The Iowa Pharmacy Association (IPA) takes great pride in recognizing individuals for their contributions of leadership, patient care, professional involvement, and public service. The following awards, presented during IPA’s 2025 Annual Meeting in Des Moines, serve to capture Iowa pharmacy’s spirit of service and its culture of professionalism. Each recipient is permanently recognized on a master plaque for their respective award at the IPA headquarters in Urbandale, IA.
The 2024 Bowl of Hygeia recipient is known in his community as “a man of character and integrity.” Steven (Steve) Hoyman, PharmD, of Emmetsburg, IA, was presented this award at IPA’s 2024 Annual Meeting in Coralville, IA.
Steve Hoyman is the pharmacist and owner of Hughes Health Mart Pharmacy in Emmetsburg. A 1993 graduate of the University of Iowa College of Pharmacy, Hoyman has served the profession through a variety of roles with IPA, serving on various committees to advance pharmacy practice across the state.
Community involvement runs in the Hoyman family, following in the footsteps of his pharmacist father, Greg. A few of Hoyman’s many accomplishments include: serving as the co-founder and president of the Five Island Trail system, keeping the Riviera Theatre open to the public and operating a socially-distant vaccine clinic during the COVID-19 pandemic, serving on the city cemetery board, serving as treasurer of the Emmetsburg Education Foundation, co-founding and leading the Emmetsburg Bike Club as well as RAGBRAI Committee, serving as treasurer of the Little League, fundraising for the West Elementary playground and high school track, serving on the Finance Committee of the First United Methodist Church, among many others. As one nominator put it, “If it happens in Emmetsburg, Steve will be involved in some way.”
Luckily for the Emmetsburg community, “when he leads a project, you can be sure it will succeed.” Hoyman is supported and recognized for his efforts with over twenty nomination letters from community members, business leaders, and his family.
One of the most prestigious awards in the pharmacy profession, the Bowl of Hygeia recognizes a pharmacist who has demonstrated a sustained commitment to community service. The award is part of a national awards program co-sponsored by the National Alliance of State Pharmacy Associations (NASPA) and the American Pharmacists Association (APhA) with one recipient chosen from each state every year. Iowa’s recipient is chosen by a committee of civic leaders from across the state, and the selection is unknown until the evening of the IPA Awards Banquet.

Utilizing Quality Improvement Organization Outreach & Community Pharmacies to Improve Nursing Home Vaccination Rates
Objectives: Residents of long-term care (LTC) facilities, including nursing homes, make up less than 1% of the U.S. population but account for 35% of all COVID-19 deaths. Quality Improvement Organizations (QIO) have been tasked by the Centers for Medicare and Medicaid Services (CMS) to engage nursing homes to improve vaccination rates. The objective of this project was to determine whether partnering with community pharmacies to provide vaccine services would address barriers identified during Telligen’s outreach to facilities, including vaccine access, staffing shortages and billing challenges.
Methods: Telligen contracted with the Community Pharmacy Enhanced Services Network (CPESN) to provide vaccine clinics to nursing homes in Colorado, Illinois, Iowa and Oklahoma. Clinics were offered to nursing homes with low up-to-date (UTD) rates for the COVID-19 vaccine and were promoted to departments of public health and nursing home associations. Pharmacies offered vaccines for influenza, COVID-19, pneumonia, respiratory syncytial virus (RSV), and other vaccines upon request.
Results: Between February 28, 2024 and May 23, 2024, 142 clinics were requested, which accounts for 9.5% of the facilities in the region, and 58 clinics have been completed. Based on preliminary results, partnering with CPESN pharmacies appears to
improve vaccination rates in nursing homes with low UTD COVID-19 vaccination rates, including rural areas and areas with high social vulnerability index (SVI), which is an indicator of potential health inequity. Of the clinics completed, 34% were in rural areas and 17% were in areas with a high SVI. The mean increase in COVID-19 rates based on CMS data for residents was 16.6%, with the largest improvement seen in areas of high SVI (28.1%). Based on calculated rates from pharmacy-reported data, the average increase in influenza, pneumococcal and COVID-19 vaccination rates at clinics where those vaccines were administered were 23%, 23% and 39%, respectively.
Conclusion: The results indicate a continued partnership between Telligen and CPESN could be a strategy to support maintaining UTD vaccine status in nursing homes. Results confirmed a pharmacy partnership can support nursing home barriers of vaccine access, billing challenges, and decrease staff burden caused by staffing shortages. Pharmacy-reported data demonstrated substantial impact on rates for the nursing homes where vaccines were administered, whereas the overall impact seen by CMS data was lower and may have been underrepresented due to a lag in data. The partnership also helped nursing homes in rural areas and areas with high SVI receive vaccination services.
