— The U.N. atomic watchdog agency urged Russia and Ukraine on Tuesday to es tablish a “nuclear safety and security protection zone” around the Zapor izhzhia power plant amid mounting fears the fighting could trigger a catastrophe in a country still scarred by the Chernobyl disaster. In a report following a visit by an inspection team last week, the Internation al Atomic Energy Agency said “shelling on site and in its vicinity should be stopped immediately to avoid any further damages to the plant and associated facilities, for the safety of the operating staff and to maintain the physical in tegrity to support safe and secure“Thisoperation.”requires agree ment by all relevant parties to the establishment of a nuclear safety and securi ty protection zone” around the plant, it said.

• Trustee-to-trustee transfer or direct rollover You can ask the financial institution holding your IRA to move the money directly to another IRA. No taxes will be withheld from the amount transferred at the time of the transfer. This method is generally hassle-free, but some IRA sponsors will still only mail the check to your address of record, so you’d have to forward it to your new IRA.

• Indirect rollover – If you take an indirect rollover, also known as a 60-day rollover, the assets from your existing IRA will be liquidated and the custodian or plan sponsor will send you a check or deposit the funds directly into your bank or brokerage account. This payment may be subject to withholding for federal taxes, and possibly state taxes, unless you opt out of withholding. You have 60 calendar days from the time the funds were withdrawn to deposit the money, including any amount withheld, into a new IRA. If you miss this 60-day deadline, the withdrawal may be taxable at your personal income tax rate, and it could also be subject to an early withdrawal penalty if you’re younger than 59½. Given the immediate withholding and the possibility of further taxes if you don’t move the money into a new IRA before the 60 days are up, you’ve got much to consider before initiating an indirect rollover. Consequently, you should consult with a financial advisor and tax professional before you make this type of move. In addition to a rollover from an existing IRA, you may someday want to move the money from your 401(k) or similar employer-sponsored retirement plan to an IRA. This can occur when you retire or change jobs, although if you do take on another job, you might have the options of leaving your 401(k) with your former employer or rolling it over into your new employer’s plan. However, if you do want to move your 401(k) funds into an IRA, you can make what’s known as a direct rollover, in which the admin istrator of your old retirement plan will send you a check made payable to the custodian of your IRA. No taxes will be withheld, but you need to get the funds transferred within 60 days to avoid any potential tax issues. You spend years contributing to your IRA and 401(k) — and for good reason. So, when it’s time to move that money, be careful and consider getting help from your financial and tax professionals. These funds can play a big role in your retirement income, so manage them wisely.

If you’ve been contributing to an IRA, you’ve chosen a great way to save and invest for retirement. All IRAs have potential tax benefits and a range of investment possibilities, but not all IRA providers offer the same features. So, if you decide that your current IRA provider is charging higher fees than you’d like, or perhaps doesn’t offer as many investment choices as you want, then you might choose to move your IRA assets to another provider.

Now this year we have 10 more that have passed away and all because of drugs and alcohol,” Darryl Burns said.Ivor Wayne Burns also blamed drugs for his sister’s death and said the suspect broth ers should not be hated. “We have to forgive them boys,” he said. “When you are doing hard drugs, when you are doing coke, and when you are doing her oin and crystal meth and those things, you are incapable of feeling. You stab somebody and you think it’s funny. You stab them again and you laugh.”Blackmore said police were still determining the motive, but the chief of the Federation of Sovereign Indigenous Nations echoes sug gestions the stabbings could be drug-related.

mass killings in Cana da, where such crimes are less common than in the United States.

Deadly mass stab bings are rarer than mass shootings, but have happened around the world. In 2014, 29 people were slashed and stabbed to death at a train station in Chi na’s southwestern city of Kunming. In 2016, a mass stabbing at a fa cility for the mentally disabled in Sagamiha ra, Japan, left 19 people dead. A year later, three men killed eight people in a vehicle and stab bing attack at London Bridge.Police in Saskatche wan got their first call about a stabbing at 5:40 a.m. on Sunday, and within minutes heard about several more. In all, dead or wounded people were found at 13 different locations on the sparsely populated reserve and in the town, Blackmore said.

New Conservative Party leader and incoming prime minister Liz Truss smiles and waves as she arrives at Conservative Party Headquarters Monday.

— Liz Truss became U.K. prime minister on Tuesday and immedi ately confronted the enormous task ahead of her amid increasing pressure to curb soar ing prices, ease labor unrest and fix a health care system burdened by long waiting lists and staff shortages. At the top of her in box is the energy crisis triggered by Russia’s invasion of Ukraine, which threatens to push energy bills to unafford able levels, shuttering businesses and leaving the nation’s poorest people shivering in icy homes this winter. Truss, who refused to spell out her ener gy strategy during the two-month campaign to succeed Boris John son, now plans to cap energy bills at a cost to taxpayers of as much as 100 billion pounds ($116 billion), British news media reported Tuesday. She is expect ed to unveil her plan on Thursday.“Weshouldn’t be daunted by the chal lenges we face, “ she said in her first speech outside her Downing Street office. “As strong as the storm may be, I know the British people areTrussstronger.’’saidshe would focus on tackling Brit ain’s energy crisis, struggling economy and overburdened health service. She promised to grow the economy and make the U.K. an “aspiration nation,” but acknowledged the coun try faces “severe global headwinds” because of COVID-19 and the war in Truss,Ukraine.47, took office Tuesday afternoon at Balmoral Castle in Scot land, when Queen Eliz abeth II formally asked her to form a new gov ernment in a carefully choreographed ceremo ny dictated by centuries of tradition. Johnson, who announced his in tention to step down two months ago, formally resigned during his own audience with the queen a short time earlier. It was the first time in the queen’s 70-year reign that the handover of power took place at Balmoral, rather than Buckingham Palace in London. The ceremony was moved to Scotland to provide certainty about the schedule, because the 96-yearold queen has experi enced problems getting around that have forced palace officials to make decisions about her travel on a day-to-day basis.Truss became prime minister a day after the ruling Conserva tive Party chose her as its leader in an elec tion where the party’s 172,000 dues-paying members were the only voters. As party lead er, Truss automatically became prime minister without the need for a general election be cause the Conservatives still have a majority in the House of Commons. But as a national lead er selected by less than 0.5% of British adults, Truss is under pressure to show quick results. Ed Davey, leader of the opposition Liberal Democrats, on Tuesday called for an early elec tion in October — some thing that Truss and the Conservative Party are highly unlikely to do since the Tories are slumping in the polls. “I’ve listened to Liz Truss during the Tory leadership (campaign) and I was looking for a plan to help people with their skyrocketing en ergy bills, with the NHS crisis and so on, and I heard no plan at all,” he told the BBC. “Given people are really wor ried, given people are losing sleep over their energy bills, businesses aren’t investing because of the crisis, I think that’s really wrong.”

“She went on a call to a house and she got caught up in the vio lence,” he said. “She was there to help. She was a hero.” He blamed drugs and pointed to colonization for the rampant drug and alcohol use on re serves.
Johnson took note of the strains facing Brit ain as he left the prime minister’s official res idence at No. 10 Down ing Street for the last time, saying his policies had left the govern ment with the economic strength to help people weather the energy cri sis.Always colorful, he thinly disguised his bit terness at being forced out.“I am like one of those booster rockets that has fulfilled its function,” Johnson said. “I will now be gently re-enter ing the atmosphere and splashing down invisi bly in some remote and obscure corner of the Pacific.’’Many observers ex pect Johnson to attempt a political comeback, though he was cyrptic about his plans. Instead, the man who studied classics at the Univer sity of Oxford backed Truss and compared himself to Cincinnatus, the Roman dictator who relinquished power and returned to his farm to live in “Likepeace.Cincinnatus, I am returning to my plow,” he said.

WELDON, Saskatch ewan (AP) — Canadian police hunted for the re maining suspect in the stabbing deaths of 10 people in an Indigenous community and nearby town in the province of Saskatchewan after finding the body of his brother amid a massive manhunt for the pair. Damien Sanderson, 31, was found dead Mon day near the stabbing sites and authorities believe his brother and fellow suspect, Myles Sanderson, 30, is in jured, on the run and likely in the provincial capital of Regina, said police chief Evan Bray. The series of stabbings also wounded 18 people. RCMP Command ing Officer Assistant Commissioner Rhonda Blackmore said author ities are not sure of the cause of death yet but the injuries were not self-inflicted.Damien Sander son’s “body was located outdoors in a heavily grassed area in proxim ity to a house that was being examined. We can confirm he has visible injuries,” said Black more. Asked if Myles Sanderson was respon sible for his brother’s death, Blackmore said police are investigating that possibility, but “we can’t say that definitive ly at this point in time.” Leaders of the James Smith Cree Nation, where most of the stab bing attacks took place, blamed the killings on the drug and alcohol abuse plaguing the com munity, which they said was a legacy of the col onization of Indigenous people.James Smith Cree Nation resident Darryl Burns and his brother, Ivor Wayne Burns, said their sister, Gloria Lyd ia Burns, was a first re sponder who was killed while responding to a call. Burns said his 62-year-old sister was on a crisis response team.

The CAISO site Tues day morning showed California could fall more than 5,000 mega watts short of its power supply at peak demand, forecasted for 5:30 p.m. The danger of wild fires was extreme as scorching heat and low humidity turned brush to tinder. Four deaths were reported over the Labor Day weekend as some 4,400 firefighters battled 14 large fires around the state, with 45 new blazes on Sunday alone, said Anale Burlew, a deputy chief with the California Department of Forestry and Fire Pro tection.InSouthern Califor nia, two people were killed and one injured by the Fairview Fire, which started Monday near the city of Hemet, the Riv erside County Fire De partment said. Roughly 50 miles southeast of Los Angeles, the fire had quickly spread to at least 2,400 acres (971 hectares), prompting evacuations, and was only 5% con tained. Multiple residen tial structures burned. The dead people were not immediately iden tified. Authorities said both were found in the same area but it was not known if they were from the same household. But solar power begins to fall off during the late afternoon and into the evening, which is the hottest time of day in some parts of the state. And some of the aging natural gas plants Cali fornia relies on for back up power aren’t as reli able in hot weather. At CAISO’s request on Monday, four temporary emergency power gen erators deployed by the Department of Water Re sources in Roseville and Yuba City were activated for the first time since they were installed last year, providing up to 120 megawatts, enough elec tricity for 120,000 homes.
LOS ANGELES (AP) — California is facing its highest chance of black outs this year as a brutal heat wave continues to blanket the state with tri ple-digit temperatures. State energy officials said the electrical load Tuesday afternoon could top 51,000 megawatts, the highest demand the state has ever seen. As people crank up their air conditioners, the state forecasted re cord levels of energy use, said Elliot Mainzer, president of California Independent System Op erators, which runs the state’s electrical grid. The state has additional energy capacity at the moment “but blackouts, rolling, rotating out ages are a possibility,” Mainzer said, calling additional conservation “absolutely essential.”
CAISO also has issued a Flex Alert call for vol untary conservation be tween 4 p.m. to 10 p.m. Tuesday, making seven alerts in as many days. Consumers were urged to keep air conditioners at 78 degrees or higher during the period and avoiding using major ap pliances such as ovens andThedishwashers.efforts have worked to keep the lights on “but we have now en tered the most intense phase of this heat wave” that could last into the week, and two to three times the level of con servation will be needed from people and busi nesses, Mainzer said.

The Zaporizhzhia nuclear power plant, Europe’s larg est, lies along the Dnieper River in southeastern Ukraine. After Russian forc es brutally invaded Ukraine six months ago, they gained control of the nuclear fa cility early in the fighting. They based soldiers and heavy equipment there and have been using the plant as a defensive shield, lobbing shells from there and hoping Ukrainians would not risk hitting one of the six power units by counterattacking. But Russian officials say Ukraine has now fired back. As Ukrainian workers con tinue to operate the plant amid the shelling, the whole world should be afraid about the risk of a radiation leak and the possibility of a reac tor core Ukraine’smeltdown.recent history holds an important lesson for us about what’s at stake. On April 26, 1986, the Cher nobyl nuclear power plant in Ukraine suffered a massive explosion and meltdown. I learned devastating de tails about the Chernobyl disaster from a control room engineer named Oleg during a trip to Ukraine in August 1990. Some 100 Americans and an equal number of So viet citizens — Russians and Ukrainians — came together for a peace mission, visiting cities from Kyiv to Odesa that had been completely shut off during the Cold War because of nuclear and other military weapons produc tion in the region. The first evening in Kyiv, Oleg, the engineer from Chernobyl, gave a talk af ter dinner. He said he had been ordered to report to the plant’s control room immedi ately after the early morning explosion. “We were told to contain emissions but were not given protective cloth ing, even though a large and growing cloud — no doubt radiation vapor — hung over the facility,” he said. “We engineers knew a meltdown had already be gun,” Oleg continued, then paused and hung his head before saying that many of the 250 people who worked on early cleanup efforts had died within months. “I have cancer and will not see next year,” he concluded. After a collective gasp, the room wentLater, silent.Oleg sat with a small group of Americans and an swered questions. The next morning, he took a few of us to meet some of his friends from Chernobyl who had been brought to Kyiv. We drove to a Stalinist-era concrete block apartment building, which Oleg called “a high-rise research labo ratory with human guinea pigs.” He said keeping sur vivors together helped doc tors and scientists track and measure the advancement of radiation sickness, such as skin lesions, cancers of the mouth, throat and thyroid.”

Quick, somebody repair the slippery floors and close all the open hospital win dows in Moscow. One was obviously responsible for the freak-accident death of Ravil Maganov, the chairman of Russia’s second-largest oil producer, Lukoil. Maganov must have tripped, perhaps on his IV line, before plum meting to his death on Thurs day.And quick, somebody also check all the apartment win dows in Washington, where Dan Rapoport, a prominent critic of Vladimir Putin and an open supporter of jailed critic Alexei Navalny, fell out of his luxury apartment building on Aug. 14. But may be it was suicide; a medical examiner’s report is pending. It’s more than windows and floors that demand seri ous inspection. In and around Russia and the world, people who happen to have inconve nient positions or opinions are winding up dead from freak accidents or suicides or gunshot wounds that Russian officials insist were self-in flicted.InJanuary, Leonid Shul man, a former executive at state-owned gas giant Gaz prom, was found dead in the bathroom of his cottage near St. Petersburg. Bathrooms have notoriously wet floors, perhaps requiring a new set of regulations to demand they are promptly dried fol lowing showers and shaves. Russia could also use a blue-ribbon garage safety commission to look into the tragic death of gas executive Alexander Tyulakov in his St. Petersburg-area garage the day after the February in vasion of Ukraine. In April, former top natu ral gas executive Sergei Pro tosenya was found dead along with his wife and daughter in their villa in Spain, with of ficials saying he killed them before taking his own life. In July, Yury Voronov, the CEO and founder of As tra-Shipping, which worked on Arctic contracts for Gaz prom, was found dead in his pool and with a gunshot wound in his head. The gun wasPerhapsnearby.Russia’s FSB, the KGB successor that does Pu tin’s dirty work, can send mental health counselors to the homes of such individu als to reverse this contagious depression. But at the very least, someone needs to check all the floors. Usually the problem is the floors.

The callousness made me feelManyill. survivors we visit ed said they had returned to Chernobyl to retrieve clothing, furniture and other household goods, clearly not understanding radiation ex posure or its duration. After that revelation, I stood rath er than sitting on a chair or sofa out of fear the furniture had nuclear contamination, as we visited family after family. Some showed us pho tos they had taken of Cher nobyl’sSincedestruction.thisyear’s invasion of Ukraine began, Russia has revealed military inept ness and poor leadership. By placing troops at Zapor izhzhia, it also demonstrates ignorance. Do Russian lead ers not realize that prevail ing winds blow from west to east? Nuclear radiation par ticles and vapor would head toward Russia. Have they forgotten that deadly con tamination from Chernobyl fell on Belarus? A team from the U.N.’s In ternational Atomic Energy Agency, which has been mon itoring radiation levels at Zaporizhzhia, arrived Mon day in Ukraine to inspect the plant, where power lines have already been disrupt ed and water pipelines have been damaged in the fighting. The agency has no authority to enforce a cease-fire, but must insist that all military activities cease immediately to protect the plant, before we experience another Cher nobyl, or Russianworse.President Vlad imir Putin should remem ber another important lesson from history. The Soviet Union collapsed in 1991, and President Mikhail Gorbachev stepped down. Gorbachev, who died Tues day, later wrote that Cher nobyl was “perhaps the main cause” of the Soviet Union’s fall, after he was accused of attempting to cover up the nuclear meltdown. More than 5,660 civilians have been killed in Ukraine since Russia’s invasion, and more than 8,000 have been injured, according to the United Nations High Com missioner for Human Rights. If we fail to learn from Cher nobyl’s aftermath, the death count and destruction could grow dramatically, and a vast region encompassing Ukraine, Russia and other parts of Europe could be ren dered unlivable for genera tions. When I was governor of Kansas for much of the 1980s, both sides of the aisle focused on the success of our state.Sure, we had disagree ments on how to attain suc cess. But at the end of each day, I had no doubt our pub lic servants were rooting for Kansans.Nolonger do I have such confidence. I’m vastly disap pointed in members of the current Republican Party in our state and their sub mission to extremism. They don’t recognize their posi tions as an honor and privi lege to serve. In fact, I don’t believe the word “service” is even in their vernacular. We can debate ideology till the cows come home. But there is one word cen tral to so many of our policy disagreements: taxes. That word cuts across all political language. We all pay taxes with the understanding that we’re paying for services we may or may not use. We pay taxes so our police and firefighters are trained and ready to respond. We pay taxes for our children to get a good education and partici pate in our society so one day we can retire with things in good hands. We pay taxes so our roads are safe, and our parksWell, function.itseems we have a breakdown in the system. My local Democratic can didate for the Kansas House, Kim Zito, has rightfully and thoughtfully resurrected the fact that the state govern ment is not upholding its fi duciary responsibility to the taxpayers.Thisis an issue all Kan sans who pay sales tax, who use roads and parks, and all Kansans who just received in the mail their 2022 notice of estimated ad valorem taxes mustAccordingunderstand.tothe League of Kansas Municipalities, local communities have lost at least $3.2 billion since 2001 because the government decided to stop funding de mand transfers. As Zito points out, the state’s Local Ad Valorem Property Tax Reduction Fund is required by statute to transfer 3.63% of state sales tax revenue to counties and municipalities. In ex change, those local entities must reduce mill levies. Without this transfer of monies to communities, res idents and property owners must make up the shortfall in order to balance local bud gets.

In its report, the IAEA did not assign blame for the shelling at the plant. The agency has sought to keep out of the polit ical fray. It did note that on sev eral occasions, the plant lost, fully or in part, its off-site power supply because of military ac tivity in the area. The U.N. agency said a back up power supply line should be reestablished and asked that “all mil itary activities that may affect the power supply systems end.” In addition, the IAEA warned that the Ukrainian staff operat ing the plant under Rus sian military occupa tion is “under constant high stress and pres sure, especially with the limited staff avail able” — a situation that could “lead to increased human error with im plications for nuclear safety.”Itrecommended that “an appropriate work environment, including family support,” be re established.TheIAEA also said the staff is not being given unre stricted access to some parts of the plant and must get permission from the Russian occupying forces to reach the cooling ponds where spent fuel is kept. Grossi expressed concern that that could hamper the staff’s response in an emergency.Thereport said the team saw Rus sian military per sonnel, vehicles and equipment at vari ous locations, includ ing several military trucks on the floor of two turbine halls. ing up a nice block from Vaughn, raced 75 yards for a touchdown on the game's first play. Things didn't get any better for South Dakota. After the Coyotes were held to a second straight three-andout, Seth Porter got his hand on the ensuing punt and Purnell picked it up, then ran untouched 17 yards to the end zone to give the Wildcats a 14-0 lead. Vaughn shook free for the first time late in the first quarter, when he split the defense on a 39-yard touchdown run.Just about the only thing that went wrong for the Wildcats, who also got a second-quarter TD from Martinez, came when Chris Tennant missed an extra point. Otherwise, their offense piled up 269 yards in the first half while their defense held the Coyotes to 99, and made a fourthand-1 stop on South Dakota's only promising drive.Kansas State scored again on its first possession of the second half, when Gidden checked into the game and found a 12-yard lane to the end zone, giving the Wildcats a 34-0 lead and effectively putting the game away."We played a ton of players that are going to get a great education from film," Klieman said, "because we're going to need them as the season continues on, but overall I'm very pleased."

MANHATTAN, Kan. (AP) — Chris Klieman thought Kansas State had a nice set of offensive plays ready for the opening series of the season. The Wildcats only got to call one of them Saturday night. That's because Malik Knowles took the opening handoff 75 yards for a score, setting the tone for the rest of the game, and Deuce Vaughn proceeded to run for 126 yards and another touchdown in a 34-0 rout of overmatched South Dakota. "We won the toss, took the football and scored on the first play," Klieman said with a smile. "We had a really nice series of plays that we were going to operate and we ended up scoring on the first play." Not that the Wildcats ever slowed down. Nebraska transfer Adrian Martinez, who was just 11 of 15 for 53 yards through the air, added 39 yards rushing and a touchdown for Kansas State. Desmond Purnell returned an early blocked punt for a touchdown, and backup running back DJ Giddens reached the end zone midway through the third quarter to extend the lead to 34-0.By that point, the Wildcats had built such a comfortable lead that they began resting their starters, and they in turn began thinking ahead to next weekend. Former conference rival Missouri is returning for the first time in more than a decade. "I know they're a really good program, lots of talent," Klieman said. "I'm excited to have that rivalry game playedCarsonagain."Camp had 139 yards passing and an interception for the Coyotes, who couldn't overcome an abundance of dropped passes, silly penalties and other miscues against a team that expects to contend for the Big 12 title. The game certainly looked nothing like their 2018 meeting, when the Coyotes lost a 27-24 end-arounder,mercurialKnowles,thebackbackfiwasn'turdayedsaid.taweek,"andfrom"Youheartbreaker.havetolearnagamelikethisgetbetterfornextSouthDako-coachBobNielsonTheWildcatsstart-withabangSat-night,butittheirhigh-pro-letransferquarter-orstarrunningthatsteppedintospotlight.Itwasthesomewhatwidereceiv-whotookasimpleand,pick-

The Jayhawks held Tennessee Tech to 93 yards rushing on 43 carries.“Itold our guys, ‘We played the best football team were going to play all year,’ “ Golden Eagles coach Dewayne Alexander said. “There were some things we’ll show big improvement from Week 1 to Week 2, but our guys did fight.” After more than a decade of just about everything going wrong, the Jayhawks must have felt good about a first half — albeit against a lower-level opponent — in which just about everything went right. Daniels connected on 14 of 15 passes for 182 yards, scoring on an 11-yard second-quarter run before passing to Mason Fairchild for a 2-yard score. Three different Jayhawks reached the end zone on the ground. And when Bryant scooped up that blocked field goal late in the first quarter and returned it 61 yards for a score, Kansas had its first such touchdown since Patrick Brown did it against Oklahoma in 1996.Perhaps more importantly, the Jayhawks’ rebuilt defense shut down the Golden Eagles. Kansas forced a threeand-out on Tennessee Tech’s first two possessions, then blocked the field goal on the next.
And after Tennessee Tech finally converted a field goal to make it 213, the Jayhawks forced two more three-andouts.The second half wasn’t nearly as clean for Kansas. Daniels nearly fumbled the ball away on their first possession before Jacob Borcila missed a 40yard field-goal try, then the Jayhawks’ quarterback threw a pick on his very next snap. But the Golden Eagles missed a chip-shot field-goal attempt of their own, and on the Jayhawks’ next offensive play, Neal split the defense over the right side and ran untouched 80 yards for the score. “We executed at a high level,” Neal said. “We obviously made mistakes. I won’t ever be satisfied. But where we are compared to last year, it’s night and day.”

THE TennesseeTAKEAWAYTech: The Golden Eagles were pushed around at the line of scrimmage while making far too many mistakes on special teams. The blocked field goal was the big one, but Devin Parker’s miss on a 29-yarder in the second half hardly helped.Kansas: The Jayhawks revamped their defense with an influx of Division I transfers, and several made a difference. Lonnie Phelps, a pass rusher from Miami-Ohio, had three sacks and four tacklesfor-loss. Ex-Ohio State linebacker Craig Young was always near the ball.
