Experts at the Ministry of Economic Development and Trade estimate the corruption component at 50 billion UAH a year. In past years, the cost of government contracts was often artificially overestimated. A large part was used for "kickbacks" to officials who directly decide on the purchase of goods or services from a company. So, the selection of suppliers was carried out on a noncompetitive basis. According to Transparency International, the amount of "kickbacks" reached 60% in 2012.
