of milk FREE with their cold lunch. They just need to choose their 3 from the variety of daily offerings and come through the checkout line so we can record their choices.

PAYMENTS ARE EASY! Parents can easily access their student’s account online, make a meal payment and set limits anytime 24 hours a day, 7 day a week! Simply click on “Parent Resources” on our district website and from there go to “Online Payment System”. Payments can be made with VISA, MasterCard or Discover. There is a $3.00 transaction fee when making a meal payment using these services. Your payment may take up to 1 business day to be processed. You can also make a payment at your student’s school or at our Food and Nutrition office located at 617 18th Avenue East.

Studies show that most Americans, especially children, do not consume enough fruits and vegetables for what their bodies need. Please encourage your student to take advantage of this opportunity.

MEAL BENEFITS - AVOID THE APP GAP Please complete an online meal application found on our district website or at https://family.wordwareinc.com/. Applications are valid for 1 year only and must be completed prior to the new school year to receive benefits.

ALA CARTE Ala carte foods are meant to supplement a student’s meal based on their individual needs. These foods are not covered under a student’s meal benefits and do cost extra. You can put limits on your student’s purchases by browsing “Parent Resources” located on our district home page. From there go to “Online Payment System” to modify your student’s account.

Even though meals are free to all students this year, you should still complete a meal benefit application if you feel your household qualifies. You may also qualify for additional benefits such as activity scholarships and more. Your school district also received funding based off of meal benefit applications.

We also believe that to truly teach lifelong habits, students must understand how foods fuel their bodies as well as open up new flavors and foods for them to experience. Every Tuesday, in our cafeteria during lunch, we offer a new food for students to taste and learn why it’s good for them. Alexandria Public Schools employs one Licensed School Nurse (LSN) district wide. A School Health Paraprofessional (SHP) or the building secretary will be responsible for your child’s health needs with oversight by the LSN. To promote good health for students and staff, Alexandria Public Schools has established the following procedures: Reporting Illness or Absences When your child stays home with an illness, call your child’s school health services office. Returning to School Students may return to school as ordered by their health care provider or when their symptoms are gone. If a child has a fever, they should not return to school until their temperature has returned to normal for 24 hours without the use of fever-reducing medication. Students should also remain home for 24 hours after the last bout of vomiting or diarrhea. Parents requesting that their child be allowed to stay inside during recess due to medical or physical reasons should make the request in writing. In order to stay inside for physical or medical reasons beyond one day, a physician’s note is required. Send Home Policy If a student has a temperature of 100.4 degrees or higher, or is determined to be too ill to be in school for the day (diarrhea, vomiting, suspicious rash, chronic coughing, etc.) the parent/guardian will be called to pick up their child. Student Immunization Law According to the State Immunization Law, “All students must have a complete record of immunizations prior to attending school.” This applies to all students enrolled in any of the district’s schools as well as Early Education Center preschool classes or Early Childhood Special Education. Students entering kindergarten must show evidence of having the following immunizations: Diphtheria, Tetanus, Pertussis (Whopping Cough) • Five (5) • Four (4) Polio • Three (3) Hepatitis B • Two (2) MMR (Measles, Mumps and Rubella)

V aricella (Chicken Pox-either date of illness or date of immunization) In addition to the above, students entering 7th grade in September must also show evidence of a: • Tdap (Tetanus, Diphtheria and Acellular Pertussis) vaccine • Meningococcal vaccine Incoming seniors have requirement of a meningococcal booster. Your child’s immunization records remain in the school system once enrolled. Be sure to update your child’s health file by sending written verification each time he or she has received another immunization. Parents may get a legal exemption from the school law for medical reasons or conscientiously held beliefs. A notarized statement indicating which immunizations are objected to is necessary before the start of the school year. Students who do not meet the requirements will be excluded from school according to the Minnesota State Immunization Law. For further information, visit the Minnesota Department of Health (MDH) website, www.health.state.mn.us/immunize. Medication Policy and Procedure Parents may request that the school district administer medication to their child when it is necessary during the school day. The following procedure must be followed: • No medication is administered by health services personnel without specific written instructions from a physician. This includes all over the counter (OTC) medications, such as acetaminophen, ibuprofen and cough drops, except as noted below. • Parent/guardian and prescribing health care provider must sign the authorization sheet for prescription medications given during the school day by staff. This form is found on the district website. • Medications must be delivered in pharmacy-labeled containers by an adult. Students are not allowed to bring medications to school. • OTC medications must be in original containers.

All medications brought to school must be kept in the health services office. An exception would be a medication kept with the student once approved by the school nurse with proper physician’s orders, i.e. inhalers, epi-pens or diabetes equipment and medication). OTC painrelieving medication (acetaminophen and ibuprofen) can be carried by students in middle/high school, with the proper paperwork filed in the Health Office. Vision and Hearing Screenings Vision and hearing screenings will be given to all children in grades 1, 3, 5, and 7 each year per MDH recommendations. These screenings are typically conducted in September or early October. Parents/ guardians will receive a referral letter advising them to consult a physician should a screening indicate a vision or hearing concern. In the event that your child should need glasses and that poses a financial hardship for your family, please contact the health services office at your child’s school to inquire about the “Have A Heart Fund” to assist with offsetting some of those costs. Physical Exam Recommendations & Requirements Early childhood screenings are required before entering Kindergarten (refer to page 34). It is recommended that children have a physical exam before entering kindergarten, grades 4, 7, 10 and have a yearly dental exam. Students who plan to participate in High School League activities must have a physical examination on file within the previous three years before the start of the activity’s season. Weather/Emergency School Closing When emergency situations occur, including weather conditions or school building site limitations (i.e. water, heat, electrical), the decision to close schools, start late, or dismiss early will be made by the superintendent or his/her designee. The decision will be based on information provided by the transportation director, buildings and grounds director, emergency service providers, and other area school districts. School closings due to severe weather or other emergency reasons will be broadcast on the following stations: KIKV FM (100.7 FM) WCCO-TV Cool 94.3 Radio KARE-TV KXRA-AM (1490AM) KSTP-TV KXRA-FM (92.3FM) KMSP-TV KXRZ-FM (99.3FM) Announcements will also be posted on the homepage of the district website at www.alexschools.org. The District will also use the Blackboard Connect Instant Alert system to notify families of school closures. Generally, school will be in session if it is felt that the buses can make their routes safely. When weather conditions are questionable, the district’s transportation director will do considerable checking of road conditions. Since the school district is very large, it is impossible to determine the conditions in every sector on any given

day. Safety for students and staff is our first priority. Based on the information the superintendent receives from the transportation supervisor, a decision is made to either close the schools or keep them open. Parents/Guardians Please do not call the schools or broadcast stations. If you don’t hear an announcement, assume school is in session. Even if school is in session, parents are asked to assess their particular situation and determine whether or not it is safe for their child(ren) to attend school on a particular day. Children absent in inclement weather when school is held will be marked absent and treated the same as in any other legitimate absence. The school however, must receive proper parental notice. Please plan with your child what you will do in a school closing emergency. If schools are closed… The decision on cancellation or postponement of co-curricular practices, events, and/or games will be made by the co-curricular director with the approval of the superintendent after consultation with the identified resources and the secondary school principal.

Transportation

Riding the school bus is a privilege, not a right. Safety is the first priority for the Transportation Department. Students are expected to follow the same behavioral standards while riding school buses as are expected on school property or at school activities, functions, or events. The School District School Bus Safety Rules are posted on every bus. Enforcement of the rules is necessary for the safety of all passengers. It is the school bus driver’s responsibility to report unacceptable behavior to the Transportation Office and School Office. All school rules are in effect while a student is riding the bus or at the bus stop. Any student who violates the student conduct and/or school bus safety rules is subject to disciplinary action in accordance with the District Discipline Policy and may result in the denial of transportation privileges upon notification of the parent or guardian.

Important Back to School Information

Busing information, including bus numbers, bus stop location, pickup times and drop-off times, will be mailed prior to the start of the school year to each student’s home.

Please review the School Bus Safety Rules as outlined below with your child. Rules at the bus stop • Get to your bus stop 5 minutes before your scheduled pick-up time. The school bus driver will not wait for late students. • Respect the property of others while waiting. • Keep your arms, legs, and belongings to yourself. • Use appropriate language. • Stay away from the road when waiting for the bus. Wait until the bus stops before approaching the bus. • After getting off the bus, move away from the bus. • I f you must cross the street, always cross in front of the bus where the driver can see you. Wait for the driver to signal to you before crossing the street. • No fighting, harassment, intimidation, or horseplay. • No use of alcohol, tobacco, or drugs.

Rules on the bus • Immediately follow the instructions of the driver. • Sit in your seat facing the front. • Talk quietly and use appropriate language. • Keep all parts of your body inside the bus. • Keep your arms, legs, and belongings to yourself. • No fighting, harassment, intimidation, or horseplay. • Do not throw any object. • No eating, drinking, or use of tobacco or drugs. • Do not bring any weapon or dangerous objects on the school bus. • Do not damage the bus.

Special Education Special Education Special education services are available to address the educational needs of students with disabilities attending Alexandria Public Schools. Licensed special education teachers work with classroom teachers and related service providers to ensure that each child within our District receives a free and appropriate public education. A child’s team includes a licensed teacher, administrator, and other support staff to meet the individual needs of the child. Support staff may include Occupational Therapists, Physical Therapists, Speech and Language Pathologists, Social Workers, Deaf Hard of Hearing Teacher, Vision Teacher, and paraprofessionals. All services are based on a child’s individual educational needs. In compliance with Federal and State law, Alexandria Public Schools identifies and evaluates all students in its jurisdiction, ages birth through 21, suspected of having a disabling condition. The district regularly conducts “child find” activities, accepting referrals from classroom teachers, parents, physicians and numerous outside agencies. If you suspect your child may suffer from any of the disabling conditions listed above please contact your child’s building principal for more information. Parents who would like to refer a child ages 0-5 for a special education assessment should contact the Early Childhood Center Special Education Secretary at 762-3305 ext. 4240 or the Student Support Services Office at 762-2141 ext. 4297. Early Childhood Screening This screening examination is a mandatory requirement for a student to attend Kindergarten or first grade in a public school. Screening is a simple, careful check of your 3 year old child in the following areas of development: speech and language, concepts, gross and fine motor, and social/ emotional. Vision, hearing and physical growth are also screened. It is designed to evaluate the current development of your child and if needed, suggest resources to assist your child. Community Education’s Early Education program offers developmental screening in the Early Education Center. Provided your child is in our District’s census, you will receive an invitation to attend when your child is approximately 3 ½ years. There is no cost for early childhood screening. All Minnesota students may participate in a number of enrollment options adopted by the state legislature. Alexandria Public Schools participates in all these options, including:

Code of Conduct The school community adheres to a Code of Conduct to establish a safe, comfortable learning environment based on mutual respect. This Code of Conduct requires students, teachers and staff to follow the standards of respect, honesty, kindness, responsibility and fairness. Addressing Your Concerns Alexandria Public Schools staff wants to ensure your questions and concerns are adequately addressed, so has established these procedures: First, visit with the staff person (teacher, coach, etc.) who has direct responsibility for the program about which you have questions. Hopefully, your questions will be resolved during this visit. Involvement Opportunities Parent and community involvement in the educational process is encouraged and the opportunities are plentiful. Both full-time and part-time options are available to students. Students must meet college admission requirements and must complete classes required for high school graduation. This option is for independent, highly responsible and disciplined students. • Early College at Alexandria Area High School (AAHS) Students can earn college credits through advanced course offerings all while staying enrolled at AAHS and taking courses on the high school campus. • T he Graduation Incentives Program is designed for students who are not likely to graduate or who have dropped out of school before getting their diploma. • D iploma Opportunities for Adults, ages 21 and older, encourages adults to return to high school to earn their diplomas. • A rea Learning Center, for learners ages 12-adult, offer personalized educational programs, year round, day and evening. The Runestone Alternative School offers these services locally. • E ducation Programs for Pregnant Minors and Minor Parents encourage parenting and pregnant teens to continue their education and receive their high school diploma. Photos and Video/News Interviews

Alexandria Public Schools staff and news media representatives occasionally take photographs or videos and conduct interviews of students and staff participating in school activities. These items may be used in district newsletters, newspapers, educational video and/or on the district web site. If used on the web site, no personally identifiable information, such as name, grade, etc., will be used. If you DO NOT want your child photographed, videotaped or interviewed, please inform your child’s school principal. Co-Curricular Programs Alexandria Public Schools believes that participating in co-curricular activities is an important part of a student’s total educational experience. Discovery Middle School and Alexandria Area High School have Activities Offices that oversee co-curricular activities. A wide variety of activities are available for students with the desire and dedication to expand and develop their talents to include: athletics, fine and performing arts, academic competitions, school clubs and leadership opportunities. While activity fees are charged, no student will be denied participation in an activity because of an inability to pay. School District Policies and Notices Health Related Notices

Asbestos Notification In accordance with federal regulations, Alexandria School District have management plans documenting the location and condition of all known or assumed asbestos containing materials (ACM) in the school building. Every six months, the ACM is visually inspected by licensed Minnesota asbestos inspectors. The Alexandria Schools management plan is available for public inspection at the district office during normal office hours. Wade Nibbe is the designated person responsible for maintaining the asbestos management plans for the district. He can be reached at (320) 762-2141ext. 4207 with any questions. Indoor Air Quality The Alexandria School District has a written indoor air quality (IAQ) management plan that describes our on-going effort to monitor and improve the air quality in our buildings. Wade Nibbe is our IAQ coordinator, responsible for seeing that the management plan is implemented to prevent as many IAQ problems as possible and to quickly respond to any IAQ problems that may arise. The plan is available to the public during normal school hours. If you have any questions or concerns regarding indoor air quality, please contact Wade Nibbe at (320) 762-2141 ext. 4207. Lead in Water The Alexandria School District will follow the recommendations of the Minnesota Department of Health’s “Lead Contamination Control in School Drinking Water Guidance Manual.” The Alexandria School District completed lead in water testing of all potable water sources during the 2016-2017 school years. The Alexandria School District followed Minnesota Department of Health’s protocol in the reduction of any water sources found to be above action levels of lead. There are no known sources of water above the recommended action level for lead. Testing will be completed every 5 years. The results of testing are available upon request. Pesticide Notification A Minnesota state law went into effect in year 2000 that requires schools to inform parents and guardians if they apply certain pesticides on school property. Specifically, this law requires schools that apply these pesticides to maintain an estimated schedule of pesticide applications and to make the schedule available to parents and guardians for review or copying.

Equal Educational Opportunity (Policy 102) It is the school district’s policy to provide equal educational opportunity for all students. The school district does not unlawfully discriminate on the basis of race, color, creed, religion, national origin, sex, marital status, parental status, status with regard to public assistance, disability, sexual orientation or age. The school district also makes reasonable accommodations for disabled students. This commitment is expressed in the Board-approved equal educational opportunity policy in the following areas: • The school district prohibits the harassment of any individual for any of the categories listed above. • This policy applies to all areas of education including academics, coursework, co-curricular and extracurricular activities or other rights or privileges of enrollment. • It is the responsibility of every school district employee to comply with this policy conscientiously. • Any student, parent or guardian having any questions regarding this policy should discuss it with the appropriate school district official as provided by policy. • A copy of the district’s grievance procedure for complaints of discrimination is available at all district buildings main offices, the district offices and our website at the following link: http://www.alexschools.org/Page/49. Student Disability Nondiscrimination (Policy 521) The purpose of this policy is to protect disabled students from discrimination on the basis of disability and to identify and evaluate learners who, within the intent of Section 504 of the Rehabilitation Act of 1973 (Section 504), need services, accommodations or programs in order that such learners may receive the required free appropriate public education. In order to fulfill its obligation under Section 504, the Alexandria School District has a policy that states that no discrimination against any student with a disability will knowingly be permitted in any of the programs and practices of the school system.

State law also requires that you be told that the long-term health effects on children from the application of such pesticides or the class of chemicals to which they belong may not be fully understood.

For this policy, a learner who is protected under Section 504 is one who: has a physical or mental impairment that substantially limits one or more major life activities, including learning; has a record of such impairment; or is regarded as having such impairment.

An estimated schedule of pesticides application is available at the District Office. Parents of students may request to receive, at their expense, prior notification of pesticide applications made on days

Textbooks and Instructional Materials (Policy 606) The purpose of this policy is to provide direction for selection of text books and instructional materials.

Protection and Privacy of Pupil Records (Policy 515) The school district recognizes its responsibility in regard to the collection, maintenance and dissemination of pupil records and the protection of the privacy rights of students pursuant to the requirements of federal (Family Educational Rights and Privacy Act) and state (Minnesota Government Data Practices Act) statutes. Therefore, educational records that identify a student, other than directory information, will not be released to the public without written permission of the parent or adult student. Exceptions are explained in the policy and may be reviewed in principals’ offices. Directory Information Directory information that may be released to the public, including military recruiters, without prior parent or adult student consent includes: • Student’s name, address, telephone listing and electronic mail address • Date and place of birth • Major field of study • Dates of attendance and grade level • Enrollment status (i.e. full-time or part-time) • Participation in officially recognized activities and sports • Weight and height of members of athletic teams • Degrees, honors and awards received • Most recent educational agency or institution attended • Student photograph (if available) Parents who do not want any or all of the above directory information released must submit this request in writing to their child’s building principal. In compliance with state law, anyone who requests data must first meet with a school administrator to discuss the use of the information and will incur any costs associated with obtaining the information. Student Record Review Policy Parents and adult students may request to inspect any education records except those that, by law, are confidential. Copies of records may be obtained at a reasonable fee. For additional information, contact the building principal. Distribution of Non-School Sponsored Materials (Policy 505) Guidelines have been established by the district to allow for certain non-school sponsored materials to be distributed on the school premises. Communications Messaging Blackboard Connect is a service that allows for rapid parent notification of emergencies, upcoming events, and other school-related matters. This system allows messages to be delivered within minutes to a family’s home, cell and/or work phone as well as via e-mail or text. The system relies on up-to-date phone numbers and email addresses. It is very important that the district always has your most updated contact information in our database. If you need to change the phone number or email address through which you receive school messages, please contact your student’s school. At the elementary schools, the school secretary can assist with this task; at the middle school and high school, the guidance office secretary can provide this support. District Website The District website is a primary source of information at www.alexschools.org. Parent Resources and Student Resources provide information and links to software used daily in the classroom curriculum, as well as access to lunch account balances and activities. Reaching Your Child’s Teacher A staff directory can be found on our school website and within the district’s mobile app. It includes email addresses and phone numbers. Please be aware that the teacher may have their phone set up to go to voicemail while they are teaching. Please leave your message and the teacher will get back to you. If there is an urgent message, please contact your child’s school. ParentVUE and Student VUE ParentVUE and StudentVUE are available for students and parents to view grades, assignments and attendance.
