With only two months left of the year, and with November arguably being the most productive month of the year as everyone tries to finalise things before the festive season commences, the HOA is busy preparing our budgets for 2017/2018. These budgets will be tabled for approval at the next Annual General Meeting that is due to be convened in February 2017. Should you wish to provide input on items that you feel should be planned for in this or future budgets, please let us know and we will do our best to accommodate these requests. The major capital budget items for next year will be the second phase of the golf course irrigation system, the halfway house, completing the cart paths around the course as well as a long-overdue upgrade to the workshop area.

It would also seem that planning for the Hazeldean Node development to the east of our estate is gathering momentum, with the Association being informed of several new rezoning and water-use applications around us as an “interested and affected party”. We also understand that construction of the new interchange servicing this development is due to commence in mid-2017. This should alleviate congestion along Silver Lakes Drive, but it does require a section of our N4 boundary to be moved a few metres into the estate. We are in contact with the relevant authorities and will keep residents informed on this issue. As always, I continue to encourage residents to communicate with me should there be any issues you would like to bring to our attention.

2017/2018 is also the last year of our 3-year capital development plan and although this additional levy will fall away after 2018, capital projects thereafter will be funded through the “normal” capital reserve levy.

In the Walker Cup, Jones presented the United States, winning 9 of the 10 matches. The US won the trophies all 5 times that he competed.

Water - Rain - Consumption - Restrictions - Water Wise This months’ article is devoted to all the Intra Muros readers - the homeowners, residents, visitors, directors, management and staff on our estate. Kindly read this important media statement below carefully, and you are urged to continue raising an awareness regarding the “Water Wise” initiatives on our estate.

MEDIA STATEMENT FROM THE CITY OF TSHWANE ON WATER RESTRICTIONS

This briefing is intended to inform the public and other stakeholders of the measures we are putting in place to conserve water, to manage increased demand through water restrictions, and to manage water shortage due to drought, heat waves and other seasonal changes. The City of Tshwane is therefore obliged to comply with the notice and reduce its water consumption by 15%. We receive 72 % of our bulk water from Rand Water, but we also source 28% of our water from our own treatment plants and boreholes. Last year, at the height of the heatwave that gripped the country, we implemented water restrictions in terms of Clause 19 of the Water Supply By-Law, Notice 468 of 24 July 2014. The restrictions specifically applied to the following: • • •

Watering/irrigating gardens with a hosepipe or sprinkler from 06h00 to 18h00; Washing of vehicles with hosepipes; and Filling of swimming pools.

The same above restrictions, which were implemented last year, will apply with immediate effect from today. The City of Tshwane’s Water Supply By-Law states, inter alia, that: The Municipality may by public notice a) Prohibit or restrict the consumption of water in the whole or in part of its area of jurisdiction – • In general or for specified purposes; • During specified hours of the day or on specified days; and • In a specified manner.

Tue, Sep 13, 2016 The National Department of Water and Sanitation (DWS) published a notice in the Government Gazette, Notice 910 of 12 August 2016, stating that drawing water from the Integrated Vaal River System should be limited The limitation for drawing water from the Vaal River System by urban and irrigation users are as follows: • • •

15% of curtailment on urban water use in the afore- mentioned areas; 20% of curtailment on irrigation water use in the afore- mentioned areas; and, The limitation applies from the date of this notice until further notice.

We urge all our consumers to join us in making efforts to reduce the water consumption. Should the consumers not adhere to the restrictions as imposed by the National Department of Water & Sanitation as well as Rand Water, then the situation will worsen and consumers will be without water for longer periods. Furthermore, if the situation does not improve, then the City will be forced to introduce the following stringent measures: • • •

Increased tariffs Increased policing Water shedding

The City of Tshwane appreciates your cooperation in this regard. Furthermore, the City apologises for the inconvenience caused. In view of the above media release, please note the water restrictions. We, our animals, landscapes and the golf course on the estate are all affected by this scarce resource. We certainly have a responsibility in this regard, and we all must make a serious effort to comply and use water sparingly; be Water Wise. Speak about it to others & family. Inform your gardeners & staff about it – educate & instruct them accordingly. Check, repair, amend and adjust your sprinkler systems and watering times. Collectively we will make a huge difference to the consumption of water - this scarce, life-dependent resource.

implement technical interventions that would enable us to meet the 15% water reduction target set by the National Department of Water & Sanitation and Rand Water. These interventions, under the theme “Thiba Komelelo” (stop the drought), have begun in earnest and will entail, inter alia, the following measures:

Mon, Oct 10, 2016 On 13 September this year, at this very same venue, my colleague Cllr Darryl Moss and the head of Water & Sanitation Stephens Notoane addressed a media briefing at which they announced steps we intended taking as the City of Tshwane to save water following a notice in the Government Gazette from the National Department of Water & Sanitation on 12 August 2016 compelling municipalities that draw water from the Vaal Integrated River System to reduce water consumption by 15%. Last week, on October 6 2016, Rand Water, our main source of water supply, called on municipalities across Gauteng to reduce the supply of water by 15% or face the prospect of a complete system crash as dam levels continued to dwindle to unprecedented levels. According to Rand Water, by October 3 2016 water reduction had regressed to a disappointing 2.7% due to increased water consumption. This was after the actual restrictions had started on September 6 2016. They have detected that people were not saving enough water as expected. We started implementing our water restriction with effect from September 13 2016. Subsequent to the implementation of the water restrictions in Tshwane, we rolled out our community plan to inform and to implore our customers to use water sparingly and not to do the following: • irrigation of gardens with a hosepipe or sprinkler be tween 6am and 6pm (you are only allowed to do so be tween18:00 and 22:00); • washing of vehicles with hosepipes, only buckets to be used; • filling of swimming pools; • no irrigation of golf courses with municipal water; and • no irrigation of municipal parks and road islands

• Throttle the water supply system by partially closing main water outlet valves at reservoirs so that flow is restricted and reservoirs can maintain good levels; • Throttle the main water network pipes to restrict flow; • Implement scheduled water shedding; • Install flow restrictors to high water consumers/users; • Reduce water pressures in low-lying areas, where possible; • Restrict water supply to residential complexes and businesses (where pressure allows); • Restrict water supply to retirement villages; • Reinforce maintenance teams to curb pipe bursts and water leaks; • Recruit more learners from Rand Water and National Department of Water & Sanitation to strengthen maintenance and war on leaks teams; • Create a forum to engage with Top 100 water users; • Create a dedicated telephone line at customer care to report water leaks; and • Create an SMS line for reporting of water leaks and pipe bursts We will also intensify our community awareness campaigns, fully implement the communication strategy and encourage the communities to name and shame offenders. Significantly, we will be encouraging the ward councillors to urgently engage with their respective communities about these measures we have begun to implement. We have been left with no choice but to implement these measures, failing which we would be facing the prospect of our taps running dry. Kind Regards

ENVIRONMENTAL MATTERS Last month my article was about all matters Silver Lakes. You will remember that a large portion was dedicated to recycling, and I want to urge all our homeowners to contact the HOA offices and get the dustbins or bags for our recyling programme. Recycling has been a Silver Lakes ‘thing’ for many years, starting with the humble efforts of one of our longest Silver Lakes members, Jeanne Todd. She started with recycling in the back of her car – until it stank so much that Errol would not drive with her anymore! So we took over, but for many years afterwards she still helped and assisted with recycling as well as all things Silver Lakes. Thanks, Jeanne, for all you have done for Silver Lakes through the years. This month we should all recycle for Jeanne Todd to thank a remarkable lady for all her positive inputs and for caring for Silver Lakes. Jeanne, we all appreciate everything you have done for us as part of the Environmental Committee and for Silver Lakes in the more than 20 years you and Errol have lived on our estate. In last month’s article I touched on a topic that is close to my heart and that I try and work towards – neater streetscapes. I think we will all agree that we have one big asset that sells our properties – our estate, Silver Lakes Golf and Wildlife Estate. I feel, however, that there is one aspect that is the ‘stepchild’ of all things Silver Lakes – our streetscapes. Being the environmental trustee, this is one of the most important parts of my portfolio, and I have to ask: - How does it feel to enter our gates and drive through our streets? - What is the impact of the Silver Lakes streetscapes on our estate and, ultimately, on our pockets when we sell our houses?


So I went to do some research on the effect the streetscapes of a neighbourhood has on the property prices. Firstly, if one googles beautiful streetscapes, each and every picture has lots of green – lots of plants!

Studies have shown that there are 6 factors that influence your selling price of your property (Linprop news and other publications): - Location (or position): We all know this is possibly the 1st, 2nd and 3rd most important points. On the positive side you have things like proximity to services such as shopping, schools, churches and public transport. The negative side includes busy, noisy roads. - Demand: A seller’s market means high volumes of buyers and high prices for the seller whereas a buyers’ market means sellers only buy property after careful consideration. -

Comparison: Very few buyers buy the first home they see or do not investigate further by comparing price, size, look-and-feel, etc.

Perception: This is described in the Oxford dictionary as an ’intuitive recognition’ of truth or facts and aesthetic perceptions. Here, for example, the location of a presumably positive element such as a park can be perceived as a negative when related to security.

-

Condition: A buyer will pay more for a smaller unit that is in perfect condition than for a larger house with maintenance problems. If one sees anything negative, such as peeling facia boards or fences, one immediately wonders what else is wrong.

-

Accommodation (or size): This obviously depends on what the buyer needs – a larger, slightly less impressive house for more money or a smaller, more compact, per- fectly designed home. In the end it all depends on the price and the size one needs. This also extends to ‘extras’ such as Jacuzzis and saunas. They are just add-ons that may sell your home easier but not necessarily for more.

A FEW OTHER FACTS - - - -

The above factors can be drawn through to the neighbourhood or streetscape in which a property is situated as well. If it is dilapidated and not ‘friendly’ (condition), the back of one’s mind (perception) stores this information as a negative. According to a Peard Real survey, nine out of every ten buyers make their initial decision to purchase a property based on the outside presentation of the home. Another interesting fact is that the number of properties listed for sale traditionally surges during the summer months, especially in the coastal areas. And then come the factors such as a VIEW – especially sea and other water views, or views into valleys, forests, mountains, etc.

According to Stuart Cox, Managing Director of the Peard Real Estate Group: “If you are therefore selling a home, our survey shows that the key issue you should consider is the streetscape where the home is located. The streetscape of a home is very important to potential buyers because it is the first impression they get. Whilst you may not be able to judge a book by its cover, buyers certainly judge a home by its streetscape. The thought process is usually if it is untidy or unpleasant from the outside, it must be untidy or unpleasant on the inside.” The fact that similar homes in the same suburb can vary significantly in price depending on the overall presentation of the streetscape is true. - A home that is better presented from the outside (maintenance) usually sells faster and for a higher price than a similar home that is poorly presented. - Gardens together with the outside maintenance form part of the streetscape that, if in poor condition, might give an indication that the overall home is in poor condition.


If you are looking to improve the presentation of your home or, as I do, Silver Lakes as a whole for ALL our homes, we should ‘take a step back’ and look at our homes and estate from a buyer’s point of view.

- How does it look? - How does it compare with other homes, streets and estates? - Would you stop and go inside to have a look if you were a buyer? - If people arrive at our entrance gates – and this is especially important – will they come back because the experience was pleasant and beautiful? It is so hard to have homeowners understand that not caring for their own property and garden on the street or golf course side do not only influence their own property, but that it influences ALL of our

Some interesting facts came to light: - The Median House Price for the study period of 19922008 for the three streetscape classifications in the good streetscape locations was higher than the main road and poor streetscape locations. However, the trend in prices was relatively consistent for all three classifications, meaning that the trends were universal – what kind of market it was, etc. However, if you wanted to sell your house, it got sold easier at a higher price than its twin on a main street or in a ‘poor streetscape’ street. - People in the ‘good streetscape’ streets generally pitched their prices higher than what they would have gotten in another street, and in the ‘buyer’s market’ phases they would actually get their higher prices. They would also get it quicker. But in the ‘seller’s market’ phases they would still pitch their prices higher but have to come down to sell the houses. - It was also concluded that the capital return performance of houses in these specific locations and street appeal factors has shown that it did not vary significantly for houses in the poor streetscape location or the main road frontages (7.75% and 7.56% respectively), but the average annual return from houses in good streetscape location was significantly higher at 9.11%. Not only did these residential properties have a greater capital return, but they also had a similar volatility to housing in the poor streetscapes and a lower volatility compared to houses on main road locations. I therefore want to say, after I read and analysed the above and other articles, it seems that if all other parameters such as age, size, construction and location of the house are equal and there are no external features such as views of parks, water, mountains or rural landscapes, then simple factors such as tree plantings in a street can have a significant impact on house prices.

In a paper given at the 16th Annual European Real Estate Society Conference in Stockholm, Sweden in 2009, Professor Chris Eves of the Queensland University of Technology explains the study he did on the impact of streetscapes on residential property. Although he also analysed the lower economic areas, in the end it comes down to it that streetscapes DO have a positive impact – no matter the socio-economic sector of the property market. Professor Eves analysed specific streets in a suburb of Christchurch, New Zealand, to determine: - If streetscapes have an impact on property prices; - If market changes (buyer’s/seller’s markets) have an influence and make a difference to property prices. From his dissertation, I picked up 2 very important factors: - Streetscapes DO make a difference; - More so in a seller’s market. Professor Eves looked at a period which included a buyer’s and seller’s market. He divided the streets of the same suburb in Queensland into 3 ‘types’ of streets: - Main street = busy - Poor streetscape = no or nearly no street trees - Good streetscape = beautifully maintained street trees

I therefore want to urge everyone to have another look at our street frontages, and for those of us on the golf course – we have a ‘street frontage’ on the golf course side as well. - - - -

Do the look and feel of my house reflect well on the rest of the estate as a whole? Does my property enhance my neighbourhood? What can I do to make our estate look even better? Do I really still need the concrete balls? To protect what? They are in any case prohibited by the Tshwane Municipality and on the estate, so why don’t I make my sidewalk a bit friendlier?

THE BIRD CLUB The Bird Club’s next talk is by Mark Anderson, CEO of BirdLife South Africa, at the end of October. Mark and Tania Anderson are biologists and conservationists. They are based in Kimberley, the country’s historic diamond city. Mark is an ornithologist and is employed as Executive Director of BirdLife South Africa. In his previous position with the Northern Cape Department of Tourism, Environment & Conservation he worked on raptors, large terrestrial birds and water birds. Mark’s favourite birds are vultures and he is a world authority on the biology and conservation of Old World vultures. He has been studying African whitebacked vultures for 16 years. Tania is a botanist and she is employed by the McGregor Museum. She has extensive knowledge about the Northern Cape’s flora, with a special interest in succulent and threatened plants. Mark and Tania are passionate conservationists and during the past 18 years they have actively campaigned for the conservation of the Northern Cape’s magnificent biodiversity. They enjoy travelling, especially to the remote areas of Southern Africa (and further afield in Africa). They are experienced photographers and their natural history images have featured in articles, calendars and books. Mark is involved in large terrestrial bird projects such as surveys in the Karoo, Blue Crane movements and these birds’ collisions into powerlines. As already mentioned, he is also a big fan of water birds and does surveys in the Northern Cape, where he stays, monitoring them at the Orange River estuary. Then, specifically, he monitors flamingos at Kamfers dam. The flamingos of Kimberley’s Kamfers Dam offer a rare and lovely sight – thousands upon thousands of these pink birds stretching for as far as the eye can see. This area is one of only four breeding sites in Africa for lesser flamingos and is a must-see for any birder. The flamingos of Kimberley’s Kamfers Dam are a spectacularly memorable sight, even if you’re not a serious birder. Kamfers Dam is a permanent wetland just minutes by road from the iconic old diamond mining town of Kimberley. Most years there are around 20 000 birds at the dam, but sometimes the population can rocket up to 50 000 birds and more. A few of his other research projects are avian influenza and the damage birds do to table grapes. Come and meet Mark himself at our next Bird talk on Thursday the 20th of October. THE COOK ON THE CORNER YOU DON’T NEED TO CHAI VERY HARD The days are long and the sun warm as the beginning of November is upon us. I know I am a true, warm-blooded South African because I absolutely adore the summer months! I come out of hiding, and I have enough energy to stay up late into the evening, training every day and taking a swim afterwards. I promise you we stay in the most beautiful country in the world. If you doubt that, take a walk down the freeways at sunset after a rainstorm and absorb the smell of the earth. Or stay up late next to a fire, taking in the depth and beauty of the bushveld. We are lucky to live in an estate where we have access to a wide variety of terrains and wide, open spaces. Take advantage of that and get yourself and your family back into nature. It will do wonders to erase large chunks of the stress you accumulated through the year, getting your heart and soul ready for the December break. Although being outdoors is relaxing to me, my ultimate ‘take a break’ activity is to bake or cook a meal. This needs to be done in my own time, without fear of a deadline or a group of guests luring outside the front door. It’s in these moments, when I combine a random list of silly ingredients and watch them turn into something magical, edible and delicious, that I find comfort and joy. That’s something I wish for all of my clients – that they would find joy in the kitchen and do whatever they need to do to get there. We all need to eat, and the best way to do so is to cook for yourself because it is both cheaper and much healthier.

INGREDIENTS: • 200g softened, salted butter • 150g white sugar • 25g chai spice (or tea) blend • 5ml vanilla essence • 3 large eggs • 240g plain flour • 4ml baking powder • 4ml bicarbonate of soda • 120ml buttermilk • 150g unsalted, softened butter • 400g icing sugar • 60ml milk • 1 chai tea bag EQUIPMENT:

Method: 1. Preheat your oven to 180 degrees C. 2. To make the cupcakes, beat the white sugar and salted butter together until light and fluffy. 3. Add the chai spice powder and vanilla and beat for another 30 seconds.

4. Add the eggs, one by one, beating well after every addition. 5. Combine the flour with the bicarbonate of soda and baking powder. Add half the flour mixture to the egg mixture and combine (without overmixing). 6. Add the buttermilk and mix. Add the rest of the flour mixture and mix. 7. Spoon into the cupcake cups or baking molds and fill two thirds of the way. 8. Bake in the preheated oven for 10-12 minutes, depending on the size of your cupcake cups. 9. Remove from the oven and allow to cool completely before icing. 10. To make the icing, heat the milk until scalding point in the microwave and then let the tea bag seep in it. Once the milk is cool, squeeze the liquid from the tea bag and discard the tea bag. You will use this milk to control the flavour and consistency of the icing. 11. Beat the unsalted butter until light and fluffy. Mix in a couple of tablespoons of the icing sugar at a time. Alternate the icing sugar and the chai milk in thirds. Only add the last third of milk if the mixture seems too stiff to pipe. 12. Place the icing in a piping bag and pipe the icing onto the cooled cupcakes. Sprinkle a little cinnamon powder over to decorate and serve.

Guidelines to Problem Solving

There are many approaches to problem solving, depending on the nature of the problem and the people involved in the problem. The following problem-solving technique invites you to approach the problem through a series of questions. If you are serious about solving a problem, you will take the time to make a written response to these questions. Writing helps to clarify thoughts and it also gives you a permanent record of your ideas and solutions to which you can return from time to time for reassurance and clarification.

1. DEFINE THE PROBLEM

Understand your role in the problem

This is often where people struggle. They react to what they think the problem is. Instead, seek to understand more about why you think there’s a problem. It is very important that the problem should be fully and adequately defined. The underlying, hidden issues should also be explored so that they can be sensitively dealt with in the context of the more obvious problem features. If the problem is not carefully identified, it is extremely difficult to find satisfactory solutions. Sometimes identifying the problem is the key to its solution.

Defining the problem: Ask yourself and others the following questions: What can you see that causes you to think there’s a problem? Where/how/when/why is it happening? With whom is it happening? (HINT: Don’t jump to “Who is causing the problem?”) When we’re stressed, blaming is often one of our first reactions. Write down a five-sentence description of the problem in terms of “The following should be happening, but isn’t ...” or “The following is happening and should be ...” Be as specific as possible in your description, including what is happening, where, how, with whom and why.

Prioritize the problems If you discover that you are looking at several related problems, then prioritize which ones you should address first. Prioritize the problems into important and urgent, and deal with urgent problems first.

Your role in the problem can greatly influence how you perceive the role of others.

2. LOOK AT POTENTIAL CAUSES FOR THE PROBLEM It’s amazing how much you don’t know about what you don’t know. Therefore, it’s critical to get input from other people who notice the problem and who are affected by it. It’s often useful to collect input from other individuals one at a time. Otherwise, people tend to be inhibited about offering their impressions of the real causes of problems. Write down your opinions and what you’ve heard from others. Write down a description of the cause of the problem and in terms of what is happening, where, when, how, with whom and why.

3. IDENTIFY ALTERNATIVES FOR APPROACHES TO RESOLVE THE PROBLEM Brainstorm for solutions to the problem. Very simply put, brainstorming is collecting as many ideas as possible and then screening them to find the best idea. It’s critical when collecting the ideas not to pass any judgment on the ideas -- just write them down as you hear them. Try to define what you would consider to be the ideal solution. Many alternative solutions may emerge in the process. In fact, it is helpful to have as many alternatives as possible. This process may be timeconsuming and sometimes exhausting, but it is absolutely necessary.

4. SELECT AN APPROACH TO RESOLVE THE PROBLEM When selecting the best approach, consider: Which approach is most likely to solve the problem for the long term? Which approach is the most realistic to accomplish for now? Do you have the resources? Are they affordable? Do you have enough time to implement the approach? What is the extent of risk associated with each alternative? The nature of this step, in particular, in the problem-solving process is why problem-solving and decision-making are highly integrated.

5. PLAN THE IMPLEMENTATION OF THE BEST ALTERNATIVE (THIS IS YOUR ACTION PLAN) Some goals may have to be eliminated because they are unrealistic. Others may have to be modified. Some can be achieved. Be specific in defining the possible solutions. Try to be creative when considering options. Develop some really crazy ones just to get your mind stimulated. Mix and match various ideas just to see where they lead. Consider the consequences of taking certain steps. Imagine and consider how others might respond if they faced a similar situation. Make realistic assessments and do not avoid painful answers. Write down the consequences and face them no matter how difficult that might be in the first instance. It is possible to make considerable progress once reality is confronted. Strength can be drawn from reality. Evaluate the pros and cons. Rehearse strategies and behaviours by means of creative imagination. Carefully consider the following: • What will the situation look like when the problem is solved? • What steps should be taken to implement the best alternative to solving the problem? Don’t resort to solutions where someone is “just going to try harder”. • How will you know if the steps are being followed or not? (These are your indicators of the success of your plan.) • What resources will you need in terms of people, money and facilities? • How much time will you need to implement the solution? Write a schedule that includes the start and

6. MONITOR IMPLEMENTATION OF THE PLAN Monitor the indicators of success. Are you seeing what you would expect from the indicators? Will the plan be done according to schedule? If the plan is not being followed as expected, then consider the following: Was the plan realistic? Are there sufficient resources to accomplish the plan on schedule? Should more priority be placed on various aspects of the plan? Should the plan be changed?

7. VERIFY IF THE PROBLEM HAS BEEN RESOLVED OR NOT Re-examine the original problem in light of the attempt at problem solving. View any possible failures or disappointments as needed feedback to begin the problem-solving process once again. One of the best ways to verify if a problem has been solved or not is to resume normal operations. Still, you should consider what changes should be made to avoid this type of problem in the future. Lastly, consider what you learned from this problem solving. Consider new knowledge, understanding and/or skills. Consider writing a brief memo that highlights the success of the problem-solving effort and what you learned as a result. You could even share it with others.

STEPS: 1. Take your wire and wrap it around your head to establish the size for your crown. Once you’ve measured, stick some green crepe paper around the base of the wire to cover up any that’s showing. Hold it close to the wire of the crown and slowly start to wrap. 2. Once you have all the green set up, you can get creative by adding flowers. To make a basic flower, cut a 10 cm X 6 cm piece of crepe and fold it like a fan. Then cut the petal shape out the top of the fan fold, leaving a small section uncut, to repeat the paper fold. Attach to a piece of wire and then attach the flower to the crown wire base.
