Iowa is recognized and respected as a leader in innovative pharmacy practice. IPA places emphasis on initiatives and resources that remove barriers and support pharmacist care delivery and pharmacist well-being. Pharmacists and pharmacy technicians should practice at the highest level of their training, and pharmacists should be recognized as healthcare providers with appropriate payment for their services.
In collaboration with the Iowa HHS Bureau of HIV, STI, and Hepatitis, IPA leads a multi-year project implementing free HIV and HCV screenings in community pharmacies. Now in its seventh year, a key focus is increasing testing numbers at participating pharmacies. To date, 173 HIV tests have been delivered with 2 being reactive tests, underscoring the critical role of pharmacy in expanding access to services. In the two years of offering HCV testing within the project, 17 tests have been delivered with 0 reactive HCV tests.
The Cardiovascular Health Improvement Grant, now in its second year, focuses on improving cardiovascular health and reducing health disparities, particularly related to hypertension and high cholesterol. The first cohort launched with participation from the following pharmacies: Bedford Drug, Broadlawns Medical Center, Main at Locust Pharmacy, and Your Neighborhood Pharmacy/Wayne County Hospital. The grant is in collaboration with the Iowa HHS Bureau of Chronic, Congenital and Inherited Conditions and is funded by the National Cardiovascular Health Program and CDC.
IPA convenes 13 pharmacists from across the state, focused on establishing sustainable practice models to integrate ambulatory care pharmacists across settings. An Ambulatory Care Pulse Survey was conducted to collect and quantify current practices across the state, billing practices used, baseline knowledge, and a needs assessment of billing and value-based ACO contracts. These results are being utilized to guide IPA initiatives and strategies related to the new standard of care framework and future payment models.
Community Pharmacy Enhanced Services Network (CPESN) Iowa is a clinically integrated network comprised of 120 community-based pharmacies that contracts with employers, payers, prescribers, and pharmacies to deliver enhanced patient care services. IPA and CPESN Iowa align their efforts to support Iowa pharmacies, providing technical assistance and addressing issues with external stakeholders to ensure network pharmacists can practice at the top of their license.
IPA’s Health System Leadership Team brings together representatives from various health systems across the state. Meeting topics focused on workforce trends, 340B, technician recruitment and career lattices, legislative advocacy, and other hot issues.
IPA attended the National Association of Boards of Pharmacy (NABP)/American Association of Colleges of Pharmacy (AACP) District 5 Meeting in Omaha, bringing together pharmacy leaders from Iowa, Minnesota, Nebraska, North Dakota, and South Dakota. This regional gathering served as an opportunity to explore pressing challenges and collaborative solutions related to pharmacy school enrollment declines, the evolving pharmacy workforce landscape, and licensure portability across states.
IPA hosted idea-sharing symposiums and collected survey data to create a forthcoming career pathway resource for pharmacy technicians and employers. This work supports PTCB’s PharmTech Bridges initiative, with the aim of building innovative, robust career lattices that highlight the expanded roles and responsibilities of pharmacy technicians across the state of Iowa.
Working collaboratively with the Iowa Medical Society (IMS), Iowa Hospital Association (IHA), Iowa Primary Care Association (Iowa PCA) and Iowa HHS, IPA assisted in the Iowa Healthcare Workforce Strategic Planning and Stakeholder Engagement Initiative. This project identifies actionable solutions to advance Iowa’s healthcare workforce. Workgroups focus on recruitment, education and training, retention and sustainability. A Healthcare Workforce Summit was held, leading to a strategic plan that captures and outlines actions to address Iowa’s healthcare workforce shortage.
IPA launched new resources in 2025 to educate pharmacy professionals on the updated Iowa Pharmacy Practice Act and standard of care regulatory framework. This includes live and virtual education opportunities, a thorough FAQ guide, terminology, and other online resources.
IPA has worked closely with the Board of Pharmacy throughout the rulemaking process following Governor Reynolds issuance of Executive Order 10 (EO10), aimed at streamlining state agency operations and removing “red tape” or burdensome restrictions. The modernized Iowa Pharmacy Practice Act (HF 555) is included in the complete revision of the Iowa Administrative Code that regulates pharmacy practice in the state. The Board is expected to adopt the rules with anticipated publication in June 2025. Under the 35-day effective period following publication, the rules are anticipated to go into effect in mid-July 2025.
To support the next generation of pharmacists, IPA created two MPJE Study Guides for student pharmacists to utilize in preparing for their exams. Both guides, covering the current rules (IAC 657) and new rules (IAC 481), are available for the price of one. Due to proposed rule changes, it is anticipated the new Board of Pharmacy rules will be reflected on the Iowa MPJE exam after August 1, 2025, which may impact students preparing to take the MPJE after graduation.
In the fall of 2024, Hurricanes Helene and Milton damaged manufacturing and distribution facilities of IV fluids, causing national IV fluid disruption. IPA hosted an informational webinar, participated in weekly in Region VII Disaster Response efforts, distributed surveys to pharmacies statewide, stayed in regular communication with Iowa HHS, and provided mitigation resources to IPA members as information became available.
The Department of Health and Human Services (HHS) granted an extension through December 31, 2029, for pharmacists, pharmacy technicians, and student pharmacy to retain certain authorities and associated liability protections under the Public Readiness and Emergency Preparedness (PREP) Act. This extension preserves pharmacists’ ability to administer COVID-19 tests, vaccines, and treatments distributed by the federal government.
Throughout IPA’s history, the Association has provided leadership in the state of Iowa and nationally. The Association’s futurefocused core value cultivates entrepreneurialism, research, and growth of pharmacists’ practice. Utilizing technology, seeking diverse revenue streams, and providing engagement opportunities will continue to place IPA in the top tier of membership organizations in the pharmacy profession.
February 2025 marked one year in IPA’s new headquarters at 2570 106th Street, Unit D in Urbandale. IPA hosts regular IPA Foundation Board and committee meetings in the new space, which offers updated technology capabilities and a modern feel for staff and members alike.
For the first time, following an IPA Bylaws update, two pharmacy technicians are serving on the IPA Board of Trustees (Connie Bentrott, CPhT, of Ames and Kelly Andersen, CPhT, of Des Moines). These terms are asynchronous, with one new technician elected to the Board each year. IPA aims to continue expanding professional development and leadership opportunities for pharmacy technicians in the state.
Randy McDonough, PharmD, MS, BCGP, BCPS, FAPhA, CEO and Co-owner of Towncrest Pharmacies, was installed as the 170th President of the American Pharmacists Association (APhA). McDonough is the 7th Iowa pharmacist to serve as President of APhA.
Kathy Stone, PharmD, Dane Nielsen, CPhT, and Joan Skogstrom (Public Member) retired from the Board after serving two terms. These individuals served during significant state
government realignment and modernization of the Pharmacy Practice Act, followed by a full rewrite of Iowa Administrative Code. Dave Weetman, RPh, and Michelle Garvin, CPhT, were appointed to 3-year terms on the Board in 2025.
IPA’s Annual Residents Meeting welcomed over 40 Iowa pharmacy residents for a day of networking and relevant discussions surrounding innovation and entrepreneurism, self-care and wellbeing, leadership and professional involvement, and much more. IPA secured two resident packages, a membership and event bundle aiming to reduce barriers and improve resident participation in IPA.
IPA showcased the research of 23 Iowa pharmacy residents at the 2024 Annual Meeting in Coralville. The IPA Foundation Outcomes Innovative Pharmacy Grant Program funded three resident research projects for 2024-2025:

Over 180 pharmacy professionals from across the country attended the first-ever Standard of Care Symposium in West Des Moines. This high-energy, high-engagement 1-day event included a keynote address by Idaho State University’s Jennifer Adams, PharmD, EdD, FAPhA, FNAP, with key topics surrounding the Board of Pharmacy rule updates, liability and risk management, billing and payment for services, the employer perspective, and more. A special presentation was delivered by Tim Frost, PharmD, Senior Fellow at the Cicero Institute. With a continued need for education surrounding standard of care, IPA looks forward to the 2026 Standard of Care Symposium in January.
Following the Standard of Care Symposium, nationwide leaders were invited to attend a Leadership Summit for those pursing standard of care in their respective states. The 1-day summit equipped attendees with bold ideas and strategies to achieve pharmacist full practice authority and the standard of care regulatory framework. 41 pharmacy leaders from 18 states were in attendance.
Established in partnership with Iowa’s regional pharmacy associations, IPA Goes Local offers CPE programming and networking opportunities at the local level. IPA hosted 8 events in 2024, exploring the pharmacy team’s role in providing person-centered care for people living with dementia. This year’s presentation offers a comprehensive exploration of the new Iowa Board of Pharmacy regulations and standard of care framework. There are currently 4 active local pharmacy associations in Iowa.
IPA served as an Advanced Pharmacy Practice Experience (APPE) site to 5 student pharmacists from Drake University and the University of Iowa from 2024-2025. IPA’s elective rotation provides students the opportunity to meet pharmacy leaders, attend key meetings, and gain insight into a professional association management environment.
IPA staff and leadership participated in a variety of pharmacy events at Drake University and the University of Iowa, including commencements, white coat ceremonies, scholarship luncheons and other meetings. Strong visibility and active engagement builds student excitement for professional involvement in IPA.
The IPA Executive Fellowship is a postgraduate training program that supports the development of individuals interested in association management through training and experience in leadership, advocacy, professional affairs and problem-solving. George Appleseth, PharmD, a 2024 graduate of the University of Iowa College of Pharmacy, served as IPA’s 8th Executive Fellow.
IPA hosted 7 virtual Member Forums this year, welcoming all ENGAGED Pharmacist, Pharmacy Technician and Student Pharmacist members to learn, network and engage. New this year, IPA Member Forums focused on standard of care, with open conversations designed to help pharmacy professionals navigate Iowa’s new regulatory landscape and practice opportunities.
The Iowa Pharmacy Stakeholder group convenes quarterly, including leaders from IPA, Iowa’s colleges of pharmacy, CPESN Iowa, the Board of Pharmacy, and CEimpact. In 2025, meetings have focused on state agency restructuring updates, opportunities for advancing pharmacist reimbursement mechanisms with Iowa Medicaid, preparing for a standard of care framework across practice settings, and areas of opportunity for future payment models.
IPA works collaboratively with government and private payers in the state to support pharmacy practice, provide technical assistance to pharmacists, and advocate for fair, transparent, and equitable reimbursement for dispensing and cognitive services provided.
Over 250 pharmacy professionals and industry partners gathered in Coralville for the 2024 IPA Annual Meeting. Keynote presentations were delivered by Michael Hogue, PharmD, FAPhA, FNAP, FFIP, CEO of APhA, and attorney Mark Boesen, PharmD, JD, with a special presentation by Alex Oshmyansky, MD, PhD, CEO and Founder of Mark Cuban Cost Plus Drug Company. The IPA House of Delegates adopted policy regarding importation of drugs during shortages, pharmacy deserts and access, alternative payment models, and medication standards. For the first time ever, the House also debated an emergency New Business Item titled “Fair Access to State Medicaid Networks.”
Iowa Medicaid created the pharmacist provider type in 2021, recognizing pharmacists as providers and establishing the pharmacist fee schedule. Since that time, IPA has advocated to Iowa Medicaid for the creation of payable codes under the pharmacist provider type for point-of-care testing (POCT), long-acting injectable administration, and other services that pharmacists provide. Iowa Medicaid approved 13 codes in 2023 that were then implemented in 2024. IPA will continue to advocate for additional codes to be added to the pharmacist fee schedule in the future.
Following the adoption of a New Business Item at IPA’s House of Delegates, IPA advocated to Medicaid on the importance of de-coupling the state’s MCO contracts from commercial PBM contracts. This change went into effect on January 1, 2025.
ENGAGED Pharmacist and Pharmacy Technician members receive free CE subscriptions from CEimpact with their IPA membership. These plans include unlimited access to hours of on-demand, live and podcast CE, covering Law, Patient Safety and other required CE for relicensure or recertification.
IPA’s 2/2/2 monthly webinar series offers Iowa pharmacy professionals insight into current hot topics. These webinars are exclusive to IPA members and an incentive for nonmembers to join at the INFORMED (free) level. Recent webinars covered emerging risks in poison control, respiratory season trends, psychotropic deprescribing, and navigating state laws in harm reduction.
IPA publishes two podcasts each month across a variety of listening platforms for members to learn and engage on the go.
The Trailblazers Podcast, hosted by IPA CEO Kate Gainer and IPA President Jim Hoehns, dives into the personal stories of pharmacy leaders and innovators who are redefining the healthcare landscape. IPA’s What, Why & How podcast, hosted by IPA CEO Kate Gainer, unravels the intricacies of pharmacy and healthcare law and regulation.
Launched in 2023, the Bridge is an interactive online community that allows members across the state and practice settings to connect, ask questions, and share successes. Due to low engagement, the Bridge will be discontinued in July 2025.
IPA keeps members up to date on the latest in pharmacy, healthcare and association news through email communications, podcasts, social media, blogs and press releases, as well as the Journal of the Iowa Pharmacy Association, distributed in print and digitally.

IPA is most successful when our members are actively engaged, our membership grows, and the strength of our voice is amplified. With an amplified voice, IPA advances our strategic goals, and the organization can evolve to meet the diverse needs of our members. As the sole organization representing pharmacy professionals in the state, IPA’s voice advocates for the pharmacy profession in Iowa to key stakeholders, including legislators, regulatory agencies, healthcare providers and the public. IPA leverages its respected reputation, cultivates critical relationships, and activates an engaged grassroots network to advance pharmacy practice, serve the profession, and improve health outcomes.
The following policies were adopted by the IPA House of Delegates at the 2024 Annual Meeting in Coralville.
1. IPA supports prescription drug pricing models, including cost-plus models, that create pricing transparency and equity in the drug supply chain; enhance patient access to affordable and quality care; and promote financial sustainability and viability for pharmacy practice settings.
2. IPA supports the pharmacy’s ability to select prescription drug pricing model(s).
3. IPA calls for the use of a publicly available, standardized national benchmark for determining pharmacy drug acquisition costs.
1. IPA recognizes geographic proximity and transportation to pharmacies as key determinants in equitable access to care.
2. IPA supports the development and implementation of new practice models to promote equitable access to medications, vaccines, and patient care services provided by pharmacy professionals.
3. IPA calls upon the Centers for Medicare and Medicaid Services to define critical access pharmacy.
4. IPA advocates for enhanced collaboration among healthcare leaders and providers to safeguard and mitigate loss of access to pharmacy services.
5. IPA calls for the development of education, training, and business resources for pharmacy owners to implement and operationalize additional revenue streams that enhance patient care and maintain financial viability.
6. IPA calls for state loan forgiveness programs and other financial incentives for pharmacists, student pharmacists, and pharmacy technicians to recruit and retain the pharmacy workforce in Iowa.
1. IPA recommends longitudinal research to be conducted at the state level to evaluate the supply chain integrity, impact on patient safety, and liability associated with prescription drugs eligible for importation under state drug importation plans.
2. IPA advocates for the required involvement of pharmacy organizations in the decision-making process for state drug importation plans.
1. IPA advocates for all sites that compound drug products meant for human use to meet the same medication standards for sourcing, preparation and administration to ensure safety and quality.
2. IPA supports adequate oversight and registration with the Iowa Board of Pharmacy for sites that prepare and administer sterile or non-sterile compounded medications to humans.
1. IPA urges Iowa Medicaid and their contractors to maintain separate pharmacy networks, distinct from their commercial and Medicare networks.
2. IPA urges Iowa Medicaid and their contractors to prohibit contracted entities and subcontractors from requiring pharmacies to contract for all current and future products offered.
3. IPA will advocate through legislative and regulatory channels, working with Iowa Medicaid, MCOs, PBMs and other stakeholders to ensure fair access to pharmacy services for all Iowans.
IPA’s Law & Information Resource Center (LIRC) is a monthly e-newsletter with dedicated webpages highlighting IPA comments on state and federal regulatory proposals; notices of intended action, newly adopted rules and implementation timelines; sign-on letters; FAQs; and other news. An important resource with the new Pharmacy Practice Act and Board of Pharmacy rules, the LIRC is an included benefit for IPA Business Partner members and available as an add-on subscription for individual IPA members.
Nearly 200 pharmacists, student pharmacists, and pharmacy technicians engaged in face-to-face grassroots advocacy for PBM reform at Pharmacy Day on the Hill in Des Moines. The 2025 Good Governance Award was presented to Representative Matt W. Windschitl (District 15) (L). The Legislative Champion Award was presented to Charlie Hartig, PharmD, JD, of Dubuque (R).
In April, nearly 50 Iowa pharmacists took to the state capitol for a PBM Day of Action to advocate for meaningful PBM reform. Through impactful conversations with legislators in the House and Senate, members emphasized the urgency of passing reform (HF 852/SF 383) to protect patient access and save Iowa pharmacies.
In May, nearly 100 pharmacists, pharmacy technicians, student pharmacists, patients, family and friends arrived at the state capitol for an early morning PBM Rally as legislators arrived for work. Later that afternoon, the Iowa House passed SF 383, sending the bill to the Governor’s desk.
In November, the Iowa Board of Pharmacy noticed for intended action the new rules contained in 481 IAC, Ch. 550-557, as part of a comprehensive regulatory overhaul following Governor Reynolds’ Executive Order 10 (EO10) and the passage of HF 555, Iowa’s modernized Pharmacy Practice Act. This regulatory update takes Iowa’s rules from 41 chapters down to 8 and reduces word count by over 126,00 words (nearly a 90% reduction). The new Practice Act also reduced redundancy and brightline restrictions, going from 27 pages to 16. IPA has been actively engaged in the rulemaking process to ensure the final rules foster a strong, sustainable profession in Iowa.
Over the summer, IPA was actively engaged in grassroots advocacy, laying the groundwork for the 2025 Legislative Session. IPA staff joined Iowa legislators on visits to several pharmacies across the state, deepening their understanding of the challenges facing Iowa pharmacies, especially in rural communities.

In 2024, the IPPAC supported 27 bipartisan candidates with financial contributions to their campaigns, demonstrating IPA’s commitment to fostering strong political relationships with legislators who understand the importance of pharmacy practice and healthcare reform in Iowa.
The Iowa Pharmacy Political Action Committee (IPPAC) provides strategic support to legislators and candidates who are supportive of pharmacy interests, which helps promote IPA’s advocacy agenda and strengthen pharmacy’s influence across the state. The 2024 IPPAC fundraiser featured the sale of a limited-edition single malt whiskey, raising nearly $1,400.
The Iowa Insurance Division (IID) issued emergency rulemaking (ARC 8427C), amending Iowa Administrative Code Chapter 59 to align with the statutory requirements of Iowa Code section 510B.8C to ensure compliance with the state’s clean claim standards. The emergency amendment added language regarding timely payment of pharmacy claims and removed language allowing retroactive reimbursement increases.
The 2024 Cost of Dispensing (COD) survey, conducted by Myers & Stauffer, reported an average dispensing cost of $11.37. This data provides essential insights into pharmacy operations across the state and is used across the country for guidance on Medicaid reimbursement for pharmacy services. Iowa Medicaid currently pays a dispensing fee of $10.63, following partial funding by the state legislature.
The Federal Trade Commission (FTC) published its second interim staff report on PBM practices, focusing specifically on specialty generic drugs and the Big 3 PBMs (CVS Caremark, Express Scripts and OptumRx). The second interim report found PBMaffiliated pharmacies were disproportionately favored, dispensing prescriptions with markups exceeding $1,000 and generating over $7.3 billion in excess revenue over NADAC over a 6-year period.
In preparation for the 2025 Legislative Session, IPA hired public relations (PR) firm FIN Strategies to further amplify pharmacy’s voice and bridge opportunities between Iowa pharmacists, Iowa legislators and the media. IPA has seen great success with paid advertising and media coverage, with nearly 100 news stories between January and May 2025.
IPA convened a PBM Coalition, comprised of IPC (Independent Pharmacy Cooperative), Hy-Vee, the Healthcare Distribution Alliance (HDA), MercyOne, and the Iowa Hospital Association (IHA), to strategize and amplify PBM reform at the state capitol.
Under the state government realignment bill (SF 514) and transition to DIAL, all health profession programs were combined into one, requiring a common naming convention. The Iowa Monitoring Program for Pharmacy Professionals (IMP3) was renamed as the Iowa Professional Health Program –Pharmacy (IPHP-Pharmacy), which provides support to pharmacy professionals recovering from substance use, mental health issues, and other physical conditions.
IPA and invited guests presented three Insight to Advocacy webinars in 2025, each offering 1 hour of pharmacy law CE. Featured topics included PBMs in the eye of analysts and regulators, an Iowa legislative update, and current efforts toward PBM reform at the federal level.
Iowa pharmacist Randy McDonough testified before the Senate Judiciary Committee about the financial and patient care challenges faced by pharmacists due to the egregious business practices of PBMs. The hearing was titled “PBM Power Play: Examining Competition Issues in the Prescription Drug Supply Chain” and provided a public forum to capture the negative impacts resulting from PBM practices.
IPA’s top legislative priority, pharmacy benefit manager (PBM) reform, was introduced as HSB 99 on January 29, 2025. The bill advances key patient protections, including anti-steering and anti-mandatory mail order provisions, mandates rebate pass-through to plan sponsors, strengthens the appeals process for prescriptions reimbursed below cost, and establishes transparent, predictable reimbursement based on NADAC + $10.68. SF 383 passed the Iowa Senate on April 28 (36-14) and the Iowa House on May 12 (75-15). Governor Kim Reynolds will take action on the bill by June 13, 2025, marking a pivotal moment for Iowa pharmacies and patients by setting critical regulatory standards for how PBMs operate in the state.

The IPA Foundation was established in 1960. Over the last several decades, its mission has evolved to advance the future of the pharmacy profession in Iowa by building strong leaders, investing in innovative practice initiatives, and securing high-quality education for tomorrow’s practitioners.
IPA hosted 2 virtual focus groups to solicit feedback from IPA members and Board members on a potential rebrand for the Foundation. In November, the Foundation Board approved a new name for its group of donor leaders (previously the Foundation Institute). IPA Foundation Sustaining Donors can enroll online and are committed to an annual or monthly gift supporting Foundation initiatives. In addition, a new logo was debuted in IPA’s signature blue colors, and a Day of Giving campaign is being planned for 2025.
Each year, the Outcomes Innovative Pharmacy Grant Program provides financial support for research, education and promotion of innovative pharmacy practice initiatives in the state of Iowa. For 2024-2025, funding was awarded to:

The 2024 Karbeling Leadership Award recipients were Kaitlyn Thomas, Drake University College of Pharmacy & Health Sciences (L), and Rebecca Scribano, University of Iowa College of Pharmacy (R). The award recognizes student pharmacists for their contributions to professional organizations and the political process, aligning with the advocacy and involvement passions of its namesake, Jerry Karbeling.
85 items were up for bid at the 2024 Silent Auction in Coralville. Over $14,900 was raised to support student pharmacists, leadership development, and practice advancement across the state.
The 2024 Step, Cycle, Swing for Student Scholarships fundraiser—allowing members to get active however they enjoy— raised $6,000 for the IPA Foundation and student scholarships. Student pharmacist Hannah McMurrin (University of Iowa) won the Step Up for Students step count competition, logging over 21,000 steps, with the support of her pharmacist sponsors, Diane Reist, John Hamiel and Terry Wiedenfeld.
IPA welcomed 11 student pharmacists from Drake University and the University of Iowa to the Bill Burke Student Pharmacist Leadership Conference to develop their leadership, communication, and teamwork skills. This conference is supported by Iowa’s colleges of pharmacy and Main at Locust Pharmacy and Medical Supplies.

The Golf Classic took place at Sunnyside Golf & Country Club in Waterloo. $16,000 was raised for the IPA Foundation and student pharmacist scholarships at Drake and Iowa. We saw our first hole-in-one at Pharmacists Mutual’s sponsored hole, and the cash prize was graciously donated back to the Foundation.
The Decker-Temple Leadership Pharmacy Conference is a unique opportunity for pharmacists in their first 3-15 years of practice. The conference welcomes 20 pharmacists, 10 from Iowa and 10 from Wisconsin, with the goal of developing new practitioners for leadership roles within the profession.
