In September 2021, Australia, the United Kingdom and the United States announced AUKUS – a new security partnership that will promote a free and open Indo-Pacific that is secure and stable.

The AUKUS partnership involves two pillars, or related lines of effort.

PILLAR 1 – SUBMARINES

AUKUS will provide Australia with a conventionally armed, nuclear-powered submarine capability, with a potential total project value of up to A$368 billion.

The submarine project will develop along the following pathway:

y Increased visits to Australian ports by United Kingdom Royal Navy and United States Navy nuclear-powered submarines

y Increased forward presence of United Kingdom Royal Navy and United States Navy nuclear-powered submarines to Australia

y Delivery of three Virginia class nuclear-powered submarines for the Royal Australian Navy from as soon as the early 2030s, with potential to acquire up to two more if needed

y Development, construction and delivery for the Royal Australian Navy of an advanced, nuclear-powered ‘SSN-AUKUS’ submarine, incorporating Australian, United Kingdom and United States technologies.

PILLAR 2 – ADVANCED CAPABILITIES

AUKUS will develop and provide joint advanced military capabilities to promote security and stability in the Indo-Pacific region.

The Quad diplomatic partnership, comprising Australia, India, Japan and the United States, is committed to supporting an open, stable and prosperous Indo-Pacific that is inclusive and resilient.

The Indian Ocean is the world’s third largest and is bordered by nations with a combined population of around 2.7 billion, including the regions of South Asia, the Middle East, Africa’s east coast and Australia.

As a means of seaborne access for dozens of nations, and as one of the world’s busiest trade routes, the Indian Ocean is strategically significant.

The Indian Ocean supports:

y an estimated 40 per cent of the world’s offshore oil production

y five of Australia’s top 15 trading partners

With Indian Ocean nations developing advanced industries, the region is seeing ever increasing demand for energy and materials commodities to fuel growth.

As Australia’s gateway to the Indian Ocean, Western Australia plays a significant role in the nation’s diplomatic, strategic and industrial support for the Indian Ocean region, and is the ideal venue for Indian Ocean Defence & Security.
