CEH is located at the tip of Sumatra Island, with a strategic location within the world’s busiest international shipping route, the Malacca Strait. Due to its special autonomy status, Aceh has developed friendly regulations for businesses and trade to thrive in the region. We have been focusing on the development through cooperation with private sectors, and our infrastructure has also been improved in order to support the investment in Aceh. Aceh has unique and diverse cultures, and has become an important tourist destination for those who wish to enjoy serenity and peace. In agricultural sector, Aceh is abundant with highly valued commodities such as coffee, cocoa, and palm oil. Furthermore, fisheries and livestock are also potential sectors for investment.

Acceleration on the investment realization in Aceh, both Domestic Investment (PMDN) and Foreign Direct Investment (FDI) has been continuously carried out by coordination with various parties, including the Government, Regional Government, related technical services, as well as providing

OUR COMPANY has been established since 2016 to produce virgin coconut oil with the aluan brand. The company supports sustainable development programs based on an understanding of the principle of interdependence found in all things, especially those related to the environment, social and economy. We operate along the coconut value chain: from small certified organic farms owned by small farmers and located in the islands to our factory which is used for processing and adding value in Simeuleu, Aceh whose products we distribute to world markets with our products. high quality sustainable coconut. Development and Management Board of Special Economic Zone (SEZ) Arun Lhokseumawe PT. Patriot Nusantara Aceh SEZ Arun Lhoksemawe is an integrated industrial area that comes with the concept of a one stop hub service at the west gate of Indonesia. Stipulated through Government Regulation Number 5/2017 about SEZ Arun Lhokseumawe which then managed by the Development and Management Board appointed by Governor Decree Number: 570/1170/2017 concerning the establishment of PT. Patriot Nusantara Aceh as Development and Management Board of SEZ Arun Lhokseumawe. SEZ Arun Lhokseumawe is present among the existing industrial tenants with an area of ± 2,662.48 Ha and is divided into 5 potential zones for development, which are industrial zones, logistics zones, export processing zones, energy zones and tourism zones. Having adequate facilities as well as being supported by a strategic location and connectivity with the Malikussaleh airport and Krueng Gekueh port, makes the Arun Lhokseumawe SEZ an industrial area

with great potential to continue to be developed with various business developments in accordance to the zones and main activities that are investors’ interest. Investors or an existing tenant who conducts business development in the Arun Lhokseumawe SEZ will get facilities and conveniences in terms of taxation, customs and excise, goods traffic, employment, immigration, land and spatial planning and business permits. One of the existing tenants of SEZ Arun Lhokseumawe who has benefitted by this incentive is PT Pupuk Iskandar Muda which received a tax holiday in the form of a 100% reduction in corporate income tax for 20 years for the development of investment in the construction of the NPK Factory. Reason to Invest (Why Aceh?) Strategic location

Investment Supporting Infrastructure

Aceh is a province known as the Veranda of Mecca, located at the northern tip of the island of Sumatra and the westernmost province of Indonesia.

The Toll Road Construction Project in Aceh Province is part of the Trans Sumatra Toll Network with a total length of 2,700 kilometers. The toll road, which starts from Bakauheni to Banda Aceh, is the main infrastructure that is ready to support investors’ investment and business in addition to other supporting infrastructure such as Sultan Iskandar Muda International Airport (SIM) and other ports that connect districts/cities in Aceh.

Its location is adjacent to the Andaman and Nicobar Islands in India, bordering the Bay of Bengal in the north, the Indian Ocean in the west, the Malacca Strait in the east, and North Sumatra Province in the southeast and south. The location of Aceh at the entrance to the Malacca Strait and the Malay peninsula which is the main trade route of ASEAN with a population of 655,298,044, will open up investment opportunities for potential investors in this province.

Prominent Commodities Aceh has abundant potential and natural resources spread over 23 districts/cities. Each district/city offers prominent commodities suited to investors’ interest, including Arabica coffee from the Gayo highlands which is considered as one of the best coffees in the world.

Besides coffee, Aceh also has other commodities in the plantation sector such as cocoa, palm oil, patchouli and rubber. In the fisheries sector, Aceh has high quality lobsters and freshwater prawns for the world market. In addition, Aceh’s agriculture is also superior in various food crops including rice or grain, corn, etc. Condusive Business Climate

Human Resource Competency In regards to improve the Human Resources (HR) in Aceh to be more competent and competitive in the world of work, Aceh government has stipulated The Aceh Governor’s Regulation Number 28 of 2019 concerning Aceh Government Scholarships. In 2021, the Government of Aceh and the Aceh Parliament agreed to allocate a budget of Rp. 89.21 billion which is intended for all types of scholarships from the Diploma to Doctorate levels both at home and abroad with the hope that the beneficiaries of these scholarships can contribute to the region after completing their education.

The Aceh government opens investment opportunities to investors, both from within and outside the country, supported by a conducive business climate by providing convenience for investors in obtaining information and business permits. The Aceh government through the Aceh Investment and One Stop Services Agency continues to improve the digitization of services to achieve an efficient and transparent licensing process. Business licensing services and online non-licensing services are supported by the Online Single Submission (OSS) system developed by the Investment Coordinating Board/ Ministry of Investment, and SiCantik Cloud under the Ministry of Information and Communication Technology. The ease of online services is also effective in preventing high costs licensing process.

Aceh in Figures Aceh Spatial Plan SPATIAL Planning is a policy and strategic direction for the use of land in the Aceh region which is used as a reference for long-term planning. The Aceh Spatial Plan describes the plan for spatial structure plan of Aceh including the urban system that is connected to the village level and the infrastructure network system within the region. The

spatial pattern plan for the Aceh region includes protected areas, cultivation areas, the strategic areas and directions for the use of Aceh's spatial aspect. One of the objectives of spatial planning for Aceh is to create strategic area functions that support Aceh's position as the main gateway to Indonesia.

Economic Indicator ECONOMIC indicators show economic activity and conditions in Aceh from year to year. The Central Statistics Agency (BPS) report explains that the growth of Aceh's gross regional domestic product (GRDP) without oil and gas is 2.79% year on year (yoy) in the third quarter of 2021.

Investment Realization During January – December 2021, the realization of Aceh's investment has reached Rp. 10,899.6 billion. This achievement exceeds 163.90% of the target set in the Aceh Medium-Term Development Plan 2017-2022 RPJMA for 2021, which is Rp. 6,650.0 billion, while nationally the achievement of the Aceh investment realization has reached 201.84% of the target given by the BKPM of Rp. 5,400.0 billion.

DDI Realization The top five contributing sectors to the realization of domestic investment for the period of January - December 2021 is still dominated by the Electricity, Gas and Water sector with a value of Rp. 3,405.1 billion (42.93%) of the total DDI investment, followed by the construction sector Rp. 1,953.7 billion (24.63%), Food Industry Rp. 888.1 billion (11.20%), Chemical and Pharmaceutical Industry sector Rp. 364.7 billion (4.60%) and Trade and Repair Rp. 300.0 billion (3.78%). As for the top five location on DDI investment realization are Kota

Lhokseumawe Rp. 2.512,1 billion (31,7%), Aceh Besar Rp. 1.605,5 billion (20,2%), Southwest Aceh Rp. 607,6 billion (7,7%), Aceh Utara Rp. 577,8 billion (7,3%), and Aceh Tengah Rp. 547,7 billion (6,9%). FDI Realization The top five contributing sectors to the realization of foreign investment for the period of January - December 2021 is still dominated by the Electricity, Gas and Water sector with a value of US$. 161.121.821 (79,26%), followed by the Plantation, Livestock and Food Crop with a value of US$. 21.315.602 (10,49%), Transportation, Storage and Telecommunication at US$. 13.353.606 (6,57%), Food Industry at US$. 3.308.539 (1,63%), and Mining sector at US$. 1.309.641 atau 0,64%. As for the FDI realization based on the country of origin, the five most contributing countries in 2021 are Hongkong PRC at US$. 145.262.972 (71,46%), Malaysia at US$. 45.735.119 (22,50%), Belgium at US$. 4.454.023 (2,19%), Singapore at US$ 2.060.238 (1,86%), and South Korea at US$. 1.845.636 (0,91%).

The Aceh government continues to improve infrastructure facilities in Aceh, starting from revamping, maintaining, and even building new facilities. This is expected to provide comfort for businesses and the community, and improve the standard of living of the Acehnese.


Sultan Iskandar Muda Airport, Blang Star, Aceh Besar

Airport IN ORDER to support Aceh's air connectivity, the province is supported the Sultan Iskandar Muda International Airport (SIM) which is located in Blang Star Sub District, Aceh Besar. This airport is managed by PT Angkasa Pura II to serve domestic and international routes. For domestic routes, this airport connects Banda Aceh to Medan and Jakarta. As for international routes the airport connects Banda Aceh to Kuala Lumpur and Pulau Pinang, Malaysia. Meanwhile, for regional connectivity, Aceh airport

serves the route connecting Lhokseumawe-Medan, RembeleMedan, Nagan Raya-Medan, Sabang-Medan, and SinabangMedan routes. However, the international and regional flights have been uncertain due to COVID 19 pandemic. Aceh has 13 airports spread over 13 districts/cities. The presence of these airports will support further investment in Aceh, because it connects districts/ cities, provinces and abroad, making it easier and smoother for business affairs.

In 2020 the growth of PT PLN (Persero) Aceh Region customers decreased in several categories due to the Covid-19 Pandemic affecting various sectors. However, the interesting part is that the percentage of customer growth actually increased for industrial groups up to 10.70% in 2020 compared to 2019 which grew by 7.44% this was due to growth of new industries in Aceh as well. Besides, customers with special service or multipurpose tariff group also increase up to 15.59%.

Banking and Financial Services

All financial and non-financial institutions in Aceh are using the Islamic Banking system. This refers to Aceh Qanun Number 11 of 2018 concerning Islamic Financial Institutions. These laws and regulations regulate the activities of Financial Institutions in the context of realizing a just and prosperous Acehnese economy under the auspices of Islamic Shari’ah. The Indonesia Central Bank and Financial Services Authority (OJK) will also be in charge to maintain stability of Aceh economy through implementation of Islamic Banking System in the province.

Aceh Investment Opportunities Investment is one of the instruments to increase economic growth, the Aceh Government focuses on developing four potential sectors in accordance with the mandate of the Aceh Medium Term Development Plan, which are infrastructure and energy, agro-industry, tourism and the development of Aceh's industrial estates. Infrastructure & Energy INFRASTRUCTURE and energy are two components that influence the decision of investors to develop a business in an area, if the infrastructure is not good then there will be logistics costs incurred by a company. In order to increase the provision of infrastructure in Aceh, the Government of Aceh invites investors to develop investment projects in the infrastructure sector in Aceh, such as toll roads, railways,

and others. As of energy, it is also an important component needed to support the business activities According to data published by PT. PLN Aceh Region regarding the condition of Aceh’s

electricity in 2021, the electricity reserve in Aceh is 109.6 MW while the peak load is only 532.1 MW with a total power of 641.1 MW. However, to meet future energy needs for investment development, especially in investment areas in Aceh, the Aceh Government still opens opportunities for investors to invest in the energy sector, such as hydropower, geothermal and waste to energy.

Toll Road The Project of Trans Sumatera Toll Road Development Progress: Sigli Banda Aceh and Langsa - Binjai

The Trans Sumatra Toll Road (JTTS) Section Sigli – Banda Aceh has a total length of 74 Km, with an estimated investment value of Rp. 12.354 trillion. The Sigli Banda Aceh Toll Road has 6 (six) Interchanges (IC) and consist of 6 (six) toll sections which are; section 1 Sigli - Seulimun (25 Km), section 2 Seulimeum -​​ Jantho (6 Km), section 3 Jantho – Indrapuri (16 Km), section 4 Indrapuri – Blang Star (14 Km), section 5 Blang Star – Kuto Baro (8 Km) and section 6 Kuto – Baro - Baitussalam (5 Km). The construction progress has reached 61% and 76% land acquisition progress. Section 4 of Indrapuri - Blang Star along 14 km has been fully operational since it was inaugurated by President Joko Widodo on August 25, 2020. The Trans Sumatra

Toll Road (JTTS) Section Binjai Langsa has a total length of 131 km, with an estimated investment value of Rp. 23,354 trillion. The Binjai – Langsa section has 5 (five) Interchanges (IC). Until now, the construction progress is in the Binjai – Pangkalan Brandan section (58 km) has reached 16%.

Ulee Lheue Ferry Port

Travel Mode Motorcycles and private cars are the most dominant modes of travel. Approximately 53% of respondents use motorbikes and 29% use private cars. As for the mode of travel using public transportation, only about 18% consisting of Trans Koetaradja, rickshaws, and online transportation. With the availability of urban trains, the mode of travel by public transportation will increase, thereby reducing traffic congestion. The growth in the average percentage of domestic and

international passengers at SIM International Airport and Ulee Lheue Ferry Port increased by 7% for domestic passengers, 2% for international passengers and 13% for port passengers. this is strongly influenced by the policies and programs in the Government in improving the tourism sector in Banda Aceh City and Sabang City by holding international and national events and maintaining and developing infrastructure and service networks in the transportation sector.

In order to fulfill national electricity needs, President Jokowi launched the “35,000 MWe for Indonesia” Program, which considered as the government’s commitment to establish energy independence by optimally utilizing renewable energy sources as a substitute for fossil energy. Geothermal energy is a renewable energy source in the form of thermal energy (heat) that is generated and stored in the earth. Geothermal energy is believed to be quite economical, abundant, sustainable, and environmentally friendly. However, its utilization is still constrained by exploitation technology which can only reach around tectonic plates.

Indonesia has the largest geothermal potential in the world, but until now its utilization has not been fully developed. Indonesia’s geothermal potential reaches 22,073 MWe with reserves of around 17,506 MWe. The distribution of geothermal energy sources is almost evenly distributed, which can be found in more than 300 points throughout Indonesia. Aceh has 17 geothermal potential points with an estimated capacity of around 1,115 MWe spread over 8 districts/cities in Aceh.

Gas Pipeline One gas pipeline has been developed from Lhokseumawe (Aceh) to North Sumatra for gas supply in the Belawan Industrial Estate and cities along the pipeline. Currently, around 10,000 households have been connected to the city gas system in the districts of North Aceh and East Aceh. Future pipeline infrastructure will be developed from Lhokseumawe

- Banda Aceh - Meulaboh and the west coast of Aceh. Gas infrastructure development includes piping installation (construction of transmission pipelines), land acquisition and its accessories.

Gas Pipeline Arun – Belawan ʬ Pipa Arun – Belawan memiliki kapasitas 300 MMSCFD dan panjang 350 Kilometer dengan total investasi sebesar USD 586,04 Juta. ʬ PT. Pertamina Gas (Pertagas) mempunyai aLocation gas sebesar 185 Juta Standart Cubic Feet Per Day (MMSCFD). ʬ Gas berasal dari Terminal Penyimpanan dan Regasifikasi LNG Arun, pada tahap awal (2015) fasilitas memasok gas sebesar 120 MMSCFD ke PT. PLN. ʬ Pada tahun 2018 fasilitas tersebut memasok 197 MMSCFD ke PT. PLN akan operasikan MVPP (Pembangkit Listrik Kapal Laut) 240 MW. ʬ Setelah pipa gas Arun - Belawan beroperasi, Pertagas mengembangkan pipa gas sepanjang 120 km untuk memasok gas bagi industri nasional di KIM hingga KEK Sei Mangkei. ʬ Biaya pipa gas Arun - Belawan tol = USD 2,53 / MSC.

Waste to Energy Potential in Langsa Availability of Waste Energy Sources in Aceh is generally dominated by households (76.50%) and restaurants (11.98%). Based on its composition, waste from food waste accounts for 18.40% and plastic 18.59%, with the humidity of all types of waste estimated at around 30-40%. One of the potentials for this Waste to Energy is in Langsa. This facility has managed waste from population of 185,971 people (2020). The city has one landfill consist of a sanitary landfill system which has been operating since 2008. The total landfill area is 36 hectares with an area coverage of 80 percent, where the sources of waste come from households, traditional markets, and public services. The potential for waste piles in Langsa City is 93 tons/day with the amount of waste accounting for 74.4 tons/ day with real waste

going to landfill 60 tons/day. The existing landfill volume is 262,800 tons (calculated). The City of Langsa has a strategic position, which is close to Medan City and Medan Industrial Estate, North Sumatra. In addition, Langsa City also has the potential to become a Waste to Energy center where it can receive overflow from the neighboring district, namely East Aceh which has a potential waste of 211.2 tons/day with a calculated amount of waste of 63.4 tons/day and real waste to the landfill 60 tons/day. The landfill in East Aceh began operating in 2010 with an existing volume of 230,000 tons, the total area of the landfill is 7 hectares but still using the Open Dumping method.

Palm Oil

Aceh has an area of 242,820 hectares of oil palm plantations managed by the community with an annual production of 444,437 tons in 2020. The palm oil industry has significant growth potential as a major source of supply for food products and biofuels. With the increase in production value, it will certainly encourage the growth of CPO factory and its derivative products. In this regard, the Aceh Government has prepared several strategic plans for palm oil commodities: 1. Creating operational and policy support for sustainable palm oil commodities among the government, private sector, Non-Governmental Organizations (NGOs), and communities.

2. Support palm oil publicprivate investment partnerships. 3. Reducing threats to high value forest ecosystems and peat swamp ecosystems. 4. Establish a provincial seed certification and distribution program. 5. Improve supply chain and pricing transparency for palm oil production and processing. Crude Palm Oil (CPO) is the main product of the palm oil industry. Nagan Raya, Aceh Singkil, Aceh Barat, Aceh Tamiang and Subulussalam produce the most CPO so that these areas are suitable for the development of the palm oil processing industry.

Coffee

Arabica Indonesia is the fourth largest coffee producer after Brazil, Vietnam, Colombia and is known as a producer of the best quality coffee in the world. Currently, Indonesian coffee plantations cover an area of approximately 1,240,000 hectares, consisting of 933,000 hectares of Robusta coffee plantations and 307,000 hectares of Arabica coffee plantations. More than 90 percent of the total plantations are cultivated by small-scale farmers or managed by communities. Indonesia is the only country that has special coffee based on Geographical Indication (GI). High quality arabica coffee is mostly produced by Aceh and North Sumatra, while the main producers of robusta coffee are Lampung, Bengkulu and South Sulawesi. Aceh is a potential for coffee commodities. Arabica coffee production from the Gayo region is

the largest in Asia. This coffee is grown in the Gayo highlands which includes Bener Meriah District, Central Aceh, Gayo Lues. Coffee cultivation in this region began in 1908 and is mostly Arabica coffee. In fact, Arabica coffee production from the Gayo region is the largest in Asia. Gayo coffee has been exported to various countries in the world. Statistics show


that in 2020, Aceh had exported 8,394,707 kilograms (kg) of coffee beans to 21 countries, (Source: Aceh Industry and Trade Office, 2020). Livestock Industry The perspective of developing the cattle industry is still very open, to meet the needs of beef both locally and nationally. So far, the national cattle development center is still centered on the islands of Java and Nusa Tenggara.

In order to support the government’s target to make Indonesia the Asian Livestock Barn by 2045, Aceh with very supportive potential for this sector is very feasible to develop the potential of the industry, the Livestock Area Development Master Plan has been prepared by the Aceh Government by dividing the area into three development areas namely the industrial center area, the fattening center area and the nursery center area. Special Economic Zone (SEZ) Arun Lhokseumawe The Arun Lhokseumawe SEZ is located in North Aceh District and Lhokseumawe City, and was formed based on Government Regulation Number 5 of 2017. The following is the procedure for submitting through the OSS-RBA website. First, business actors register through the OSSRBA website in order to gain access by creating a username and password. For business actors who are Indonesian citizens (WNI), the requirements are to have a Population Identification Number (NIK), while for foreign citizens (WNA), the requirements are to have a passport number; both Indonesian citizens and foreigners must have an active email to create an account on the OSSRBA platform. Negative Investment List The Negative Investment List (DNI) is a list of business sectors compiled by the government as information for potential investors about businesses that are not allowed in Indonesia and various regulations, especially regarding joint ownership. DNI Indonesia was created to protect the Indonesian economy, as well as to provide more business opportunities to investors. Over time, the DNI may change to comply with government regulations. Therefore, it is important for investors to know the current DNI in Indonesia before making further plans regarding investment in Indonesia. The most important thing investors need to know about Indonesia’s latest DNI is which business sectors are opened on conditions and which are fully closed. In February 2021, the Government introduced a priority list consisting of sectors that are open to foreign investment and eligible for investment incentives, replacing the 2016 Negative Investment List. All sectors are at least partially open to foreign investment, except for seven

closed and reserved sectors. for the central government. Business fields that are closed to investing, such as: (Article 77 number 2 of the Job Creation Law) ´ Cultivation and industry of narcotics class I; ´ Gambling / Casino; ´ Catching fish species listed in Appendix I of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES); ´ Utilization or extraction of coral and/or coral from nature used for building materials (calcium lime, aquarium, and souvenirs/ jewelry, as well as live or dead coral from nature; ´ Chemical weapons manufacturing industry; ´ Chemical industry and ozone depleting substances industry. The liquor industry containing alcohol such as wine and the beverage industry containing malt are also included in the closed business sector (Article 2
